The 8. 0 quake struck off the Solomon Islands. The tsunami measuring five feet high swamped several villages up to 80 homes damaged. The Solomon Islands sit on the socalled ring of fire which is an active earthquake zone. Get ready for some big changes in your mail service. Cbs news has learned the post office will announce later today its intention to halt saturday delivery of first class mail by the summertime. The postmaster general will make the announcement in a couple of hours from now. The post office lost 16 billion last year alone. And its going to be slow to warm up today again. Really, we are going to see more sunshine but the temperatures are not a big change. High pressure building in holding us dry for at least one last day and then this storm system starts to drop into the bay area bringing with it more cold air and chance of showers and maybe snow down to 2500 feet on thursday into friday morning. Temperaturewise, this is what were seeing on average, 50s and low 60s. Could be below average in some spots, about 58 in san jose. 56 San Francisco, 60 in santa rosa. Lets check the roads with elizabeth. Outside right now, we are talking mass transit, so that Vallejo Baylink ferry if you typically ride that commute to work in the morning, they are having to use bus service instead because of some mechanical issues so there might be possible delays. Otherwise bart on time muni, caltrain, Everything Else mass transitrelated looks good. Heads up, a lot of overnight roadwork is picked up since were past 5 00 including the stretch of 101 between embarcadero and shoreline. Lets check live Traffic Cameras. Rudy the camel now waking up this morning in the east bay. Kpix 5 reporter cate caugiran shows us the video of this unusual traffic hazard. Reporter good morning. You cant make this stuff up. It was an extensive effort to rescue this camel, who ran away not only once but twice from his home yesterday. It took the work of half dozen east bay cowboys to round up rudy back to safety. They used ropes to guide him back into his owners trailer yesterday afternoon. The camel broke free from his wire fence and walked south along bailey road. Rudy an unusual sight anywhere else is actually familiar in this neighborhood. The other day he was on our property which he went back easily so we figured it would probably be the same. Reporter hes known as the candle that kind of roams around . Yeah, he roams around. Reporter he walked around, cars swerving out of the way. Chp says a red minivan hit the camel but his owner says it was just a close call. Thankfully, no other drivers were hurt or anyone else in this process. A vet will check rudy to be sure he is okay. A sevenyear survey determined many speed limits in the city were just too slow and most drivers were already going faster than the posted limit. The hope is slightly higher speed limits will ease traffic congestion. I think people drive that fast, five or ten miles over the speed limit anyway. I dont see any accidents or anything so it doesnt concern me. Heres a look at the san ramon streets where the limits are to be raised. The new limits will take effect february 22. Limit wont be raised on residential streets or roads near schools another will be pressured into citing the pledge of allegiance at the El Cerrito Council meetings. They voted to change the 30lecy for future meetings. They will still say the pledge but those who dont want to will be invited to observe a moment of silence instead. They voted to change the policy for future meetings. One of the things that came up in our Strategic Planning for the city was a limitation of the city we do things because thats the way we have always done them. I want to make sure if we continue to recite the pledge its a conscious decision that its the best way to start our meetings. No members of the public spoke against the proposal to make the pledge optional. Contract talks have begun between the city of san jose and the Police Officers association. We have some areas of overnight roadwork still in lanes and the only spot is southbound 101 commuting through marin county from the waldo tunnel towards the Golden Gate Bridge. As you can see from these sensors, its not slowing you down much. So were still seeing all green towards doyle drive coming into San Francisco. Drive time 14 minutes between 580 and the toll plaza. Traffic is lighter than normal out of the Altamont Pass now. Drive time only 14 minutes all the way through livermore and then out towards the dublin interchange. And we have another camera approaching tassajara so the headlights are moving westbound and so far it looks okay all the way past 680 and the dublin interchange if you are heading into castro valley. Mass transitwise, we still have possible delays on the Vallejo Baylink ferry, having some mechanical issues this morning. They are having to replace the ferries with bus shuttles instead. We have some big changes though coming. We have High Pressure sitting overhead for today but you can already see the system developing out of the gulf of alaska. Not a real wet system but its a cold one and cold enough snow levels could be dropping down to about 2500 feet especially like thursday night into friday morning. So looks like a big change in the weather. This drops into the bay area to make things possibly wet starting tomorrow. For today, though, couple of clouds early on. Through the day not too bad. Then overnight looks like clouds begin to gather and tomorrow morning a chance of some showers developing again not a whole lot of rain with this one just scattered showers and some much colder temperatures as we head throughout the day tomorrow. New details about the man at the center of the week long hostage situation in alabama. The fbi says 65yearold jimmy lee dykes had at least two explosive devices in his bunker including one inside the pipe he was using to talk to the negotiators up top. A Hostage Rescue Team killed dykes during a firefight monday as they freed that 5yearold hostage. The white house is defending a memo from the department of justice authorizing drone attacks against americans working with terrorists overseas. The memo says such actions are legal under three conditions. If the suspect is engaged in Planning Operations to kill americans, if its not possible to capture the suspect before an attack, and if the operation follows u. S. Laws and war principles. Someone who takes up arms against the United States in a war against the United States is an enemy and therefore could be targeted accordingly. Critics say such an attack would violate the Constitutional Rights of american terror suspects to a trial by jury. So far theres only one known case of an american targeted with a drone strike Anwar Al Awlaki in yemen in 2011. 5 17. President obama is set to visit the middle east next month with stops in israel, the west bank and jordan. It will be the first time he will visit israel since becoming president more than four years ago. He will meet with Prime Minister benjamin netanyahu. White house says the trip will focus on the resumption of talks between israel and palestine. Leaders of the boy scouts of america will vote today on whether or not to keep a ban on gay members. If approved a new proposal would allow individual scout troops to decide how they want to handle the issue. My attitude is that gays and lesbians should have access and opportunity the same way everybody else does in every institution and walk of life. The boy scouts of america has more than two million members nationwide. The San Jose City council will decide next week if it will get involved in the Supreme Court case concerning gay marriage in california. The city may join San Francisco in filing arguments against proposition 8. The u. S. Supreme court is due to hear those arguments in late march. The high court is reviewing last years ruling that prop 8 is unconstitutional. In healthwatch, a new study shows mothers exposed to pollution are more likely to have babies with lower birth weights. The study looked at more than three million births all around the world. Researchers found areas with higher pollution also had higher numbers of babies born under 5. 5 pounds.
