Well, a federal judge has ruled that the National Security agencys bulk collection of phone records of millions of americans is unconstitutional, its a blistering attack on the program. The judge ordered the government to stop collecting data and then suspended his ruling because of National Security interests. Tara mergener has more from washington. Good morning, tara. Reporter good morning, annemarie. The judge says the nsas methods may well violate the fourth amendment. Now, this federal ruling carries so much weight because its the first against the government spying program. A federal judge has ruled the National Security agency should stop its full collection of americans phone records. Saying it is likely unconstitutional. Under the nsa program, the government said, it collects and stores metadata on hundreds of millions of telephone calls in the hunt for potential terrorists. What number called, what number, what time, and what date, how many times, and how long, thats metadata. Reporter in a 68page ruling, judge richard leon said the Government Surveillance Program was almost orwellian. And said i have little doubt that the author of our constitution James Madison would be aghast at what the judge said amounts to an unreasonable such. The Justice Department responded saying, we believe the program is constitutional as previous judges have found. President obama put together a commission to look into the nsa practices shortly after nsa contractor Edward Snowden leaked details of the program. Our sources say that commission is going to recommend largely the same thing which is that the nsa stop keeping that massive database. That it either lives somewhere else, maybe at the phone companies, and that they get an individual order for each case. Reporter the judge put his decision on hold pending a government appeal. And the government now has a chance to gather evidence showing the program is vital and does not violate the constitution. Annemarie. Tara mergener in washington. Thank you, tara. Well, the senate is expected to hold a test vote on that bipartisan budget agreement. It appears the measure will be passed by weeks end. At least seven republicans now say they will vote for the deal. It restores 63 billion in spending cuts known as sequestration. The United Nations is asking for 6. 5 billion in aid to help Syrian Refugees and the countries that have taken them in. The u. S. Says nearly 9 Million People have fled the civil war in syria. Its one of the worst humanitarian crises in decades. Hundreds of thousands more refugees are expected. Peace talks are scheduled to start in less than a month. And the 17yearold girl wounded in fridays shooting in colorado remains in a coma this morning. We are learning more about a possible motive for the attacks. Rick salinger in centennial, colorado, spoke to students who knew the alleged gunman. Reporter it was a day of mourning and confusion. Students trying to make sense of why an innocent girl was shot in the head. And why an 18yearold debate star karl pierson fired recklessly into the school before taking his own life. Katie snidely remembers that pierson wrote a speech in september that the speech and debate coach did not like. From what i knew, karl gave a speech that the speech coach didnt approve of and had inappropriate remarks. I think it was more in a humor kind of way but the teacher took it the wrong way. Reporter one student described piersons speech as sexually perverse but in a humorous way. Pierson did not take the rejection well. Joel redmond was the cocaptain of the debate team with pierson. I told him, you know, your future is not what happens to you in high school and so much more than that. Reporter but he said pierson was removed from the speech and debate team after threatening the coach tracy murphy with his life. A lot of high schoolers, a lot of teenagers think their life is so immediate, so now. Reporter they never thought it would come to this. The students will be allowed to reenter the school later this week, but that will be only for the purpose of retrieving their belongings. Rick salinger, cbs news, centennial, colorado. A wildfire in Central California has destroyed at least 15 homes. The big sur fire has burned about 500 acres in the Los Padres National forest. Firefighters say they are making progress but the winddriven fire is zero percent contained. One of the destroyed homes belongs to the big sur fire chief. It still has not sunk in. I just havent absorbed it all yet. I walked out the door to go to what i thought was a fire somewhere else, and there was ashes and sparks going right by my front door. The cause of the fire is under investigation. 300 firefighters are battling the blaze. And no one was injured when a Delta Airlines flight slid off a snowy taxiway at a wisconsin airport. Delta flight 385 arrived in madison, minneapolis, yesterday afternoon. There were 60 passengers on board. The 737 was taxiing to the terminal when it left the paved surface. There was nobody freaked out about it. Again, like i said, there wasnt a traumatic stop. There was you skidded off and you stopped. You know, you had to look around to realize, wait a second, were not on the runway anymore. The passengers were taken off the jet and brought to the terminal. Dr. Edgar miller of Johns Hopkins is one of the authors of the editorial. To stop wasting your money means that perhaps youre spending money on things that arent going to protect you long term. What will protect you if you could spend that money on fruits, vegetables, nuts, beans, berries, things like that, exercising would probably be a better use of the study. Reporter three studies in annals of studies did little or nothing to prevent cognitive decline, Heart Disease or cancer. One trial suggests high doses of a supplement may actually be harmful. Vitamin d at a higher dose than most multivitamins increased the risk of prostate cancer. Many people take the vitamins, they think theyre taking them to prevent chronic disease, but in fact it shows that they dont. Reporter steve mister represents the dietary industry. We know that consumers are not getting the recommended vitamins that they need every day. With their hectic lifestyles and diets they simply need to fill in those nutrient gaps that at the dont get and multivitamins do that. On wall street yesterday, stocks were higher. The Dow Jones Industrials rose 129 points, the nasdaq composite gained 28 points. British Drugmaker Glaxosmithkline is reportedly breaking with the longstanding practice in the drug industry. The New York Times reports glaxo says it will stop paying doctors to promote its drugs. Glaxo will also stop tying the salary of Sales Representatives to the number of prescriptions the doctors write. The drugmaker is under investigation in china. Chinese Officials Say glaxo illegally paid doctors and government officials to raise drug sales. Googles expansion into robotics continue. Boston dynamic is a military contractor that has built a variety of animallike robots. Google has purchased eight companies this year that specialize in robotics.
