thursday is another strong storm...weather alert issued. our team coverage continues tonight in guerneville... a rising russian river has aleady caused serious flooding... now with another storm ahead -- people who live there are bracing for more problems. kron 4's alecia reid is live... alecia how worried is the community? they're pretty concerned.this is actually the russian river behind me creeping into a parking lot . with tomorrow's rain, it's expected to get even higher.pkgnatsot - it's mother naturelow lying areas are taking a beating.sot - everyone's worried. but there's not much you can really do. there's only so much sandbags can holdwater levels on flooded roadways continue to increase. people in this small community have weathered many storms. so they prepare themselves as best as they can. the worst downpour they can remember was back in 1986 when the entire downtown was under water. sot - it went all the way up and covered everything. there was no downtown or houses30 years later, flooding is still an issue. those on higher elevations have other concerns. emily lewis - sot - there are people closest to the river that are scared about their properties, but people that live by the mountains are worried about trees coming down. we can lose houses, cars through all the rain this winter, it's business as usual for andorno's pizza. even for folks that can't leave their homes.sot - most of our deliveries are down roads that are closed because they're down by the riverstandupwith all the rain this week, families are seeing a lot more flooding than they've seen in a while.so they're hoping tomorrow won't leave too much destruction behind.reporting live from guerneville... the napa river is also on the rise. the river is below flood stage tonight -- but that could change tomorrow. there have been many reports of flooding all over napa county. this is video from yountville which was taken earlier today... you can see just a massive pool of water.. partially submerging a tree. happening now:more than 24 hours after a mudslide hit a vehicle in the santa cruz mountains.. two out of four lanes on highway17 remain closed.this is causing a traffic nightmare for drivers... kron4's j-r stone is live tonight -- where repair work is still underway....j-r -- is there any estimate for a reopening? steve, i'm told this will be closed at least through the weekend possibly longer. if we get more rain then we could be talking about a lot longer. as to what this area looks like tonight. you can see cleanup crews are working around the clock to try and fix this section of the highway. day two of what some are calling a traffic nightmare through the santa cruz mountains. bumper to bumper traffic as many tried to get home wednesday evening.sot today it set me back at least two and a half hourscleanup crews are working as fast as they can to try and get as much as they can done before thursday's next storm. jane booth uses highway 17 to get to and from work. she says the adway has been a mess this year.sot this is the fourth time this year we got stuck in traffic along highway 17 trying to get home.chp says two of the four lanes will likely be closed through the weekend at the very least. creating more of this.sot something needs to be done they need to do more work against the banks but you can't help mother nature it does what it has to do.those with caltrans say that the hillside is still moving as they do this work. jane says she's concerned that that movement could pick up with thursday's expected rain. a reason why she is evaluating her work situation for the day. sot ya i don't know what to do tomorrow if i should try to work at home if i should chance coming in it's not looking good. i'm probably asking for another long commute if i try to go in tomorrow and out here live this evening you can see the work still being done. that excavator being used to clear that dirt out of the area. keep in mind they were able to keep working even after it started drizzling today. they hope to do the same tomorrow but if the rain starts coming down hard. that is when they'd be forced to stop the work being done. live near scott's valley, j.r. stone kron 4 news. all lanes of westbound 580 in livermore just reopened an hour ago. road crews repaired a giant pot hole that opened in the westbound direction near greenville road. it happened this morning -- causing major traffic delays... at one point the backup extended all the way to tracy. in novato -- one eastbound lane of highway 37 is back open between highway 101 and atherton avenue. road crews are still trying to remove standing water... which forced the closure. the westbound direction remains closed tonight -- with no estimated time of reopening. several schools in the north bay... both public and private... will be closed tomorrow because of the weather... emergency officials say, severe rain and winds are expected during the morning commute .... and will cause traffic gridlock, flash flood warnings and landslides. some of the schools affected are in the larkspur school district, the mill valley school district... and the sausalito- marin city after a mudslide in los gatos. a mother turns to social media to call for help. her family was just one of many forced out by a mudslide. tonight -- kron4's hermela aregawi talks to the family. nat videoeverything just got washed away with mud. i i.. i'm trying to get a hold of everybody. the lines are down. the rays home is in a remote part of los gatos.when a mudslide wiped out part of their home, jennifer ray takes to facebook live during tuesday's storm to spread the wordand call for help.it was 8 in the morning.. and she and her husband john were in bed with their 4 and 2 year old when the ground started to move.sot jennifer rayyou just saw all this stuff coming down.all this mud and water and trees and all this other debris.and we just ran outside and i just kept screaming check jessica jessica. my siter.jessica has a 9 month old and is pregnant. she lives in a second home on the property.sot jennifer raymy mom was carrying my daughter. she fell and then we just ran as fast as we could to the jeep and piled everyone in.in the process of escaping the slide.. jennifer, her mom and john fell and injured their legs.sot john rayyou look outside and you watch a lot of hard work. a lot of sacrifice. and things you do for your children literally getting washed away.in the third home on the property.. lives jennifer's dad.sot jennifer that home was my dad's dream. he always wanted him and us to all be on one property... with tears in his eyes he just was saying. all my dreams are being washed away right now. standupthe family is staying here in san mateo while they wait out tomorrow's storm. after that, they'll return to their property to see what if anything is left.the silver lining. community is coming together to help the rays cover their out of pocket the two- story house was inundated by a wall of mud that tore through its walls, snapped support beams and compromised the foundation. everyone got out okay....and coming up in about five minutes....kron4 's charles clifford reports from that neighborhood where other homes are also now uninhabitable. but first... what to do if you think you live in an area that may be prone to landslides. if you're at the top or bottom of a steep hil or mountain...that could be a problem during or after lots of rain. the u-s-g-s says it's imperative that you recognize the warning signs... are there new cracks in the ground or sidewalk or drievway around your home. has soil around the foundation moved or has your home shifted at all.== just like an earthquake...ha ve a family plan. talk about what you'll do if one happens...have water, food, batteries, flashlights.== stay alert and awake... lots of mudslide deaths happen overnight. listen for cracking trees...or rocks hitting each other. have a strong flashlight to look for warning signs.== and if you are out driving...and this applies to everyone... watch the road for collapsed pavement, mud, fallen rocks and other indications you this video earlier in the newscast...a mudslide has destroyed a home along a quiet street in san rafael... and tonight -- more homes are in danger.as kron4's charles clifford shows us the trouble spots, as another storm rolls in. natswednesday evening, this devastated home along mountain view avenue in san rafael remained taped off for safety reasons. . so far, no effort has been made to remove the debris partly because heavy rain is in the immediate forecast and there's a good chance that the damage could get worse.the hillside behind the house is now mostly exposed dirt. the grass and shrubs that had been holding the soil together . . . are gone. the two homes on either side of the house remain are red tagged. the people who live in this home are staying with family. juan alvarez and his family live in the red tagged house on the other side. at this point neither family knows when they will be able to return home. the buildings will need to be inspected to ensure they are safe to occupy and that could take months. alvarez hopes his insurance will cover any damages.soti hope so. i hope so. ihope insurance cover it all.up the hill, along on convent court, several homes sit above the mudslide. david goepp says the hill is mostly bedrock but that he and his neighbors are still keeping an eye on the mudslide.sot i think we are ok. our house is in a good spot. others. a driver loses control of his vehicle in the rain, flips over and lands submerged in a fast rising creek"as soon as i got close i realized the car was upside down in the creek and was pretty serious"it happened tuesday at around 2:45pm on highland road near san ramon. clayton wiedemann was working near by, heard the crash and was the first person on the scene"after trying to pry the door open i heard someone kicking at the door from the inside so i knew that somebody was moving around in there""i thought the poor whoever was in there was in trouble"clayton wiedemann's friend dan rich was the next person who came to help. he says the rainy weather intensified the life threatening situation, so they had to act fast"because the water was really really coming down""we had some tools to try to pry the door"this is a photo of the tool they had on hand"well it is a pick-ax, it's a big ol pick ax used for lifting rocks""the windows were under water so i couldn't see inside or anything""i said you know, we got no time to waste, so i just reared back and gave it a whack real good, you could hear the window implode inside and we just started grabbing everything we could, i gues one of the things i grabbed was him, but it happened so fast, he ended up on the bank before we knew it"chp investigators say the 20-year-old driver suffered only minor injuries...thanks to these are following. there's new evidence tonight that the city of oakland knew about illegal parties at the ghost ship artist collective.... long before last december's deadly fire at that warehouse. grant lodes is has been tracking this story for months...and tonight...he has newly released records from the city of oakland. the records released today show that the oakland police and firefighters had visited the scene ádozensá of times in recent years. natthe cluttered ghost ship warehouse was a death trap for 36 partygoers. tonight we know that nearly two years earlier, oakland police responded to reports of another illegal rave on the premises.just released documents reveals... officer hector chavez says he was flagged down in the early morning of march first, 2015, by someone complaining of drug and alcohol sales.in the heavily edited police report, chavez says he did not cite anyone.and that other officers had to be called when 20 people refused to leave the scene of what he called a 24=hour art studio.a month before, police responded to another call in a tenant's dispute over what the report called "illegal shared housing."the officer mediated the dspute.in all, the records show there were eighteen police calls in ten years to the warehouse address and the vacant lot next door. firefighters also responded to three calls, all for emergency medical treatmentone call was for a fire outside the building..there are no reports of building inspections in the past ten years.as we have reported before, city inspectors visited the site weeks before but were unable to gain access. despite several people living there...the warehouse was not permitted to have residents. the building's principal tenant, derick ion almena, has denied any responsibility for the fire. he could face charges...but the investigations into the cause...and if anyone's criminally responsible...are on-going. another big story tonight: we are closely tracking president donald trump's first 100- days in fix this section of the highway. day two of what some are calling a traffic nightmare through the santa cruz mountains. bumper to bumper traffic as many tried to get home wednesday evening.sot today it set me back at least two and a half hourscleanup crews are working as fast as they can to try and get as much as they can done before thursday's next storm. jane booth uses highway 17 to get to and from work. she says the adway has been a mess this year.sot this is the fourth time this year we got stuck in traffic along highway 17 trying to get home.chp says two of the four lanes will likely be closed through the weekend at the very least. creating more of this.sot something needs to be done they need to do more work against the banks but you can't help mother nature it does what it has to road. it happened this morning -- causing major traffic delays... at one point the backup extended all the way to tracy. in novato -- one eastbound lane of highway 37 is back open between highway 101 and atherton avenue. road crews are still trying to remove standing water... which forced the closure. the westbound direction remains closed tonight -- with no estimated time of reopening. several schools in the north bay... both public and private... will be closed tomorrow because of the weather... emergency officials say, severe rain and winds are expected during the morning commute .... and will cause traffic gridlock, flash flood warnings and landslides. some of the schools affected are in the larkspur school district, the mill valley school district... and the sausalito- marin city remove the debris partly because heavy rain is in the immediate forecast and there's a good chance that the damage could get worse.the hillside behind the house is now mostly exposed dirt. the grass and shrubs that had been holding the soil together . . . are gone. the two homes on either side of the house remain are red tagged. the people who live in this home are staying with family. juan alvarez and his family live in the red tagged house on the other side. at this point neither family knows when they will be able to return home. the buildings will need to be inspected to ensure they are safe to occupy and that could take months. alvarez hopes his insurance will cover any damages.soti hope so. i hope so. ihope insurance cover it all.up the hill, along on convent court, several lodes is has been tracking this story for months...and tonight...he has newly released records from the city of oakland. the records released today show that the oakland police and firefighters had visited the scene ádozensá of times in recent years. natthe cluttered ghost ship warehouse was a death trap for 36 partygoers. tonight we know that nearly two years earlier, oakland police responded to reports of another illegal rave on the premises.just released documents reveals... officer hector chavez says he was flagged down in the early morning of march first, 2015, by someone complaining of drug and alcohol sales.in the heavily edited police report, chavez says he did not cite anyone.and that other officers had to be called when 20 people refused to leave the scene of what he called a 24=hour art studio.a month before, police responded to another call in a tenant's dispute over what the report called "illegal shared housing."the officer mediated the dspute.in all, the records show there were eighteen police calls in ten years to the warehouse address and the vacant lot next door. firefighters also responded to three calls, all for emergency medical treatmentone call was for a fire outside the building..there are no reports of building inspections in the past ten years.as we have reported before, city inspectors visited the site weeks before but were unable to gain access. despite several people living there...the warehouse was not permitted to have residents. the building's principal tenant, derick ion almena, has denied any responsibility for the fire. he could face
