It legalized medical marijuana in 1996 but were proposing in my bill what were calling seed to sale proposal which willfully provide a set of regulations and bring everyone involved in the process to the table to figure out what those are from labor to the industry to the police to the environmentalists. Other states have legalized it for Recreational Use. Were seeing what we can do and cant do. Everything from environment to the taxing of it has to be thought into. It does. That is what were proportioning. Im confident in november of 2016 well have a proposition for recreational adult use. You think it will be . I think it will be qualified. This bill that im proposing does not predetermine anything about Recreational Use but it is important that we have medicinal Regulatory Regime before we move on. Even with the laws it is a catch22. We cant propose regulations because the feds say it is illegal. Does their decision not to prosecute, does that change the dynamic . It does. The continuing resolution and not to use federal monies in states that have approved medicinal marijuana. And what we can do as a state. It is now incumbent on us as a state. Is it law enforcement, getting them on board or is it how do we tax this without getting a black market because california is the biggest black market in the nation. It is a 2 billion industry here. It is balancing act. We have folks that are interested at the table of the industry, law enforcement, patient advocates, all at the table. Our goal is to present a fully flushed out piece of legislation that a come dates everyones interest. That is not always possible, but were going to do our best to get there. While youre trying to craft rules, there are others that would possibly preempt those. It is a very strange situation how were going to move into this legal thing. Are medical people going to get involved . There is a role for legislature and the ballot initial ya give and i think they will move on two track. You say it will be on the ballot in 2016. Do you think it is going to pass . I do. That is my gut instinct but it depends on what the ballot language is and what we do medicinally to regulate. What does this do to your bill on local regulations . There have been concerns about having these clubs too close to schools, near children playgrounds and such. Would you preempt that . No. The bill we envision allows for local control and it allows for City Councils and mayors to Work Together for zoning and even a moratorium. So it wouldnt be for people saying we dont want them here or limit how many. It accommodates and encourages local control. Would it say no, the states because it is governed by the state you have to have them . We envision the opportunity to have a moratorium to ban if they decide to do that. Her mother kathy said they cant thank jeff enough for his generosity. It makes me feel really good. He just has that heart and when you meet him it comes out. Severe thunderstorms were reported in the area at the time just before the plane went missing. Both indonesia and singapore have launched search and rescue operations but there is still know word of the planes whereabouts. Family and friends wait for news as each hopes for a miracle. We saw a different approach in San Francisco, a peaceful protest. There was a dress code for white people. Reporter the occupy oakland website said they shouldnt wear the i cant breathe t shirts. We heard its time and again. The setting and mood was different though. New and different in San Franciscos union square. Also different from protests in oakland and berkeley, while chanting and putting up signs that said black lives matter, there were few if any black faces in the crowd. We came out here as a group of organizers in a mixedrace group in solidarity with black people with the movement happening across this nation. Protestors say the message and goals remain the same no matter what voice it is coming from. I think we need to speak out and have a real conversation about race and i think it probably makes us uncomfortable but i think we should go there. This woman said silence is violence. We cant say all lives matter. It lasted about three hours here, but police did not make any arrests in the protest even when they marched down the street toward market at one point, no arrests. He works nights and steps up to the challenge for being a young dad no one could prepare them for the nightmare. It was saturday december 6th just after 12 30 in the afternoon. An alleged drunk driver would cause this sixcar pileup. I was looking down at my phone and all of a sudden were just rolling and flipping. Her brother was in the passenger seat of this honda. Danielle was behind the wheel. I looked for my sister and she was on top of me passed out. Did you think your sister was dead . I didnt know what to think. She wasnt reacting to anything anybody was doing. With six broken ribs and a collapsed lung, james couldnt move but there was one other in the car he had to check on. An off Duty Police Officer had reached in through the shards of glass and mangled metal to grab the baby. The car seat was cradled by the wreck can. The entire back seat collapsed around him and protected him from any damage at all. Someone was watching over. Danielles injuries were far more severe. Just tell us that she is going to live. Just tell us she is going to be okay. They kept saying they didnt know. The impact of the crash had broken her pelvis, cracked her spine, ruptured her spleen and lacerated her liver. After being checked out at the hospital, her baby would be going home, but without his mother. He was the first thing she asked about as soon as she woke up every morning wars where is he, how is he . He was safely in the arms of his aunt, and his father. They take turns taking care of him, but they know no one can replace the mother. It is the crucial bonding time. They need to be together and she is having to be without her child. Danielle still in icu but recovering longs to the day when she can hold her baby in her arms once again the for now she has to settle for the next best thing. My little baby boy. We were there as the young mother saw her angel, via face time. He looks so cute. I know. We dressed him up today. You can hear it in her voice, this young woman is getting stronger by the day and the message she brings with her recovery is a bone chilling reminder. I love you foo and please make it known that people should never drink and drive. We will. They are all going to be okay, but they will never be the same. Danielle will need months of therapy to heal. And the resiliency of the family speaks volumes. No alleged drunk driver can crush their spirit but what he is accused of doing can provide a life saving lesson, one baby will be told when the time comes. I can only tell him how much people love him and the impact of another persons choice, how big it can be on his life. Well, the driver accused of slamming into her car had not been formally charged. It maybe but it may be ultimately the only way to provide some form of quality care at an affordable price. If that starts coming up between now and the president ial election, what do you think the affect of that will be . When you talk about healthcare and pensions is the other one that california has to deal with, it is still hanging out there and nobody really wants to tackle it. Were not in really bad shape on the pension side. No, it is the healthcare side. That component of the pension side, but were not in bad shape. We have been participating with money for the pension for years, whether in San Francisco, los angeles or the state of california.
