reward is now being offered to find a person who killed a college student in the east bay. 21 year-old joe ramirez was found shot to death in his car outside his home in san leandro on december 14th. police said the engine was still running. authorities say ramirez live in and in law unit behind home that a large marijuana's role operation. investigators say it appears ramirez was not the intended
