Reporter so many evacuees are in limbo not knowing if their home is standing or not. One by one evacuees are being led back to places like this before they get to their property. They have pinpointed an area on Cobb Mountain off high valley and bottlerock roads on saturday. This caution tape marks the spot where investigators are focusing their efforts. They dont know exactly how the fire started. But they are looking at a burnedout shed next to a two story home. The house is unscathed but the hillside below is charred leading investigators to believe the fire started in or around that shed. Investigators will be out there again today looking for clues. Lake county Authorities Say some people are taking advantage in this fires disastrous situation. They have arrested looters who are breaking into evacuated homes. In one case, they found suspects with burnedout [ indiscernible ] in their car. Another suspect was arrested for possessing burglary tools and drug paraphernalia. Firefighters are making progress as they battle the butte fire. The fire in amador and calaveras counties has burned nearly 72,000 acres. About 200 homes and 170 outbuildings have been destroyed. The crews are gaining ground on the fire and its 45 contained. The valley and butte fires are now among the states top 20 most damaging fires on record. The valley fire is the ninth and the butte fire is the 14th. A family of four escaped injury in a house fire. Kiet do reports the family just moved into the home. Reporter it was a raging single home house fire that quickly went to two alarms here in the East Foothills of san jose. Take a look at some of the video shot by some neighbors on their cell phones. It shows a fire started somewhere in the front part of the house, possibly the garage area. The homeowners moved in a week ago and were doing renovations. At first they thought the commotion was a burglar so they called 911 only to find out the fire had engulfed the front part of the house. All four family members got out safely. The fire got into the attic and started making a run to the rest of the house but firefighters were able to cut it off. However, it looks like a good portion of the home is heavily damaged. Heres the san jose fire captain to explain why they called a second alarm. We were trying to protect the houses around it. When the first engine got on scene, the house was fully involved. The city council drafted the new ordinance which will take effect in january of 2017. The council also settled on a plan to ban the sale of tobacco within a 600foot radius of schools. Supporters argue that 90 of adult smokers start before 18 years old. An effort is launched to clean up bay area roads. Today caltrans and the chp are teaming up to kick off, litter enforcement day. Ill tell you just how much you can expect as the news as we deal with fires in Northern California floodwaters are sweeping through the southern part of the state. Take a look at this dramatic rescue in los angeles. This flood caught people off guard. Three men and a dog were saved from Rushing Water in the l. A. River. All were found clinging to tree bran. No one had any serious injuries, including the dog. In southern utah, the death toll rises as flash floods wash away entire roads. Crews are working around the clock clear debris before more rain falls. The National Guard is joining the search for people swept away by the floods. At least 16 have died, four others are missing. Out the door we have plenty of cloud cover and now the rain is entering the north bay. Sure, we saw a couple of light sprinkles earlier this morning across sebastopol. Now we are getting light rain right there around muir beach. Its moving towards the northern half of the Golden Gate Bridge. The southern half is on the dry side. According to our satellite radar imagery we have this trough thats tapping into a cold front and the end result is muchneeded rain here in the bay area. There you have dry pavement on the southern half of the Golden Gate Bridge. Temperatures now 60s and 70s. It is 71 degrees in concord. But the other half of this story besides the impending rain, the winds currently 13 in livermore and san ramon, napa and fairfield. Todays westsouthwest winds up to 20 miles per hour. Heaviest rain north of the Golden Gate Bridge and as this area of low pressure takes a nosedive south, its going to fall apart. So we are saying about a half inch of rain in the wettest spots of the north bay and thats where we want it right there with the valley fire. So rain if you want to watch around the evening commute, the early evening commute, you see it easily dissipate. And then High Pressure builds in for your thursday.
