morning, norah. >> good morning, charlie. >> we begin with this millions of people in the southeast are bracing for more severe weather today. flash flooding already killed two people. >> vicente arenas is in belhaven north carolina where tornados destroyed several homes. >> reporter: good morning. you can see some of the damage that was caused by the storm that moved through here. trees were snapped in half and thrown into a front yard. there's even some twisted metal down on the ground. these storms spawned tornados and heavy rain all the way from north carolina to florida. two tornados touched down around 4:00 p.m. in this rural area of eastern north carolina last night. from a distance this twister was caught on camera. the storm lasted just seven minutes, but that was still enough to take out power lines, flip cars and level homes. at least 13 people were treated from injuries at local hospitals, including a father and son. levi spencer says he was driving his pickup truck when winds tossed it across the road and into a field. >> any time you see a man walking away thanking god crying and stuff, and me and myself we cried all the way here. >> reporter: the carolina storm comes just one day after a tornado touched down, carving a 16-mile path in central mississippi, leveling communities overnight. heavy rains quickly followed and a 9-year-old girl was killed after flash flooding pulled her into a culvert. by morning, some areas had seen more than 8 inches of rainfall. many in mississippi and new orleans were left with destroyed homes and little to salvage. but for some knowing their families were safe meant much more. >> oh, my god, that's all matters. all this stuff can be replaced to me. it's just a house. that can be replaced. you can't replace somebody if they get hurt. >> reporter: as heavy winds and rain moved across the south, roads in alabama flooded. drivers quickly abandoned their cars, and those who didn't faced dangerous conditions. in birmingham alabama, rescue workers evacuated more than 120 people from their homes and downed trees blocked major highways. the storms also caused problems for people across the country. as many as 6,000 flights were delayed because of the weather. another 500 had to be cancelled. here in belhaven though the cleanup starts this morning. >> thanks. strong winds at daytona beach, florida, overturned a single engine plane last night. the cessna had just landed when a gust flipped it over of the the two pilots were not hurt. megan glaros of wbbm is tracking the storm and the weather in the west. >> good morning to our viewers in the west. there is still a possibility of some severe weather across parts of florida this morning. the last 24 hours the vast majority of all the storm reports in the nation were centered in the deep south. anything from hail to winds to tornados to even flash flooding. it looks like that potential does continue to push to the south today before wrapping up a little later on this morning as the storm system heads off the coastline. we see the west though dealing with yet another storm system this one bringing rain from seattle down to portland but not impacting the state of california. drought-ridden state that will stay dry for yet another 24 to 48 hours at least. >> megan, thanks. oscar pistorius delivered emotional testimony this morning in his murder trial. the double amputee track star known as the blade runner described in tears how he shot his girlfriend. correspondent and cbs news contributor debora is in pretoria with dramatic moments from the courtroom we saw today. good morning to you. >> reporter: good morning. it was another emotional day in court as oscar pistorius broke down sobbing loudly and uncontrollably. he finally described what happened on the night when he mistook reeva steenkamp for a burglar and shot her through a locked bathroom door. he told the court that he was overwhelmed with fear when he heard a noise and thought an intruder was breaking in. he reached for his firearm and screamed to reeva to get down and call for help. >> i heard the noise from inside the toilet what i perceived to be somebody coming out of the toilet. before i knew it i had fired four shots at the door. my ears were ringing, i couldn't hear anything so i kept on shouting for reeva to phone the police. >> reporter: after returning to the bedroom and realizing that reeva steenkamp was not there, he ran back and tried to break down the door with a cricket bat, finally making a hole big enough to reach through and grab the key. >> i unlocked the door i flung the door open i threw it open and i sat over reeva and i cried. i don't know how long. i don't know how long i was there for. she wasn't breathing. >> we'll take an adjournment. court will adjourn. >> reporter: earlier in his testimony, oscar pistorius told the court that his relationship with reeva steenkamp was a loving one, that they were talking about moving in together, that they believed that they had a future together. he did concede that there were times, though that he was jealous of reeva steenkamp. he said he was besotted with her and there were times that he was more into her than she seemed to be into him. court had to adjourn early once again, as pistorius was overcome with emotion. he could not continue giving his testimony in the witness stand. >> thanks. the university of connecticut is celebrating another ncaa basketball championship this morning. the huskies never trailed last night as they beat kentucky 60-54. don dahler is here with a big victory for a team that was looking for redemption. don, good morning. >> good morning. many thought uconn had a tough road ahead after long-time coach jim calhoun retired just before the 2012-2013 season. and the team was banned from the tournament last year for failing to meet academic standards. but last night the team took the title and a stance against their critics. >> if i could have your attention. if i don't have your attention, let me get your attention. >> reporter: alongside his teammates, senior shabazz napier there. >> reporter: uconn was relentless. >> boat wright though. >> reporter: napier dominated the scoreboard with 22 points. the wildcats narrowed the lead trailing by just one point with just over 8:00 remaining in the game but uconn responded with back-to-back three-pointers. >> wow, right over. >> top of the key, and he hits back-to-back threes! >> reporter: kentucky never recovered. >> randle. >> oh, wow. and this most improbable tournament run. >> reporter: at the buzzer the crowds both inside the arena and back home in connecticut erupted. even 30 arrests couldn't dampen the celebration of the team's fourth national championship in 15 years. >> tonight uconn's women's basketball team will play for the championship against notre dame. if they win, it will be the second time the school has pulled this off. they first did it in 2004. uconn is the only school to ever win both men's and women's titles in the same year. charlie, norah sglflt don, thanks. crews looking for the malaysian airline have suffered setbacks this morning. they're covering an area where they detected pings over the weekend. seth doane is in beijing where today marks a grim anniversary. seth, good morning. >> reporter: that's right, good morning to you charlie. yes, just a month ago on march 8th flight 370 was scheduled to land here in beijing. that, of course never happened. today in australia authorities there coordinating the search urged patience and said the priority is to try to detect additional signals coming from the deep. until investigators are certain that the batteries have run out, searchers on the "ocean shield" will continue to try to pick up those signals or pings from the black boxes. >> the battery life expires on the device at 30 days but experience with the kit from around the world is that they usually last longer than the 30 days. >> reporter: authorities say they'll drag the towed pinger locator through the ocean for several more days. for now, the submersible vehicle, blue fin 21 will stay above water. >> it is a large area for a small submersible that has a very narrow field of search so it's going to take a long long time. >> reporter: today up to 14 planes and 14 ships are scouring the nearly 30,000 square mile search zone, looking for debris. while some authorities are expressing increased optimism australia's deputy prime minister admitted feeling anxious. >> the connections two days ago were obviously a time of great hope that there had been a significant break-through. it was disappointing that we were unable to repeat that experience. >> reporter: if it was a disappointment for authorities, the wait has been devastating for weary families. at beijing's limit do hotel, there was a quiet vigil today. steve wong's mother was on the plane. we need to persist in finding the clues, he said and finding our relatives. two-thirds of those passengers were chinese and there is certainly growing frustration among the passengers' family members we've spoken with frustration of false leads, so much speculation. norah, they just want some closure. >> all right, seth thank you. and this morning president obama plans to sign an executive order aimed at eliminating the pay gap between men and web in the -- women in the federal government the average woman earned 77% of what the average man earned and the white house staff isn't doing much better than that. >> we as an institution here have progressively addressed this challenge. obviously, though at the 88 cents that you cite that is not 100, but it is better than the national average. >> major garrett is at the white house. major, so how do white house officials describe this disparity where at the white house women make on average 88 cents for every dollar the men make? >> reporter: good morning. the white house is getting, as you indicated, norah, roughed up by its own pay equity rhetoric. an analysis shows that the median income of feel male staffers is 88% of that of male staffers. now, this study also showed that men and women with the same white house jobs earned exactly the same salary. now, the white house said its gender pay gap is tied to job experience education and hours worked among other factors. this matters because those explanations according to the labor department explain a good deal of the gender pay gap nationally. the big difference in these stories, when president obama discusses this issue nationally he doesn't mention those other work variables, only the broad figure that 77 cents per dollar is what women earn compared to men in median wages. the factors the white house used to defend its pay gap are used nationally, the difference shrinks to 5 to 7 cents on the dollar. >> so, major, exactly what is the president going to do today? >> reporter: the president will sign two executive orders both dealing with federal contractor workers. that's a small subset of the u.s. labor force. one will allow those workers to openly discuss pay and salary levels without fear of reprisal or punishment. this could expose some differences in pay between men and women. the second requires federal contractors to tell the government pay levels by race and gender. this is largely a tool but most economists do not believe it will increase pay for most federal contract workers. the crisis in ukraine is deepening this morning with the threat of more lost territory. pro-russia activists are trying to take control of government buildings in two eastern cities. mark phillips is in london where britain's foreign minister is accusing russia of trying to destabilize ukraine. mark, good morning. >> reporter: good morning. well, it is sounding familiar. government offices in the eastern ukraine this time are taken over by people claiming to be pro-russian ukrainians. russia warns the ukraineian government against taking repressive action that could lead to civil war. ukrainian forces move in to evict the demonstrators and the tension rises. once again the fires are burning in ukraine and moscow is being blamed for stoking the flames. demonstrates said to be pro-russian ukrainians had occupied government buildings in the major cities of danetsk. they demanded a referendum the same device that was used to annex crimea to russia. the u.s. says many were not local and were being paid. overnight ukrainian forces moved in to try to reclaim the buildings in what they're calling an anti-terrorist operation. the government in kiev says 70 what it calls criminals were arrested, but the demonstrators still control some government offices in the largely russian-speaking industrial heartland of eastern ukraine. and not for the first time the ugliness spilled over into ukraine's parliament when the leader of the old pro moscow communist party got up to accuse ukraine of bringing its problems upon itself by bringing down the previous pro-russian government some of the other members thought they had heard enough. and with the accusations and the fists flying russian foreign minister sergey lavrov has weighed in again saying it is the west not russia, desable destabilizing ukraine and called for talks. but that seems to be driving toward another east-west confrontation. it is time to show you some of the headlines. the stars and stripes has new details on last week's ft. hood shooting. ivan lopez opened fire after an argument over a request for leave. three soldiers died and 16 people were injured before lopez killed himself. the "new york daily news" reports the reverend al sharpton was an fbi informer. documents allege that sharpton recorded conversations with mob figures in the 1980s using a bugged briefcase. sharpton says the fbi never told him he was an informant. it's a simple question with no simple answer. it has all the makings of a big budget action movie. a four-man rescue team topped into an inflatable boat in the pacific a thousand miles off the coast of mexico. >> carrying medical gear water, references technology telephones batteries. everything you can think of that is going to last you for at least a week each for their own personal gear. >> reporter: their mission, aiding a family of four stranded in their sailboat tend to go a sick 1-year-old girl for four days until a navy warship can pick the family up to bring them home. well, it's not hollywood. it is a costly operation. involving the air force, the navy, the coast guard, and the state department. >> it's expensive business. it's a dangerous business but it's a business that we are obligated to keep the american people safe. >> reporter: while no one is saying how much this rescue operation cost flying a coast guard chopper would run 15,000 an hour and 20,000 an hour for the guard's largest search aircraft all paid for on with taxpayer dollars. there's a reason. >> charging for rescue is dangerous. it makes someone question before they call for help. >> reporter: eric and charlotte kaufman taking their girls 1 and 3 ages on a around the world sailboat adventure and their stranded vessel started taking on water last week and the young girl developed a fever and vomiting and a rash covering her body and many on social media are calling the parents reckless wondering why their taxpayers should literally bail the kaufman's out. >> i'm sure the same people having a fire department waiting to put out their house fire when they drop a turkey into the turkey fryer. norah? >> john thank you so much. new crash test ratings for mid-sized suvs are out this morning. the insurance institute for highway safety looked at nine 2014 models. only three of them got good grades. jeff pegways is in ruckersfield virginia, with the results, the testing ground. good morning, jeff. >> reporter: good morning. this is where the ihsh test the cars and suvs that we all drive. every year conduct 80 tests here and that means they are crashing hundred dollars of vehicles. this time around they wanted to test out mid $sized sufficients like this one to see how they held newspaper a crash at 40 miles per hour. by virtue of their size and weight, mid-sized suvs are some of the safetiesst vekeds on the road but a crash test shows not all are created equal. the test replicates when 25% of a vehicle's front end strikes a tree or utility pole at 40 miles per hour. these are the suvs used in the crash test? >> the same mid-sized suvs we just had in the small crash test. >> reporter: david zuby is the chief officer for ihhs. he said the suvs that scored the highest create what amounts to a protective shell around the driver. >> you can see a lot more space from where the driver would sit in and that indicates that the air bags and seat belts have a chance of doing their job to protect driver from injury. >> reporter: the shelf lay equinox and gmc terrain earned a top safety pick plus along with the toyota highlander and all three held up well after striking the barrier but forward collision warning systems and automatic braking. >> if someone was sitting in this seat they could walk out of this crash? >> exactly. a good chance that reasonably a healthy person would walk away from this crash without any serious injuries. >> reporter: the kia suze yalof schwartz sorento and mazda cx-9 received poor ratings and the worst in the group was the honda pilot. what did it do wrong? >> the main problem with the honda pilot its structure collapsed. we had brake pedal, for instance, moving inboard. some 16 inches toward the driver and the steering column moved to the right, so the dummy glanced off the air bag and didn't get pull protection. >> reporter: honda responded to its suv's crash test with an e-mail. every new generation of the honda pilot has helped lead the light truck segment with a wide range of standard safety and driver shifting technology and committed it will continue to do so in the future. we reached out to kia. they still have not gotten back us to. we called mazda and they will us their cx-9 manufactured before this test and in previous tests it's done quite well they say. this is the honda pilot behind me. you can ste the structure collapsed. orting the ihhs if this happens and you're in this accident the chances of you walking away without some sort of injury are slim. gayle? >> jeff pegways, i was a pilot back in the day i love that car. you had to be doing the hula charlie. toyota people were here you said where does one get one of those highlanders? >> i did that because a friend of mine had one and he likes it a lot. this reminds you one more time of how you can lose your life. to see the force of an impact at 40 miles per hour. >> that's right. >> i'm glad they do the test. >> it doesn't seem that fast. >> i'm glad they do the test. >> i agree. >> information you can use this morning. thank you, jeff. neighbors in western pennsylvania, are taking sides over oil and gas fracking. some landowners can't wait to make a deal with energy companies. others don't want anything to do with drilling. as michelle miller reports a state law could force everyone to let the fracking begin. >> reporter: suzanne matteo is raising two young daughters on this four acre land in pennsylvania. what is underneath her property has an energy giant intereste in leasing her land. against her wishes. >> we don't want to lease our land and we should have that right not to lease our land. >> reporter: matteo and her neighbors sit on top of a piece of land the energy company hope to develop. the houston based company is trying to. >> announcer: 1961 pennsylvania law that could allow drillers to pull gas rights or bundle the properties landowners who support drilling with those who oppose it. >> it's a point to pit neighbor against neighbor and what better way to get people hating each other than money? >> reporter: you can see some of the damage left by the storm that tore through here yesterday afternoon. the trees here were heavily damage damaged. . you can see how they were twisted and torn off their tops and ended up in the front yard. you can see twisted metal that is thrown all over the place here. the tornado was caught on tape yesterday as it moved through belhaven north carolina. you can see this home video that was take ebb ofn of that twister. we surveyed the damage. we found a foundation of what was once a home. a man told us there was once a house there. it was blown to pieces by the tornado. we also got video of a van that was upside-down and a car right next to it also damaged and we saw some video of a staircase pushed up against the tree. it was the most awkward scene. these are some of the images we're seeing around belhaven. we've seen people coming up and down the roads seeing the damage. norah? >> reporter: frustrated for their daughter the family fought back. >> since she wanted to do it i was the one that encouraged her and i certainly never told her that was wasn't something for her. >> reporter: they appealed to the school district a number of of times asking for a change of policy. the physical size speed and power of male athletes could create a competitive disadvantage and a hazard to the health and safety of a female athlete. >> i feel she is as safe as the boys out there and million personnel are there. >> reporter: they filed a federal lawsuit arguing their daughter was denied equal rights under the 14th amendment and they got a restraining order. one year in the battle a federal judge agreed with the family. the school district finally backed down. >> i was just relieved in that i could go on with everyday life and not have to worry about it any more. >> and i like school. >> reporter: beattie says it has taught her school is more important than strength and has no intention of ever backing down. >> i will keep on trying my hardest and try to be able to beat some of the boys and be able to do good. >> reporter: lion mountain school district declined to comment. the legal cost for the beattie's amount to $140,000. one year ago, a woman lost a foot in the boston marathon bombing. today she is walking and guess what? >> she is standing on her own. >> what you feel or what i need you to differentiate. doing good. >> okay, okay. ♪ >> it feels really good to stand up right now. i haven't stood up in a really long time. i almost forgot what it's like. i so desperately want to dance again. i am so close. >> adrianne haslet-davis is here with anderson cooper of "survivor diaries." do you remember that moment? >> yes i do. i tear up when i see it. i remember what it was like to be upright again. you have this visual of the world from the chair and it's tough. >> how do you feel today? >> today is a great day. i have more good days than bad days now which is a welcomed change. >> you said you were -- in that clip, you said it was like christmas. you were very excited about getting your new leg but then it's like the reality set in and you had to confront the new normal. would you share that process? it was really touching to see for you. >> yeah. it was very noshl.emotional. i was so excited to get a leg because i knew what it meant. and it could not look like a leg and put in a shop per se was very tough. >> it reminded you of the things you couldn't do? >> uh-huh. yeah. >> anderson, when did you first meet adrianne? >> we met just days after the bombing. i talked to her mom and we went to her hospital room and we had just a great conversation and i think we were all blown away by how optimistic she was even then and the first time we met her, she was talking about dancing again and that was the thing which kind of we all just thought, you know, this is an incredible lady and she was very kind to let us follow her for the year, which it's not an easy thing to do. >> how did that come about? did you say to her, look can we log your journey the next year? >> basically. i think we early on asked and i'm not sure you knew exactly what it would entail but you were very kind to do it. and it's not just letting camera crews in from time to time. adrianne shot a lot of the documentary herself on a little camera on her iphone. so that takes a lot. >> where did it come from deep within you the sense that i have to dance? >> you know, i knew that the goal needed to be reached because the opposite of that of giving up was way too much of a burden. the burden of recovery and getting a leg and dancing and relearning the dancing was less of a burden than the relate of never doing it again. >> the technology was amazing. in the documentary, they showed how the engineers were able to get a leg that would imitate your dance movements for you. your mom said that she can't imagine you not dancing that you just have to dance and your husband said the same thing. >> yeah. yeah. >> that's what it means to you. >> it's inside of me. i can't listen to music. there was a long time during the recovery process about two months i couldn't even hear a song if something was playing in one of the other hospital rooms i would ask that they turn it off. in a dancer's mind you're always choreographing and wondering what that dance would look like. and i couldn't even hear it. >> it's not just about you dancing too. you're a dance instructor right? that is your profession and what you do and your identity and how was anderson? i understand you gave him a lesson? >> i did. >> your toughest assignment yet? >> when we first met in the hospital room we had such a great conversation and i was so inspired about her dancing again i kind of blurted out, when you dance again, i would love to get a dance lesson from you because i am a terrible dancer and never dance odd camera and never doing that in nine years and not thinking she would follow through on that and she instantly was like that is a deal. >> i jumped on it. >> i wonder if "dancing with the stars" will be calling? >> they will not be calling. i need many more lessons and i'm not sure what i was doing with dancing. >> you won't even say his name. you won't even say the boston bombers's name. i don't want to know it or know how to pronounce it or give it any power. >> no, no way. why would i? >> what would you like to see happen? >> i think that he did a terrible thing and i support them seeking the death penalty for this case. >> the one-year anniversary is coming up. where will you be? >> for the one-year anniversary, i will be at the tribute event and there with my husband and some of our dear friends. i've been asked to speak at that event as well so along with some of the other survivors. >> you plan to go back to the marathon. the marathon is the following week after the one-year anniversary. >> your brothers are running? >> they are. my brothers are not runners but they are running. >> do you have any desire to run a mayor a thrown? >> i do. adam and i want to run next year' marathon. i had a place in my hard for ted a long time and had it on my list of things to do. i didn't think it would happen in quite that capacity. >> i was there. i'll tell you what someone said to me. not a dry eye in the house. >> that was your first public dance -- >> it was my first public dance and it was incredibly moving. i didn't have a dry eye either. >> i love that you wore a short dress. was that a deliberate decision on your part? you might find the answer in a new book called "the humor code." it's published by simon and shuster which is a division of cbs. jamie wax spent time with mcgraw to find out how he broke the code. >> it's a question to be asked, isn't it? no doubt about it. humor is subjective. maybe you like slapstick, jokes. what is funny to one person may not be funny to another one but if professor peter mcgraw is right at the core of everything that makes us laugh is one simple formula. >> i was raised by a single mother so my grandma was around all the time. she helped raise me. she was like a father to me. you know? she even had the beard. >> reporter: sheeba mason is a new york city based stand up comic and her fellow comedians battle every. >> i analyze constantly. >> reporter: in this analysis do you think about if it's funny only or do you think about why it's funny? >> if it's funny because it's just because it works, then i don't have to sit there worrying about why it's funny. >> place your hand in the bucket of ice water. >> reporter: but university of colorado professor peter mcgraw spends a lot of time worrying about why things are funny. >> stumble on this question what makes things funny and i'm not proud of this but i googled it. >> reporter: and when he couldn't find an adequate explanation, he developed his own. tell me about the benign violation theory. >> the idea behind the benign violation theory is counterintuitive a little bit. >> reporter: basically mcgraw's theory says start with a threat or things amiss, a violation. couple that with something lets us know all is safe and there is no real danger that the threat is benign. the result is humor. >> and we laugh at benign violations and amused by them and say, hey that's funny. >> reporter: he says all comedy the three stooges to chris rock to the viral videos you see on youtube stem from this idea of benign violation like an innocent baby biting his big brother's finger. reverse the situation and you might not find it so funny. mcgraw partnered with journalist and co-author joel warner to explain all of this in "the humor code." the book details their journey across the globe testing the theory. the pair traveled from scandinavia to the amazon from asia to africa. >> having traveled around the world with this guy, his theory did stand up to a lot of scrutiny like whether we were in palestine, violations, we placed brimming with comedy because we were finding ways to make all of the violations of their daily lives of palestine benign. >> i'm stalking someone. >> reporter: of course, not everyone in the comedy world thinks analyzing why we laugh is such a great idea. >> both of us are big fans. louie ck and i got to run the violation theory past him. >> reporter: this guy walks in with a sweater vest. i'll explain the theory. >> louie kits him off and says i don't think it's that simple. >> reporter: even the authors acknowledge there is more to what makes us laugh than just a formula. >> i still do think that the best comedy is part science and part magic. you know? it takes a lot of work and it's really just kind of this craft. >> reporter: for an expert's take, we went to comedy legend bob newhart. >> can i call you comedy legend? >> okay. all right. if you have to. you're right! so that makes me want to laugh! >> reporter: steve allen used to say funny is funny is funny. >> reporter: is this why you're more interested in the fact that we do laugh than you are in why we laugh?
