The house today passed a 1. 46 trillion tax cut bill but may have to revote tomorrow to accommodate senate changes. We will have details on all this soon, but first, we do have breaking news from mexico. A deadly bus crash. The bus was carrying Cruise Ship Passengers on a land excursion. Officials say at least 12 people were killed and 18 injured. Don dahler has the latest. Reporter images of the crash show a terrifying scene, a tour bus flipped on its side on a twolane highway, several wounded people around the bus. The mexican Civil Defense reported multiple injuries, perhaps as many as 20, including american and european passengers. The bus, carrying nearly three dozen tourists, was traveling on weroad in mexico between mahahahual and cafetal in the state of quintana roo. See passengers were from a Royal Caribbean cruise and headed to the ancient mayan ruin at chaccoben. Cbs radio reporter scott mayman happened to be on board one of the ships. Reporter the u. S. State department did not say whether wericans were among the dead. They are sending personnel to mexico. We are following it very closely. We would want to express our condolences to all of those have been affected by that. Its certainly a tragedy. Le reporter Royal Caribbean said in a statement, they are casisting their guests in every way possible. The tour bus involved was carrying guests from celebrity equinox and serenade of the seas. The cause of the accident is still under investigation. Glor don, thank you very much. Soderal investigators are also aoking into whether an amtrak engineer was distracted by someone else in the locomotive when the train careened off a highway overpass yesterday in washington state. Three people were killed, including two members of a rail advocacy group. About 100 were treated at hospitals. Ten have serious injuries. The train was traveling 80mph in a 30mile zone when it left the tracks. Carter evans is in dupont, washington. Reporter today, cranes lifted the heavy, crumbled train cars that littered the i5 freeway near tacoma. New photos from inside the train show the mangled passenger compartment. The train derailed as it was approaching a curve. The front locomotive jumped the tracks and went over an embankment. Several passenger cars followed, some even careening off a bridge onto the highway below. The National Transportation safety board is examining the trains data recorder. The emergency brake was automatically activated when the accident was occurring rather than initiated by the engineer. Reporter am track offered no explanation as to why the engineer was traveling 80 Miles Per Hour in a 30mileperhour zone but the n. T. S. B. Confirmed there was another person in the locomotive with the engineer which could have been a distraction. Hes mentioned on a radio transmission. Our gentleman whos in for the for the most part, the control of that train is in the hands of the engineer. Reporter Russell Quimby is a former Railroad Accident investigator for the n. T. S. B. He says investigators will focus on the engineers actions. The engineer being asleep or distracted. We could also have some sort of medical issue that cropped up. Reporter Daniel Konzelman and his girlfriend Alicia Hoverson were driving when they saw the train wreck, and immediately jumped out to help. Everybody that was inside was either killed or pinned underneath the train. Yeah, it was pretty sobering. Reporter years before yesterdays first run, a local mayor sued to make the route safer. He lost. In light of yesterdays accident, lakewood mayor don anderson now wants even bigger changes. What would you like to see happen . Id like to see it go back to the old route. I think its safer. Government has to back up and say we made a bad decision, we can fix it. Reporter while yesterday was the first commercial trip on this section of track, transit officials tell me they have been testing it since last spring with a variety of trains at different speeds and, jeff, they say there have been no issues. Glor carter, thank you very much. Technology does exist that could have prevented that crash. Amtrak and all big passenger idnroads were supposed to have it in place two years ago. That didnt happen. Reporter amtrak 501 came into this curving stretch of track at nearly triple the posted speed limit, a scenario positive train control is designed to prevent. Designed to prevent. By 8he end of 2015, but that year, just months after the amtrak derailment in philadelphia, congress voted to delay the deadline until 2018. Now, only about 40 of passenger locomotives have p. T. C. Installed. Alleeople have died as a result of that extension. Reporter Mark Rosenker was the chair of the n. T. S. B. In 2008. W railroads basically went to congress and said, were not going to operate unless we get relief. You couldnt just stop americas railroads. Congress caved in. Reporter this year, the Trump Administration has five times delayed a requirement for passenger railroads to develop a systemwide safety plan, and it has abandoned rules for stricter sleep apnea testing, despite a series of deadly crashes and against n. T. S. B. Recommendations. Matthew lehner was the spokesman under president obama. Some of the actions by this administration are definitely moving us backward and not forward on having a safer rail system. Reporter now, the Current Department of transportation explained its decisions this way. In terms of those safety plans, they say they needed more time to review comments. The first overhaul of the u. S. Tax code in decades passed the republican controlled house ayday on a vote of 227203, largely along party lines. The senate is expected to vote tonight, but because of a procedural glitch, the house will likely have to vote again tomorrow. Here is chief Congressional Correspondent nancy cordes. Majority is poised to sign off, too. On february 1, look at your paychecks, because youll see the tax relief we delivered today. Reporter the 1. 46 trillion plan delivers permanent Corporate Tax cuts and temporary cuts for individuals, prompting a fevered debate over who truly benefits. Is this bill about helping people who are living paycheck to paycheck . Hell no i say, hell, yes, they are going to be helped by this bill. Reporter independent studies find most taxpayers will save anywhere from 60 to 51,000 next year, depending on their income. But by 2027, 53 of taxpayers will pay more than before, even as savings for the very wealthy continue to climb. We are witnessing highway robbery in broad daylight. Reporter republicans insist future congresses will prevent those tax hikes, and that gains for the rich are unavoidable. So if they pay 80 of the tax, well, then, i mean, who do you think, if you give a tax cut, will get the money back . Reporter at the heart of the g. O. P. Plan is the view that slashing Corporate Taxes by 40 will lead to more jobs, higher wages, and eventually more revenue for the u. S. Government. If this plan doesnt generate the kind of growth youre predicting, what do you do then . Look, if you look at the last eight years, america has consistently underperformed. Not one year at 3 growth, not one. Thats not the best america can nc. Reporter once this bill clears the senate, it will likely have to go back to the house one last time, but thats idsentially a formality and shouldnt prevent the president from signing his first major legislative accomplishment into law tomorrow if he wishes, jeff. What about mortgages . Right now under the old law, you can deduct mortgage interest up to 1 million. That amount is going down next year to 750,000. Now, dont panic if you actually have a larger amount than that. The existing loans that are in place right now will be grandfathered in. Glor but there are other impacts on homeowners, as well. There are big changes to how the treatment of home equity gones and home equity loans are going to be handled in the future. Right now, you can deduct soterest on that. Be going forward, you will not be able to do that for both existing and new loans. Be able to do that for both i think many homeowners use these at lifelines. They can be used to pay down credit card debt, maybe even a tuition payment, an emergency in your home. Theyre lowinterest alternatives, to sort of have this Emergency Reserve Fund available to you. Glor and a lot of folks wondering how this might affect the real estate market. Well, i talk to experts. Aley say its a minimal amount, maybe up to a 10 hit on prices. And heres why. T th the neardoubling of the standard deduction and this limit on state, local, and property taxes, some folks are l,ing to sit on the sidelines and wait to see what happens. Thank you. Glor the Trump Administration pointed the finger at north korea today for a massive cyber attack last may. Dubbed wanna cry, the attack was a giant extortion scheme that disabled Computer Systems worldwide. Homeland security correspondent jeff pegues has more on this. Reporter even though early tigns pointed to kim jonguns fgime, the u. S. Took its time officially assigning blame for the cyber attack. Were going to hold him accountable. Were going to say it. Accountable. Reporter seven months later, time is up for north korea. Tom bossert is the president s Homeland Security adviser. North korea has demonstrated that they want to hold the o tire world at risk, whether it be through a Nuclear Missile program or through wanton cyber attacks. Reporter investigators acknowledge they did not find a smoking gun linking wanna cry to the north koreans. What they did find, they say, were cyber fingerprints within the malicious code. The hackers began targeting computers in asia on may 12. D on, 200,000 computers and 150 countries were infected. The hackers concealed data and claimed that they were the only ones with the keys to unlock the codes. Their digital ransom note demanded 300 in bitcoin within their digital ransom note clys, and posted a countdown clock threatening the files will be lost if the ransom was not paid. Why is kim jongun doing this . Ecam meyers is with the Cybersecurity Firm crowdstrike. I think the ransomware element may have been part of the guidance that is to generate revenue. Theres lots of things that north korea is involved in, in order to generate revenue to fund their Nuclear Program and some of their other operations. Nu reporter north korea, which is under u. S. Sanctions, was also behind the attack on Sony Pictures computers three years bo. You want to go kill kim jong un . Reporter that was in retaliation for a movie called the interview, which depicted an assassination attempt on the north korean leader.
