On tuesday youll see measure aa on the ballot. The money raised would go to marshland restoration projects. Proponents say a regional tax is fair because everybody benefits from a healthy bay. Those against it say measure aa removes local control. In place something regional that the voters do not have immediate access to, thats the issue. It has about 300,000 acres of marsh land ready to be restored around the bay but because measure aa requires a new tax that requires a 2 3rds vote of approval. Here to talk more is scott wiener. The intention is to restore the wetlands around the bay area. Were talking of a cash flow of about 25 million a year over the next 20 years. Lets say we agree with the idea that the area should be restored. Some people are questioning the method were doing here. Lets go in to a couple of the points. First of all, its 12 a parcel. Everybody pays the same. Why . Why dont put Companies Like facebook or google or oracle that have their campuses on the bay. Prop aa will help us restore the health of the bay. Since 1850 we have removed 90 of the wetlands in San Francisco bay and its causing a collapse of the ecosystem. The water is dirtier as a result. And we are at serious risk throughout the region of sea level rise. And prop aa will generate half a billion dollars to help us restore the wetlands and to protect what is the heart of our region. Theres a 12 parcel tax thats 1 a month. And it protects all of us. We all have a responsibility to protect the bay. Were agreeing on that. But were questioning the methodology here. We set up an authority, we give them 25 million a year for 20 years. Is there anything in this measure that says how much of that money goes in to projects . The Bay Restoration Authority will make the grants to all the amazing projects around the bay. There will still be local control over what projects happen. But lets be also clear. This is not just about corporate campuses that are going to be flooded. Were at serious risk of flooding in East Palo Alto and richmond and parts of san jose. Very low income communities. Roads are going to be flooded. San francisco and oakland airports, health centers. Were all at risk of sea level rise. We got the idea of the problem and the solution but a couple of things. First of all, were going to create a new authority. This could be like the metropolitan transportation commission. How do you know this wont be a bureaucracy were building . The Bay Restoration Authority was set up to do two things and two things only. Its an authority constituted of local elected officials. Everyone on it is elected, myself included. We placed this measure on the ballot and the voters will i hope adopt it. Then the authorities will disburse grants. Will they have a staff . A very small staff. Is there a guarantee about how it is because these things tend to grow. The purpose of the authority is to disburse this parcel tax of 500 million in grants to local communities to do these projects. The authority will not be making the decision about what projects happen. Right now we have a lot of local communities that are wanting to do Wetland Restoration projects and projects to protect their coastline. They dont have the funds to do it and we want to give them the funds to do it. The former state senator is raising issue saying its 12, its not fair. Why not the big corporations that stand to gain more from this pay more . Why isnt chevron paying more . Why isnt google . Why is everybody being asked to pay for them . Because this does not benefit the big corporations. It benefits everyone. They have big Land Holdings and they can pay more. It benefits, for example, the low income residents of richmond and palo alto. How about San Francisco international airport. Why dont we assess a fee on planes coming in and out of the airport . The bay belongs to all of us and were all responsible for it. It is at the heart of our regions economy and environment. Every single one of us has a responsibility to protect the bay and pay 1 a month to have a healthier bay. Its not a lot to ask. This is a very reasonable measure. Its going to be interesting. 2 3rds vote needed. I just played the devils advocate. Well see which way the people go. And now were going to take a look out at the weather to see how were doing on this. Well let phil cool off a little. Starting with a live look outside at the san mateo bridge. Taking a look at our extended forecast, you can see the cooling trend continues all week long. In fact were going to bottom out. Looks like thursday and friday only making it up to 80 degrees. 78 degrees inland. So thats going to be a relief for a lot of the people who have even seen the triple digits in the past few days. We sat down with willie brown and kpix 5 political analyst. If this is the new Hillary Clinton, is this the one were going to be seeing . Believe me, the fact that she took off a full day and clearly rehearsed every line of it several times including the delivery and the setting was absolutely perfect, it was like in her own living room. Even her wearing apparel was dramatically different. So were seeing the new hillary. The november hillary. President hillary. Polls are showing that the gap between herself and donald trump is shrinking, that she looks like shes losing a little bit of ground against him and Bernie Sanders, his whole sort of claim is that he could beat trump. So showing that yes, she could step up, she can take aim at trump. She can be a formidable opponent for him is important for her. Its important we do this visavis a speech. My question to mayor brown, youre a master in political speech. Could she have gotten anymore american flags in the background . There was no other room. They had rooms for flags only. It was dramatic. Ive never seen that plane flags anywhere. It was done with the idea that hillary was presenting a hillary youve never ever seen before. All i can tell you is youre going to see it over and over because our numbers for approval on this are off the scale. And for the first time looking at a teleprompter, it didnt look like she was squinting. She really did do a good job of acting as if she was being almost casual. This is the calm before the storm. Once she goes oneonone with a donald trump, the whole dynamic changes. Once he goes after her, have to talk about benghazi and her husbands infidelity, things like that, its going to get dicier. Shes got her own stage right now. She can sort of direct the entirety of the message and shes gotten very good at that. How much of this was directed at the undecided . Because trump people are trump people. How much of this was directed at democrats as a way to take diversion off the california primary and try to leapfrog over it in to the general . In reality she totally and completely ignored bernie. It was as if she did not know there was a contest going on in california for the democrats. She literally put herself in a position where she rose above all other politicians on the stage and off the stage
