A Brigadier General went on trial charged with sexually assaulting a female captain. The 51yearold general is believed to be the highest ranking officer ever Court Martialed for such a crime, and it comes at a time when the military and congress are struggling over what to do about an epidemic of Sexual Assault in the armed forces. Heres david martin. Reporter his career already ruined, Brigadier GeneralJeffrey Sinclair entered court to confront his former lover. Sobbing and barely able to look at him, the 34yearold army captain, whose name we are not using, told the court what sinclair threatened to do if she ever revealed their affair. She related the highs and lows of an on again off again three year affair during which the married sinclair allegedly used the power of his rank as the Deputy Commanding general of the 82nd airborne, to coerce her into a sexual relationship and at times sexually assault her. In an opening state, defense attorney Ellen Brotman attacked the generals credibility by citing journal entries written during the affair. She voluntarily entered into the relationship and voluntarily stayed in the relationship and didnt do anything she didnt want to do while she was in it. Reporter according to the defense, when the captain found an email on sinclairs computer from another female officer saying, where are you . I miss you. I love you. She finally reported the affair. Sinclair has already pleaded guilty to a number of offenses, including daltrey, which is a crime in the military. He faces up to 15 years in prison, but if convicted of Sexual Assault, he could get life. Pelley david, thanks very much. A battle is being fought in state all over america, and it has now reached the highest court in the state of kansas. The Kansas Supreme Court said today the state, which has cut taxes and spending sharply, is not spending enough on public schools. Its a violation, the court said, of the state constitution. Mark strassmann is following the case. In the context reporter todays ruling means millions more for poorer School Districts in kansas, which were devastated by budget cuts made by a fiscally conservative legislature. Republican Governor Sam Brownback led the charge to trim School Funding. Everybodys got to spend some time now really analyzing this and how we move on forward. We have great schools. Were going to work to make them better. Good job. Reporter 475,000 children attend kansas public schools. We dont have a fulltime librarian. Reporter libby kleemans two children and brookskayals grandchildren all go to public schools. The kleemans live in the affluent andover. And catons children live in. Is it something that just affects poor school . No. No, not at all. The stakes are high for every district in the state, for every child in the state. That is a possibility. Reporter at jarredin middle school, hit even harder by those cuts, some kids are so needy, teachers do their laundry. Principal Lura Jo Atherly i thought we as a state had evolved and understood how important getting our kids ready for college and careers would be. Reporter in 2005, a Court Ordered the state to pay 4,492 per student. In 2008, they spent 4,400. Now its down to 3,838, 654 less than the state mandates. Critics say the increased pressure for School Budget cut came in 2012, when kansas gave a 1. 1 billion tax break, which benefited mostly wealthy families like libby kleemans. The tax cuts were not important to me. I would rather the money go to School Funding and other things the government does. Its estimated we can save 300 million, 400 million, just in administrative fees by having more Efficient School management. Reporter this battle is not over. The state is still fighting over whether to give its schools an additional 450 million, and 45 other states are closely watching kansas, scott. The reason is that all those states have lawsuits that challenge the funding level of their public schools. Pelley mark, thanks very much. Today, we learned the Unemployment Rate rose slightly last month from 6. 6 to 6. 7 , but it turns out its good news. It rose because more people looking for jobs joined the workforce. The government also report today that 175,000 jobs were created in february. A moderate pace but encouraging, as Anthony Mason found. Reporter the economy emerged from a deep freeze in february after what one bank called the third harshest winter since 1960 in terms of impact on growth and hiring. Last month, more than 600,000 people missed work due to weather. Theres definitely still some significant weather conditions at play. Reporter rick rieder is an investment manager at black rock. Since last summer, the number of people forced to work part time because of the economy has been dropping dramatically from nearly 8. 2 million to less than 7. 2 million. Reporter in atlanta, 34 yearold Natasha Mcfadden took a parttime job for a company that puts on trade shows after being out of work for 10 months. It was in retaliation after pro western demonstrators threw out the ukrainian president who favored russia. Today, Elizabeth Palmer watched russia tighten its grip. International monitors, including americans have, twice tried to crimea this week, but the armed men simply wouldnt let them through. Security camera video shows a european photographer attacked and threatened with a gun to his head after he took pictures of other journalists being beaten and robbed.
