we love to have her cup of coffee. now the coffee wars are on. tumultuous day on wall street but not to dunkin' donuts. stock jumps and they are taking aim at starbucks and mcdonald's when it comes to the coffee wars and look into that. if you were smart to get in, you were smart. >> it has become a big business the last few years with the cost of coffee. cheers to your ice water there. we want to update you, first, with the latest from washington on those debt talks. there are only five days left for congress to pass a budget cutting plan that will raise the government borrowing limit and avoid a possible default. this morning, the house is set to take a very important vote and much of america from main street to wall street will be watching. cbs news congressional correspondent nancy cordes is on capitol hill this morning. nancy, good morning. >> reporter: good morning to you, erica. that's right. the vote today is on speaker boehner's bill to raise the debt ceiling and it's important because it's one of the two bills out there that could possibly get us out of this mess. but at this hour, it's still very uncertain whether speaker boehner has the republican votes he needs to pass it. and so he became boehner the enforcer yesterday, holding several meetings with house republicans, tea party republicans, freshmen republicans telling them essentially it is time for you to get on board. some of these republicans don't like the bill. they don't feel like it cuts spending enough. they don't like that it doesn't contain a balanced budget amendment. what boehner and other republican leaders are saying to them is, look. this is a marathon, not a sprint. we need to take what we can get and come back to fight this fight another day. otherwise, if the economy goes sour, we will be the ones who get blamed for it. here is how senator john mccain put it on the senate floor yesterday. >> that is not fair to the american people, to hold out and say we won't agree to raising the debt limit until we pass a balanced budget amendment to the constitution. it's unfair. it's bizarreo. >> reporter: now, if this bill passes today and it's going be close it goes to the senate where all 53 members of the democratic caucus have vowed to vote against it. the main thing they don't like it raises the debt ceiling six months but creates uncertainty. if there is some way to alter that a bit in awas that is acceptable to both democrats and republicans it might pass the senate and then sent back to the house but a tall order especially when they have as you said, erica, five days to do all of this. >> countdown is all and keep you busy today. nancy cordes on capitol hill, thanks. joining us from capitol hill this morning one of the tea party republicans taking a hard line on taxes. spending and the debt limit. congressman joe walsh of illinois is with us. sir, good morning. >> good to be with us. >> nice to have you here. we heard you use strong terms yesterday speaker boehner saying it is time to get in line. so will you get in line with speaker boehner and will you vote for his plan today? >> i give my speaker, erica, a lot of credit because they have been working this hard. in reality, they sort of been the only ones in town working on this problem for weeks. look. we came here in washington to change the way this town does business. i think these troublesome fresh minneso freshmen have had a great impact on changing the debate but we're so obsessed with august 2nd. i think what is important that we get this right and neither plan right now does that, though, i understand the speaker's plan is a step in the right direction. >> so then just to talk about two points. you say it's important to get this right. you're okay with a potential default on august 2nd? you would let that date pass? >> default is not an option. look. the administration knows that. most people in your profession should know that. we have plenty of government revenues in the month of august to service our debt. default isn't even on the table. let's make sure we get this right and if that means going to august 3rd or august 6th, let's do a real solution. >> part of the issue, though, which has been brought up a number of times is the debts, 306, 307 billion depending how you look at it the money come in without raising the debt limit would be 172 billion. clearly a shortfall there and not everything could get paid. how is that not a default? >> erica, what we know is the government is going to bring in a couple of hundred billion in revenues this month. we know it's about 29 billion to service your debt. so there is revenue to service the debt. there is also revenue to take care of social security and military benefits. look. there have been reports that this administration privately and in private conversations has been telling banks don't worry about a default, everything is going to be okay. yet, in public, they have been scaring the american people. i don't think that's at all helpful. >> but i still still need a yes or no from you. are you voting for this or not? >> right now, i can't. we get the numbers last night and still looking at it. >> we have to leave it there. i'm sure i'll be speaking with you again. congressman joe walsh, thank you for your time. >> thank you. dow jones industrial average suffering fourth straight day of losses on wednesday. fears stocks will continue to fall even if a debt deal is reached. cbs news business correspondent rebecca jarvis is live on the floor of the stock exchange. the uncertainty is this a result of this debt ceiling uncertainty that is going on? >> reporter: basically what you see here is that stocks yesterday fell 199 points. 1.6% to the downside. for the standard & poors the worst day in eight weeks since june 1st. investors say we looked closer to a debt dealing a week ago than we looked yesterday and that has fueled the flames as far as negativity. traders don't like the uncertainty and in addition to that over the debt deal is the uncertainty like you mentioned over whether or not sander & poors is going to downgrade our country as far as the risk goes here to investors putting their money in our treasuries. >> the federal reserve released it's beige book on wednesday a review of the first half of year. how bleak were the numbers? >> reporter: it ploos gloomy. things are slowing down. wage increases are weak. weakness in the jobs market and we are seeing companies looking like they are not as optimistic about the growth going forward, so that was gloomy as well. >> cbs' rebecca jarvis on wall street for us this morning, thanks so much. >> thanks. this morning tropical storm don is in the gulf of mexico heading north for texas. a tropical storm watch is out. a lot of people in south texas say bringing it on and give us some rain. it is so needed in that area. marysol castro is here with the latest on don. normally, you don't see people saying bring on the tropical storm. >> absolutely not. good morning to you at home. it's churning in the gulf of mexico about 650 miles off the coast of corpus christi, texas. moving 10 miles an hour west/northwest and actually picking up a little bit of speed packing 40-mile-per-hour winds. expected to make landfall in the overnight hours and as you mentioned, erica, a portion of the country experience is the worst drought p.m. almost on record, portions of texas have seen a drought conditions for the last nine months. this tropical storm is expected to bring anywhere from 2 to 5 inches of rain. that doesn't seem like a lot of rain, but when you're talking about a drought, any precipitation is welcome precipitation and, of course, we're going to keep an eye on this and tell but your natural forecast later on in the show. back to you. >> thanks. check back in a bit. swing to the other part of the room with jeff glor with another check of today's other headlines. new report this morning shows the home foreclosure crisis may be easing. foreclosure filings struck 29% in the first half of this year, compared to the same time last year. 84% of metropolitan areas show their foreclosure rates fall and many are trying loan modification to avored foreclosing. lackluster home sales gives lenders less incentive to go unsold. in norway the prime minister there says there will be an independent investigation into how last friday's terror attack was handled. police have already acknowledged it took them more than one hour to respond to that campground shooting. in oslo, today, the memorial flowers and flags continues to grow outside the city's main cathedral. eight people killed in last friday's oslo bombing and 68 shot to death on an island. deadly flooding and landsslides in south korea. this is the capital seoul. 77 people are dead or missing and some swept away by the fast-moving floodwaters. 17 inches of rain has fullen since tuesday. that is the worst in a century. in hollywood last night, a wild scene outside a chinese theater. after a fire inspector declared the theater overcrowded for a movie premiere and angry crowd formed outside and riot police moved in. bottles were thrown and police cars vandalized and took police four hours to disperse that crowd. a new record this morning at the world swimming championship. he finished 200 meter im in 1:54, a tenth of a second faster than his own world record set two years ago. the first new world swimming record since the high tech body suits were banned last year. michael phelps finished second, by the way. 11 minutes past the hour. back over to chris. >> michael phelps is not used to finishing second. jeff, thanks. parents have a tough enough time to decide whether their kids should have cell phones and facing data whether cell phones increase the risk for brain cancer. new study says no but some doctors say not so fast. dr. jennifer ashton has the latest. >> reporter: like many other 11-year-olds, rebecca greenwald can't live without her cell phone. >> fifth grade, all of my friends have it. fifth grade, from the start to the end people kept getting them. >> reporter: rebecca's mom bought her a cell phone despite seeing possible reports that cell phone has a link to brain cancer. >> in this case it wasn't something that really bothered me. >> reporter: but now she is relieved to hear about a new study that found cell phone use does not cause brain cancer in children and teens. researchers in switzerland found children who use cell phones are at no greater risk for brain cancer than those who dent use a cell phone. examined records with children with and without brain cancer. th experts like dr. keith black believe more research is required. >> what we know is that the microwave radiation from cell phones will penetrate deeper into the child's brain and more of the radiation goes into their brain because the skull is thinner and scalp is thinner. >> 75% of teenagers are using cell phones up 45% since 2004. >> the question is the child that begins using the cell phone at 7 or age 12 when they are 47, after four decades of using a cell phone, is their risk of developing brain cancer higher? >> reporter: for rebecca, no matter where the debate falls, her cell phone is something she will continue to rely upon. >> i like to call my mom, you know, after activities, text my friends, see what they are doing. >> dr. ashton is here with us now. so many reports and so many studies. seems like a new one every couple of months. is this the final word? >> absolutely not. we have to remember this study was based on association, not cause and effect. when you look at brain cancer, especially in kids we have to follow the children 10, 0 years in the fults. the good news most children, mine included, are using their cell phones to text as communication, not holding it up to their ear. >> parents are going to hear this study and wonder, okay so what is the take-away if we need to wait for years for real results. if you're a parent what would you do?
