most of the people sent to prison in california end up getting out. when they are out, they become your neighbors. ita haun joins me now. it is important to make sure when they live on this side of the prison gates, it makes for a better community. >> think of it this way, once an inmate gets on the outside, it is very hard to adjust to post prison life. many end up behind bars again for committing crimes. but what if life on the inside resemibles life on the outside? creating better citizens before they are neighbors. a norwegian program being tested at selena valley state prison works to do just that. >> we do have a lot of violence on this yard. fights, violence, murder just a month and a half ago. they did cpr on a guy out here on the yard and he was pronounced dead. >> reporter: there isn't much ed borla has not seen in his 25 years in california's criminal justice system, first as a corrections officer and now as the deputy chief warden at selena valley state prison. as second in command, he is in charge of about 6,000 inmates, a level 4 maximum security prison, housing some of the most violent offenders including rapists and murders. but these days, it is leading the way for prison reform. >> they come back in, revolving door. we have to end that. >> reporter: for decades, the american prison system has been focused on punishment and determent but now it is going through a change. >> i feel like it is in the '80s when we did lock them all up and throw away the key. over time, we learned that wasn't working. >> reporter: the u.s. has 5% of the world's population, it has 25% of its prisoners, a cost to taxpayers, $80 billion a year which is why borla and his team are testing out an approach used in norway where the relapse rate is at 20% compared to about 75% in the u.s. >> we are pilot ogm an basically, weserve humanity in the prison system. >> reporter: the principal is simple, it should not be a loss of dignity. they address them by their names and not numbers. the guards get to know them and play games and take them for long walks. it is still a far cry from the norwegian model where inmates live in cells described as dorms and the prisoners have state of the art amenities, including a recording studio. there are no plans for anything like that here any time soon. the program is still in its infancy. for now, borla and his team are focusing on what they can do with the little they have, adding more classes and activities. the prison says it has already seen a decline in one key measure, attempted suicides. more importantly, prisoners say they have noticed a difference. terrence ford is here for an armed carjacking which landed him in prison for 26 years to life. he says the new approach has given him something you would be hard pressed to find in a maximum security prison. >> this is the first time we have had action that is truly showing our rerter: it is tempt chalk it all up to progressives run amok. but the prisons but for society as a whole. >> some day the guys will get out. we don't want these guys not having the ability to be successful. >> reporter: the hope is to prepare inmates for life after the prison and moving away from managing prisoners to creating good neighbors. >> this is a maximum security prison with guys who have committed some hard crimes. what do they say to the critics who say you are going soft on guys who have committed hard crimes? >> and there is plenty pushback from those who think prisons should be for punishment. the warden told me at the end of the day, do you want better prisoners or better neighbors? >> fatinating way to look at it. i have seen this series a couple of times and what is coming up is so brilliant. at 6:00, you will talk about addressing childhood trauma and still owning accountability. tell me about that. >> 97% of the men who are imprisoned have suffered some sort of childhood trauma. it is one of the reasons many believe they ended up in prison to begin with. they are now forcing the inmates to face their childhood trauma, to own up to what they have done. because they believe if you do that, that's when the healing begins and hopefully resitivism goes down as well. >> human beings behind bars working to be better human beings. we have more on the series tonight. itay just tweeted out the quiz and you can take it picket lines. what the union says it is the largest academic strike in u.s. history. watch. so these are teaching assistants, tutors, and this is leading to canceled classes at the height of midterms. they say most academic workers earn less than $24,000 a year. could you live on that? they say they can't. they say it is a salary that makes it almost impossible to live in california. >> the wages that we earn here force us into housing situations that are further from campus, less livable and it's tight. >> nearly all of my friends on campus are paying 40%, some 50% of their income on rent. >> here's what they are demanding, a base salary of $54,000 a year and they need stipends to pay for child care and transportation, they say. this is the strike at uc davis. they are preparing to keep striking until they are happy with how the university returns to the bargaining table. the university of california says they have already reached agreements with the union on key points and they are committed to continue the negotiations in good faith. a fire at a town house at walnut creek killed an elderly woman and her adult son this morning as well as their small dog. this happened at countrywood court. contra costa fire says the flames began on the first floor from an uxgen machine. the smoke and flames travelled to the second floor where the victims could not be rescued. >> we encourage all residents to check batteries in smoke alarms. if you didn't do it at the time change, if they still have batteries, and also, always sleep with bedroom doors closed. it can make the difference of life and death. >> a man was able to escape the fire and was treated on the scene. a child in our state has died of rsv. the department of public health just confirmed the tragedy. the child was under the age of 5. there is no vaccine for rsv. health officials urge all of us to wear a mask when around babies and young children. they say they are the ones who are most at risk from complications like this. let's talk politics. it has been six days since the polls closed and we are waiting to hear who will lead oakland and san jose as mayors. in oakland, they are tallying up the ranked choice ballots. and in san jose, they are neck and neck. and in santa clara, ballots were found on the side of the road. a lot of questions remain there. they were turned over to the post office which promises to do an investigation. the reg star will see if they are eligible to be counted. if you are wondering about your ballot, you can check on the website. newly elected members are there to start but the balance in the house is still to be determined. the question of which party controls the senate was decided over the weekend when katherine cortez masto was projected to hold onto her seat, giving democrats at least 50 votes in the senate. there is one seat left to be determined in georgia with raphael warnock and republican challenger herschel walker headed to a runoff. are deshawn perry, devin chandler and leval davis jr. two others were wounded. if those names ring a bell, that is because they are football players. police are working to figure out why this happened. >> this is an extraordinarily uny.need to comfort and support those closest to the victims. >> police searched all night for the suspect, christopher darnell jones jr. jones shot and killed three members of the university of virginia football team as they were coming back from an off campus trip by bus. university officials say jones is a student who played on the football team in 2018 his freshman year. the suspect had been brought to the attention of the campus because of a threat assessment team looking into his life after he made comments about possessing a gun as far back as september. more tech industry layoffs to talk about. amazon is planning to lay off 10,000 employees this week. it will focus on the devices sector including alexis and retail. this woul d ththe lacompany's h job cuts are also happening across the bay area tech industry and we know. apple has slowed some of its hiring. in an exclusive interview, nate burleson asked ceo tim cook how the conditions are affecting his company. >> there are reports that apple has frozen hiring. where do you see apple navigating this unpredictable future? >> what we are doing as a consequence of being in this period is we are being very deliberate on our hiring. we are continuing to hire but not everywhere in the company are we hiring. we believe in investing for the longterm. we don't believe you can save your way to prosperity. we believe you invest your way to it. >> as we were talking off camera, you said it is a beautiful day. there are people working from home. now people are returning. what did you do to incentvise people who worked at apple to show up again? >> for us, we make product. you have to hold product. you collaborate with one another because we believe that one plus one equals three. that takes the serendipity of running into people and bouncing off and caring enough to advance your idea through somebody else pause you know that it will make it a bigger idea. that doesn't mistakes in the first half, got them going a little bit but the second half, just like two weeks ago in the last game, the defense hunkered down and didn't make mistakes, especially at the end, way to finish the last two drives. >> we just had to tettal in and made adjustments. i'm not going to tell you too much because we have to play arizona and we may have to make adjustments. but credit to mikko. let's look to the weather with our meteorologist. it was gorgeous over the weekend. >> nice weather over the weekend. we had sprinkles on the coast and a little drizzle on saturday. otherwise, nice weather. changes in store for the next couple of days. high pressure will come in from the north. it will squeeze the atmosphere. there is clockwise air around the pressure and counterclockwise air in the upper levels of the atmosphere. there is no rain there but it means off shore winds for the bay area over the next couple of days. strongest in the highest elevations of the north bay and east bay hills. the mild weather sticks around for the next couple of days. the off shore winds means sunshine and reducing the influence on the coast but still cooler on the coast. we are starting this evening with tracking the winds. as we head through the night, the winds pick up around napa to fairfield, around 20 to 25 miles per hour. you can see the arrows show the direction of the winds. the gusts will be in the higher elevations and up to the north, just outside of our bay area counties. the winds remain noticeable tomorrow night into wednesday. this type of set up would orderinarily leave us to be worried about a fire threat but we got the rain late last week. that added a nice amount of moisture to the vegetation which is something we can measure with energy release component. it is a dryness index. we want to be at the bottom of the chart. the blue line represents where we have been so far in 2022. you can see the ups and downs. arve time we get a marine layer that goes inland or there is a spike above the red line, that was the labor day weekend when the fire fuels were as dry as they get. now we are at above normal moisture levels for this time of november. hopefully we will get more rain to head our way. it will not happen over the next several days. we will be dry through this week. the next chance of showers will be next monday night and even that is looking like an outside chance at this point. it is a long way down the line. a little haze on the horizon, upper 50s and low to mid-60s. 64 in santa rosa. you will be the cold spot tomorrow with a low temperature of 34 degrees. a lot of mid-30s inland and 40s around the bay. temperatures will warm up. off shore winds help to boost temperatures only to around 60 on the coast. not losing the marine influence. mid-60s around the bay with temperatures mostly in the upper 60s farther inland. seven-day forecast shows temperatures going down a little bit after wednesday but just a return to near normal temperatures on thursday, friday, and over the weekend. passing clouds late this week but no rain chances out of the clouds yet. monday brings us more substantial cloud cover and a chance for a few showers on monday night but it is the last day of the seven-day forecast. there is a lot that could change between now and then. we will keep hunting for the next rain chance and maybe we
