As you wake up in the west, were following several new developments after a series of explosions in new york and new jersey. This Morning Police identified a suspect. A manhunt is under way for Ahmad Khan Rahami. Investigators believe the 28yearold is the bombmaker behind all of the weekend blasts. His last known address is elizabeth, new jersey. Thats where a new explosion happened overnight. A police robot detonated one of five explosive devices found in a trash can near a train station. No one was hurt. Also overnight the fbi stopped a car near new yorks verrazano bridge. Five people inside were questioned in connection to saturdays explosion in the citys chelsea neighborhood. A Pressure Cooker bomb blew up and injured more than two dozen people. A second Pressure Cooker bomb found nearby did not explode. This all happened after a bomb went off saturday morning in seaside park new jersey. Also on saturday a man stabbed several people in minnesota. Isis is claiming responsibility for that attack. We have correspondents across the country covering all of these developing stories. Well begin with Michelle Miller in elizabeth, new jersey, outside the home of the man suspected in the new york and new jersey explosions. Michelle, good morning. Good morning. The fbi and the atf have been searching the above apartment above that Fried Chicken restaurant all morning long. You have to understand this is a neighborhood of both businesses, and homes, and people both living and working here are sisbly shaken by the fact that that was the last known address of Ahmad Khan Rahami, the man suspected of planting those explosive devices not only here in new jersey, but in manhattan. Agents combed through the apartment above this Fried Chicken restaurant, searching for includes that may reveal Ahmad Khan Rahamis motive, and his whereabouts. It comes just hours after an explosive device was accidentally set off by a bomb squad robot just blocks from here. The blast even sent investigators ducking for cover. Officials say there were five devices inside the backpack. One of which was described as a pipe with wires coming out of it. Only one of the devices exploded. I dont have the expertise to determine the blast function of that, but based on the loudness, i think people could have been severely hurt or injured. The mayor of elizabeth says the backpack was first spotted in a trash can by two people sometime after 8 00 last night. They found it. And they walked it around the corner, thinking there was something of value in it. When they realized it was too heavy and emptied it out thats when they left the area and went to police headquarters. With the northeast on high alert following the other explosions this weekend, elizabeths mayor says the investigation will be thorough. Were not going to know until the state police have an opportunity to examine the materials, and compare it to what was found in seaside park and or chelsea, new york. That will remain under investigation at this time. And the mayor also says that he suspects that this was not a likely target for an explosive device. Not the same kind as with elizabeth im sorry as with seaside and with chelsea. Noting that he believes that the suspect may have dumped that backpack because he was under investigation, and knew it. He also said that those two other cases involved a cell phone and electronic devices. And our sources telling us that the device here did not. Norah . All right, michelle, thank you so much. New yorks governor says this morning he suspects some kind of connection between the suspect, and terrorists overseas. Homeland security correspondent jeff pegues is tracking the investigation. Late sunday Surveillance Video gave investigators a solid lead. That video shows a person of interest planting at least one of the bombs in manhattan. At this point no one has claimed responsibility for the bombing. Cbs news learned both homemade bombs located in the chelsea neighborhood used flip cell phones as detonators, similar to the explosive that blew up in seaside park, new jersey, about 55 miles south. The suspect is 28 years old. And a naturalized american citizen of afghan descent. Cbs news has learned that investigators are working on the theory that he was the bombmaker. Earlier this morning, an alert went out across the city on cell phones, as investigators seek the publics help tracking rahami down. In a related development overnight the fbi took five people into custody for questioning near the verrazano bridge. No one has been charged with a crime. Sounds like theyre very much on top of it. Everybody is okay this morning. Investigators found a second bomb four blocks from the scene and that one did not go off. That video that youve been hearing about, basically what the police are saying is that that Surveillance Video shows that suspect at both locations here in the chelsea neighborhood here on 23rd street, four blocks up, also on 27th street, where the Pressure Cooker device was found that did not detonate. The video was from saturday night. Later that same night that Pressure Cooker bomb fild with shrapnel here on 23rd street exploded. Surveillance footage shows the bomb shattering the doors of a new york city fitness center. Causing panic on the street. You felt the explosion in the car . Absolutely. What did it feel like . Massive shock wave. Your whole body shook. Investigators say the Pressure Cooker bomb detonated near a dumpster. It contained shrapnel including ball bearings and a cell phone was used to set it off. There was an explosion. Units saying explosion from a garbage pail. Police used bomb sniffing dogs to comb the neighborhood following the saturday night explosion. 29 people were injured and taken to the hospital. Hours after the blast police discovered a similar, undetonated device four blocks away. Right over here. Jane schreibman said she spotted the second bomb on the street near her chelsea apartment. Cbs news could not independently verify her account. It was such a weird looking thing. Its a Pressure Cooker with wires coming out. Earlier on saturday a pipe bomb exploded along the course of a Marine Charity run in seaside park, new jersey. None of the 5,000 participants were injured. Investigators say the bombs in new york and new jersey share similar characteristics, and they now believe the incidents are linked. Were coordinating resources between new york and new jersey to see if theres anything we can learn. With a suspect now name in the new york city bombing, the nypd and the fbi are still coming through the neighborhoods, and reviewing Surveillance Footage from nearby businesses. Heres what we know. It was intentional. It was a violent act. Was certainly a criminal act. It was a bombing. To give you a sense, elizabeth, new jersey, is about 13 miles from the neighborhood here of chelsea. There are two other people seen on the surveillance tape. Do we know anything about them . We dont. We know that there are Law Enforcement sources say that theyre trying to identify them. I suspect, charlie, that thats part of the reason theyve put out the alert about rahami. They have identified him or he may be the key to understanding or identifying who the other two are. How do you think they were able to identify him so quickly other than that Surveillance Video . Looking at him, if you dont know him thats right. Theres a bunch of typical investigative steps. One they would have run license plates of all of the cars in the neighborhood that may have been picked up on surveillance tapes and they have released the car they think hes driving. I suspect thats part of it. They also would have dusted for fingerprints, the second unexploded bomb and that also might doctor lhave led to leads. Does he look like a lone wolf or part of a larger terror cell . The fact that there were two others on the surveillance tape seems to suggest he at least had help. Investigators are now concerned he may be part of a cell. Does the choice of targets surprise you . Because that wasnt necessarily a crowded area. And normally, the these type of attacks, theyre they want to blow themselves up as well. Thats exactly right, gayle. So the interesting thing is remember the one other attempt in times square where the detonation device didnt work, its entirely possible that what they what rahami did was place this in an area where he could test the detonation. We dont know whether it detonated successfully. We know one of them didnt detonate. So this could have been a dry run to have placed these types of devices in a larger, more populated area. As has been said no known connection yet to isis. Thats right. Not yet. And we dont know. We know investigators searched his home earlier at his apartment earlier today. Thats certainly one of the things that were looking for. Did they find a computer . Did they find literature that might have suggested whether he was connected to isis or he was selfradicalized. You think well see other bombs . Well i think thats the concern, right . If youve got rahami out there and two others who helped them, theres a large number of devices now they had. His heroic actions are exemplary, of having witnessed what he did, not only did he fire, suspect went down, he came back up on three different occasions. This guy comes out, hes africanamerican, wearing a blue or black security outfit. Ryan had just entered the mall when he was attacked. I knew he was going to strike me. So i tried to brace myself for it. He just did one fast motion to the side of my head. He fell to the ground and watched as adan continued through the mall. There was no like official lockdown or alarm going off. There was no mall security anywhere. Minnesota is home to the largest somaliamerican population in the u. S. One which has been heavily scrutinized for its threat of domestic radicalization. Adan had lived in the United States for a number of years. Few people in this country know more about isis and the threat of terrorism than cia director john brennan. He lived in the middle east, speaks fluent arabic and has more than 30 years in National Security. When we spoke with him last week, before the events of this past weekend, he told us that he believes the Terrorists Organization days are numbered. We interviewed the cia director several times over a 24hour period. The motorcade arrived at Andrews Air Force base. Thanks for coming shortly before this unmarked air force jet was scheduled to take off. This is how the cia director travels. The plane is equipped with secure systems ensuring that he can communicate with the president during a crisis. We were headed to alabama. The cia did not allow us to record video during the flight. But we were permitted to tape the audio. During an hour and a half interview on board the director told us he worried about isis success, and inspiring attacks worldwide. While the cia focuses on external threats brennan has also been looking at shortcomings within the Intelligence Agency itself. In 2013 he ordered a study on diversity. Results, racial andette nike minorities make up just under 24 of the workforce and about 10 of the Senior Intelligence positions. Good to see you. On the day we followed him, brennan was visiting miles college, a historically black college near birmingham. Everybody at the agency looked like me and thought like me and had my background, and experience i think we would be subject to tremendous we would not be open to new ideas and new perspectives. Did u. S. Intelligence for some of those reasons miss what was bubbling under the surface of the arab spring . No matter how much insight we have into how governments were thinking and how they were reacting, we didnt have the pulse of the streets, as best as we should have. Isis grew partly out of discontent in the arab world. The terror group inspired the deadly attacks in San Bernardino and orlando. And in europe, deployed cells to carry out the attacks in paris and brussels. Do you think American People and the people of europe should expect more of these attacks . I think isis is capability to carry out attacks outside of the syria and iraq theater will continue, could increase could increase . Could increase in the short term. Brennan, whose career in National Security spans 36 years says he cant remember a time when the country faced so many complex and dangerous threats. As we rode in his motorcade we asked about recent Cyber Attacks like those on athlete medical records, files of the Democratic National committee and election data bases in at least two states. Experts say the hacks trace back to russia. Going forward do you expect that there will be more cyber intrusions from russia or russians leading up to the november 8th election . Well, i believe that as we come to the election there will be additional attempts to exemployed, to collect, possibly to disclose information that is related somehow to the president ial campaign. He was reluctant to discuss the campaign, insisting that he wasnt a democrat or a republican. But he is adamant that he will not waterboard terror suspects. Even though republican nominee donald trump has endorsed the idea. I would refuse to carry out a direction to conduct waterboarding. I will just say no. And it even to a president . Absolutely to a president. This seems like an odd place for the cia director. For brennan coming to birmingham is also about understanding evil. In 1963 in the midst of the civil rights movement, three members of the ku klux klan planted over a dozen sticks of dynamite outside the 16th street baptist church. The explosion killed four young black girls. So what we do every day to try to keep this country safe and strong and keep its citizens secure. Brennan says the core of isis has been taken off the battlefield. But he acknowledged that it would take time for the groups tentacles to decay. The dent ackles that hes talking about are the sympathizers and operatives who are willing to carry out attacks. We always like the cia director to give it to us straight. It is unsettling when he says these attacks will continue in the short term. He meant this is an organization thats falling apart. However, it already put the operations into motion. The police are saying that Surveillance Video shows that suspect at both locations here in the chelsea neighborhood. At this point, does he look like a lone wolf or part of a larger terror cell . It seems to suggest he at least had help. St. Clouds mayor say the man involved is now dead because an off duty Police Officer just happened to be in the right place at the right time. The atf and fbi have been searching the apartment above that Fried Chicken restaurant all morning. You have to understand, this is a neighborhood of both businesses and homes. And the people who live and work here are visibly shaken by the fact that this is the last known address of Ahmad Khan Rahami, the man suspected of planting multiple explosive devices in manhattan and new jersey. Agents combed through the apartment above that Fried Chicken restaurant, searching for clues that may reveal his motive and his whereabouts. Overnight, an explosive device was accidentally set off by a bomb squad robot. Just blocks from here. Officials say there were five devices in the backpack, one of which was described as a pipe bomb with wires coming out of it. Fortunately, no one was injured in that blast. Now, the mayor of elizabeth, new jersey, mayor bollwage, says the initial investigation determined there were no cell phones, and no electronics used in these blasts or this blast, we should note, which is different from what our sources are telling us took place in the blast in seaside, new jersey, and in manhattan. You have the unexploded devices, the Surveillance Video. You have a lot of elements coming together here for investigators. After the explosion. And you think about some of the Little Details they get from an exploded device, also an unexploded device. These are clues that can help investigators build this puzzle of who they are looking for. Like fingerprints or fingerprints perhaps, where the components of the device were purchased. So these are things that they look for, the Little Details that will tie all this together. The fact that theyre at this point looking for this suspect right now, it is amazing how the trajectory of this has changed over the last 24 hours. Yesterday, you had the governor coming out and saying, essentially, that there doesnt appear to be a link to International Terrorism and now the feeling there has changed that, yes, this could be tied to International Terrorism. And specifically isis. I assume somebody has said the last time they saw him, they must have testimony from people in the neighborhood or somewhere else the last time they saw not on video, but in person. You have people who live in that area who are being asked questions about when was the last time you saw him . You have those Surveillance Videos. Network, that is across this city. And so youll have his movements on tape. Is he part of a larger terror cell . Thats the question that is out there right now. My message to new yorkers, which has been our message to londoners is, look, you may have 36,000 Police Officers in new york, but actually 36,000 Police Officers who have the eyes and ears of 8. 5 million new yorkers is a powerful thing. What do you specifically mean . One of the ways we police in london is we have a phrase, policing by consent. That means actually as brilliant as the police is, as brilliant as the Security Services is, they are putting intelligence information from the communities one way we have been successful in stopping successful attacks you mean the Muslim Community . Anyone. Parents, big sisters, neighbors, teachers, friends of, imams, everyone has a role to play. You live in a great city of new york, i live in a great city of london. I especially want to commend all the Outstanding Police and First Responders in both new york city and new jersey for their extraordinary professionalism, and their quick response, which surely prevented even more people from being hurt, and ensure that people got assistance quickly. The investigation is moving rapidly, and as is my practice, im going to leave it to the fbi and Law Enforcement to provide details. I think everybody is aware at this point that there is a person of interest. Who is the focus of the investigation, and the fbi can give you further details in terms of how that is proceeding. I told governors cuomo and christie and mayor de blasio and they and their teams will continue to have all federal support as they move ahead with their investigations. In tracking down every lead, and working to keep the people of this city, and of this region, safe. Law enforcement is asking for the help of the community. And so, to everybody in this region, i want to repeat what weve said before. If you see something suspicious, then you need to say something. Contact local Law Enforcement. In the meantime, i would ask that the press try to refrain from getting out ahead of the investigation. Ive extraordinarily happy with the cooperation thats been taking place between the fbi, and state and local Law Enforcement officials. They are moving smartly on this investigation. It does not help if false reports or incomplete information is out. So, try to as much as possible, stick to what our investigators say, because they actually know what theyre talking about. Meanwhile, i know that the United Nations meetings here every year already create an additional workload for new york. But, given the u. N. Meetings, we also have particularly high level of federal resources here to help as needed. Were going to make sure that everybody is working together seamlessly as one team to get to the bottom of what happened. To find those responsible, and to make sure that justice is done. Meanwhile, while all this going on in new york, and new jersey, were also focused on the stabbing attack at the Shopping Mall in minnesota. At this point we see no connection between that incident and what happened here in new york and new jersey. Our attention there is on the people who were injured. And again, we are very grateful that no one lost their life. Thanks to the quick action of a brave offduty Police Officer, the suspect was killed, and we avoided more people being hurt. I had a chance also to speak with governor dayton this morning. I assured him that we will provide all the assistance that he needs in the investigation. The fbi is investigating the minnesota incident as a potential act of terrorism. We will direct the full resources of the federal government to make sure that the investigation goes forward aggressively. Finally i want to take this opportunity to reassure the people in this city, in this region, and americans across our country, that our counterterrorism and Law Enforcement professionals at every level, federal, state and local, are working together around the clock to prevent attacks and to keep us safe. They are the best of the best. Over the years they have thwarted many plots and saved many lives, and we are incredibly grateful for their Service Today and every single day. We will continue to lead the Global Coalition in the fight to destroy isil, which is instigating a lot of people over the internet to carry out attacks. We are going to tip to go after them. Were going to take out their leaders. Were going to take out their infrastructure. They are continuing to lose ground in iraq, and in syria, and later today ill be meeting with the Prime Minister of iraq to discuss the need to sustain that momentum. As we take away more of their territory, it exposes isil as the failed cog that it is and helps to undermine their ideology which over time will make it harder for them to recruit and inspire people to violence. And were going to continue to enlist tech companies, and community and religious leaders to push back against online extremist content, and all messages of hate. You know at moments like this, i think its important to remember what terrorists and violent extremists are trying to do. They are trying to hurt innocent people, but they also want to inspire fear in all of us. And disrupt the way we live. To undermine our values. And so, even as we have to be vigilant and aggressive, both in preventing senseless acts of violence, but also making sure that we find those who carry out such acts, and bring them to justice, we all have a role to play as citizens. In making sure that we dont succumb to that fear. And, theres no better example of that than the people of new york and new jersey. You know, when i was speaking to Governor Cuomo and governor christie and mayor de blasio, one point that they all made is, you know, folks around here, you know, they dont get scared. Theyre tough. Theyre resilient. They go about their business every single day. And that kind of toughness and resoluteness, and a recognition that neither individuals, nor organizations like isil can ultimately undermine our way of life, thats the kind of strength that makes me so proud to be an american. Thats the kind of strength that is going to be absolutely critical, not just in days to come, but in the years to come. By showing those who want to do us harm that they will never beat us, by showing the entire world that as americans we do not and never will give in to fear, thats going to be the most important ingredient in us defeating those who will carry out terrorist acts against us. And that was president obama here in new york as he is scheduled to meet with World Leaders as part of the u. N. General assembly. To repeat the man wanted for questioning in the bombing saturday in new york city and seaside park, new jersey, which is a shore town in new jersey, has been arrested. He is in custody this morning. His name is Ahmad Khan Rahami. He is a naturalized u. S. Citizen from afghanistan. He was arrested in a shootout this morning in lyndon, new jersey. That is a town right next to elizabeth, new jersey, where he is from. The other interesting thing that president obama said was that no connection has been found between the bombings and the knife attacks yesterday at a minnesota mall. That minnesota mall, of course, isis has claimed responsibility for that particular attack. Jeff pegues is here with us. You were with the president. He praised Law Enforcement. Theyve acted quickly. Now hes in custody. As you know they sent out this alert and put out this picture of this man that they wanted. About three hours ago and now hes in custody. Yes, theyve been very quick to round him up and put him in custody. Now were hearing that there may have been a tip involved here from someone who perhaps may have seen this wanted poster out there. But it may have been a tip that led to his arrest. I think the next big question that many people have is what else is out there . More bombs . Is he connected to a larger terror cell in elizabeth, new jersey . Well and thats a very good point. I think it was notable how the president talked about the minnesota attack, where nine people were stabbed in that mall there, and these incidents in new jersey and in new york city. Now hes saying theres no connection between minnesota attack and new york and new jersey. Why is that important . Because the question is, is there a larger conspiracy at play here . Or was it just a coincidence . We know that in the past isis has used its social media arm to drum up attacks like this, whether inspired, or directed, encouraging people to pick targets and go and attack. The so the question is did they send out some sort of information, encouraging people to carry out attacks on that day . That is a question that is still unresolved at this point flp go we have the first pictures from that arrest that just happened moments ago. And you can see the suspect there laying on the ground. It appears his shirt is pulled up, his hands behind, his back. What will Law Enforcement do now to figure out whether there are more people involved . Theyve got to see who hes been in contact with. Was there someone out there who is helping him . Or was helping him . They got to get those cell phones. Theyve got to get the computers. And they have to scrub those things looking for as much information as possible. They want to know who he was talking to, in the weeks and days and really hours leading up to these events. How he became radicalized. Was he selfradicalized. Was he part of a larger group . Let me also ask you, in terms of the different types of these bombs that were used, a pipe bomb in new jersey, the Pressure Cookers here, in manhattan and the chelsea neighborhood, what did investigators think was interesting about those devices . Well, everything about them. When youre starting from scratch with an explosion, and you see in the video there, everything about those devices, and what was left of them, is important to an investigator. They want to see if there are any fingerprints there. They look at the components to see if they can trace where these components were purchased from. Because if they can do that, then you have a store to go to and you can look at the stores surveillance camera. So right, one thing leads to the next clue that can help ultimately catch up to someone like this. What are we hearing from all of the Law Enforcement officials this morning . About how think found him . Fingerprints . Particular things in the devices . Well, it usually comes down to fingerprints, in these cases. But, as ive said before, and you know this, there is this network of cameras everywhere, certainly in this city, but really across the east coast, and so you look at the surveillance images that weve seen from the explosion, you look at the Surveillance Video from stores nearby. You canvass neighborhoods. So all of these things help investigators get the information they need to provide the public with a picture. And then that old theory on if you see something, say something, comes into play where they need the publics help. To get as much information as possible, and they race to track this person down. Just in case, you know, they dont know whether he was plank Something Else and so theyve got to race against the clock to get somebody in custody. Governor cuomo saying this morning on cbs this morning that there were certain commonalities among the bombs that have led them to link all of them together. What about these five men who were arrested late last night just around new york city . Well, those are are people who are being questioned right now. But no charges in that case. But, thats something that we certainly need to follow. One other interesting thing about the president s statement there, did you notice how he he talked about getting the facts straight. I dont think that that was necessarily a message for the media. Because there have been some mixed message theres from Public Officials about the status of the investigation. In fact, the mayor of new york city wouldnt say it was terrorism. He differed from the governor, of new jersey and new york who said it was terrorism. We also heard the governor first new york say it wasnt clear there was an International Connection and then this morning saying it does look like there might be some foreign ties. So as always, the story evolves. And thats a real muddled picture. And youll notice that you didnt see investigators making those kinds of statements. That sort of stands out. And so there was a mess tlj from the president to, you know, maybe he was calling out the media perhaps, but also to Public Officials. I think theres a lesson here too which is new york city and many of these cities have all hands on deck and they have cameras everywhere. They can catch you pretty quickly. As you know, after 9 11, this is a city that has evolved in its Law Enforcement tactics in many other ways and that was at play here, as well. What about new jersey . Well, i think new jersey perhaps for some folks there this is a wakeup call. But you know, new jersey, this tristate area, this area was affected deeply by 9 11. And so theres been this collective effort to not only enforce reinforcements enforce Law Enforcement technology and resources, but just to instill in the public more vigilance. 9 11, 15 years later, its still its still hurts here. And you see it in the faces and the eyes of the residents, and also the Police Officers. Well now we know that the suspect is now in custody. Will be questioned by officials as they search to see whether he is part of a larger terror group. President obama speaking moments ago trying to reassure the public that Law Enforcement on the state, local, and federal level are all working together to try and keep america safe. Reporter good morning. The governor of florida just declared wynwood zeke afree a short time ago. Most people who have zika wont feel the symptoms and wont know they are infected. This morning we introduce you to a miami beach doctor who hat virs uand speaking publicly for the first time he feels the responsibility to make people realize zika is a real threat and not just for pregnant women. Muscle pain, rash, fever, pain behind my eyes, and then the last symptom i developed was bloodshot eyes. Reporter dr. Mike started suffering symptoms after a labor day barbecue with a dozen friends in his miami beach home. He had all sorts of repellant at his party. Reporter did anyone about mosquitoes at the party . Not at all. I talked about how well the tiki torches were working. Reporter two days after the party he start feeling sick. When did the cash started . About five days after the barbecue. Reporter after that rash, the symptoms got worse. I had several evenings where i put on a winter coat and got underneath blankets and shut off all of the airconditioning in my home and i was shivering. Reporter his infection occurred outside the original 1. 5 mile zika zone. Its one reason that zone has now tripled in size. Spraying of the controversial insect eyed naled continued on sunday as the state tries to desperately kill more of those zika carrying mosquitoes. Four of the doctors partygoers also showed symptoms. So far, one has tested positive. The others have not yet been tested. The doctor says getting the test was a challenge. His insurance wouldnt cover the ruffle 600 dollar cost so he went to the local Health Department looking for a free test. There is a big sign saying we only test pregnant women. If you only test pregnant women, youll be underestimating and underreporting and youll never get a handle of what is really going on reporter for the record, its not just pregnant women that can get tested. Other people can too but as you just heard from the doctor, its difficult. He tells us when he got to the Health Department, he had to raise his shirt and show his rash and describe his symptoms and all but beg for a test. And he was finally given one for free.
