The official low in the Nations Capital dropped to six degrees, breaking a record set in 1896 and even icing over the tidal basin around the jefferson memorial. The story was the same up and down the east coast. It was two degrees in new york citys central park, breaking a 1950 mark of seven degrees. Trenton, new jersey hit zero surpassing the low of six degrees set in 1936. And in baltimore, the reading was two degrees, erasing the record set in 1979. The arctic air made for spectacular sights the Delaware River in pennsylvania was frozen as far as the eye could see. And, wind chills around philadelphia plunged to minus 25. Theres word that hackers still have access to the state departments unclassified email system, three months after the breach was discovered. The wall street journal reported today that scans show continued signs of the hackers presence on department computers. But at a briefing today, spokeswoman jen psaki played down any security concerns. There are thousands of attacks from many sources that we deal with every single day. And the reason why theres been a focus i think on this particular incident is because of the extent and how broad it was, and obviously we took steps to combat that. In libya, militants allied with the Islamic State group killed more than 40 people in a series of revenge car bombings. The attacks came in the eastern city of qubbah. The militants said it was retaliation for egyptian air raids in the city of derna on monday. Egypt launched the strikes after 21 egyptian christians were beheaded. The conflict in ukraine showed few signs of cooling today. Ukraines government accused russia of sending more tanks and troops over the border to aid rebels. Woodruff European Countries woodruff European Countries struck a crucial deal that will extend a bailout for greece. It would buy four more months of aid after tense negotiations over austerity measures, and, for now, eases some worries for the Global Economy about a rift in the eurozone. But now the greek Government Faces tough questions. David wessel of the Brookings Institution and a contributing correspondent for the wall street journal fills us in. If you think of greece and the germans and the other europe passengers, theyre like cars in an indianapolis 500 race and they were headed towards a collision. Today they diverted just shy of a collision but theyre going to keep going around the track. So what happened today was the greek finance minister called it struckive ambiguity. They agreed on some terms that give the greeks four more months to figure out what theyre going to do. Provided the greeks by monday can come up with a list of belt tightening measures that the european union, the germans and imf agreed to. Woodruff does this representazone anything of os parity which is what the greek people were complaining about. It looks like its a slight easing up of austerity. They can run a smaller budget surplus. Thats what the greek finance minister told us. Thats what the wordings say. But in return for that the greek government the new greek government has to come up with a list of spending cuts or tax increases that they will stick to that add up to enough money to make good the promises that the last government hated to the european union. Woodruff so now with this four month deadline does one side or another have leverage here. I think the European Unions and the germans have leverage here. The reason they picked four months, the greeks wanted six months is because they have a big bill due on some loans over the summer. And this keeps the pressure on the greeks. I have to behave for the next four months otherwise well be right back to the confrontation again. Woodruff me may need some more explaining of all this next week as they continue. Woodruff the issue of how police use force is again making headlines, this time outside the lens of black and white. The hispanic and indianamerican communities are in the spotlight after separate encounters with police left one man dead and another partially paralyzed. Warning this report contains graphic images. Woodruff the two confrontations making headlines happened in opposite corners of the country, alabama and Washington State. First, pasco, washington, early last week. This cell phone video, captured 35yearold Antonio Zambrana montes seeming to throw something at police and then run away before turning around with open arms. Thats when three officers shot killing him. The Police Involved say the man was throwing rocks. The community in the majority hispanic town quickly reacted, with protests and a call for a federal investigation. The officers involved are on paid leave. In a News Conference yesterday, local police said they want their officers to defuse community tension. Regardless of what anybody might say to you, do the right thing and show everybody who we are, that we can be fair, we can be just. Woodruff from the Pacific Northwest to the southeastern u. S. And madison alabama on february sixth. Police car video shows officers confronting 57yearold sureshbhai patel. A neighbor had called 911 concerned about a, quote, skinny black man walking close to homes. Patel is from india, visiting his son and grandchild and does not speak english. Officers ask him not to move. Video from a Second Police car shows a Slight Movement and then one officer forcefully knocks him to the ground. That action injured patels spine, leaving him partially paralyzed and in a hospital bed. The family is suing the police department. The officer, eric parker, was arrested for assault and his police chief has recommended he be fired. The incident gained international attention, with the government of india expressing sharp concern. Alabama Governor Robert Bentley personally reached out to the indian consulate, writing i deeply regret the unfortunate use of Excessive Force by the Madison Police department, please accept our sincere apology. Woodruff joining me now to talk about the issues raised here are suman raghunathan, executive director of saalt or south Asian Americans leading together. And David Klinger, former Police Officer and professor of criminal justice at the university of missouri st. Louis. We welcome you both to the program. Sue so suman raghunathan, let me start with you. What is it that has you and other members of the community concerned. Thank you for joining me tonight to discuss this important troubling incident. I think we can all agree that what happened to sure shy patel at the hands of officers who are kepting us all safe should never have happened. Part of what we had seen in the Southeastern Community nationwide has been an out pouring of concern for mr. Pa tell as well as his family in the wake of an incident with the Madison Police department two weeks ago today that has left mr. Patel partially paralyzed and facing a long recovery. Woodruff let me stop you. Is it your concern that his ethnicity, the color of his skin was a factor here . Absolutely. I think its very clear based on the reports of the 911 caller who quote unquote reported a skinny black guy in the neighborhood who was reportedly acting suspiciously, set up a troubling set of dynamics that played into the Madison Police departments conduct when dealing with a limited English Proficient grandfather who very clearly was4 communicatexz with the Law Enforcement officers who were interacting with him. Woodruff let me just pick up on that because i want to show both of you a short clip. This is a little bit more of a video, a different clip of video on what exactly happened there in alabama. David klinger, im going to come to you next, but lets watch. Sure. Youre not getting away from me again. If you do, ill put you on this ground do not jerk away from me, understand . Do you understand what im saying stew. Do not jerk away from me again. Wait a second. Relax, relax. Stop. He doesntw,english. Woodruff clearly this video from a distance but you do hear some of the conversation. Whats your assessment with how the police were dealing with mr. Patel. The end point to the take down leads me scratching my head. I dont understand what was going on and why the officer felt the need to teak him to the ground. But if we back up a little bit, my understanding is that 911 call comes in dispatched a suspicious looking person, Police Officer under those circumstances has lawful warrant to go ahead and stop an individual that is in the area that meets the general description and talk to the individual. An important issue is howfersz do not have lawful warrant to do a pat down search unless they have a reason why they believe the individual might be carrying some type of dangerous weapon. That calls out ofn on 1964 case terry versus ohio. Why was the pat down. And the gentleman attempting to pull away a little bit, but if you look at the video hes not aggressively pulling away, hes not trying to break away and run and theres two officers there. I dont understand why the lead officer the one who took him to the ground felt they needed to get better control over him to conduct this pat down. He didnt do one of the myriad of things they could have done other than taking him to the ground. Woodruff David Klinger staying with you. Isnt there protocol when youre dealing with somebody who doesnt speak english. Yes. And part of therylqir problem is we dont know what the communication barrier is. It takes a little while for a Police Officer to figure out this individual doesnt speak english. Does he havezq . 8n a speech impediment, does he have a hearing problem, whatever the case might be. The officers should be trained. If you are talking to someone and having trouble communicating to them have you to reach out to communicate to them other than verbally to explain what it is you wanted. Something thats simple in that situation instead of repeatedly telling him dont pull away just grab him more firmly so h he gets the message. Woodruff suman raghunathan, how frequently do you in the Indian American community see incidents like this, and is there an effort under way to work with Law Enforcement about how to address it . Absolutely. I think we see the incident that occurred happened to not only many Indian Americans but many individuals of color across the country. One in ten madison residents speak a lash other than english at home. That points to us to not only the need to perform Police Practices to better effectively interact with immigrant rhesus indictments. But we continue to make sure we are engaging in efforts to reform the wave that Law Enforcement interacts with individuals. We see echos here. Theyre certainly not on the same skill of course of many of the incidents we have seen in ferguson as well as in Staten Island with respect to both racial profiling as well as police brutality. We know theres an Ongoing Investigation on the part of the department of justice into the Madison Police department. We need lasting change to Reform Police practice that men racial profile can lead to safety. Woodruff let me turn to David Klinger. Given this incident ing u2na alabamaand given the incident in Washington State where its less clear about exactly what the circumstances were. Theres still a dispute. M9paa kind of work is going onright now, would you say, in the Law Enforcement community to make sure, that these kinds of incidents dont happen where an individual is not armed and doesnt pose a threat. I think the most important thing is that officers need to be reminded that their office is one of the great deal of responsibility when it comes to using force and to remind officers that there are all sorts of things they can do besides using force to take care of whatever it is that they are confronted with. In this situation, i personally dont see anything thats racial about it. I see a situation where a Police Officer did something that makes no sense to me. There may be some logical explanation but i think in the situation when an officer simply overreacted the an individual that the officer perceived as reisant. It could have been an old white guy, could have been an old mexican guy, an old black guy anything. I think when we run to race as opposed to talking about simple mistakes that Police Officers sometimes make, we overlook the opportunity to remind officers go back to your training. You dont always need to get physical. Theres other things that we can do to talk to people and to manage space so long and so forth. We dont always have to run the race because were going to miss some important thing. Woodruff its a very big subject and i know were going to be coming back to it. Woodruff since emerging as the dominant threat in the middle east, isis has drawn recruits from around the region and the world. Some of these fighters started off as ordinary, middleclass youth in their home countries. Journalists from the New York Times created this profile of one of these radicals, and the life he left behind. The usual isis propaganda, mayhem you mayb this. It is a workout video for jihadis. This video is dedicated this is not the first exercise video. Before the jijhad in syria, there was egypt. It sounds religious but its interests were far from extreme. Every guy dreams of having a six pack so he can take his shirt off at the beach or pool and have people check him out. We wanted to find out how someone could change so dramatically. We spoke to i lam yaken. He went to school the society gets modern yet defined. All three were young, middle classutthe French Language School at the university where he studied law. He went online in 2008 asked him to photograph him for a body building blog. At firstje he thought i was gay but when he realized i wasnt he opened up so we became friends. His goal was personal training. He was going to take photography. He took these pictures. Ambitious. Wanting to work abroad have fun. Mf i wasnt that into girls. But after going to the gym when he was in college he started to get into that. He got to know girls and he was doing quite well. Why is she sitting there on her own. I wanted to come sit between kareem and me. In their life. Left to guilt especially when it came to women. Since i see skimpy clothes, breasts, hair. Stop stop enough. They shot this video with him and another friend pretending about sex and girls. They called it fighting and chicks. I try not to look and turn around but then i see another girl. I cant bury my head forever to not see women. What am i supposed to do . If you remember when you lost a close friend in an accident in march 2012. I thought it was a sign, god saying be careful. We all thought like that but we got over it a week or two and it passed but not for him. He took to the streets egyptian revolution. He took a job. With different interests, he made friends. . n he didnt go, that became forbidden. He wouldnt take pictures at the gym with his shirt off, thats nakedness and he printed all the women he knew on facebook and kept the guys. He was still beautiful even if he became religious. He made me stronger. He made my world. There will come a time when the entire universe will be governed by sharia law. This is a given in our religion. You want both. If land was dedicating his life to god. He was at a neighborhood mosque led by i wanted him to stay engaged and to keep praying at the mosques so i suggested he memorized the quran. He memorized within the next year but he wanted an even more definitive view of life so he turned to the popular teachings of ultra conservative teachers. Suppose a young man falls in love with a girl in college but he doesnt touch her orvq talk to her or sent her messages. He doesnt even look at her. He just loves her. Say shes completely veiled and covered. Thats still a sin. One time we were walking down the street and a woman was walking ahead of us. Islam grabbed my hand and rushed forward. I said whats going on. He said lets pass surso i sur her so i dont have to look at her. A few months frankly he wpt farther and farther looking for a true Islamic State. The Egyptian Army violence in the streets. Then in august 2015 islam went into seclusion into ramadan. He left again this time for syria. He never said goodbye to family or friends. Heek vanished without a trace. I wanted to see what he was going to do. We were always waiting for islams update. Isis with images he says he will only be a conqueror in the country of the islam state and inside active terror around the world. I dont know. Sometimes i feel like i could have ended. Woodruff next, a look at some important stories online that are not trending. Gwen ifill recorded this conversation yesterday. Ifill it can be an interesting case and we like to turn you to the interesting reports. Ceo carla watson joins me now. Such interesting thing that y op up along the way that just dont trend that we dont see that nobody talks about and one of them is kind of the counter argument about women who is supposed to lean in and you discovered that in fact there are reasons why women dont that have nothing to do with whether they are willing to or no very interest. So reports both out of the u. S. And the uk said that the community is much larger in tack on men. They have laber time at work but to say men and women maybe sometimes up to four times as much the psychological impact and burden as a result often thats one of the reasons that they dont meet them at work. Ifill you say impact of commuting. I dont understand what that means. Does that mean they feel like they have to get home sooner, they have to leave earlier and have primary responsibility for kids. All of the above and then some. The argument is a typical that many women on the way home are watching the latest episode of house of cards but instead autopsying by the dry cleaner or maybe the Grocery Store twice as much picking up kids shoveling kids around and all of that creates more stress and approaching that travel not something to kind of destress and relax. But instead something they called anxiety and causes some women according the this study 15,000 women, many women to kind of say im not going to work at certain kinds of job that will lengthen my commute further. Ifill why does it work in iceland. I love that story. I love the storypo of iceland where 70 of the kids are born to women who arent married. Even one of the president ial canned dates recently was true and not having the same kind of stress. Well theres a couple things. One they say that marriage while thats not present, the popperships are more balanced and often the men and in some cases the state provides a more child care for services so theres a greater village if you will helping take care some of the rides home. Ifill theres no stigma attached to it interesting. No stigma attached and its been going on for a long time. This was a Fishing Community larger and men died young and died at sea and so the same kind of stigma attached to whether or not youre married and people were moving in to use the phrase to help grow those family. Ifill heres a fun one. Wemanuscript of harper lee to kill a mocking bird. But we found another undiscovered. A cat in the hat dr. Seuss. Dr. Seuss who wrote 46 books guess what, theres now three more. They just found a new book, new manuscript and drawings, his widow did in his house in california. Do you know how he became dr. Seuss. He was involved at dart Mother College got in trouble, got thrown off the paper still wanted to write cartoons for it decided to use his middle name, his moms maden name as a pseudonym and later in life added a doctor to it because it sounded more professional. He wrote more and theres another one coming out in july and theres enough material for at least two more. Brown its high so yes we do expect to see a palm tree or two but yout, dont expect this. A whole forest of palms. Some 3,000 of them of incredible variety. Fans of many sizes, twists and shapes of many kinds, even sharp thorns. More than 400 species from all over the world. Acres of land on the northern coast of n maui. I can go out and plant a tree you know. Brown the tree planter is w. S. Merwin now 87 years old better known as one of the nations leading post. And the two pursuits he says comes from exactly the same place. When he began the maui garden for example. I was feeling my way and learning learning all the time from failures as well as from successes. Brown is that like poetry. Exactly like poetry. I always through my experience takes you by surprise. Brown there were few trees around when merwin was raised in new jersey and scranton, pennsylvania son of a presbyterian minister. He would first cultivate words and become a much read and honored poet. A translator of more than 50 books, winner of every available award including two pulitzer a two time poet laureate. Most recently in 2011. In the late 70s merwin came to maui and bought three acres ofqan old pineapple planation. It was very much a paradise lost where nothing would grow where the soil has been ruined by chemicals and deforestation. I thought it would be sort of fun to see what you could do with a piece of land like this. Maybe you could save it. Brown one of the only things that would grow is the native hawaiian palm. Thats where merwin and his ive wall awe started first building up the soil and planting often a tree every day during the rainy season. From seeds gathered from around the world. Merwin didnt set on it to create a palm preserve but that says wickman head of the National Tropical Botanical Garden is what he did. This represents you might say kind of a genetic safety net of palm plasm. Brown that safety net is needed rhesus hickman as palm species around the world face threats even extinction from logging Invasive Species Climate Change and more. What we know today is that 8090 of the worlds bio diversity exists in tropical reasons. Today onelplant species is threatened with extinction. This news, our time and our generation we have the potential to lose a major part of the worldspalms are keystone species, they play a Critical Role in these eco systems. Years ago the National Garden organized an effort let by britt i been expert to identify and catalog every tree map the entire site and eventually create a database for the worlds botanists and other researchers worldwide. In the meantime as merwin himself has aged much of the care and tendings fallen to olin erikson. Minnesota native who studied botany when he first came to high and began working with merwin 11 years ago. He says his job is managing, not employing. Some landscapes are designed and in a particular order and meant to be kept that way. But here its more organic things the way we grow, we work with it. Brown that means pruning branches that ends up on biopiles that serve as mulch and clearing areas of larger trees like these mango trees to open up space and sunlight for the pops which respond in a hurry. The palm started growing a massive amount of new roots. Brown i could see theyre new. Heres the older one and much darker. All the way down into the soil so it could support its new growth. Brown wow, thats amazing. Continues to be an amazement to William Merwin who still writes and works and walks through his garden with paula even after illnesses have left him nearly blind and certainly slow. Thats so strange too you know. How can you describe it because part of you feelshj that youre still that child who was around when you were three or four years old. You still feel that part. Yes. But im not bothered by it. I feel very happy. I have few people who are frightened by being older. I dont mean i wouldnt happily be 20 years old again in certain respects. But im not and it would be silly to waste time day dreaming if i were only 20 years old again. Its more interesting to figure out how do i see the world now. The thing about a garden through having done it is that between when you first came here this morning and right now, look at the difference. The life changes the wind changes the time of day changes and the whole thing is different. Its moving all the time. Its not static. It makes you even easy to be in a place thats changing like that. It tells you something about yourself. Brown and now the garden will live on beyond the life times of the merwins who created a nonprofit conservancy with a land deed being given permanent protection to the paul collection. Woodruff this week the debate in washington over how to talk about the Islamic State militant group, jeb bush lays out his approach to Foreign Policy and a texas judge temporarily blocks president obamas immigration action. We look at it all with the analysis of shields and brooks. Syndicated columnist mark shields and New York Times columnist david brooks. Welcome gentlemen. Great to have you. All right. So david lets start with the summit the whitehouse held on they called it confront levi length extremism. Looking at how do you prevent terrorist acts from happening in the first place, local communities. The criticism the whitehouse got was theyre bending over backwards going out of their way not to use the term islamic extremism. The Islamic State is islamic. In some sense its a stupid debate. Is it true islam or perverted islam. Its all intrurpd. We have interpretations within christianity, within judaism and islam. If you call yourself a muslim youre a muslim. They have different interpretations but its all interpretations but one is a perverted sick form of islam. A lot of people have a much more peaceful form of islam but its an interpretation. Whats the real one. Its all a matter of interpretation. I think they should4t call it islamic extremism. The second more important issue is how we diagnose the problem. There are three elements to this sort of terrorism. There was a segment of that egyptian young man. First theres economic and political dysfunction so that young man wanted to be a personal trainer and he couldnt. So he was alienated. Theres martyr, he wants to be strong and a hero like that young man. Theres conviction. Islamic state has theology to it. Were comfortable talking about the economic and the politaia because we live in a Secular Society and were comfortable talking about that stuff. If we dont talk about the spiritual call they feel and the theological content then were missing the core of the thing. And if were going to fight it, we cant just say were going to give you a higher standard of living. Thats isnt going to work you need a spiritual better alternative. Woodruff how do you see this mark. I think judy that the president was right. It is wrong to say that this is a religious movement. David makes the point i think validly so this is a splinter group. They are muslims most opponents are muslims. But it does have a theological component to it. Thats the system. Its a battle of nomenclature. I think there was a reluckants on the part of the administration that said it. The president was very clear. And at the same time you want to make a distinction. This is 26 of the worlds population. Andlkyou just dont want to give the impression, the misimpression this is a war against islam. It isnt. Its a war against these people who come and call themselves the Islamic State and who do come from the islamic groups. But i think grant it it is a pervalidation. Woodruff mark has a point. I think they try to be angels and end up lower than the beast. They turned into monsters. There were certainly religious wars so i do think you have tod take the religion seriously its not that they cant get what we want they want something higher. Their souls are involved. You have to conceive of them as moving if i think in a religious way and you have to have religious alternatives and they are driven from an ideology. They think theres this going to be a cataclysm model and mohammed will come down. Its sort of marginal they are being produced by economic dysfunction i think youre missing the main deal. Woodruff this is one were going to keep talking about but mark while were on the subject of Islamic State, Foreign Policy, 2016, jeb bush clearly running or seems to be clearly running for president gave a major Foreign Policy speech this week. His team said hes laying out how he thinks about it. How much is he constrained by his brothers record on Foreign Policy. He would probably like to be the heir to his father. I think his father respected Foreign Policy. The last president to go before the congress and get support, go before the Security Council in the United Nations and sport get support and he did what he was going to do. a it was a Great American victory and a Great Coalition was assembled. Jeb bush is basically saying im bush im not my brother. It was a bum blink, fumbling introduction, judy. He was not agile he was not comfortable with the subject. Hes running against two people scott walker who is a governor of wisconsin dealing with porn sahl and Chris Christie whose trips to chinatown and little itity. It was not an impressive debut and it was marred not by emphasizing jim bakker, glen or advisors from all over the times counselling him. The architect advocate and engineer of the United States war against iraq and the leader of the mass destruction lobby is in the front. Geneva is just a serious serious mistake. Woodruff any impression. He definitely had a problem. A poll they did. They asked americans 4n does this candidate represent the future or the past. Bush is the past. He does have a big mountain to climb. Hillary clinton was oddly 58 future and 48 past. Even though shes been there. But bush has this problem. I wasnt quite as under whelmed as mark. I dont know how you weigh it. The innovation and substances the willingness to take the risk and offer something new. Whats hardening we have different views i think these a much more complex individual. Most people like bob selig. Men feel safe with people like that at the hem. There was nothing too remarkable either way. Woodruff youre troubled by it. Im not troubled. Its a rush, judy. No ones going to get to his right. Thats what this speech was good politically and second he was im going to get romneys supporters. Hes in a hurry to get donors and to get barracks and backers and i dont think hes ready for prime time. Woodruff i have a question about Hillary Clinton but before i do you mentioned scott walker. At one of the scott walker events this year former new york mayor Rudy Giuliani has made a statement and gotten lots of attention and said about president obama he was the raised like we were. He doesnt love this country as we do. Its gotten a lot of attention. How bignt a deal is it . Well, its you know its unacceptable. You cant say that. He doesnt know that. Its not true. Its self destructive. I dont know who to blame in this culture. I dont know somebody like that. Its like a mort salt, richard pryor. The person who says the most surprising stuff. They said something that surely shocked the bourgeoisie but its unacceptable and6n i hope it doesnt define. It has to be stated and called out. Rudy giulianis language was unacceptable. This was not given at some shadowy end of the road secret handshake to get into the room. This was 60 people, major fund raisers and donors, republican. The 21 club. Bistro, a Syndicate Bistro in new york city. To be this group of people he basically said the president doesnt like america. I go back to john mccain who in 2008 when this was a hot issue, had the courage to confront a republican audience in minnesota when they made this charge and said no that is untrue. President obama is an american, he cares this country he loves this family and i like him but i disagree with him on issues. This is going to be an arms race about who hates barack obama and who can say hes less of a patriot. Rudy giuliani got and didnt have to serve in vietnam. For him to grading pay trumpism is unacceptable and its going to take the Republican Party right down the road. Woodruff there were several republicans who denounced it. They have to do that to police the party. He felt distressed with not only bad taste and bad morality the country doesnt want that i dont think. Woodruff question about Hillary Clinton. We havent talked about her in a while. Shes not a candidate yet but everybody thinks she will be. March, shes major story out this week about her, are the Clinton Foundation receiving enormous amounts of money from foreign guts. Is governments. Is that the kind of thing that could hurt her. Hillary clinton is a beat now. There are excellent reporters are assigned to Hillary Clinton. The wall streetj; journal had 60 major corporations, given 21 million who lobbied her when she was secretary of state she tried to help as secretaries of states do. So her being on a first name basis with big money and particularly wall street puts pressure on her, i think, to establish her economic independence from those groups in the campaign. I think it will hurt. There are thing that will shock people we dont even know yet. there was a river of money flowing to the foundation and the species. Woodruff you mean the smiks. Yes. People will be shocked by the dollar amounts that are there and theyll ask about quid pro quos. This is a party thats more populous and it comes down to finance. Hillary clinton has to show shes different and move left on economic populism but if the paychecks arent coming from those sources it will be an issue.
