Despite demand been in custody the victim is still missing. She has been missing since last month. She was last seen in vallejo. Two of the men accused of taking her appeared in court yesterday. Spencer blake reports from the courthouse. Maximum punishment. Reporter thats the big difference between kidnapping and kidnapping for ransom. Espinoza and young worst both slept with a 1 million bail. The fact that we still have a victim who is outstanding. Reporter Deputy District Attorney was not surprised. We might hear that same number again. I anticipate that the bail will be similar across the board of 1 million. Reporter the other two suspects will be in court on the same charges even though the victim is still missing. This case is not related to other kidnappings in vallejo. I hope that she is still alive. Reporter we learned more details about the ransom. They indicated that there was a text message sent to the victims family demanding 60,000. Reporter the woman at the courthouse says she knows the victim and suspects. She could not talk specifics about what tied them together. She has never done anything like this in her past where she has disappeared so that leads credibility to the fact that she has been kidnapped. Reporter the fbi is involved in the Police Department hope someone can help them find her. That was Spencer Blake reporting and a separate case we are approaching two months since 18 was last seen. She was kidnapped on may 25 in a public on an overpass. The suspected kidnapper was shot and killed by police but the girl has still not been found. Happening now, one person is recovering after a driveby shooting in the mission district. We have a photo from the scene. This is what it looked like. The shooting happened at around 5 40 yesterday evening. One person was taken to the hospital and police have not released any information about the shooter, but as we learn more we will let you know. Lets head to the east bay where two men are being praised for their heroic effort to save a family struggling in the water. Tragically a father and a son drowned but the two men managed to kill told one person to safety. Our reporter talk to the man about what led them to jump to action. I didnt see them, no lifeguards or anyone to help so i just jumped in. Reporter they were only able to save one with the help of a park ranger. In the hours after the earthquake members of the First Presbyterian church ruined that their Historic Chapel might not survive. Nancy richardson was stunned. Metal braces are still supporting the wall from keep to keep them from collapsingr across the street another building is the Center Building. After the quake several sections of the outer wall fell away. Some repairs have been made, but the building is still tagged uninhabitable. Down the street an entire corner of the alexandria building fell away. Anyone walking by now would never know how bad the damage was. Finally right across main street one of the oldest buildings in napa it took quite a beating. You can see the sides and front basically fell down. I have spotted some problems if you travel on 24, an accident here in the eastbound direction. Looks like a drivers spun out and went across all lanes of traffic. Emergency crews are heading out to the scene. Westbound the commute it is a great ride out of lafayette, and heading to the oakland side. I will keep an eye on it. That is according to a scathing new report by a Blue Ribbon Panel. Panel members said the Police Department had a lousy system of oversight is lacking because the data that is collected is nearly impossible to analyze and determine if policies and procedures are being followed. Black and latino people in San Francisco were searched without consent by the officers far more than white and asian people. Further, the hit rates the raids in which contraband were found were much lower for black and latino people in these cases. This is a red flag for potential racial bias. The leadership sets the tone for the Police Department and historically it has been an ugly one. The Police Association called the panel bias. They also referred to the panel as a Kangaroo Court and a report had some recommendations including establishing a position to review the Police Policies and make sure that they are working. Reporter the Police Department has had its share of problems, now finding by the Blue Ribbon Panel shows that complaints by minorities confirmed there is a systematic problem. The Community Wants them to do more community policing. We want to engage with the police so that way we know they know who we are and they dont have to stop and search us anymore. Reporter the investigation finds that complaints rarely lead to any consequences. More than likely there is never any type of discipline for any of the officers. Reporter there is hope that this will lead to change which will eventually lead to the community trusting the officer that are sworn to protect them. I tell you right now there are a whole bunch of dedicated coalitions that will be putting pressure to make sure this goes forward.
