Believes russia launched Cyber Attacks to influence the president ial election. In response the state department ordered 35 officials to leave the u. S. , closed two russian compounds and sanctioned two of russias top intelligence agencies. Jeff pegues is outside the Russian Embassy in washington, one of the targets of the u. S. Action. Two russian intelligence agencies are being identified and sanctioned for their role in the hacking, along with three companies and four individuals who allegedly assisted. And two russian cyber criminals, both on the fbis most wanted list, have also been sanctioned. The Administration Says Evgeni Bogachev has stolen more than 1 00 million from u. S. Entities. Russian owned compounds, one in new york and one in maryland, will also be closed to personnel by noon today. The white house says additional covert actions against the russians will not be announced because they are highly classified. They dont represent the totality of our response. Reporter u. S. Intelligence agencies say the russians were engaged in an effort to harm Hillary Clintons campaign thereby helping the campaign of president elect donald trump. Investigators say a hacking unit known as apc28 targeted Democratic Party officials by sending malicious emails in the spring of 2016 that tricked recipients into changing their passwords. U. S. Intelligence officials believe this hack, likely gave russian operatives access to the information of senior Democratic Party officials which was then leaked to the press and publicly disclosed. Russian attempts to undermine western democracies are going to be a problem with us for a very long time. Reporter longtime russian expert Clifford Kupchan has met clinton personally on many occasions and believes these sanctions wont prove effective in stopping russian Cyber Attacks. President elect donald trump moved quickly to put out a statement on the russia sanctions. The statement said its time for our country to move on to bigger and better things. Nevertheless, in the interest of our country, and its great people, i will meet with leaders of the Intelligence Community next week in order to be updated on the facts of the situation. And while his latest statement doesnt say that, members of the Incoming Trump administration are raising concerns about the hacking issue, and president obamas response in his last days in office. But said the Trump Administration would like to see evidence of the russian hack that prompted the new sanctions against moscow. It would be nice if we could get to a place where the Intelligence Community, in unison, can tell us what it is that had been going on so that we can response, and were going to get to that. The counselor to the president elect Kellyanne Conway expressed concern over reports that the sanctions may be more of a political power play by the Obama Administration. Even the New York Times characterized it as such that this may be an attempt to box him in. Thats not the way the peaceful transitions of administrations work in our great democracy. The next president wants to lift sanctions against senior russian Intelligence Units to make it easier for them to interfere with our elections, then he can go ahead and do so. What do you make of it all . This is a rare, one of a couple of rare situations in which trump sees himself, his political interests, are not in alignment with the republican party. So there are places where on the question of russia, on the question of business conflicts, these are places where you start to get pushback from republican members of the senate. The democrats are not Donald Trumps problem at least in the short run. The problem that he has is with traditional institutional republicans and this is a place where he is somewhat how far he goes, we dont know. But where hes at least coming to grips with the reality that he at least has to move a little bit towards the more traditional stance as president , say okay i have to take it seriously, theres bipartisan agreement this is a big problem, im going to at least make prefunker to effort to peer like im taking this seriously as incoming president. John, the administrations prespons is being described as the strongest american response ever taken to state sponsored cyber attack. Do you think that president obama didnt actually do enough on this issue . Hes already faced criticism for not acting sooner. There will always be now, f forever, people who look back at the election of 2016 and ask the question of what would have happened, the United States government did name russia as the perpetrators of cyber of a cyberwar fare in the middle of an election, an attempt to kind of, at the time back in october, but, we didnt take action at that time. The president didnt weigh in in a strong way, in a vocal way, at the time, even though the Intelligence Community did, and the question of what would have played out in october into the election had the administration gone fully there. Done Something Like this at the time, will always be an open question. And for a lot of democrats, particularly loyal democrats who think in some way that Hillary Clinton should be president of the United States, they will always wonder whether barack obama was too restrained in october trying to stay out of we heard Kellyanne Conway referencing this front page New York Times article saying the Obama Administration is trying to box in the president elect. What does that mean for our viewers . And do you think thats actually the case . Well, we have seen on a variety of policies fronts the Obama Administration openly an questions of environmental regulation, in other areas, trying to say, you know, were going to try to lock in the things that president obama achieved over the course of eight years. This is an area where i think, you know, there will be theres no doubt that the president is doing what he this is right, and this was an unprecedented thing that happened. The attempts of russia to intervene in american election. I think that these sanctions can be overturned. Donald trump could walk away from them. But theres no doubt that theres a marker being laid down here that says look, if youre going to do this, if youre going to roll these sanctions back, theres going to be a lot of questions, theres going to be potential political costs. So yeah, in that sense, the Obama Administration is trying to trying to say, this is not a partisan issue. This is an issue of National Security and mr. Trump if youre going to deviate from these sanctions, you are going to be doing it in a way thats going to look political to people and that will have some costs to you as president. Quickly, don, weve seen donald trump invoke president obama in glowing tones. But this transition seems to be less smooth and perhaps less peaceful by the day. Yes. Although it is funny to see trump on twitter sort of doing his waynes world thing yesterday. Thought things were going well. Not. Then coming out in front of reporters and saying were having a great conversation. Things are going great. Theres a little bit of a bipolar trump right now which is the trump on twitter still speaking in kind of the loud, technicolor tones to his base. Areas of snow continue to push out of northern maine with lakeeffect snow bands back to the west it was 6 to 12 inches of snow off the great lakes and may create some travel concerns across the country because of that. Here on the west coast for us another front coming in is going to dive southward bringing rain and snow showers to the Pacific Northwest and then down to the Desert Southwest, as well. For our new years eve and new years day, not a major storm system, but slick roads, all the way from oregon stretching back in through parts of montana, and from phoenix back up into portions of new mexico, as well, as eastern and western colorado. New years eve forecast across the country, snow coming out of the great lakes and heavy rain down across the gulf coast will create some issues and after that it is all about the cold, frigid air diving into the western United States. But for the most part, this ceasefire does appear to be holding. Russia and turkey say it is a nationwide ceasefire. But it does not include isis, or a powerful Kurdish Group that operates in northern syria. Some rebel groups have also told us that they did not agree to the deal and this confusion about which rebel groups have or have not signed up. So while this could be a turning point in syria, it certainly is not an end to the countrys five year long civil war a bloody conflict which is thought to have claimed hundreds of thousands of lives. Weve seen russia reassert itself as a Global Player in syria, in a way we havent witnessed since the end of the cold war. For the first time, the nypd is placing 65 sand trucks weighing 40 tons each in strategic locations around times square. Theyre also doubling the number of blocker vehicles. It creates a hardened perimeter so it wont allow a vehicle to get in there like and replicate the nice attack. Sanctions, 35 officials from the Russian Embassy in washington and the consulate in San Francisco have 72 hours to leave the United States. And by noon today, russian access will be denied to two moscow owned compounds, one in mare m maryland and one in new york. Foreign individual officers in three companies are also named, two russians are being identified as cybercriminals. President obama ordered the sanctions in retaliation for russias cyberattacks meant to influence the 2016 elections. White house spokesman eric schultz said the president wanted to send a message. The president is mindful of retaliation measures when he makes these actions, but the president wanted today is to make sure that russia knew that we werent going to accept their interfering in our elections. That for too long, russia engaged in malicious cyberactivity, and russia has been harassing our diplomats serving overseas. Thats unacceptable. The white house says additional covert actions against the russians will not be announced, because they are highly classified. President obamas sweeping executive action against russia could be reversed by the next administration. In a statement, president elect trump said and i quote, it is time for our country to move on to bigger and better things. Nevertheless, i will meet with leaders of the intelligence kwh Community Next week to be updated on the facts of the situation. John mccain and Lindsey Graham said the sanctions were a small price for russia to pay. The senators say they intend to lead the effort in the new congress to impose stronger sanctions on russia and Incoming Senate democratic leader Chuck Schumer tweeted strongly support the Obama Administrations work to fight back against russias interference in our election. We need to punch back and punch back hard. New york times National Security correspondent david sanger has written extensively about this. In his new article today, he called the actions against russia, the strongest american response yet to a state sponsored cyberattack. And david sanger good enough to join us this morning from washington. Good morning to you. Great to be with you, josh. What did these actions, i know, again, they were called, you called them the strongest american response yet to a cyberattack. What do they really mean for russia . Well, they are the strongest to a cyberattack, but we dont have a whole lot of history there. The strongest until now had been some fairly modest sanctions against north korea for its attack on sony two years ago. I think the big question here is are these Strong Enough to create a deterrent not only to the russians, not only for the next american election, but for the elections that are coming up in germany, and in france, and to other countries that might take a look at the techniques that the russians used here, this combination of new cybertechniques and sort of old style information warfare, and figure out a way to go make use of it themselves. And im not persuaded that what the administration is working its way toward here yet is effective cyberdeterrents and it certainly is quite late as many of president obamas own aides concede. David, youre talking about those sanctions that have been made public. The Obama Administration said theyll take covert actions. Would those be effective and is that what people want to see, give than might not deter russia either if it is not public . Good point, because the whole key to deterrence here is that the price you pay is pretty obvious. Otherwise, youre not deterring other actors who would go on. There are a number of things in the cyberrealm that the United States could do to russia, you could expose many of the financial dealings of the oligarchs, could expose putins own fortune and how the oligarchs helped them get that, knock holes in the censorship system that the russians have developed around the internet. It could do any of those things. My guess is the u. S. Action will be pretty cautious because throughout this, from the first the white house got a whiff of this in the summer of in last summer was that they have been concerned about escalation. Cyberescalation from the russians. You dont want to get on an escalation ladder you cant get off. A short time ago, russian president Vladimir Putin said hes not going to expel any u. S. Diplomats. What do you make of that decision . Well, boy did he play this one well. First, he has the foreign minister come out and publicly say i recommend it. The recommendation strikes me as something that was made to be turned down. So putin can step in and say, you know, im ignoring this president , im moving right on to donald trump, and then if you read the rest of the statement, i dont want to interrupt the vacations of these american diplomats, then he invites the American Kids of the diplomats to come to the kremlin around new years and enjoy the christmas trees. So hes doing everything he can possibly do to say, im forgetting about barack obama, im moving on to the next guy. To that point, you also wrote that there is a belief that perhaps these actions were intended to box in donald trump, who has now said, while saying for the last couple of days that people should move on, hell meet with members of the Intelligence Community next week. What do you make thus far of president elect trumps response . Well, i thought it was interesting he said he would meet the intelligence representatives next week. It is not as if he hasnt already been receiving intelligence reports, and presumably those have included some about the russian hacking. Last summer when he became the nominee. He has consistently wanted to dismiss the thought that russia could be involved. But i detected in that latest statement a sort of willingness to be open at least to the evidence, which i think is a helpful thing. President obamas actions would definitely intended as a primarily as the russians, but secondly at trying to box in mr. Trump because what he would have to do is after january 20th, basically lift these sanctions. Reallow diplomats who are suspected of being spies into the country. We are seeing longer ads that are going online that are 60 seconds to three minutes that are short movies, if you look at them. It is interesting. You see various religions have periods of time where we abstain from certain things. Are we just is 365 and a quarter days just too long . I think one of the major things we do is we dont quite understand what willpower is. So we think willpower is this big force that we either have or we dont have, but what researchers are finding is that willpower is it operates more like a muscle. So the more you strain your bicep, at some point it will give out. The smarter resolutions, the people who are more successful work around their willpower. They dont rely on it so much. Im looking at this new years resolution list we have in our graphic back there says lose weight, exercise, drink more. It is meant to say drink more water, not drink more. But i wonder if i wonder if it is because some of these are just too ambitious and also kind of vague, lose weight. Too vague, we take on too much at once. The best resolutions are ones that are very attainable, measurable, and taking them one at a time you and i were tweeting about this, we have a lot of resolutions, one at a time, dont take them on all at once. That willpower cant take it. I think it is interesting because maybe it is that we want to be better people and so we list all these things that say this will make us a better person, but you can probably just go with one. Thats right. I was thinking about that, how it is now our number one resolution to be a better person, which is noble. But you have to get specific. If you want to make this a reality, you need to go to a cafe, take a couple of hours out and define what being a better person is to you. Is that a better person to yourself, feeding yourself better, being kinder . Is it voluntarying more, giving more money. Does keeping it vague give you a better shot . It gives you an out, no. An out. You want the best goals are what people refer to as smart goals. So you dont want to be vague. You want to be specific. You want it to be measurable. You want it to be attainable. You want it to be realistic. And you want it to be time sensitive. So that there is some sort of urgency that you have to make this resolution now. Ive already failed. No, there is still time. You say anticipate failure. Thats an important part. That is. Part of it takes three months to get a new behavior. A new habit set. So if your head, you need to mentally prepare for the setbacks and ask yourself what happened and recommit every time you have a failure. Recommit to yourself. Well keep ourselves honest on twitter. Ahead, how growing popularity helped her actually achieve a solo exhibit at the age of oooh. Wowww. There it is. Ca her Carmen Herreras art career began in the 1940s. Since then, the cuban native worked in paris and new york largely unnoticed. But her geomet rick paintings and sculptures are getting new attention. At 101 years old, herrera is receiving recognition many believe is long overdue. She has a solo exhibit at new yorks whitney hmuseum of american art. Heres to the beginning. At 101, carmen has a lot to celebrate. Look how clean it is. For seven decades, herrera has flown under the radar in the art world. It is hard to believe she didnt sell her First Painting until age 89. Herreras critically claimed solo exhibit defines the Straight Lines that got her here. When i heard she was going to be give and retrospective at the whitney, i thought this is perfect poetic justice. Reporter Edward Sullivan is an art history professor at New York University and followed carmens work for many years. Shes been hiding in plain sight. When i was younger now theyre beginning to know im a painter. I waited a long time. If you wait for people, people will come. I wait almost a century for them to come and they came. Reporter born in havana, cuba in 1915, herrera came to the u. S. With her late husband in 1939. About a decade later, they moved to paris, and it was there that herrera found her artistic voice. Dana miller is the curator of the exhibit. Parises wi was a wonderful, important period of her life. I think thats where she blossomed. She was doing things in the early 50s and late 40s which were way before they really became popular. A fellow artist has been her neighbor for over 35 years. If i learned anything from my friend carmen, it is whether it is in daily life, or in my own paintings, i always remember her. Keep it simple. Simply simplicity became the focus of her painting. I like angles. I like order. In the chaos that we live in, i like to put some order. So that is why i guess im a painter. During the 2015 Whitney Museum inaugural ceremony, Michelle Obama paid tribute to the career of her harrah. Maya little girl can come toe whitney and dream about being the next Carmen Herrera. And it is just, you know, it really got to me. This exhibition helped spark great interest from art critics, collectors, and inspired a fashion line based on her work. By staying loyal to her vision, despite the fact that she was not getting recognition, she set an example. I think a lot of the positive reaction shes getting now at the age of 101 has a lot to do with that. The recent fame hasnt changed herrera, she still wakes up every morning and draws in the new york studio shes lived in for 50 years. There is a feeding frenzy. It is not like you can just buy a Carmen Herrera painting. At this point, you have to get on a wait list. For years and years i didnt sell anything. Then suddenly ive been selling. Prices are going up. What . I would call her the star of manhattan at the moment because she has really burst on to the scene for many people in a very unexpected way. A lot of audiences who visited the whitney probably have never heard of her. She said her bus has come. And i think she kind of knew it always would. Last month herreras painting sold at an auction for 970,000 to a telephone bidder. The lines of that exhibit will be at the Whitney Museum until january 9th. Check it out.
