Reporter they had a marathon session last night going for 11 hours until 2 a. M. One of the longest meetings on record and one for the record books. For the first time san jose has revamped its rent control laws. Rent increases are capped at 5 down from 8 . The Housing Department pushed the city to tie the increases to the inflation rate which is around 3 but there wasnt enough support to do so. The new cap also only applies to apartment buildings built before 1979 which is about a third of the units in san jose. The council also passed an antiretaliation ordinance which protects renters from getting evict should they report maintenance or code violations. 500 landlords and renters signed up to give public comments. Unfortunately, this proposal is probably the least business friendly thing i have seen in 30 years of business. Reporter there were competing proposals but the most interesting was by Councilmember Nguyen who wants the city to pass a billion dollar bond and use the revenue for affordable housing. We are working with the county to discuss what a countywide housing bond might do, recognizing we can get a lot more resources that way and im hopeful that we can find a formulation that our voters will support that will get more house house out there and built. Reporter the council is not done. Next month they will limit the number of rent control buildings that are demolished each year to protect tenants from losing their homes. In downtown san jose, kiet do, kpix 5. It was a very busy day on bay area freeways this morning with a few crashes making it tough on commuters. Traffic on northbound 880 came to a halt around 4 30. The cause, a big rig that hit the Center Divide at Alvarado Niles road. One person was seriously injured. A short time later, there was another wreck in the southbound lanes. All lanes were cleared by about 10 30. In daly city a rollover accident made a mess of traffic on southbound 280. Investigators say that the driver that caused the wreck early this morning apparently fell asleep at the wheel and hit a dump truck. That caused a Chain Reaction crash involving two other cars. The chp closed two lanes to clear the accident. There were no major injuries. Pittsburg police are on the lookout for a man who shot and killed a driver on highway 4 in pittsburg. It happened last night around 9 p. M. Near loveridge road. The victims car careened off the highway and plowed into a fence on california avenue. That stretch of road is no stranger to shootings. Last june two people were shot at on highway 4 while driving. The victim was a 19yearold girl. Just days before another shooting killed a 20yearold.
