life. good morning from the studio 57 newsroom at cbs news headquarters in new york. thanks for joining us. i'm anne-marie green. this morning the prevailing sentiment among the house of representatives is now what? kevin mccarthy aers stunning decision to withdraw from the race for speaker left the republican caucus scrambling to find a new leader. mccarthy announced his intentions during a meeting of republican colleagues just before they were expected to elect them as their nominee. >> reporter: mccarthy's was like a political earthquake. >> all delegations of the conference were shocked. >> reporter: in the end mccarthy decided he wasn't the lawmaker to bring the severely divided party together. >> if we are going to unite and be strong, ghewe need a new faco help do that. >> reporter: mccarthy was undermined by the members of the gop caucus known as the freedom caucus who made demands he feared he couldn't meet and backed another candidate, representative daniel webster. this is the same group that pushed john boehner out and they also had enough votes to block mccarthy's election when the full house votes. then there was mccarthy's suggestion that the house benghazi inspection was politically motivated and exercised to undermine hillary clinton's presidential bid. >> that wasn't helpful. i could have said it much better. >> reporter: utah's jason chaffetz remains in the race to be speaker. >> i think we have a lot of internal fracture -- fracturing that has happened and we need to figure out a way to unite the peter. >> reporter: in the meantime, mccarthy will remain as majority leader and john boehner, who intended to leave at the end of this mopt month, says he'll stay on until the house elects a new speaker. a vote is expected the next few weeks. a man many would like to see fill the speaker's chair is wisconsin republican paul ryan says he will not be a candidate. there is some talk about electing a caretaker interim speaker and since you do not have to be a member of congress to serve as speaker, former speaker newt gingrich says he is not opposed to be in that role. speaking at the congressional hispanic caucus institute last night, hillary clinton talked about how vital latinos are to this country. >> we need people who will stand up to this ugly rhetoric and extreme thinking, who will s say -- who will say, with our words and our actions, basta, enough! end this! >> reporter: at a rally in las vegas, trump insisted most latinos love him. >> is this a setup? did i ever meet you before? [ speaking in foreign language ] mr. trump! >> trump and hispanics are incredible people. the superpac urging vice president joe biden to run for president pulled its first tv ad after just one day. the ad recalled the personal tragedies in biden's life and biden ask that it be withdrawn. president obama heads to roseburg, oregon today, where last week, a gunman killed nine people at a community college but many residents oppose the stricter gun laws mr. obama is calling for. the gun right supporters plan to protest during the president's visit. republican presidential candidate ben carson isn't backing down from an assertion in his new book that blames the holocaust on gun control. carson was pushed to explain his point during an interview on cnn. >> if there had been no gun control laws in europe at that time, would 6 million jews have been slaughtered? >> i think the likelihood of hitler being able to accomplish his role couwould have great de administered by guns. >> he says they use the irs to intimidate the population just like the nazis. coming up on "cbs this morning," we will talk to "face the nation" john dickerson about all of today's headlines. the city of charleston reached a settlement with water sco walter scott who was shot by a white house police officer. >> reporter: the family of walter scott closed one chapter. >> this city council and this mayor has made this nation proud today. >> reporter: the north charleston city council unanimously awarded the scott family $6.5 million a historic settlement. they say the family can focus on the next phase of the case, the criminal trial of michael slager. >> he had a bad record and it should have been dealt with sooner than today, my brother might be alive today. >> reporter: he shot walter shot in the back and he was unarmed as he tried to run away. slager's attorney says he felt threatened. since the incident, the mayor of north charleston ss the city has made changes. >> outfitting the police with body cameras with engage the department of justice to begin meetings with the north charleston police department and members of the community. >> reporter: slager is charged with first-degree murder. a trial date is yet to be set. don champion, cbs news. russia is disputing a pentagon report. russia launched 26 cruise missiles from a war ship in the caspian sea on wednesday. their flight to syria took them over iran. the missiles were aimed at targets in north and northwestern syria and the russians say all of the missiles hit their target. ste steve kroft will preview what the president had to say about vladimir putin and other subjects coming up on "cbs this morning." american hero spencer stone is covering this morning at a california hospital. stone, who represented prevent a terror attack on a french train in august, was stabbed multiple times in a fight outside a bar in his hometown of sacramento. police are looking for two suspects. chris martinez has the latest. >> reporter: french train attack hero spencer stone was stabbed several times in his hometown of sacramento. surveillance video from a nearby liquor store record the brawl. police say stone left the bar with four friends when they got into fight with another group early thursday morning. >> this is not a terrorism-related incident, nor is it related to what happened in france months ago. the assault does not appear to be a random act. it's believed to be related to a nightclub incident. >> reporter: they say stone was not armed and did not know the suspect. this cab driver saw the suspect stabbed stone before they fled the scene. >> when they do this, the blood is coming out. it's, like, they start this side, this side. >> reporter: stone, who was an airman, returned home last month after he and two friends subdued a gunman on a train bound for paris. police believe alcohol is a factor in stone's stabbing. >> we don't know if he was drinking or not. we know folks in his party were drinking that evening. >> reporter: stone underwent surgery and is in intensive care at uc-davis medical center. >> while he has sustained significant injuries, airman stone's team unaware and rogue engineers are to blame. the online competition to sell hand-crafted goods is heeding. amazon launched a site called amazon handmade and direct competition for etsy who went public in april. etsy has over 21 million buyers. book's trademark like button is about to get more expressive. six new button will appear and let people to express love, happiness, sadness and anger. the new reactions will be tested in ireland and spain. the seven "harry potter" books are getting an e-makeover. they will have more than 200 new illustrations in enhanced ebooks. most of them are animated or were trapped in the back of that sweltering truck. deputies said they were there for five hours. they were turned over to federal authorities and there were no serious injuries. seaworld gets a green light to build a bigger orca tank and copyright over a popular christmas song. columbia, south carolina, is the state reporting on the ongoing danger from the historic floods. a second wave of flooding is expected as recovery begins this week. officials are warning the water.
