News this is All Things Considered I'm Ari Shapiro and I'm Mary Louise Kelly the 2800 midterm elections are on pace to shatter spending records our next story is about a race that's drawing some big money it's in New Mexico and it is a race that usually doesn't get a lot of attention in a race for land commissioner N.P.R.'s Nathan Rott reports even in New Mexico the land commissioner is not a well known position but don't let that fool you the person of that role is responsible for a combined area larger than 9 us States 9000000 acres of state Trust Lands The goal is to get revenues from those lands and go on to fund the state's public schools and parks and has almost no oversight Here's Ray Powell who served 2 stints in the position the rank commissioner can't sell the land lease or enter trade away and without anybody else's approval which is unlike any other constitutional office I've ever heard of so if you're a rancher who wants to graze cattle on state lands you go to the commissioner same if you're a multibillion dollar oil and gas company looking to drill or if you're a group that wants more renewable energy we're seeing more money than ever before being spent on the land commission office Brian sander off as a political analyst and pollster in New Mexico and he says you can't watch t.v. News Brazil's new president is promising to bring dramatic changes to his country Jerry capitalized on voters' frustration with corruption violence and economic turmoil he's a far right politician who promises to loosen environmental regulations including in the Amazon rain forest this alarms scientists like says on a pad when she's president of the instant. For ecological research in the state of South Palo and she joins us now welcome It's a pleasure to be here what are some are as plans on environmental policy one of the things that he is considering is to put together the Agriculture Ministry and the environmental ministry this is in a way like a given your chicken to the fox because there's a huge pressure on the rural list side they are very powerful landowners and they want to do forest more usually for cattle and soy there is an international pressure on this so the idea of putting these 2 ministries together is a very scary it's a threat to the environment when you say there's pressure on both an argument pressure to cut down more trees to produce more beef and soybeans or do you mean pressure to preserve the environment and maintain the Amazon rain forest what we see is pressure to De Forest more and have cattle just in terms of practical consequences if balsa Naro does say the Amazon rain forest is now open for logging and mining and agriculture what would the immediate real world impact of that be I think the 1st world would definitely come with a lot of pressure and I'm hoping for that but I don't think he's going to get to that point he has been choosing ministers in a way that are respected today he chose Sachem order to be the minister of justice and he's the symbol of anti corruption so he's been trying to choose good ministers in finance and so forth I don't think he wishes to put down the forest I don't I really don't think that I so if I interpret what you're saying correctly it sounds like you believe that maybe his more extreme campaign promises were just campaign promises and moderate his views now that he's in power I. I hope so until yesterday he was saying that the 2 ministries would be joint but now he's coming back again so I think it's not decided explain for us how much is at stake here if he does loosen restrictions on deforestation if he does open the Amazon rainforest up to logging and mining and agriculture what are the global consequences of that it's a huge threat because the Amazon is really a source of balance of the whole watchers system and brain system we see already with the defer station that occurred many scientists make it responsible for the crisis of Watcher in the rest of Brazil itself so desertification all of the soil being a bro did it could be a loss that I cannot imagine and I cannot bear with because I think the world doesn't deserve it you've been an environmental researcher in Brazil for years can you give us some insight into the kinds of conversations that are happening within the scientific community right now I've been having meetings with many scientists and all the environmentalists in Brazil are really very skeptical and scared scared I think is the best word you know they everything that we have achieved took us 30 years even in the Constitution so I don't know it's in the Constitution so I don't think he's going to have the courage to go against all that there's a great deal of pressure but I don't think that that it's going to get to that exchange Suzanne I've had what is co-founder and president of the Institute for ecological research in the state of South Palo Brazil thanks for joining us from the car Thank you very much and she joined us via Skype. In Los Angeles I'm Carl Rochelle It is Thursday today the 1st of November good as always to have you along everybody you know for all the good economic news that is out there and there is plenty from g.d.p. Growth to jobs to consumer confidence there's been 2 things that have been stuck for the better part of the past decade pay is the 1st we talk about it all the time wages have just recently started to rise and then related worker productivity the most recent report on which we got from the Labor Department this morning output per hour as they measure it or in layman's terms widgets produced per hour worked rose just 1.3 percent in the April to June quarter from a year ago and it has been stuck at near there as I said for the past 10 years that's exceptionally low but why and really what is the matter marketplace is to prevent a short as has gone productivity matters because it basically determines how. Rich we are as a country it is a huge deal because we want to maintain robust economic growth in the long run the only way that we're going to be able to do it is with significant productivity growth lead brands that are teaches economics at Carnegie Mellon Now as you heard we are not becoming more productive as a society as fast as anyone would like there are some short term reasons for that says Nick Bloom an economist at Stanford the most recent quarter the investor I was actually very poor if companies invest in workers they'll become more productive the have the latest training or latest equipment but Bloom says investment has been lacking recently that's actually in itself worrying because it's just a lot of businesses don't see the current Last thing but big picture longer term we don't actually know why we aren't getting more productive as fast as we used to but there are theories the most depressing one is that it's just harder and harder to come up with big new ideas the combustion engine the computer the i Phone The pace of mindblowing breakthroughs has slowed and some of the latest innovations haven't had that much impact on productivity but as Peter Thiel is famous quit we wanted flying cars meant that we got 140 characters finally more optimistically it may be that there are a lot of innovations that are about to make us more productive but they'll take a while for example in the eighty's productivity growth was weak even though computers were popping up all over the place says Lee Branstetter what we now know is going on is that u.s. Firms are figuring out how to use all those computers so it may be that we just need time for the newest technologies Ai nanotech to revolutionize the workforce all over again but it could take a decade or 4 to do that in New York I'm sorry been assured for Marketplace or for good but listen let's take what he said and run with it for a little while here because even with lousy productivity growth the economy overall as I said has been growing and pretty robustly President Trump and his advisors like to say that that growth is going to keep going but they don't have a whole lot of company among more objective economists because in part of one of the side. Effect of a strong economy Marketplace's Amy Scott explains the tight labor market economic growth conundrum here's the dilemma think of g.d.p. As the economy's output to keep it growing at 3 percent a year you have to have either more people or the people who are working have to become a lot more productive Lakshman adjutant is co-founder of the Economic Cycle Research Institute a consulting firm we already heard from Sebree about productivity and with unemployment now at a near 50 year low of 3.7 percent and the labor force barely growing at us and says there just aren't enough people to do the work put another way imagine the economy is a coal mine as miners keep digging the vein gets thinner and thinner economics professor Lawrence White at n.y.u. Says to keep getting more coal you either need more workers more productive workers or you discover that oh you're going to little farther and suddenly there's this 100 full new seam of coal that you hadn't realized even without such a discovery Dean Baker with a nonprofit Center for Economic and Policy Research says we haven't hit the limits of growth yet because there are still people of prime working age on the sidelines Baker says right now the labor force participation rate is about 3 percentage points lower than it was in 2000 but that there corresponds to around 45000000 people so we definitely are some under maybe not 3 percent worth but still room to grow I'm Amy Scott for Marketplace Wall Street day traders start of the month November optimistically you might say we'll have the details when we do the numbers .
