Its hard still to get up in the morning, but this is what is it it. Captioning sponsored by cbs this is the cbs evening news with scott pelley. Pelley good evening. This is our western edition. Vladimir putin appears to be doubling down on ukraine, stepping up russias role in the fight between ukraines government and the rebels there. Tonight, the u. S. And ukraine are accusing russia of firing artillery on ukrainian troops from russian soil, and preparing to move more heavy weapons over the border. It is a dangerous escalation in the most serious tensions between russia and the west since the cold war. David martin begins our coverage. Reporter not every video can be verified, but u. S. Officials say that half a dozen times over the past two weeks, russia has fired barrages from its own territory into ukraine. The shelling, which russian soldiers have been bragging about on the internet, lasts about a halfhour and appears to an aimed at Ukrainian Military units fighting the separatist rebels. Joint chiefs chairman general Martin Dempsey said Vladimir Putin is showing no signs of being cowed by the International Condemnation of russias alleged roll in the shootdown of the malaysian airliner. There may be some folks who could convince themselves that putin would be looking for a reason to deescalate. Hes actually taken the decision to escalate. Reporter the shelling began at the same time russia increased the flow of weapons to the rebels in ukraine, including tanks, artillery, multiple Rocket Launchers, and apparently, the surfacetoair missile which shot down the airliner. The weapons are identical to those in the arsenals of the Ukrainian Military, allowing the rebels to claim they captured them on the battle field. They are coming from this base in southern russia, where a much larger caliber Rocket Launcher has been spotted in recent days. A comparison of Satellite Photos from june and july show how much the supply base has expanded in the past month. Both the shelling and the arms shipments appear to be driven by the fact that the rebels have suffer a series of setbacks at the hands of the Ukrainian Military. Pelley david martin at the pentagon for us tonight. Thank you, david. This escalation in the fighting can only hurt the investigation of Malaysia Airlines flight 17. 298 people were killed when the jetliner was shot down over ukraine eight days ago. Mark phillips is at the crash site. Reporter the large dutch and australian investigation teams, the coalition of the grieving, theyre being called, have still not arrived, but the handful of aviation and Forensic Experts who are here have made another grisly discovery. Michael borkiurkiw of the o. S. C. E. Monitoring group. The dutch have just documented some very small human remains over there in that field, as well. Reporter but the inspectors have concluded that, after more than a week, theres little chance of finding substantial remains of the 100 or so victims who havent been accounted for. Most of them, they fear, were consumed in the fireball that was hot enough to melt metal. They are finding more evidence, though, of the sort of blast holes through the plane that an exploding missile might make. The dutch say their full team will concentrate on this sort of specific find. Covering the vast crash site systematically would be too difficult. And security arrangements are still uncertain. The issue is, who is in charge here . Any deal cut with the Central Government in kiev has zero value here in an area it doesnt control. And the rebels who do control this countryside havent been around this crash site for days. Only a small rebel detachment now accompanies the inspectors. The rest are busy fighting a war elsewhere. And, scott, with the conflict intensifying between those rebels and the central ukrainian government, the window for an International Investigation into the crash is closing. Pelley Mark Phillips in the war zone in eastern ukraine. Mark, thank you. Well, by contrast tonight, more than 200 troops are guarding the air algerie wreckage in mali in northwest africa. The md83 crashed in bad weather yesterday. All 118 people on board were killed. Were getting word there may be a pause in the vicious war in gaza. Hamas, which controls the 32 milelong palestinian homeland, announced tonight that it will agree to a ceasefire for 12 hours tomorrow. A senior u. S. Official says israel has also agreed to the pause. The ceasefire was negotiated by u. S. Secretary of state john kerry, who said this before leaving cairo tonight. The whole world is watching a tragic moment after tragic moment unfold, and wondering when is everybody going to come to their senses . Pelley but there was no making sense of the 18th day of fierce fighting in gaza. The militant group hamas has launched thousands of rockets from gaza into israel, demanding that the israelis lift a seven year blockade of gaza. Israel launched its offensive to take out the hamas rockets. 864 palestinians have been killed, the vast majority of them civilians. 16 were killed yesterday when a u. N. School was hit. Barry petersen met their families today. Reporter for abed rabu, a quiet graveside moment with his 18monthold daughter, killed at the u. N. School yesterday. I want to know your thoughts as you stand here at the grave of your daughter. Its like ive lost part of myself, he said. She used to smile and play, and then suddenly, she was gone. All of these new graves are from people who were killed in the School Incident. They were buried so hurriedly that families can only mark the grave with a piece of cardboard attached to a stick. The u. N. Sent weapons experts to the school today to investigate the attack, but they had to turn back due to heavy gunfire in the area. The israelis claim Surveillance Drones have spotted hamas militants using schools, hospitals, and mosques for military purposes, and twice the u. N. Has found hamas storing weapons in its vacant schools. But it also means heavy civilian casualties in gaza, where more women and children have been killed than hamas soldiers. Today, we met one more casualty from the School Incident when abed rabu took us to see his badly wounded 13yearold son, ahmed. I was hit by shrapnel, he told us. I couldnt do anything for my family because i was bleeding. Can we ask him how hes feeling . And just when it seemed abed rabu was almost unable to feel, was numb from what had happened to his family, the pain finally poured out. Pelley and Barry Petersen is joining us in gaza city. Barry, when you see abed rabu, it makes you ask, have the civilians lost their enthusiasm for the goals of hamas . Reporter well, you know, i think after eight years of blockade by israel, this is a place of poverty and desperation. Hamas, i think, is convincing people that the sacrifices of this war could somehow change that. I think thats why hamas, for the moment, is keeping its support. Pelley Barry Petersen, thank you very much. We mentioned the 864 palestinian deaths. Well, 38 israelis have been killed in these battles. Israel told its troops today to prepare for an expansion of the assault. Toolence spread today to the other palestinian enclave on the west bank of the jordan river. Don dahler is in jerusalem tonight. And, don, there were riots in the west bank after yesterdays school bombing. Reporter there were. At least six people died in demonstrations around jerusalem in the past 24 hours. The largest was last night in the west bank when some 10,000 protesters faced off against israeli security. We saw sporadic fighting today in places such as ramallah, where police fired rubber bullets at slingshotwielding palestinians. Now, this was all sparked, as you said, by the gaza school tragedy, and there is a real fear here that if all this death and all this sadness and tragedy doesnt lead to something real, as the west bank, then all this anger could erupt into another intifada. Pelley don dahler reporting from jerusalem. Thank you. There was an aggressive response today when a passenger on a canadian jetliner allegedly made a threat, and bob orr is following this for us. Bob. Reporter scott, a canadian man now is charged with endangering Public Safety in a bomb scare that ended with a swat team storming a passenger plane. It looked like a commando raid. Heavily armed canadian officers rushed aboard sun wing flight 772 at Torontos Pearson airport. This cell phone video shows the swat team hustling through the boeing 737, barking orders to the jets passengers, including sharon ramsay. They stormed in. It was extremely scary. They came in front and back of the plane, and they yelled, hands up. Heads down. Hands up, heads down. And it was just awful. Kids were scared. I was scared. Reporter sources say the flight from toronto was about 40 minutes into its trip to panama when a passenger, 25yearold ali shahi, allegedly made threats to a flight attendant. According to one u. S. Official, shahi said, i have a bomb, and i will blow up canada. The captain of the jet, flying at 33,000 feet over west virginia, notified u. S. Officials of the threat, and then turned back for toronto. Two f16s on patrol near toledo were redirected and shadowed the jet as it flew back into canadian airspace. Flight 772, with 183 passengers and a crew of six, landed safely. Sources say the suspect, who has a history of mental problems, was arrested without incident. While this event drew a heavy police response, bomb threats, unfortunately, are pretty common. Scott, weve heard of at least five threats against u. S. Transit targets in just the past two days. Today, the Immigration Crisis was front and center at the white house. President obama told the president s of el salvador, honduras, and guatemala, that they need to convince their citizens to stay home. There has been a surge of illegal immigrant from Central America since october. More than 57,000 unaccompanied children have been arrested at the u. S. Border. A lot of people were talking today about the nfls twogame suspension of star running back ray rice of the baltimore ravens. Surveillance footage from february shows rice dragging his fiancee from an elevator in an atlanta city casino. He allegedly knocked her out. But the couple has since married. Rice was charged with aggravated assault, but the charge will be dropped if he completes counseling. James brown is a special cbs news correspondent and, of course, the host of the nfl today. J. B. , rices punishment certainly caused a lot of chatter in the league today. Reporter scott, that it did, and the pushback fro the public has been pretty strong. Most people are saying that Domestic Violence is not equivalent to making a mistake. As a matter of fact, nfl commissioner Roger Goodell has taken an awful lot of heat for what some consider to be a relatively light suspension. A highly regarded official i talked with said, compared to other suspensions, a firsttime offender using performance enhancing drugs, a fourgame suspension. Michael vick engaged in dog fighting, an indefinite suspension. Ben roethlisberger accused of Sexual Assault but not convicted initially, a six game suspension reduced to four. Pelley but the ravens coach is standing by rice. Reporter scott, he was pretty philosophical about the matter, but at the end of the day, he stood by his player. There are consequences when you make a mistake like that. I stand behind ray. Hes a heck of a guy. Hes done everything right since. He makes a mistake, right. He has to pay a consequence. Its good for kids to understand it works that way. Thats how it works. Thats how it should be. Reporter noteworthy, scott, that the pushback has been strong from women and men who say the League Missed an opportunity to send a much stronger signal about Domestic Violence. Pelley james brown of the nfl today. Thanks, j. B. One of the nations top marching bands hits a sour note. We tell you to stand on your head, and as drum major, youll stand on your bleep head. The band, famous for its half time shows, has been hit by a Sexual Harassment scandal, and the director has been fired. Heres Dean Reynolds. Reporter it calls itself the best damn band in the land. And under the direction of john waters, it revolutionized the halftime show. Their salute to video games in 2012, for example, went viral with 16 million hits. But todays band practice went on under the cloud of a damning report from the university. Jason maio is a former band member. You see the band as, like, this really high, prestigious band, but never realize how much, like, more secretive stuff that happens within the band. Reporter the secret began to unravel after a Sexual Harassment complaint in may. An investigation found that waters, on the job for two years, tolerated what was described as a sexualized culture in the 225member band that included degrading tricks, explicit nicknames, and marches called the midnight ramp in underwear. Nie University Also provided what it said was an audio tape of waters to back up charges of verbal abuse against him. Reporter waters takes issue with the report, and former band member doug lape says he should. For them to pin this directly on dr. Waters and make him pay the price directly when these have been going on for a long time and hes been working to keep these in check is not fair. Reporter now, waters attorney said the man really did try to change the longstanding culture of the band, and believes hes now being made into something of a scapegoat, scott. In any case, the band plays on tonight in concert with the columbus symphony orchestra. Pelley Dean Reynolds in our chicago newsroom. Thanks, dean. On the road with Steve Hartman is still ahead. The list of charges mount for state senator leland yee. Organized crime, public corruption and now racketeering. Good evening, im veronica de la cruz. Im ken bastida. Tonight, we are getting a look at a new grand jury indictment from the u. S. Attorneys office. Linda yee is in the newsroom now with how it affects the case. Reporter the senators already accused of gun trafficking and conspiracy. Now a new grand jury indictment is saying leland yee and reputed chinatown gangster raymond chow have been running a Crime Syndicate for years. The new charges accuse senator leland yee of taking bribes in exchange for political favors. He has already pled not guilty to charges he tried to hook up an undercover fbi agent with an arms dealer for money. Its dramatic. Reporter law professor peter keane says adding racketeering to already damaging charges will hurt the senators case. They have changed him from what he contended at first a dishonest politician to someone like tony soprano engaged in organized racketeering as a living. Reporter the fbi arrested yee along with selfdescribed gangster Raymond Shrimp Boy Chow after a fiveyearlong criminal investigation on an alleged chinatown Crime Syndicate. The new indictment connects shrimp boy with the senator, accusing them of running that syndicate together. Completely underwhelming. Reporter chows Attorney Says the governments case is ludicrous and only helps their case. Because now the government, instead of toning their indictment down to bring it in line with reality, what theyve done is they have gone with
