11th -- when, bryant says, lead bart negotiator thomas hock. reviewed and agreed to the family leave act. it was formatted as part of the contract on july 19th. on august 7th -- both unions presented written materials -- which included agreements -- to the board of inquiry and bart. where none was rejected. then on halloween, the unions -- again -- gave written materials to bart, documenting *all agreements, including the family leave act. bryant says. the provision went unchallenged. it wasn't until after the unions voted on and approved the deal that bart's board finally raised the issue.
