maintain a positive climate that discourages cyber bullying and inappropriate conduct. we talked to the santa clarasheriff about how and when the sheriff department first learned about the crime and what charges the boys are facing. >> we learned of it from the school. our school resource officer started looking into what these rumors were. you know how schools are. you hear many, things. we heard it within a few days of her death and started looking at it and realized there was more. we needed to look at it more extensively and do more search warrants and needed to do more information. >> if it turns out your -- >> reporter: if it turns out your conclusion says, yes, it led to her suicide, will charges change? >> no, i don't think there's changing of the charges. i think it's an important circumstance. >> the boys are charged with the sexual assault and distributing photographs of a minor. in a case that echos the tragedy there, dozens of people gathered in nova scotia today to honor a young girl who killedherself after being bull lead on-line for 17 months. her family says the torrent of abuse continued even after parsons hang herself. they say she did it because of photos showing her being sexual assaulted what is sent to her her friends. she was only 15 at the time. she was assaulted by four classmates after she had been drinking. police investigated, but they did not press charges saying there was not enough evidence. the hack collective known as "anonymous is promising to publish the identities of the alleged attackers. a 10-year-old girl is molested inside a bay area office building. this happened monday about 5:00 in the evening. kron 4 shows you video of the man who police say is responsible for the crime. >> reporter: this surveillance video of the man after he allegedly molested a child into daly city. it was recorded inside this ross store. >> the color contrast in this video -- >> reporter: daly city police detective says the 10-year-old female victim gave a description of the suspect who was also spotted by several people in the area. >> there were witnesses that described him as wearing an army green nylon jacket with a fur-lined hood and black paints and the victim specifically said he had a black sweat schlereth with white writing and a red and black hat. he's carrying a hat in the video. >> reporter: this is your guy? >> yes, the greeter at ross just across the parking lot from the office building remembered him coming in. he was either chinese or other asian descent and describe themustache as being sparse and said he had a variety of moles op his face. a 10-year-old girl that was at a building in daly city for her therapy appointment and the building is a mixed use office building and some of the businesses use a common bathroom in the hallway. after her appointment, she said she needed to use the restroom and took the key from the wall to unlock the bathroom door. after she unlocked the door and started to go in, this guy went in after her and molested her in the bathroom. >> reporter: in daly city, kron 4 news. >> we're going to map this out for you. this is the plaza where the girl was who left. she was attacked in a bathroom in this office building right here. police saying after the attack, the suspect then left that building, went across the street and into this ross store. that's where the surveillance cameras captured the suspect walking into the store past the greeter. police saying the suspect was last seen leaving that store in a gray compact sedan, possibly a honda. they say an elderly asian female was driving that car, but she is not believed to be a suspect. >> kathryn? >> two women were shot today at a community college inside a virginia mall. the gunman has been arrested. police are still not releasing any details tonight. we do know that both women were taken to the hospital. police say they got a call with a man with a gun and shots being fired in the southwest virginia community of christiansburg. the college has a site light location inside the mall. local schools were briefly closed as a precaution. bay bridge safety concerns still unfolding tonight. we are now learning more about why those 32 anchor rods may have broken on the eastern span of the bay bridge. charles clifford has an update. >> reporter: caltrans is saying they suspect an excessive amount of hydrogen seeped into the rods eventually causing them to break. the question is how did the hydrogen get into the steel. on friday, caltrans releaseddetailed information describing the fabrication, galvanization and testing of all 288 anchor rods. after scanning through the material, there's no apparent explanation for how an excess amount of hydrogen may have got into the metal. the devil it seems is in the details. there are a couple possibilities. during fabrication of the bolts, the metal is heat treated or baked to make the rods stronger. this process may have strengthened the steel, but left it vulnerable to hydrogen. the rods are galvanized or coated with zinc to keep water away from the metal. poor quality galvanization may have kept the steel exposed. the bolts broken were installed years ago but only recently tightened down. during that time, rain water may have seeped into the metal making the rods brittle. caltrans wouldn't say it any of the scenarios or some other cause led to the 32 broken rods. >> we do know there is hydrogen. there is an excess of hydrogen in the steel bolts. at what point that hydrogen came to be in the steel bolts, we don't know. that's what the investigation is looking into. >> reporter: in the meantime, testing continues on the remaining bolts. cl transengineers are working on a -- caltrans engineers are working for a way to repair or fix the broken rods. another gorgeous spring day to finish off your workweek. sheer live look at our cameras -- here is a live look at our cameras on the roof looking at the city. lots of sunshine once again. temperatures right now are still very comfortable. warm in a lot of locations including mountainview, you have 77 degrees. fairfield at 78. hayward upper 60s. half moon bay, you're at 58degrees. what do we have going on? sea breeze returning tomorrow. temperatures to cool down tomorrow. same defor sunday and into monday. -- thing for sunday and into monday. the winds will pickup. tomorrow, i'm expecting breezy conditions. beyond that, windier conditions for sunday into monday. for tonight, clear skies. it will be cool out there. still, a pretty nice evening if you're going out for dinner tonight. tomorrow, still plenty of sunshine. a tad cooler but also breezy. beyond that, winds will pickup and we will talk about the coolest day in that seven day before another warmup coming this way. new tonight, we are learning more about the teen boy who was struck and killed by a train last night in san lorenzo. for more on the story, kron 4 mike pelton has the latest. >> this involves a student at san lawrnzo high school which is located next to the train tracks. the principal spoke with us and confirmed it's one of their own who passed away a sophomore named austin price. the principal called today a sad day and all morning long students understandably so are devastated finding out austin passed away last night. authorities say austin and two friends were playing a game of chicken with a northbound amtrak capital quarter train last night around 6:40 when the train struck him. all morning long, dozens of students brought flowers and candles to add to a makeshift memorial near the tracks. they said lots of prayers and hugged each other as they mourned the loss of their friend. >> he was a good student. he got good grades. he was always nice to everybody. he was a loving person. >> austin was a loving student. 10th grader. will certainly be missed, well loved here on campus. >> reporter: the principal tells us a train struck and killed another student several years ago and all shown a safety video each year being that the train tax are so close to the school -- tracks are so close to the school. grief counselors were on hand throughout the day and i'm told a second memorial is currently growing in front of austin's locker. in san lawrnzo, mike pelton kron 4 news. just released information about the richmond refiney-- refinery fire and what caused it. the north korean nuclear threat. the u.s. saying it is willing to enter into talks, but only under very strict conditions. i'll have the story at 5:30. first, the north bay middle school banning leggings because it's distracting the boys. it's turning into quite the controversy. the news at 5:00 continues next. you kids should count yourselves lucky. we didn't have u-verse back in my day. you couldn't just... guys... there you are. you know you couldn't just pause a show in one room, then... where was i... you couldn't pause a show in one room then start playing it in another. and...i'm talking to myself... last december's massive refinery fire in richmond. katherine is here now and has been looking into this with details on the story. >> reporter: chevron is basically acknowledging it is to blame for the huge fire last august admitting its failure to identify and replace the corroded pipe. we know the refinery repairs have been wrapped up and chef ron released this -- chevron released this video saying they expect to resume operations soon and it is promising to improve inspection procedures and says it is inspecting now every pipe in the facility. as for what went wrong august 6 when that leak led to the huge fire, chevron's findings aren't that different from those of federal and state inspectors. chevron admits it mishandled the response to the pipe leak saying in part its workers did not recognize the result of the pipe rupturing and igniting and the 2002 discovery of the pipe was getting really thin and worn and was buried in a soft data base and admits the 2011 inspection passed over that very same pipe which ruptured a year later. federal inspect found -- inspectors have found they failed to inspect the '70s era pipe that leaked despite finding corrosion in other pipes nearby. the problems were so significant cal-osha questioned whether chevron can properly go forward and fix and identify any few -- future problems though it gave them the ok to bring the refinery back on- line. chevron is insisting they have a new protocol for fixing problems and it can prevent a similar incident in the future. >> i'm sure critics will looks over the report very closely. >> reporter: they already are. some are saying since they're admit to go a lot of this, why are they -- admitting to a lot of this, why are they fighting over some of the fines? a baseball brawl that's likely to have a ripple affect. it involved the dodgers and padres. you see them going at it right here. two of the giants national league west rivals. the headline here is that dodgers star pitcher zack greinke broke his left collarbone and it was just announced he'll need surgery and is expected to be out for two months. take a closer look at the video. last night greinke hit carlos quentin with a pitch right there. quentin starts walking towards the mound. then it's on. they lower their shoulders and collide like two football players. we'll play it again and slow it down this time when they ram each other so you can really see it. watch right here. boom. greinke didn't have any momentum, so quentin really got the better of that one. the pair ends up at the bottom of the scrum as teammates then converge. dodgers star matt kemp who you see right there was not happy at all. greinke had to leave the game. he then had to leave the ballpark with his arm in a sling. tempers flared again as the players were leaving their clubhouses in san diego. that's matt kemp and here iscarlos quentin. kemp was mad on the field. quentin got hit by the the pitch and charged the mound. this is as they're exiting the park in san diego. you can see them having words and padres pitcher clayton richards had to step in and try to play peacemaker although it doesn't look like there's too much peace going on right there. eventually, police had to step in and help diffuse the situation. quentin likely to be suspended for at least a couple games. greinke, again, going to miss two months. this after signing an offseason contract with the dodgers as a free agent for $147 million and these two teams will play each other again on monday in los angeles. watch out, pam. this weekend's presidential address is going to be unusual. president obama is turning over the microphone to a mother whose son was skilled in the -- killed in the sandy hook school massacre. >> i want to senate cleared its first hurdle for gun control legislation on thursday and will allow debate to consider expanded background checks next week. closed door meetings have paid off for four democratic and four republican senators work on immigration reform. according to lawmakers and staff, the eight have reached an agreement that will remake the nation's immigration laws. the legislation would only allow people who have been in the country before december 31 of 2011 to apply for legal status. applicants would also have to have a clean criminal record. they'd have to show financial stability. there are roughly 11 million immigrants living illegally in the u.s. and we sit with a live look on the san mateo bridge this evening. things are moving well here. we have a hazy sky out
