morning. well, happening today, we're talking about the suspected stockton serial killer, wesley brownlee. he's going make his first court appearance and now he faces at least 5 murder charges in stockton and one in oakland, but his criminal history in the bay area dates back to 1997. kron four's. justin campbell has more on wesley brownlee is passed and what happens next in this case? >> 43 year-old wesley brownlee, the suspected stockton serial killer responsible for 6 shooting deaths. finally in police custody. stockton police arrested him over the weekend while they say he was out searching for the next victim. he was on a mission to kill. he was out hunting. brownlee is now in san joaquin county jail facing 6 murder charges. his criminal rap sheet dates back to 1997 when he was arrested for possessing crack cocaine. court records show he served 2 years in san quentin in 2014, arrested for selling crack cocaine in alameda county. now back in jail. no bail. this clearly is the potential for the death penalty because it's special circumstance involving multiple murders. legal analyst steven clark says the district attorney is likely to decide on pursuing the death penalty after speaking with families of the victims. >> but he says the prosecution's case will have to rely on circumstantial evidence from what we've seen in the reports. there are no eyewitnesses to these killings and they're going to have to build their case piece by piece to show that he's responsible for every one of these killings because the defense is going to say. >> if he's not responsible for all of them, he might not be responsible for anyone. clark says the defense will have to do a complete brown lee's mental health history. how did you get? >> to this point where you're now accused of committing this number of murders. >> reporting in san jose, justin campbell kron. 4 news will charges are expected to be formally filed today during rallies. arraignment hearing. our goal in the east bay, a man is facing charges for shooting that injured. a mother and her child in pittsburgh. that shooting happened friday in the area of dhabi and civic avenues. officers say 35 year-old javier gonzales fired multiple rounds into a pickup truck. the mom and son were both riding in now the woman and her 8 year-old son were both injured and they're still recovering at the hospital. police say this was a domestic violence related crime and that gonzales was specifically targeting the woman. the da says booked on attempted murder and child endangerment charges. meanwhile, in oakland, a police chase through the city on monday in it with the death of a person who was not even involved in that pursuit. now, the police chief is defending his officers that were involved. proffers theresa has that update for us. >> our officers observed hernandez inter in the same vehicle used in the hit and run collision. as officers attempted to make contact with hernandez. he got into his vehicle and fled from the officers. oakland police chief leronne armstrong revealing what lead. >> to this crash that killed a driver in the early morning hours. monday. this is video of the scene from the citizen app. he says the suspect, jonathan hernandez of oakland led officers on a chase. >> before crashing into the victim's truck. but the chief says that this case actually started. >> back on friday and the individual was actually recording the entire incident. hernandez got out of his vehicle, threaten the individual by brandishing a firearm. they're racking the slide at the individual. and threatening to cause harm to that individual. >> the chief says it was on friday when hernandez rear ended a driver near 73rd avenue and international boulevard. and then threatened the driver with a gun. the driver reported the incident to police and a warrant was issued for hernandez. the chief said when officers tried to stop hernandez on monday, he got into his car and sped off. the pursuit ended here at snow and 69th when hernandez rammed into a truck and killed its driver at the scene, fortunate my heart goes out. >> to the family the person who lost his life get since this crime that. >> could have been avoided. the chief defended his officers saying that hernandez posed a threat to the community as he pulled a weapon following the friday hit and run the officers involved are now on administrative leave with several investigations underway to examine their actions. the driver of the truck killed in monday's collision has not been identified yet. hernandez was booked into the alameda county jail. to recess stasio kron. 4 news san francisco police are now looking for the person responsible in a double shooting. this happened in the city fillmore district. >> video from the citizens at shows police at the scene. this is by street park. police say it happened just before 9.30, sunday night. 2 people were shot. one is expected to survive, but the other died from their injuries. witnesses reported seeing a sedan leaving that scene. but the gunman has not been identified. the shooting was one of several in san francisco within 3 days. and according to police, 10 gun fire incident broke out in the city since friday. here's a map of those incidents showing you one person was injured in a shooting on saturday on broadway as nightclubs are just letting out. another person was hurt early sunday before 02:00am on mission and 30th. then another person was found shot near a fight that broke out in the area of 11th in folsom. so far, no arrests have been made in any of those shootings. well, governor newsom says he will be ending that nearly 3 year long covid state of emergency in february of next year. yet health officials who say that this decision came after examining hospitalizations and death rates. the administration also declared it's going to have a set of actions and tools to keep the state from dipping into another emergency. but the specifics have not been announced. you've got health officials who hope that people are still going to keep their guard up against covid. well, a california assembly member is looking to turn offices that were left behind during the covid pandemic into homes coffers. amanda hari has the details on how some leaders want to repurpose those buildings. >> i spoke with assembly member matt haney. he says he wants to take the large supply of offices and turned some of them into housing. he says it will help with the housing shortage and make housing more affordable. >> when the pandemic lead closures first began in march of 2020 office buildings and once been filled with people became empty more than 2 and a half years later, many buildings in san francisco still are. it's likely that the way people work not just in san francisco, but all over the he's changing we're not going to see these massive office buildings full of people in cubicles assembly member and former san francisco supervisor matt haney says many of the companies have announced that they will permanently keep their employees home. >> he says using these buildings for housing could make all housing more affordable. one way that we can actually increase economic development and spur our economy is by making it easier to live in san francisco, cheap live in san francisco. >> a lot of companies are choosing not to locate in our city because of the cost of housing. he says he's working on how the state can make the process of converting the building's easier and more affordable. >> he wants the state to streamline zoning guidelines and provide assistance. we can actually provide direct support and to cities and counties that want to do these conversions. >> the governor has talk about putting hundreds of millions of dollars forward and allowing folks to apply for these to do the conversion to the city of calgary, canada hired the architecture firm gensler, which was founded in san francisco. >> to create a system to determine which office buildings would be ideal to become homes. project director says her team is applied their findings to san francisco. they found that office buildings built in the 50's and 60's are good candidates and over a building site that has a location that has that very walkable and located close to transit, something that has access to natural light, the shape of that building for plate. and is it easy to planned residential units within that existing workplace? she believes creating more housing in the city could make the city more lively after the 9 to 5 ers go home, feel a lot of potential for that. >> and the belt to really impact positively and the downtown and to really help. >> tampa go are resilient future assembly member haney says there's still plenty of commercial space available. >> and he's not concerned about running out of that in san francisco, amanda hari kron, 4 news. >> still from break. >> welcome back. we're talking about said her health and they've agreed to pay 13 million dollars to settle claims that they improperly billed the federal government for toxicology tests center is alleged to have billed the government for lab tests. they did not conduct, which is considered health care fraud. it said the tests were conducted by a 3rd party center has already paid half of the 13 million and has 30 days to pay the remaining portion. also for your health, a health advisory has been lifted in crockett contra costa. health officials say they no longer detect hydrogen sulfide in the air coming from the crockett wastewater treatment plant. we brought you this story last week? now the advisory was first issued on october 7th after air quality readings near that plant showed elevated levels of hydrogen sulfide stinking up the city with an older that people describe smelling like rotten eggs or sewage officials have identified wastewater from cnh sugar refinery as the source of so that stench. they smell it. they say they have not received any public complaints. resident since late friday, but we'll continue to monitor the situation. well, that's good news, week, we've got some passing clouds aloft this morning, but not really resulting in too much going on to the south and west of the bay area's. it's a low pressure area. all that's doing for us is really pushing a few clouds up our direction. that's going to bring us are mostly sunny to partly cloudy skies today. but aside from that, there's really not a lot whole lot going on out there. this is a holding pattern of really nice weather today. temps just a little bit warmer than yesterday. now tomorrow is going to be the warmest day of this forecast. some of our inland highs will peak near 90 degrees tomorrow, but only for one day as will reverse course and start to cool down after that point. as for today's daytime highs, it 60's and 70's for san francisco 60's and 70's. also along the coastline. one of our warm days along the coast haven't seen numbers like that right along the coast in well over a week now. so it's nice to actually tap into some sunshine for the spots that have just been so consistently great. it's back to the low 80's for the south bay with 70's along the east bay shoreline 80's for our inland east bay danville, 86, while oakland and richmond at 77 north bay temps mostly in the 80's sonoma. 83 napa. 82 santa rosa down through center fell also in the low 80's. here's a look ahead. temperatures tomorrow at our very warmest as they promised. yeah. after killing kristin smart following a college party back in 1996. relive floors is accused of helping his son cover up that alleged crime. the verdict will not be ready until a separate jury deliberating the fate of his said paul flores reaches a decision. it's unknown when that might be as the panel is continuing. deliberations. and we're talking about political strategist steve bannon and could face some jail time when he sentence in his contempt case on friday, bannon was convicted of defying a congressional subpoena to testify before the january 6 committee. now the justice department argues that he should spend 6 months behind bars and pay a $200,000 fine. prosecutors say bannon acted in bad faith, but bannon's attorneys deny that. and they're arguing for probation. instead. well, a congressional investigation has found that trump hotels charge the secret service unreasonably high rate while the former president was in office. the washington post reports the former president and his family visit trump properties hundreds of times during his stay. they charge nearly one and a half million dollars to age is protecting them and they would often charge 5 times the established government right. so one night in 2017 age is staying in trump's dc hotel. it almost $1200 a room while protecting donald trump junior. the government right for that night was $200. in a statement the trump organization denies any improprieties. and hearing aids are now available to buy over the counter across the u.s.. it's all part of the recent fda rule that allows adults to purchase hearing potentially in some way if they have more questions about if your income bracket qualifies, things of that nature. but ultimately the entire process from when you fill out this form to potentially when you could be debt repayment is about 6 weeks. the president said and hopefully, again, like the education department said that this should a lot of it. the happening before even the end of the year. that's the goal. but of course, things can happen as well. and they're expecting, of course, a lot of traffic. there is 8 million already that head applied using this over the weekend during a testing period. they're ultimately expecting about 40 million. and so they are encouraging you to do this as soon as possible. they're also telling americans to be patient as well as they kind of work
