President obama pleaded today with a congress unwilling to fix the immigration system longterm to at least help fix the immediate crisis at the border. The president asked today for nearly 4 billion to deal with the surge of children from Central America crossing into the u. S. Illegally. More than 50,000 of them since october. The biggest portion of the money would go for caring for those children while theyre here, but the president also plans to speed up the process of sending them home. Major garrett is at the white house tonight with details. Major . Reporter scott, this has become a political mess for president obama, one hes trying to resolve by speeding up the deportation of thousands of unaccompanied children trying to find safe haven in america. The president asked congress for emergency funding of 1. 8 billion for housing, food and healthcare for the tens of thousands of unaccompanied minors. He also wants 1. 6 billion to build new detention facilities, and for judges and lawyers to review each immigration case. Part of mr. Obamas dilemma is tied to an antisex trafficking law president bush signed near the end of his term, guaranteeing children outside of mexico and canada an immigration hearing. The president wants to accelerate the process and deport the children, many of whom had a dangerous journey from Central America. The children fortunate enough to survive it will be taken care of while they go through the legal process. But in most cases, that process will lead to them being sent back home. Reporter Immigration Rights advocates have protested the president s deportation strategy. Torres is the executive director of casa de virginia and maryland. What i hear is they want a quicker deportation and i think that is totally wrong. I think we need to treat them as victims because those kids are victims of violence and poverty. We need to treat them with compassion. Reporter the president will meet with texas republican governor rick perry in dallas tomorrow to discuss the safe housing of immigrant children awaiting an immigration hearing. Scott, the governor accused the president of being soft on deportations and Border Security generally. Pelley thank you very much. The president asked for 615 million to fight wildfires. This is one of the worst years on record. 18 large fires are currently burning in the wes west includig this one in nappa county, california. Today, israeli warplanes hit more than 100 targets in gaza, responding to rockets launched into israel by islamic militants. It is a battle that flares up often across decades. Gaza was created in 1948 for palestinian arabs after israels war for independence. Just 32 miles long with nearly two million people, it has an Unemployment Rate of 40 . The militant group hamas won an election there in 2006, and it has run gaza ever since. 19 palestinians were killed today in the fighting, and Holly Williams is in israel tonight. Holly . Reporter scott, the warning sirens have been ringing out here tonight in israel, and the Israeli Military said one rocket even hit hadera, 70 miles from gaza, and the furthest into israeli territory that the Palestinian Militants have ever struck. gunfire reporter israel said today its new offensive is targeting terrorists, by hamas, the Palestinian Militant Group that controls gaza. This is the aftermath of a strike that hamas claims killed four of its members. Inside the strip today, Palestinian Civilians were also caught in the chaos. Officials said seven people lost their lives, a red line hamas warned israel not to cross. There has been a surge in rocket attacks from gaza, following the kidnapping and murder of three jewish teenagers last month, their disappearance prompted an Israeli Security crackdown and seeed to have provoked the revenge killing of a Palestinian Youth last week. Sirens sounded today in tel aviv, deep inside israel, where the rockets were intercepted by the countrys iron dome anti missile system. To help relieve tension, a Childrens Party was organized outside the Towns Library today, which also service as a bomb shelter. We learned today secretary of state john kerry is planning to personally intervene in a crisis that threatens the democracy the u. S. Fought for in afghanistan. Abdullah abdullah, the man who came in second in the recent president election, said the vote was rigged and said he may set up his own government. Margaret brennan has the details. Secretary kerry plans to go to kabul friday to meet with both the candidates, Abdullah Abdullah and ashraf ghani. He is calling for a full investigation of what the u. S. Believes to be substantial election fraud. It is highly unusual for the u. S. To intervene in a foreign election, but the Obama Administration is concerned a standoff could lead to violence, especially as most u. S. Troops withdraw. A split government, though, could trigger a cutoff in aid from the u. S. , money that is needed to pay the Afghan Military and police. The white house is also counting on the new president whoever that is to agree to allow around 9,000 u. S. Troops to remain in the country after 2014. If we wait for nations to travel to syria or iraq and radicalize and return home, it may too late to protect our national security. Pelley holder said dozens of americans are believed to be fighting in syria, along with thousands of europeans. Clarissa ward spoke with a top intelligence official from the netherlands who said this is quickly becoming everyones problem. Your threat is our threat and the other way around. Your terrorist is my terrorist. You know, there is no such thing as a dutch terrorist problem. No. Reporter in a rare interview, the head of dutch intelligence told us european agencies are alarmed by the spike in the number of westerners going to fight jihad in syria and returning home to carry out attacks. The concern is that, after the violence of syria, including witnessing beheadings and other atrocities, western fighters return home a ticking time bomb in their communities. When they come back, they might become active as an attacker, as a terrorist. They could become active tomorrow, next week. But it could also take four or five years. Reporter that makes the job of monitoring the jihadis all the harder. Social media is another problem, changing the way they communicate and operate. Theres no leader that they have to go this way. Today, the centers for Disease Control announced a startling discovery long forgotten vials of smallpox, one of the deadliest and most feared diseases in history, thought to be wiped out. But there it was in a Cardboard Box in a storage room just outside washington, d. C. Dr. Jon lapook has been looking into this today. Jon . Scott, the c. D. C. And the fbi are investigating why the samples of smallpox have been lying around for so many years unaccounted for. On july 1, an fda researcher cleaning out a cold storage close it in a lab on the n. I. H. Bethesda, maryland, campus found a number of vials appearing from the 1950s, some labeled flu and mumps. But some were labeled variola, the scientific word for smallpox. Smallpox was declared eradicated in 1980 and samples of the virus are only supposed to be stored in two places the c. D. C. In atlanta and a lab in russia. The vials were first moved to a safe location on the n. I. H. Campus. Then, late yesterday, the fbi oversaw air and Ground Transport of the virus to c. D. C. Headquarters. Overnight testing confirmed the presence of smallpox. It will take up to two weeks to determine if the smallpox virus has any ability to grow. In any case, the plan is to destroy it. A c. D. C. Spokesman said a fascinating discovery for scientists, the equivalent of finding a babe ruth card in the attic, but said theres no Public Health threat.
