They made a quiet move behind the scenes to reduce the fine it leveed against the company that owned that limousine. It erupted into flames on the san mateo bridge killing a bride and four of her girlfriends. So the p. U. C. Was fined 20,000 for it. Then the p. U. C. Reduced that fine to 5,000. Another subject well talk about with senator jerry. Expanding chevrons oil refinery could get the green light as early as tuesday. That is when the city council is set to take a vote. A meeting got meted last week. Many were concerned about Public Safety and toxic emissions. Chevron made changes to the original plan for the modernization, agreeing to cap greenhouse gassy mixes and given richmond 60 million but some say it is not enough. It is less bad than the project they first proposed on the longterm. On the short term it is the same project. Richmonds planning commissioners want chevron to outfit the entire refinery with new piping to reduce explosions like this in 2012. Chevron will not budge on that. The 60 million will certainly talk. I would knock on my neighbors daughters and say dont you know your sprinklers are hitting the gutters. Right now the county has only cut back 12 . I spoke with one woman who lived through the drought in the 70 s. s and her lawn is brown. It almost seems like it will be uncool to have a green lawn. Youll look like a jerk. That is the point. That is what theyre trying to do. They dont have the mechanism or the backup to get out there and enforce it, send out the water cops just yet, bo so maybe shame you into doing it. Two days to weigh in on the plans to build two tunnels. It is the delta Water Project and it means two massive tunnels could be built to take the water from the sacramento to aqua ducts down south. The governor is behind this project and the Public Comment period has been open since december but it was extended through this tuesday. Funding for the plan may come from higher property taxes on assessed homeowners without a vote of the public. The drought, when it comes to this, put a certain urgency on building the tunnels but it also brought controversy because people want to keep their own water. Not happy about the possible environmental impacts on the delta. There is the cost and the question about whether or not it is really going to be a solution. This will be a hot topic. It will be out there for a while. Speaking up there is a new proposal to help fish in the russian river. The wildlife officials want to close the river to fishing when the water gets too low. Here is the public utility commissions which is set up to protect us, get too cozy with utilities. You have long been a critic of the public utilitys commission handling of this and other cases. What is your chief concern . The relationship between the regulator which is the public roou utilitys commission and the industry. The 7,000 emails, it took over a year for the city of san bruno to obtain and they resisted all along. The fact they got them is critical. What it shows to me is that in three and a half years after the explosion and fire that cozy relationship that should be arms length relationship, because you have a judge and a defendant. And the judge is giving advice to the defendant. That is not appropriate. Pg e says that the emails that youre talking about or the discussions were about Public Relations and light advice. This was not something heavy about heres how to get around the law or defend against the laws. If theyre given advice and the advice is asking and the assistant to the president is asking a judge, one of the Administrative Law judges for information and then passing that information on to pg e, regardless of whether it is immaterial or major, if thats the indication and if that is the process that theyre following, it is wrong. And it is not just pg e. What we have here is a commission that is set up to regulate utilities, protect the public, and there are questions about whether over the years they have become too close to the utilities. How has that relationship changed over years . Well, the relationship has changed because pg e, for one, has invested million johns yons of doctors, going on jung kets, utility funded, nonprofit jung kets around the world. Michael peevey hes the head of the puc. 200 days he was out of the country on these trips. Lubrication of a revolving door. Getting people jobs in the industry. Pg e is trying to cash in on that and take advantage of that. Is it pg e or all the utilities . I think it is all the utilities, theyre all funding all these trips. As part of the puc we fund the public advocacy groups to keep an eye on the puc. Are they doing their job . No, theyre doing their job because theyre fighting hard. The problem last year, the division of rate payer advocates wanted to meet with michael peevey, the president. She could not get a an appointment with him at all. He doesnt have a problem calling the pg e or utilities if he wants to talk to them going in the other direction and that is not right. We had a tragic fire on the bridge involving a limo. There were questions about the safety of the limousine and the puc just voted quietly, i guess or did they even vote to reduce the fine . The fine was 20,000 originally. And then they made it 5,000. Looks like the county has a bit of an uphill climb. It has to convince homeowners low Income Housing is a good thing. Marin sits off highway 101. It is a quiet corner of marin county and a possible site for lowIncome Housing. Three things about the poe l. Proposal bother me. Reporter he is a home owner. He worries building housing of any kind will mean more people, overcrowded schools and more traffic. On saturday it is stop and go and that is not contributing to anything to air quality or quality of life. Traffic is a concern in marin, in general, across the whole bay area we have traffic issues for the numbers that were talking about now are minimal. Reporter her team designated 87 out of 185 parse sells for lowIncome Housing. She hopes to calm fears about the housing fears. All 87 parcels, she says, wont get developed overnight. What were doing, here are some parse sells, here is some land that has a development potential, that is zoned, that could accommodate additional housing. If there is a government mandated number of lowIncome Housing that is necessary, we already got that, it is just underground. If they would fast track the legalization of the second units we would have the numbers that are necessary. Mondays meeting is the countys chance to weigh in. Folks can take a tour of existing Housing Developments and theyll see that it does fit in and most people dont know that it is there in their communities. Thomas also points out that lowIncome Housing doesnt hurt the communitys character. To be clear this does not affect all of marin county. She wanted to make that very cleared. It is only the unincorporated areas of marin county. So lets say you live in san rafael, this does not apply to you. I think i share her view except i know theyre booked by the same person. Okay. But it is an interesting is it the publics reaction to this or is it how they are both feeling. Shes fired up to go to run for president and hes feeling im getting hammered left and right. Hes desperately trying to find his groove. At the moment there is absolutely no reason why anybody would want to interact with president barack obama. He was pillared and hammered by the republicans like never before. Theyre talking about impeachment. Hes looking for a friendly place to land. It would help if he didnt shut the media out everywhere he went. We get to hear the old, tired stump speech and get ushered out. Heres a guy desperately trying to find a life safer and youre worried about whether hes talking to the present. He needs to be transparent. At the moment there is nothing to see. Let us go back to ms. Clinton in her run. A little while ago you were talking about her being overexposed, coming around too many times, taking big corporate money for big speeches. The danger if she keeps coming back, but the fact is so far the hunger for Hillary Clinton has not abided in the bay area. I talked with women, they loved her and it was a hit. Hillary clinton is doing what you need to do so you dont suffer from exposure, overexposure and fatigue. That is, every time it is a brand new audience. It is a brand new subject matter. And it is not like Everybody Knows shes here. Only the people she wants to talk to knows shes here. Speaking of who she wants to talk to was there anything to read in the fact they were both here at the same time and they didnt meet . Not even coffee, nothing. I dont think they have each others cell number. Thats the problem. The mayor made an interesting point, when Hillary Clinton come here, she makes a point of mixing with people and changing the setting and environment. When president obama comes in, it is the same thing. Off the plane n the limo, at a highpriced dinner at people you dont get to see and then out of here. She seems to be campaigning. Were not interacting with the public. As we tried to stalk him at the 4 seasons, media trying to get the money out and i figure there has to be some underground tunnel here. You think they would set it up to get you a shot and show human side of the guy walking. Believe me, politics is perception and this is one bit of perception we will battle over.
