(pkg)"i need justice for ebbie" an emotional plea by family and friends of 16-year old elena mondragon at tuesday nights hayward city council meeting."that's not right, they killed a child."elena mondragon was killed by fremont police on march 14th in hayward when investigators say undercover officers tried to stop a stolen car wanted in connection with multiple armed robberies.investigators say when they tried to stop the car the driver drove into the detectives police vehicles, injuring the two detectives. during the incident, the detectives fired their weapons at the suspect driving the vehicle and hit mondragon. "she's 16-years old, that's what needs to be remembered, she was sixteen."hayward police is one of the agencies investigating the shooting since it happened in their city.elena's family is demanding answers."we're not here to blame people and to find blame, were here to collect accountability from people, be it the person that was driving the car or the officers, someone needs to be accountable for their actions, my niece, she was innocent in this whole thing."miguel minjares is elenas uncle.the family asked investigators to release all video of the shooting but haywards police chief told the family there is no dash cam video of the incident and a body camera worn by one of the officers wasn't turned on during the incident."it was kind of a shock, i would have thought those things were meant for the protection of ourselves, the citizens and also for the police officers for them to kind of proceed with those things working makes me question their capabilities and competency in their job." (steve) another big story tonight: the fallout from the violent removal of a passenger from a united airlines flight.(vicki) tomorrow...a family member of that man dragged off that plane will address the media. tonight..united airlines is vowing to make changes.... (steve) and we have new video showing the moments leading up to the confrontation." (steve) you can see the man -- doctor david dao -- upset -- shaking his head -- and hear him repeatedly saying he is not going. this happened sunday in chicago.... united said it needed to free up seats on the flight to louisville, kentucky, to transport crew members. grant lodes is following the fallout and the local push to make sure something like this does ánotá happen in the bay area. grant? (grant) this is called a textbook case of damage control. today, united announced it's refunding every passenger on board the cost of the their ticket. the incident was sunday...the ceo did not initially give a heart-felt apology...even blaming the passenger in question...saying he was belligerent. that tone and that talk has now all changed...three days after this viral video debacle. oscar munoz/ ceo united airlines: "it's not so much what i thought, it's what i felt. probably the word ashamed comes to mind."in his first television interview since this video of a bloodied passenger -- doctor david dao -- being dragged off an airplane went viral... nats) united c-e-o oscar munoz tells abc there will be big changes at the airline. oscar munoz/ ceo united airlines: "that is not who are family at united is."munoz says the airline is conducting an internal review and will look at how to best let employees use discretion when it comes to compensation for passengers. and, what the role of law enforcement on planes should be. oscar munoz/ ceo united airlines: "the use of law enforcement aboard an aircraft has to be looked at very carefully. they're clearly there for a purpose of safety, and we want to make sure they protect us, but for other reasons, i think that's a policy we have to absolutely re-look at."among the backlash being felt by united, officials are also chiming in with ways to prevent situations like this, some even suggesting ending the entire "over booking" process gov. chris christie/ -r- new jersey: "dot, the federal department of transportation, has to stop the overbooking rules and give them latitude and take a breath. passengers are fed up. and they should be." (grant) closer to home...san francisco supervisor jeff sheehy has asked the city attorney to draft an ordinance or policy which would prevent san francisco police officers from removing airline passengers from their seats simply because a flight is overbooked. jeff sheehy/san francisco supervisor:if you are going to have policies where you overbook flights, and you are unwilling to compensate passengers enough to voluntarily give up their seats and then you are going to use force to involuntarily remove them, we want no part of that.passenger: if they're going to do it do it on a volunteer basis and pay someone to do it , nobody should be forced off (grant) dr. dao filed a petition with the local courthouse to sieze evidence related to the incident...many see that as the first step towards a lawsuit. (steve) new at ten.. another passenger from irvine says he experienced a similar problem when he flew with united...earlier this month. geoff fearns was returning home early from hawaii on april first and paid an extra thousand-dollars for a first class ticket back to los angeles. he got into his seat and then a united employee threatened him... saying he needed to give up his seat because the flight was full and a 'higher- priority' first-class passenger was entitled to his seat. but fearns refused to get off. passenger:"i was surprised that things escalated to that extent, but given my own experience, i absolutely believe that had i continued to demure and say 'look i'm not giving up my seat' you know the gate agent made it plain that they were planning on calling security and having me physically excorted off the plane, physically ejected from my seat."reporter:"even handcuffed?"geoff fearns/united airlines passenger:"indeed, it was we will have you put in cuffs and taken off the plane.">(steve) to not make matters worse... fearns eventually moved and was reassigned a middle seat in economy class. (vicki) new tonight at ten: a bizarre story out of san francisco.. a man says he's been victimized by a burglar twice and now he says he is scared for his life. kron4's j-r stone is live in san francisco tonight..you met with the victim today who's outraged. natscheck out the crazy guy who is on my balcony living in my housethis is snapchat video shot by pavan gupta who came home friday to a man inside his houseand a man who had no plans on leaving his house.sot i try to flag him down and he pulls a bottle of jagermeister to his face and starts screaming.pavan called police, there was a standoff that lasted several hours with the man eventually walking from the balcony to pavan's room. sot he's now in my bedroom and apparently he decided to strip down.and he starts dancing around in a window but they decide the better approach is to wait for hours and hours and hours in my bed naked which is absolute insanity right.officers would eventually go in and make the arrest of 22 year old nicholas davis of san francisco. fastforward to 3 a.m. wednesday morning when davis showed back up after being released from jail.sot heard a loud banging at the doordavis eventually left but pavan is outraged that he was allowed out of jail.sotit's one thing to police things too extremely.i'm genuinely concerned for my safety.who knows what he is going to doabsolute insanity. (steve) and next:a crime alert -- where violent crime is on the rise and the plan to deal with the problem. the santa clara county district attorney's office has released a new report showing a jump in violent crime. kron4's charles clifford looks at the suggestions made to law enforcement to deal with the problem. here in san jose, the district attorney's office has created a new crime strategies unit. it's a joint effort between the d-a's office and law enforcement agencies across the county. the unit's goal is to take a hard look at crime data and find ways to effectively use limited law enforcement resources. in a new 32 page report titled "crime in santa clara county" the crime strategies unit concluded that overall santa clara county is one of the safest places in america, but there are a few troubling trends.sot crime in san jose went up by 14 percent.>the report also identifies two main ways the d- a's office and law enforcement could turn that trend around. the first is by putting more resources into solving gun related violent crimes.sot the second area of concern, is residential burglaries. the report found that most burglaries are committed by a handful of people.sotin addition to gun crimes and residential burglaries, the strategies unit also plans on gathering data on gang activity and using that information to help stop the spread of gang related violence.finally, the d-a's office has submitted a request to the county board of supervisors to hire 5 criminalists to help process guns and dna evidence faster. in san jose, charles clifford kron 4 news (steve)in antioch. . . a new set of eyes is coming to a crime-riddled intersection. the city council approved the installation of new surveillance cameras. . . part of an effort to crack down on crime.a total of three cameras and six license plate readers will be installed at the intersection of east 18th street and cavallo road.the city will pay for the cameras with more than 170-thousand dollars collected from measure- c.a special tax approved by voters in 2014.city council members say the police department will manage and monitor the cameras. trt: 24tony tiscareno/council member- "we are hiring more police officers, you have more vehicles on the street, more officers on the street and we're bringing in tools such as this to, uh, to help aid our police department and that makes the community more comfortable, i believe."lori ogorchock/council member- "this is a huge piece -- huge piece, yes. it's going to help with redevelopment. it's going to help with the values of homes going up. um, its going to help a lot with the city, so yes, its moving -- the city's moving in very positive, forward direction." ogorchock says she hopes the cameras will be up and running by or before june. (steve) coming up a taxi driver accused of sex assault.. police say he picked up the victim from a popular bay area casino... tonight -- hear from the suspect's neighbor. (vicki) then -- it's being called a renters crisis in one bay area city.tonight -- the effort to stop so called "no cause" evictions by landlords. (steve) and next:after two years... two san francisco police officers are cleared in a deadly shooting.why the investigation took so long. (steve)two san francisco police officers are now cleared in a deadly shooting. it happened back in february of 2015... officers shot and killed a 21-year-old guatemalan immigrant. tonight --we have details on the evidence that apparently led to the decision not to file charges.(vicki) but not everyone in the community is happy with that decision. kron4's alecia reid is following the story. the district attorney says in order for them to have charged the 2 officers involved in this deadly shooting, they would've had to prove beyond a reasonable doubt that the officers did not act in self defense or in the defense or others.pkgafter interviewing at least 3 dozen witnesses, reviewing the medical examiners report, a toxicology report, and reports from an independent examiner, district attorney george gascon has decided the two officers that shot amilcar perez lopez to death are not at fault."let's say you do not believe the officers as to the fact that they were in fear for their lives, or you do not believe the expert in the timed reaction, the reality is the officers are justified under the law to protect others." perez lopez was shot half a dozen times, mostly in the back. the d-a says it was lawfully done. plain clothes officers craig tiffe and eric reboli intervened during an altercation between perez lopez and his roommate. witnesses say the 21 year old was chasing abraham pete down the street with a knife. police and witness accounts say perez lopez ignored demands to drop the knife and was erratic when he was shot to death."if the knife had been dropped before the shots were fired, it would have likely ended at the edge of the sidewalk where perez lopez was standing before he stepped off the sidewalk, or in the street between the two parked cars."there have been protests for an independent investigation. and now this determination has the community in arms, as they get ready to start protesting.sot - oscar salinasstandupthe da's office tried reaching out to perez lopez's family in guatamala, but have had no luck.the d-a says they've notified the family's lawyer and the guatamalan consulate. in the meantime, the investigation has now been turned over to the attorney general's office for review. reporting live in san francisco. (steve)a santa rosa taxi driver has been arrested ... accused of sexually assaulting one of his passengers. video here shows the chp taking 42-year-old mehari tekle into custody. investigators say dna and video evidence are what identified him as the taxi driver. . . who allegedly picked up an intoxicated woman from the graton casino back in december.the alleged sexual assault happened near the 101 and highway 12 interchange.a neighbor of tekle says he is a married father. . .who has been living there for a long time. i've read the story online and i've seen around here and i've seen them around here. he has kids of his own. and tons of tons of young teenage it's scary to be completely freaking honest with you (neighbor) tekle has been booked into the sonoma county jail. . .on one count of sexual penetration.he is set to be arraigned on thursday. (vicki) we are learning new details about the child injured in a shooting at a southern california elementary school... school officials have identified the injured student as nolan brandy... and his parents say the nine-year- old is recovering well. the family is thanking the community for an outpouring of support after the shooting. nolan was injured when a gunman.... 53-year-old cedric anderson walked into his estranged wife's classroom and opened fire. his wife, karen elaine smith, and an eight-year-old student, jonathan martinez, were killed. jonathan martinez was born with a genetic condition and had survived heart surgery. according to friends anderson shot his estranged wife after threatening her for moving out. the couple married in january and separated in the middle of march. smith moved out of their home and had been staying with family. (steve) new tonight at ten... a woman who was brutally attacked at a c-v-s store in vacaville two years ago... is now asking for help for her husband...(vicki) his heart is failing... and he is getting weaker and weaker as he is on the waiting lists for both a heart and kidney transplant... reporter rowena shaddox has the story. ((pkg)) that was 55-year-old rene reynolds two years ago after his wife sherrie was attacked as she stood in line at a cvs store in vacaville.a man randomly targeted her stabbing her six times in the back with a steak knife.she had surgery for two collapsed lungs but managed to pull through and now, it's that same faith and family support that's getting them through this next chapter in their lives.(file shots of the family from second interview)when we first met the reynolds after sherrie's brutal attack, rene was on waiting lists for both a heart and kidney transplant. so, last month - rene underwent an eight -hour surgery for a heart pump and after a long recovery in the hospital - just returned home on wednesday?? (is that right?).now - they wait for that phone call telling them - rene's new heart and kidney are ready his doctor's say that call could take about three months and while some might feel like giving up in the face of so much adversity, rene keeps going.(wedding picture)and while they wait they look back on what they consider their storybook life, which began after a blind date, oh so many years ago... an anniversary to reflect on the vows of 'in sickness and in health,' that they've lived through and survived. (vicki) donations can be made to the family through the national foundation of transplants... and a fundraiser will also be held at b-j's in vacaville on april 20th. the restaurant will donate 20 percent of food and soft drink sales. (brittney) coming up:the seven day forecast! take a look at this: police in chandler, arizona have released this video taken inside a strip mall barbershop-- it shows a little girl who easily could have been the victim of gunfire. take a look-- the four-year-old sashays over to the chairs... then she sits down. seconds later, gunfire shatters the store window... (pause at :17) the girl narrowly escapes getting shot. she was taken to a local hospital with minor injuries from glass debris -- but is expected to be okay. two suspects have been arrested in connection with the shooting. police believe it stemmed from an apparent dispute between at a nearby tattoo shop. (steve) back in the bay area: tenants' rights groups say there's nothing short of a renters crisis happening right now in san jose.(vicki) kron four's rob fladeboe takes a look at the debate surroundingan effort to put a stop to so called 'no cause' evictions of renters by landlords.
