chilly day. here's a look out at the golden gate bridge this morning. temperatures chilly in the 30s and 40s area wide. we're 35 right now in santa rosa. concord at 41 and 45 in san francisco. so a cold weather alert for you for the north bay. mendecino county and a freeze warning. temperatures below freezing in some spots. especially the valleys and the mountains. so you do want to be mindful of that this morning. here's a look at what to expect as we move on throughout the day today. mostly sunny for pretty much everyone. we're warming up in the 50s and 60s and we'll talk more about that coming up in just a bit. sunshine for folks today. rain moves in midweek. maria over to you at top stories. a big mess left behind by our storms. just north of monte chair. neighbors believe heavy rain and gusty winds brought down the first tree. that caused a domino effect which ended with a half dozen trees on the back of a home. five family members were sleeping at the time. >> you could hear the glass shattering. it's very scary. >> well luckily no one was hurt but building inspectors will likely red tag the house. mud and dedebris barrelled down the hillside earlier this week. city officials say some homes saw up to five feet of mud against their exterior wall. some spring snow that hit the bay area is now. hispaniced up a dusting of powder. a developing story in newark, a man was found shot to death in a lot near a grocery outlet on newark boulevard making this the city's first homicide of the year. police believe the man was targeted, investigators were talking to witnesses and looking for surveillance video and they say it is unusual for a shooting like this to happen in a busy area in the middle of the day. >> the strangest thing it's brought daylight in the middle of a packed parking lot. major street so it's very brazen and strange. we're trying to figure out what's going on here. >> so far investigators don't have any suspects. the prostitute who served jail time for the death of a google executive is now in the custody of i.c.e.. alex tickleman was released from jail two days ago. in 2014 on his yacht in santa cruz. tickleman has dual citizenship in the u.s. and canada. last week an immigration judge determined her convictions were terms for removal. republican congressman tom mcclinic talk met yesterday to discuss everything from health care reform to immigration. one man in the audience who came to the u.s. as a child said he shouldn't have to leave because he didn't make the call to am come here in the first place. >> finishing a dreamer for a situation that they had no control over it is like punishing a child for their drunk driving while they were in the car. we had no choice, tom. >> the audience member went on to ask the congressman give his own definition of what it is to be an american. >> you ask what defines an american. there's really only one thing that defines an american it's the devotion to our constitution and to our rule of law. >> the crowd responded by chanting change the law. voters also turned out in antioch. yesterday's discussion with voters including recent events in syria. congress was supposed to authorize the attack on a foreign country and mcnerny says he wants to know if the trump margs has a strategy. >> the use of chemical weapons is absolutely unaccept be. if this does detur syria and other countries using weapons of mass destruction. we need to understand what the president's plan is so that it doesn't get us into more trouble than we need. >> both congressman say they are concerned. constituents have packed the town hall since trump took office. the price of a pump is about to go up. california lawmakers just approved a bill to raise gas and vehicle taxes. >> this bill is a big victory for governor jerry brown. >> reader's digest says our roads are the worst. other people say they're like 43rd. whatever, we've got to fix them. it takes real money. it's not in the general fund and all of this stuff. the council has a lot more efficient than its critics and it's not perfect and nobody it. >> gas taxes will go up $0.12 per gallon on november 1st. vehicle fees could range from $25 to $175 depending on the value of your car. this wasn't an easy vote to make. and kpix 5's melissa stone was on the floor. >> reporter: it really wasn't at the end when the assembly and they were voting after the senate. so this is late at night. they open up the voting roles and they're the three key votes that are needed to pass this gas package and all of a sudden physically other members of leadership pull in chairs next to them and start talking to them in hush tones and tries to convince them yes. >> what was in those conversations? you want to judge it? >> what is that you need a dmv office. do you want the school projects that have not been previously funded or do you realize you're about to lose everything you already have because this governor is not the kind of guy who is indifferent if you embarrass him. don't you dare. >> yeah, the governor could veto your signature legislation. your things could be active from the budget. >> well i'll tell you. >> by then, it's all stick. >> well there were -- >> you had it earlier in the day. this is stick time no, you don't have much time to do this and it's not unusual for the game to be played that way, phil. sometimes when you have said i needed following five things to happen in my district and businesses say no way and then they find out that you are the decided vote. they come back you to and said how about three of the five. you said no. four of the five. and finally you kept the fifth one and you give them the vote and it's over. >> there were definitely a lot of different carrots that were given out. >> and that was included in the bill because if they had, they had to stop it. a lot of this is said a wink and nod down the line. >> not wink and nod. >> i promise. >> so you've got to cross the line. >> sthaeshg. >> so we're going to be paying for this a lot more than we thought. >> no. those are projects that deserve to be considered that were just not prioritized and now they are prioritized. >> because at that time they didn't deserve to be considered but now they are. >> it's when and where and how. >> when, where and how and how many votes you need. >> all right. so phil, clarify something for us. according to the california institution it is a crime to influence the vote of a member of the legislature with a promise of a reward. >> right, a reward to that legislature. but if it's a reward to the project or if it's an agreement to pave a road that's not individually enhancing the lawmaker. that's doing things for their con tich wents and that's called politics and a kro myself and agreement. a wink and a nod. clarify anything political cal. we're going to be talking about the road repair bill what he got out of it for his constituents and what's next for the rest of us and our streets. dealing that went into this $50 billion package that's going to rise up raising gas taxes and license fees. what did your district get out of it. >> what we got out of it as in why i voted for is is every city's going to get a billion and a half. going to go to state roads throughout the state. but more importantly we're getting $700 million from mass transit. that's going to help 101. 80, 880. all roads are going to get improvements but more importantly to try and help the congestion and modify people in the bay area better and on the peninsula where i represent. >> right now everybody in sacramento is celebrating the fact after all these years we're finally going to do something about the roads. when the gas tax goes up and they go to register their cars and they could be paying an extra hundred bucks. >> well they're not going to be happy but i think you have to put it in pfkt. the buy in power of that gas tax has been reduced and lost by 55%. we're also getting many more miles per hours so we're paying a lot less today than we did 23 years ago. the average increase for vehicles for 87% of vehicles on the road $50 a year. >> that sounds good until you're the one paying it. >> i agree when it comes down to your pocket. >> that's the only statistic most people understand. for years the state legislature did not spend money on rods and also they're not changing any of their spending patterns to accommodate this. we're just layering this on. your response to that. >> this is pay as you go. the more you drive, the more you pay and the more you should be because you're wearing those roads out and the average cost right now is about 700 years per year per driver. >> why didn't the state legislature spend the money before? >> well where were we going to get the money? >> i don't know general funds money. >> are we going to expect those who drive and take mass transit. you drive more you pay more. >> i'll flip those and say that those who drive pay for the mass transit of others. >> those that drive pay somewhat of that but that also helps them so they can get those people off the road. >> what was your impression on the last minute wheeling and dealing. this thing was by a razer thin vote. >> i maybe could have gotten more but i don't think it would have been a prudent thing to do on that last minute. what we got was everyone has to represent their district. everyone has to feel the best. i felt this was a good solution for our industry. >> and you've committed at this amount of an agreement for your district and you're going to catch holy hell from your constituents about the price of gas going up and you look over and the guy or gal next to you was the hold out and they're being met. how does that feel. >> well if i'm not going to get what i wanted. without that vote i wouldn't get anything in my district. so it's important to do that and look at the benefit of the state. that's going to benefit the bay area. >> right. more jobs coming to our area people are going to get to work. >> now what do you say to the people who say why are you raising my gas fees and license fees. >> well and i agree we could use some of that money. the high speed rail if it comes when it comes that's important and it will improve the moment of people to the bay area and relieve traffic congestion. that's the key. that's what we want to do. that's what i'm hearing from my constituents is let's move people off the road. >> i'm just hearing let's reduce the price at the pump and stop having to have my car aligned. i want to thank you for joining us this morning state senator jerry hill. he drove all the way up from the peninsula. now we're going to take something a little rosier than politics. well, steve, you can see some potholes in the road of the golden gate bridge. take a look above the bridge. mriez and i know a lot of folks looking to dry out out 41 in concord. we did see a freeze and frost advisory for the first part of the morning and then clearing but temperatures remain cool throughout the day. notice this low pressure system to our north heading into the pacific northwest. going to bring some showers up north and may actually bring a few sprinkles our way by the end of the day tomorrow. today, plenty of sunshine, clear skies for all. we take you through the day sunday. here we are at 8:00 p.m. looking fantastic. temperatures do stay cool. but notice just this. now monday we're thinking possibly for the north bay not more than 1/10" at most but the possibility of a couple of sprinkles. most of us will stay dry. most of us will see sunshine. two of the transition days rain stays to our north. it's wednesday we start to see the best chance of widespread rain for the bay area. really wednesday, the second half of wednesday looks to be the wetter part of the day into wednesday night and on into thursday. in the meantime we stay dry. sunshine today. temperatures well below average for this time of year. we should be in the mid to upper 60s and we're in the 50s, low 60s for most folks. so here's a look another those temperatures for the south bay topping out in the low 60s. upper 50s along the coast and inland temperatures for the warmest spots. could see some mid 60s today. around the bay we're closer to that 60-degree mark. and we're looking at low 60s for the north bay today. a look at the extended forecast shows we do have a couple of dry days in store with a slight chance of some sprinkles mostly for the north bay. tuesday increasing clouds. wednesday and thursday the next weather system moves in. looks like we could see some high winds and then hopefully fingers crossed right now we're looking good for easter sunday. going to keep our fingers crossed it stays that way. back over to you. bay area survivors of the on death march. in 1942 during world war ii the japanese captured 75,000 philippine and american people. even today survives have fearing mooerps of the ordeal. >> some civilian along the street that trying to give us some food and the japanese just chased them away. >> 10,000 men died during the march. a woman who set up yesterday's get a minor traffic citation. julie takes a look at how it all might impact you. julie? state lawmakers have introduceded a number of bills. >> julie takes a look at how it all might impact you. >> yeah, a lot of bills coming out as we mentioned governor jerry brown has. the plan has been dubbing making water conservation a way of life. and the plan would include other key elements. the plan was prepared by the department of water resources and other state agencies. and new protections for undocumented immigrants. the assembly just passed a bill that would ban law enforcement officers from detaining crime witnesses. it was a debate and now has the state senate for consideration. and harsh penalties for minor traffic citations may soon be a thing of the past. the penalties and court fees for minor citations can run hundreds of dollarses. and result hundreds of thousands of californians are at risk of losing their license simply because they cannot pay. well a new bill can prevent that. now previously suspended license would also be reinstated under this bill for violators who can make a good faith effort that they will make a payment plan. to give you perspective. over the holidays they got a fix-it ticket because someone had stolen the registration tickets off of my car. but my $25 fine ballooned to $300. >> but you can afford it. >> well i don't know if i can. >> that's not the issues when we hear about this. it's not just your fix it ticket. if you get a speeding or a rolling through the stop sign you have an initial fine could be $1 thushgs. by the time all the court and surcharges it can be two or three times that. how to decide whether you can pay it how do they decide the scale. >> well i will admit i haven't read the entire bill was one would assume they look at your income. i certainly would have the ability to pay. but somebody who couldn't pay would be at risk of losing their license and keep in mind in fergson, missouri they found that the courts were funding themselves on the backs of people who couldn't pay the funds. >> do you say hey i can afford to do this. >> these are minor citations it's not like they're driving 200 miles an hour down the freeway. >> well it's nice to know there's going to be some help. >> in our next half hour how the coast guard is trying to figure out how to move this barge. on september 9, 2010, pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry. we failed our customers in san bruno. while an apology alone will never be enough, actions can make pg&e safer. and that's why we've replaced hundreds of miles of gas pipeline, adopted new leak detection technology that is one-thousand times more sensitive, and built a state-of-the-art gas operations center. we can never forget what happened in san bruno. that's sunshine today. more rain is on the way so we're going to focus on the positive here first folks. temperatures chilly to start. most warming up in the 40s now. we did have a cold weather alert, a frost and freeze warning for our north bay valleys. mendecino county had a freeze warning and a frost advisory set to expire at 8:00 a.m. temperatures getting down into the 30s this morning. later today. later on this afternoon we're warming up into the upper 50s along the coast. near 60 degrees by the bay and mid 60s for the warmest spots inland. not everyone inland will see temperatures that warm. you will see plenty of sunshine temperatures staying well below average. what to expect mostly chilly. rain moves in. again midweek and we'll time it all out for you coming up but first here's maria with our top stories. >>. 37 were killed. 100 others wounded as they celebrated palm sunday. authorities in egypt said a blast at a church was caused by a suicide bomber. in the nile delta town of tanta. isis has claimed previously attacks against egypt minority. he went on to pray for the victims. the pontiff is scheduled to visit cairo egypt later this month. four people were killed and more than a dozen wounded when the attacker drove a truck into a crowd into a busy stopping district. pooen while investigators arrested a pan in connection with an attack. no details were given on the other suspects. >> and back here in the bay area the coast guard is keeping a close eye on the san francisco barge and found a small shane of oil. so far the coast guard says there have been no signs of oil on nearby shorelines and no report officer impact to wild life. divers were able to plug visible holes on a cane barge that was holding about 4,000 gallons of diesel fuel and hydraulic fuel when it capsized. >> it's outside the navigation channel. so where the barge is right now commercial traffic wouldn't normally transit. neil gorsuch is set to be sworn in tomorrow as the newest supreme court justice. gorsuch friday by a vote of 54 to 45. this after republicans changed the rules permanently lowering the threshold needed for supreme court confirmations. gorsuch should be working on the court in about a week. in hearing remaining cases from this year's calendar. >> and the gold star father who made an emotional speech regarding donald trump released a new message in the bay area. speakers last night. con made headlines during the democratic national convention last summer when he asked then candidate trump if he had ever read the constitution. >> doesn't matter in which country you live. >> for all humans to love each other and i see the future will be much stronger and loving and caring. >> the silicon valley foundation raises money to improve education and health care and remote villages in pakistan. >> north korea's the latest country to criticize the recent attacks in syria. but it's the previous missile tests by the president of korea has trump making a move. the group was previously scheduled to head to australia. the topic of north korea was one broached by president trump and the chinese president during their summit last week. president trump recently said if china is not going to resolve north korea, we will. ahead of the summit north korea fired a missile into the sea of japan. the dictator led by kim jung un calling them a move calling the north korean weaponry capable. coming up in 20 minutes on face the nation john dickerson goes one on one with the secretary of state rex tillerson. >> that's right. and other events. the syrian attack by the united states and the series relation with russia. so we asking san francisco mayor willie brown and kpix analyst about the president's action and his relationship with russia which is now under investigation by congress. >> i'll tell you a lot of people are calling that into question. maybe he isn't so in bed with russia. and sensibly invoke the ire of russia. maybe there isn't such a connection. maybe there aren't embarrassing videos. >> i noticed you were smiling that. >> i think he is the master of diversion. there's nothing like having a nice little war when you're really in trouble on some other issue. he's in trouble on the russian issue and in order to get people's attention away from that and we all start and said we are for what you're doing. do something to syria. syria is nothing. >> let me also change that you call up your friend putin and say in 24 hours some of my guys are coming by and these are the targets that are intended to hit. make sure you don't have anything near it. let me know when you're clear so i can do my drop. >> it could be a bookie theater. i think time will tell whether or not this was a genuine attack meant to harm russia and its interests in syria. >> it's interesting because the conservative republicans said hey you told us you weren't going to be getting involved. democrats on the other hand are saying you should have gotten us involved. i don't recall them even wanting to be consulted by president obama or bush. >> it's a fine walk they have to walk. this is great with what happened the chemical attack was so horrible but at the same time we think you should come back and chat with us. which is a little disinwousous. . >> they don't want to vote on measures they wish to be informed. we do need to be told and of course some of the members of congress are saying we were told. we were on the right committees. we know the preparation that went into this. we know what the decision making process was. we trust those guys in the security room who are doing it period. >> i'll tell you there are a number of bills that have been proposed in congress. and sort of cosponsored by a number of bay area congress people and specifically has said american troops will not and cannot go into syria. there's all sorts of bills floating around. >> do you think we'll ever know the truth? >> ever. >> i'm not sure. history has a way especially in these actions of being revealed over time. we're talking about things involving foreign nations. i'm not sure but i'll tell you this we're going to move on to another one in about 48 hours. still to come, the governor says the drought emergency is over. but why did it take so long. next we sit down with an east bay water official to discuss what was next and what's behind the call when we come back. ,,,,,,,,,,,, ,,,,,,,, "drought state of emergency" in most parts of the state this past week.. u. california's latest drought is history. in most parts of the state this past week. that eliminates water usage targets and eliminates clearly wasteful uses of water. the governor said californians should continue to conserve because the next drought may be right around the corner. >> joining us now to talk about the end of the drought. which is the main provider of water in the good part of the bay area. >> for much of alameda and contra costa county. >> anybody looking at the reservoirs saw they were full a year ago. >> i think they're being overly cautious. they were basically saying don't do anything until we know something for service but we've been out of a drought for quite awhile. >> how much do you think had to do with him trying to pass that bond. >> well we were still in a do you think during that prop spogs. east bay mud went out of the drought may of last year. >> why would the bureaucrats want to keep the drought in effect. >> there are some bureaucrats i believe at the state water resources control board primarily who really want to improse how californians are going to live in the future. so they're basically trying to take away the local control. >> so what they want to do on the state level control how we live and where we live by using water as the tool. >> there are some state government that have that perspective. >> so i was wondering about that when we were hearing about the drought. you'd be driving around and you would be seeing the golf courses were still green. the pools were still full and there was building going on all over the bay area. >> yeah, but to put it in perspective at east bay mud drought of all droughts 76, 77 our population has increased by 30%. water usage is down by 70% from them. so conservation's become an ethic of people and we've constitutionalized it both inside and outside our homes and businesses. so even thoughmore people have moved into the area we're using less water than we were 30 years ago. >> were we in a drought because when we sunday east bay and other utilities about mandatory cut back they said no we don't want to use those. how real is the drought if you don't want to save mandatory cut backs. >> the fact is we were in a crisis situation in the state and we came out of it and the problem is local agencies have the ability to determine whether or not you are still in a drought or out of a drought. >> what are the economics of water these days because it is interesting again when i called east bay mud and i said others and i said you're asking people to conserve and they get a water bill that's higher than when it was when they used water. that includes capital labor. and 8% is variable on energy and chemicals to produce and move the water and so this number of employees we have working doesn't necessarily change. >> so droubt or flood, the same number of people. >> right. and that means i have to pay it. >> right and we increased our number of employees. >> so when you use less water the price goes up. >> correct. well we have too much. we don't have enough of our costs on our variable we have to put more on our fixed cost than variable. >> all right. now we're going into the possibility of floods and what's the mejts there from east bay mud. >> well our message is we are out of a doubt but use it wisely. you can shower every day. you can irrigate your lawn. >> we have extra water now. are we building any more dams or storage facilities to try to capture the surplus we have now. >> on the state level you're probably going to see sites rebuilt. i think you're going to see more in the future on below ground water storage but the fact is it takes decades sometimes to approve it. >> so one thing doesn't change and that's the bureau. we are getting a break in the rain today but there is more rain on the way today. hopefully no flooding. we're going to talk about sunshine today. temperatures off to an economically start. got down into the 30s this morning. right now we've warmed up for the low to mid 40s. morning, the sunshine may be a little deceiving. we will stay try for today but likely going to see some increasing clouds for at least the second half of your monday. future cast shows clear skies for your monday. but they are to our north and we are going to see a couple of stray showers possible for the north bay on monday. this is really just the residual effect of what's going on to our north. how another system moves in on tuesday. next best chance of rain is on wednesday. the second half of the day wednesday into wednesday evening. so more rain is on the way. but at least dry for the next couple of days for most of us. temperature wise we are on the chilly side. upper 50s to low 60s throughout the bay area today. we should be in the mid to upper 60s for many locations that is our average temperature this time of year. so in the south bay told r today topping out in the low to mid 60s. upper 50s along the coast today. inland temperatures. some spots warming up into the mid 60s. 63 in pittsburgh and 61 in vennetia today. daily city at 61 today and then 61 navato and up north all near 60 degrees today. folks, you are the ones who could see a chance of stray showers come tomorrow, the second half of your monday. here's a look at exextended forecast. most of us staying dry. sunshine today. we could see a few more clouds monday. gusty winds out of that system as well so we're going to call it a storm but definitely some rain coming in wednesday, thursday, right now easter sunday does look good so we're gong to keep our fingers crossed we stay dry for those easter egg hunts. one california man thinks he's created a solution to the housing crisis. pk devine has a plan to turn port-a-potties into microapartments. he says he can convert a stall into a living space chilly day. here's a look out at the golden gate bridge this morning. temperatures chilly in the 30s and 40s area wide. we're 35 right now in santa rosa. concord at 41 and 45 in san francisco. so a cold weather alert for you for the north bay. mendecino county and a freeze warning. temperatures below freezing in some spots. especially the valleys and the mountains. so you do want to be mindful of that this morning. here's a look at what to expect as we move on throughout the day today. mostly sunny for pretty much everyone. we're warming up in the 50s and 60s and we'll talk more about that coming up in just a bit. sunshine for folks today. rain moves in midweek. maria over to you at top stories. a big mess left behind by our storms. just north of monte chair. neighbors believe heavy rain and gusty winds brought down the first tree. that caused a domino effect which ended with a half dozen trees on the back of a home. five family members were sleeping at the time. >> you could hear the glass shattering. it's very scary. >> well luckily no one was hurt but building inspectors will likely red tag the house. mud and dedebris barrelled down the hillside earlier this week. city officials say some homes saw up to five feet of mud against their exterior wall. some spring snow that hit the bay area is now. hispaniced up a dusting of powder. a developing story in newark, a man was found shot to death in a lot near a grocery outlet on newark boulevard making this the city's first homicide of the year. police believe the man was targeted, investigators were talking to witnesses and looking for surveillance video and they say it is unusual for a shooting like this to happen in a busy area in the middle of the day. >> the strangest thing it's brought daylight in the middle of a packed parking lot. major street so it's very brazen and strange. we're trying to figure out what's going on here. >> so far investigators don't have any suspects. the prostitute who served jail time for the death of a google executive is now in the custody of i.c.e.. alex tickleman was released from jail two days ago. in 2014 on his yacht in santa cruz. tickleman has dual citizenship in the u.s. and canada. last week an immigration judge determined her convictions were terms for removal. republican congressman tom mcclinic talk met yesterday to discuss everything from health care reform to immigration. one man in the audience who came to the u.s. as a child said he shouldn't have to leave because he didn't make the call to am come here in the first place. >> finishing a dreamer for a situation that they had no control over it is like punishing a child for their drunk driving while they were in the car. we had no choice, tom. >> the audience member went on to ask the congressman give his own definition of what it is to be an american. >> you ask what defines an american. there's really only one thing that defines an american it's the devotion to our constitution and to our rule of law. >> the crowd responded by chanting change the law. voters also turned out in antioch. yesterday's discussion with voters including recent events in syria. congress was supposed to authorize the attack on a foreign country and mcnerny says he wants to know if the trump margs has a strategy. >> the use of chemical weapons is absolutely unaccept be. if this does detur syria and other countries using weapons of mass destruction. we need to understand what the president's plan is so that it doesn't get us into more trouble than we need. >> both congressman say they are concerned. constituents have packed the town hall since trump took office. the price of a pump is about to go up. california lawmakers just approved a bill to raise gas and vehicle taxes. >> this bill is a big victory for governor jerry brown. >> reader's digest says our roads are the worst. other people say they're like 43rd. whatever, we've got to fix them. it takes real money. it's not in the general fund and all of this stuff. the council has a lot more efficient than its critics and it's not perfect and nobody it. >> gas taxes will go up $0.12 per gallon on november 1st. vehicle fees could range from $25 to $175 depending on the value of your car. this wasn't an easy vote to make. and kpix 5's melissa stone was on the floor. >> reporter: it really wasn't at the end when the assembly and they were voting after the senate. so this is late at night. they open up the voting roles and they're the three key votes that are needed to pass this gas package and all of a sudden physically other members of leadership pull in chairs next to them and start talking to them in hush tones and tries to convince them yes. >> what was in those conversations? you want to judge it? >> what is that you need a dmv office. do you want the school projects that have not been previously funded or do you realize you're about to lose everything you already have because this governor is not the kind of guy who is indifferent if you embarrass him. don't you dare. >> yeah, the governor could veto your signature legislation. your things could be active from the budget. >> well i'll tell you. >> by then, it's all stick. >> well there were -- >> you had it earlier in the day. this is stick time no, you don't have much time to do this and it's not unusual for the game to be played that way, phil. sometimes when you have said i needed following five things to happen in my district and businesses say no way and then they find out that you are the decided vote. they come back you to and said how about three of the five. you said no. four of the five. and finally you kept the fifth one and you give them the vote and it's over. >> there were definitely a lot of different carrots that were given out. >> and that was included in the bill because if they had, they had to stop it. a lot of this is said a wink and nod down the line. >> not wink and nod. >> i promise. >> so you've got to cross the line. >> sthaeshg. >> so we're going to be paying for this a lot more than we thought. >> no. those are projects that deserve to be considered that were just not prioritized and now they are prioritized. >> because at that time they didn't deserve to be considered but now they are. >> it's when and where and how. >> when, where and how and how many votes you need. >> all right. so phil, clarify something for us. according to the california institution it is a crime to influence the vote of a member of the legislature with a promise of a reward. >> right, a reward to that legislature. but if it's a reward to the project or if it's an agreement to pave a road that's not individually enhancing the lawmaker. that's doing things for their con tich wents and that's called politics and a kro myself and agreement. a wink and a nod. clarify anything political cal. we're going to be talking about the road repair bill what he got out of it for his constituents and what's next for the rest of us and our streets. dealing that went into this $50 billion package that's going to rise up raising gas taxes and license fees. what did your district get out of it. >> what we got out of it as in why i voted for is is every city's going to get a billion and a half. going to go to state roads throughout the state. but more importantly we're getting $700 million from mass transit. that's going to help 101. 80, 880. all roads are going to get improvements but more importantly to try and help the congestion and modify people in the bay area better and on the peninsula where i represent. >> right now everybody in sacramento is celebrating the fact after all these years we're finally going to do something about the roads. when the gas tax goes up and they go to register their cars and they could be paying an extra hundred bucks. >> well they're not going to be happy but i think you have to put it in pfkt. the buy in power of that gas tax has been reduced and lost by 55%. we're also getting many more miles per hours so we're paying a lot less today than we did 23 years ago. the average increase for vehicles for 87% of vehicles on the road $50 a year. >> that sounds good until you're the one paying it. >> i agree when it comes down to your pocket. >> that's the only statistic most people understand. for years the state legislature did not spend money on rods and also they're not changing any of their spending patterns to accommodate this. we're just layering this on. your response to that. >> this is pay as you go. the more you drive, the more you pay and the more you should be because you're wearing those roads out and the average cost right now is about 700 years per year per driver. >> why didn't the state legislature spend the money before? >> well where were we going to get the money? >> i don't know general funds money. >> are we going to expect those who drive and take mass transit. you drive more you pay more. >> i'll flip those and say that those who drive pay for the mass transit of others. >> those that drive pay somewhat of that but that also helps them so they can get those people off the road. >> what was your impression on the last minute wheeling and dealing. this thing was by a razer thin vote. >> i maybe could have gotten more but i don't think it would have been a prudent thing to do on that last minute. what we got was everyone has to represent their district. everyone has to feel the best. i felt this was a good solution for our industry. >> and you've committed at this amount of an agreement for your district and you're going to catch holy hell from your constituents about the price of gas going up and you look over and the guy or gal next to you was the hold out and they're being met. how does that feel. >> well if i'm not going to get what i wanted. without that vote i wouldn't get anything in my district. so it's important to do that and look at the benefit of the state. that's going to benefit the bay area. >> right. more jobs coming to our area people are going to get to work. >> now what do you say to the people who say why are you raising my gas fees and license fees. >> well and i agree we could use some of that money. the high speed rail if it comes when it comes that's important and it will improve the moment of people to the bay area and relieve traffic congestion. that's the key. that's what we want to do. that's what i'm hearing from my constituents is let's move people off the road. >> i'm just hearing let's reduce the price at the pump and stop having to have my car aligned. i want to thank you for joining us this morning state senator jerry hill. he drove all the way up from the peninsula. now we're going to take something a little rosier than politics. well, steve, you can see some potholes in the road of the golden gate bridge. take a look above the bridge. mriez and i know a lot of folks looking to dry out out 41 in concord. we did see a freeze and frost advisory for the first part of the morning and then clearing but temperatures remain cool throughout the day. notice this low pressure system to our north heading into the pacific northwest. going to bring some showers up north and may actually bring a few sprinkles our way by the end of the day tomorrow. today, plenty of sunshine, clear skies for all. we take you through the day sunday. here we are at 8:00 p.m. looking fantastic. temperatures do stay cool. but notice just this. now monday we're thinking possibly for the north bay not more than 1/10" at most but the possibility of a couple of sprinkles. most of us will stay dry. most of us will see sunshine. two of the transition days rain stays to our north. it's wednesday we start to see the best chance of widespread rain for the bay area. really wednesday, the second half of wednesday looks to be the wetter part of the day into wednesday night and on into thursday. in the meantime we stay dry. sunshine today. temperatures well below average for this time of year. we should be in the mid to upper 60s and we're in the 50s, low 60s for most folks. so here's a look another those temperatures for the south bay topping out in the low 60s. upper 50s along the coast and inland temperatures for the warmest spots. could see some mid 60s today. around the bay we're closer to that 60-degree mark. and we're looking at low 60s for the north bay today. a look at the extended forecast shows we do have a couple of dry days in store with a slight chance of some sprinkles mostly for the north bay. tuesday increasing clouds. wednesday and thursday the next weather system moves in. looks like we could see some high winds and then hopefully fingers crossed right now we're looking good for easter sunday. going to keep our fingers crossed it stays that way. back over to you. bay area survivors of the on death march. in 1942 during world war ii the japanese captured 75,000 philippine and american people. even today survives have fearing mooerps of the ordeal. >> some civilian along the street that trying to give us some food and the japanese just chased them away. >> 10,000 men died during the march. a woman who set up yesterday's get a minor traffic citation. julie takes a look at how it all might impact you. julie? state lawmakers have introduceded a number of bills. >> julie takes a look at how it all might impact you. >> yeah, a lot of bills coming out as we mentioned governor jerry brown has. the plan has been dubbing making water conservation a way of life. and the plan would include other key elements. the plan was prepared by the department of water resources and other state agencies. and new protections for undocumented immigrants. the assembly just passed a bill that would ban law enforcement officers from detaining crime witnesses. it was a debate and now has the state senate for consideration. and harsh penalties for minor traffic citations may soon be a thing of the past. the penalties and court fees for minor citations can run hundreds of dollarses. and result hundreds of thousands of californians are at risk of losing their license simply because they cannot pay. well a new bill can prevent that. now previously suspended license would also be reinstated under this bill for violators who can make a good faith effort that they will make a payment plan. to give you perspective. over the holidays they got a fix-it ticket because someone had stolen the registration tickets off of my car. but my $25 fine ballooned to $300. >> but you can afford it. >> well i don't know if i can. >> that's not the issues when we hear about this. it's not just your fix it ticket. if you get a speeding or a rolling through the stop sign you have an initial fine could be $1 thushgs. by the time all the court and surcharges it can be two or three times that. how to decide whether you can pay it how do they decide the scale. >> well i will admit i haven't read the entire bill was one would assume they look at your income. i certainly would have the ability to pay. but somebody who couldn't pay would be at risk of losing their license and keep in mind in fergson, missouri they found that the courts were funding themselves on the backs of people who couldn't pay the funds. >> do you say hey i can afford to do this. >> these are minor citations it's not like they're driving 200 miles an hour down the freeway. >> well it's nice to know there's going to be some help. >> in our next half hour how the coast guard is trying to figure out how to move this barge. on september 9, 2010, pg&e learned a tragic lesson we can never forget. this gas pipeline ruptured in san bruno. the explosion and fire killed eight people. pg&e was convicted of six felony charges including five violations of the u.s. pipeline safety act and obstructing an ntsb investigation. pg&e was fined, placed under an outside monitor, given five years of probation, and required to perform 10,000 hours of community service. we are deeply sorry. we failed our customers in san bruno. while an apology alone will never be enough, actions can make pg&e safer. and that's why we've replaced hundreds of miles of gas pipeline, adopted new leak detection technology that is one-thousand times more sensitive, and built a state-of-the-art gas operations center. we can never forget what happened in san bruno. that's sunshine today. more rain is on the way so we're going to focus on the positive here first folks. temperatures chilly to start. most warming up in the 40s now. we did have a cold weather alert, a frost and freeze warning for our north bay valleys. mendecino county had a freeze warning and a frost advisory set to expire at 8:00 a.m. temperatures getting down into the 30s this morning. later today. later on this afternoon we're warming up into the upper 50s along the coast. near 60 degrees by the bay and mid 60s for the warmest spots inland. not everyone inland will see temperatures that warm. you will see plenty of sunshine temperatures staying well below average. what to expect mostly chilly. rain moves in. again midweek and we'll time it all out for you coming up but first here's maria with our top stories. >>. 37 were killed. 100 others wounded as they celebrated palm sunday. authorities in egypt said a blast at a church was caused by a suicide bomber. in the nile delta town of tanta. isis has claimed previously attacks against egypt minority. he went on to pray for the victims. the pontiff is scheduled to visit cairo egypt later this month. four people were killed and more than a dozen wounded when the attacker drove a truck into a crowd into a busy stopping district. pooen while investigators arrested a pan in connection with an attack. no details were given on the other suspects. >> and back here in the bay area the coast guard is keeping a close eye on the san francisco barge and found a small shane of oil. so far the coast guard says there have been no signs of oil on nearby shorelines and no report officer impact to wild life. divers were able to plug visible holes on a cane barge that was holding about 4,000 gallons of diesel fuel and hydraulic fuel when it capsized. >> it's outside the navigation channel. so where the barge is right now commercial traffic wouldn't normally transit. neil gorsuch is set to be sworn in tomorrow as the newest supreme court justice. gorsuch friday by a vote of 54 to 45. this after republicans changed the rules permanently lowering the threshold needed for supreme court confirmations. gorsuch should be working on the court in about a week. in hearing remaining cases from this year's calendar. >> and the gold star father who made an emotional speech regarding donald trump released a new message in the bay area. speakers last night. con made headlines during the democratic national convention last summer when he asked then candidate trump if he had ever read the constitution. >> doesn't matter in which country you live. >> for all humans to love each other and i see the future will be much stronger and loving and caring. >> the silicon valley foundation raises money to improve education and health care and remote villages in pakistan. >> north korea's the latest country to criticize the recent attacks in syria. but it's the previous missile tests by the president of korea has trump making a move. the group was previously scheduled to head to australia. the topic of north korea was one broached by president trump and the chinese president during their summit last week. president trump recently said if china is not going to resolve north korea, we will. ahead of the summit north korea fired a missile into the sea of japan. the dictator led by kim jung un calling them a move calling the north korean weaponry capable. coming up in 20 minutes on face the nation john dickerson goes one on one with the secretary of state rex tillerson. >> that's right. and other events. the syrian attack by the united states and the series relation with russia. so we asking san francisco mayor willie brown and kpix analyst about the president's action and his relationship with russia which is now under investigation by congress. >> i'll tell you a lot of people are calling that into question. maybe he isn't so in bed with russia. and sensibly invoke the ire of russia. maybe there isn't such a connection. maybe there aren't embarrassing videos. >> i noticed you were smiling that. >> i think he is the master of diversion. there's nothing like having a nice little war when you're really in trouble on some other issue. he's in trouble on the russian issue and in order to get people's attention away from that and we all start and said we are for what you're doing. do something to syria. syria is nothing. >> let me also change that you call up your friend putin and say in 24 hours some of my guys are coming by and these are the targets that are intended to hit. make sure you don't have anything near it. let me know when you're clear so i can do my drop. >> it could be a bookie theater. i think time will tell whether or not this was a genuine attack meant to harm russia and its interests in syria. >> it's interesting because the conservative republicans said hey you told us you weren't going to be getting involved. democrats on the other hand are saying you should have gotten us involved. i don't recall them even wanting to be consulted by president obama or bush. >> it's a fine walk they have to walk. this is great with what happened the chemical attack was so horrible but at the same time we think you should come back and chat with us. which is a little disinwousous. . >> they don't want to vote on measures they wish to be informed. we do need to be told and of course some of the members of congress are saying we were told. we were on the right committees. we know the preparation that went into this. we know what the decision making process was. we trust those guys in the security room who are doing it period. >> i'll tell you there are a number of bills that have been proposed in congress. and sort of cosponsored by a number of bay area congress people and specifically has said american troops will not and cannot go into syria. there's all sorts of bills floating around. >> do you think we'll ever know the truth? >> ever. >> i'm not sure. history has a way especially in these actions of being revealed over time. we're talking about things involving foreign nations. i'm not sure but i'll tell you this we're going to move on to another one in about 48 hours. still to come, the governor says the drought emergency is over. but why did it take so long. next we sit down with an east bay water official to discuss what was next and what's behind the call when we come back. ,,,,,,,,,,,, ,,,,,,,, "drought state of emergency" in most parts of the state this past week.. u. california's latest drought is history. in most parts of the state this past week. that eliminates water usage targets and eliminates clearly wasteful uses of water. the governor said californians should continue to conserve because the next drought may be right around the corner. >> joining us now to talk about the end of the drought. which is the main provider of water in the good part of the bay area. >> for much of alameda and contra costa county. >> anybody looking at the reservoirs saw they were full a year ago. >> i think they're being overly cautious. they were basically saying don't do anything until we know something for service but we've been out of a drought for quite awhile. >> how much do you think had to do with him trying to pass that bond. >> well we were still in a do you think during that prop spogs. east bay mud went out of the drought may of last year. >> why would the bureaucrats want to keep the drought in effect. >> there are some bureaucrats i believe at the state water resources control board primarily who really want to improse how californians are going to live in the future. so they're basically trying to take away the local control. >> so what they want to do on the state level control how we live and where we live by using water as the tool. >> there are some state government that have that perspective. >> so i was wondering about that when we were hearing about the drought. you'd be driving around and you would be seeing the golf courses were still green. the pools were still full and there was building going on all over the bay area. >> yeah, but to put it in perspective at east bay mud drought of all droughts 76, 77 our population has increased by 30%. water usage is down by 70% from them. so conservation's become an ethic of people and we've constitutionalized it both inside and outside our homes and businesses. so even thoughmore people have moved into the area we're using less water than we were 30 years ago. >> were we in a drought because when we sunday east bay and other utilities about mandatory cut back they said no we don't want to use those. how real is the drought if you don't want to save mandatory cut backs. >> the fact is we were in a crisis situation in the state and we came out of it and the problem is local agencies have the ability to determine whether or not you are still in a drought or out of a drought. >> what are the economics of water these days because it is interesting again when i called east bay mud and i said others and i said you're asking people to conserve and they get a water bill that's higher than when it was when they used water. that includes capital labor. and 8% is variable on energy and chemicals to produce and move the water and so this number of employees we have working doesn't necessarily change. >> so droubt or flood, the same number of people. >> right. and that means i have to pay it. >> right and we increased our number of employees. >> so when you use less water the price goes up. >> correct. well we have too much. we don't have enough of our costs on our variable we have to put more on our fixed cost than variable. >> all right. now we're going into the possibility of floods and what's the mejts there from east bay mud. >> well our message is we are out of a doubt but use it wisely. you can shower every day. you can irrigate your lawn. >> we have extra water now. are we building any more dams or storage facilities to try to capture the surplus we have now. >> on the state level you're probably going to see sites rebuilt. i think you're going to see more in the future on below ground water storage but the fact is it takes decades sometimes to approve it. >> so one thing doesn't change and that's the bureau. we are getting a break in the rain today but there is more rain on the way today. hopefully no flooding. we're going to talk about sunshine today. temperatures off to an economically start. got down into the 30s this morning. right now we've warmed up for the low to mid 40s. morning, the sunshine may be a little deceiving. we will stay try for today but likely going to see some increasing clouds for at least the second half of your monday. future cast shows clear skies for your monday. but they are to our north and we are going to see a couple of stray showers possible for the north bay on monday. this is really just the residual effect of what's going on to our north. how another system moves in on tuesday. next best chance of rain is on wednesday. the second half of the day wednesday into wednesday evening. so more rain is on the way. but at least dry for the next couple of days for most of us. temperature wise we are on the chilly side. upper 50s to low 60s throughout the bay area today. we should be in the mid to upper 60s for many locations that is our average temperature this time of year. so in the south bay told r today topping out in the low to mid 60s. upper 50s along the coast today. inland temperatures. some spots warming up into the mid 60s. 63 in pittsburgh and 61 in vennetia today. daily city at 61 today and then 61 navato and up north all near 60 degrees today. folks, you are the ones who could see a chance of stray showers come tomorrow, the second half of your monday. here's a look at exextended forecast. most of us staying dry. sunshine today. we could see a few more clouds monday. gusty winds out of that system as well so we're going to call it a storm but definitely some rain coming in wednesday, thursday, right now easter sunday does look good so we're gong to keep our fingers crossed we stay dry for those easter egg
