matter. muni riders for months have been dealing with frustrating delays and today is no different. sharon chen joins us from san francisco to tell us what commuters were facing. sharon? >> reporter: the problem this morning was here in the tunnel at church and depose. it is the latest in a series of problems that muni has had in recent months. just after 7:00 this morning, muni reports problems with a switch. that piece of track that directs trains where to go. the switch going inbound to the subway was not running automatically and it is the busiest switch in the system and it affected inbound and outbound metro service for an hour and a half as the metro lines stacked up one behind the other and the passengers had to pile on to shuttles on market street. muni says there is a temporary fix in place but some regular muni riders say they have gotten used to muni delays a few times a week at this same location. >> it is like trying to go to work, it sucks. when i get off of work, i don't care, because you don't have to be really anywhere but it is the same old story going to work all the time. >> you're dealing with muni. if you don't leave two extra whole hours sometimes, because the bus might get, you know, disconnected, or it tells you it is coming in 12 minutes and it is coming in 56. there is always something. >> reporter: muni passengers have been dealing with hundreds of delays in recent months. one persistent problem has been defective stops where they fail to let trains switch from manual to automatic at the tunnel entrance. and the agency's chief blames mechanical problems and equipment failure for other delays. muni says they are being repaired and says that service should improve this month and next. the passengers say they hope that is true. otherwise, the first gentleman that we talked to said he is going to start riding his bike to work. allen? >> that is an option. sharon, thank you. police are investigating the six shootings in three days in oakland. it was about 2:00 in the morning, a motorist driving on high street was shot in the head. his car rolled into a house, hit the gas meter and that triggered a gas leak. seven people had to evacuate their homes. the man who was shot is in critical condition this afternoon. on saturday, a teenaged boy and a young man were shot to death as they sat in a car on eighth street. so far police say no arrests in either case. and investigators are trying to figure out what started a small fire at a school in oakland overnight. this is at claremont middle school. the firefighters say it appears that the fire started in the roof of the school gym. they are not considering this suspicious. six days after the election, this afternoon, we could finally find out who is going to be the next mayor of oakland. mark sayer has the latest vote count for us this afternoon. mark? >> reporter: there is still at least one more round of rank choice vote to be released here in oakland later this afternoon. let's bring you the latest information we have right now. oakland city council member gene quan has taken the lead for mayor of oakland by a margin of 51-point% to 48.9%. that is what is happening in oakland here today. election workers are busy counting thousands of mail-in and provisional ballots from all over almeda county. the votes from the city of oakland have been separated. and election workers expect to at least have yet another round of rank choice voting results around 4:00 this afternoon. and the way the rank choice voting process works, this race could still get tighter. >> in the oakland mayor's race of course, with rank choice voting, it is a little bit of a different wrinkle than we've seen in oakland before. we had 10 candidates for mayor. and what we do is we count all of the first choice vote, so voters rank their choices one two and three. and in the first round, all we do is count first choice votes. if one candidate gets 50%, the majority of votes, that candidate is the winner and we don't look at second and third choices. if no candidate gets the majority of the first choice vote, the candidate who is last is eliminated and we count that candidate second choice vote. >> now, as many as 90,000 mail- in ballots were dropped off at polling places on election day in almeda county. that has created quite a huge backlog as you can see. for her part, council member quan says she will hold a news conference at city hall this afternoon at 4:30 after the latest results come out no matter what they say, allen. and just to be clear, this result at 4:00 may not necessarily be the final, final, final result. the county has 28 days to get it certified under state law. there are still a lot of ballots left uncounted and they are hoping for solid results and maybe we will know who is probably the mayor of oakland at 4:00 this afternoon. >> mark, thank you. the today, the too close to call race in the 11th congressional district landed in a courtroom. as the ballot counting continues, gerri mcnerny has a small amount of a lead over the republican. and they have concerns about signature verifications on some of the mail-in ballots. other news around the bay area today, charges are expected to be filed this afternoon, against the man police say posed as a utility worker and then robbed and killed a san francisco woman. police say that 46-year-old business woman kathleen moran was found dead in her russian hill apartment. they arrested gary holland over the weekend in sutrow heights park and they say he is suspected of killing moran when he went door to door last week in a russian hill apartment building pretending to check for a gas leak. it cost $1 million to fix a 10-inch crack under the san mateo bridge, discovered in a support beam during a routine inspection last month. crews from caltrans and the contractor sandwiched the crack between two new plates of steel in order to fix it. and a shortage of health inspectors means san francisco restaurants are only getting one of the two annual inspections that they should get. the city is supposed to have 23 seniors for its 5600 restaurants. the department is down to 19, because of retirements and discipline ry issues and says it will take months to fill the vacancies. coming up, more bad eggs. what is behind another massive recall and the states that are affected. and a royal debut on facebook. sort of. how the queen is still keeping her social discourse. and tons of sunshine outside this monday. you know what?
