president obama is promising drought relief after a visit to the central valley. >> california is our biggest economy. california is our biggest agricultural producer. so what happens here matters to every working american. right down to the cost of food that you put on your table. >> on friday, in fresno, the president pledged millions of dollars in federal disaster aid, 100 million goes toward livestock and 60 million to help food banks. millions more will go to conservation programs and help communities run out of water. >> a veteran member of the san jose fire department is facing drug charges. and accusations he had sex with underaged boys. and kpix5 betty uge reports from san jose with how others are reacting from the troubling allegations. >> for years, the san jose fire department veteran mario cuentes wore the badge and uniform with pride. in 2011 he talked about why he wanted to be a firefighter on an lgbt access cable show. >> the opportunity for personal satisfaction and making a difference. i love helping people. >> he is now behind bars. facing drug and underaged sex crime charges. without the support of his brothers. he talked about how quickly they accepted him when he came out as gay. and how it strengthened the department's bond. >> and for that, we are i think very hurt as an organization, that anyone in our organization would participate in something like that, it is frankly shocking and very disappointing. >> reporter: he was a leader in the department and in the community. every week, he worked and sang at saint leo the great parish in san jose. >> he has a great voice. he really gets people excited about the music. i mean he has always been -- he seems like a very mellow fellow. >> the roman catholic diocese in san jose told kpix5 that he cleared federal background checks before he started work in 2012. >> right now the family is pretty upset. there is no comment. >> we went by his san lorenzo home where he lived with his parents. and yesterday investigators searched his home and office for evidence. >> it goes against everything that we stand for as firefighters. >> kpix5. new this morning, a man was killed in east oakland during a high speed chase with chp officers. investigators say the suspect was driving a stolen ford van. officers tried to pull the van over around 9:30 last night but the is the kept going and eventually crashed into several vehicles at 98th avenue and san leandro boulevard. the stolen van caught fire. the suspect died at the scene. chp says several other drivers were hurt, and an officer suffered minor injuries. >> a small earthquake shook the south overnight. this morning the army corps of engineers is checking for damage on two dams in south carolina and georgia this morning. it was a 4.1 magnitude earthquake, rattling the region, near edgefield, south carolina. and at around 10:00 last night. and we found this picture on twitter, a water tower, that sprang a leak, not too far from the famous augusta national golf course. the earthquake is unusual. for people living in that area, but there was a man from san francisco who happened to be there, and he assured local tv news crews that everything will be all right. >> and i had no clue, i was seeing my friend rodney krause, play in concert, i felt nothing but a 4.4 to us in california, and that's nothing. >> no major damage or injuries have been reported from that earthquake. well, state agents have confiscated more than a ton of shark fins stopping them from ending up in the soup many like to eat. kpix5 kristen ayers went to a restaurant serving it despite it is against the law. >> the investigators say it was the biggest bust. 238 pounds of shark fins carded off in boxes from this san francisco wearhouse on howard street. the guy who owns the wares -- warehouse, michael qawng, a big voice in the movement. he was not there when we stopped by, but shark advocates say he knew better. >> i think he is very aware of the law. >> anyone selling the soup is fined $1,000. the director of the nonprofit shark steward says he was clear he was breaking the law in a big way. >> that's a lot of money in shark fins and he was trying to sell them to somebody, i imagine. >> investigators say one of the restaurants he was selling to was this one. hong kong east ocean seafood in emeryville. customers we talked to couldn't believe it. >> i'm pretty sure they have their reasons to sell their stock. but it is is illegal. and they probably should have found a better way to get rid of their supply. >> as far as ordering it from the restaurant, we don't order that kind of food. >> francis soap brought his wife here for valentine's day dinner and he says there is no excuse for the restaurant to break the law in it is supposed to be illegal and they should know they shouldn't be doing it. >> i think it is up to the restaurant owners that they should not sell shark fin soup or experience a pretty hefty fine themselves. >> kristen ayers, kpix 5. >> they were sold for around $200 a pound. governor brown has won a partial victory in court over high speed rail. an expedited review of two lower court rulings will be heard. the earlier decisions have thrown funding of the project into limbo. the appeals court will review whether planners are still acting within the terms of that voter-approved initiative. separately, lieutenant governor gavin newsom says he no longer supports the project. one of the most hated men on the internet is behind bars. a 28-year-old man from oklahoma police say named case mire onwas running a revenge web site, and it is videos or photos of exes, girlfriends or anyone they know and state attorney general pamela harris announced the arrest yesterday. mireon is accused of posting more than 400 sexually explicit foe toffs california women and demanding they pay him each $250 to remove the photos. >> one of the most outrageous cases that is in this charge is a victim who was sending photographs to her husband, who was serving our country in the military overseas. and these photographs were taken obviously without her permission. and deliberations in a flori case involving loud music and a deadly shooting. happening today, jurors are in their fourth day of deliberations in a florida case involving loud music and a deadly shooting. michael dunn is charged with first-degree murder for killing 17-year-old jordan davis, outside a convenience store, in jacksonville. he is claiming self-defense under florida's stand your ground law. the prosecutor says dunn opened fire because he felt disrespected during an argument about the boy's music. yesterday, jurors asked if they could convict on some counts but not others. and the judge said they could. the effects of the most recent winter storm that swept from the south to new england continues this morning. the storm that moved through yesterday dumped as much as two feet of snow in some spots. thousands of people still without electricity. that could be going on for several more days. snow and ice is blamed for more than two dozen deaths. an epic winter storm this season, caused airlines to ground 75,000 flights since december 1. the highest number of cancellations in more than 25 years. this week alone, 14,000 flights were canceled. with water conservation looming because of the drought, there is a lot of talk lately you about b-how we use water from toilets to lawns. kpix 5 looks at how america uses most of the water in a way you might not have thought about. >> we have two different bills an energy bill. a water bill. and they're not discectded. >> it probably doesn't cross your mine when you flip the swip but turning on the lights uses water. >> energy and water are very closely tied together. >> scientist peter gleck with the pacific institute says our current drought is exposing more than lake beds. it is revealing an outdated approach to our most critical utility needs. >> we in the 20th century built a system where energy is over here and water is over here and we think we need water to provide our energy so we will find the water somewhere and we will need the energy to provide the water and we find the energy somewhere and we managed those two systems separately but in the 21st century that is not going to work anymore. >> california uses huge amounts of energy to pump water around the state. and the biggest day to day energy need in your home is your water heater. which pumps water and energy into your washing machine, dishwasher, and shower. try taking that idea, and playing it in reverse. >> it turns out the largest single user of water nationwide is the water we use to cool our power plants. we had the experience of some of our energy systems being constrained, not being able to produce the energy because we don't have the water available to cool the power plants. it is going to be much smarter for us to really think about energy and water together, how saving water could save energy, and saving energy could save water. >> elizabeth cook, kpix 5. now, another thing about water and energy, the demand for both is the highest at the very same time. that is something to keep an eye on if our drought stretches into a hot summer. lady gaga about to be the spokeswoman for california's drought? the singer wanted to use the famous pool to shoot a video. the problem is the pool would have had to be full like this. so park officials made her a deal. she could do the video in exchange for shooting a public service announcement to get people to save water. all right. speaking of, we do have some rain possibilities coming up in the next seven days. not a whole lot though. and what to expect today, saturday, clouds are going to stick around. the winds will pick up and then showers arriving tonight. dry weather returns sunday. and we will have a couple of days of dry weather including the president's day holiday. these are the highs, for today, 58 in san francisco, and basically 50s and 60s all around the area. and pretty seasonal with those cloudy skies. chinese new year parade, tonight, downtown san francisco, carry the umbrella, if you're heading out there. it will be about 55 degrees, and the seven-day forecast, again, you can see, the rain tonight, drying up tomorrow, and then it will be dry until tuesday. there is a slight chance of showers, and otherwise, not a whole lot of rain possibilities over the next seven days. well, here is one that could get you dumped pretty quickly. mcdonald's offering a romantic valentine's day dinner for happy meal lovers yesterday. it happened at two tampa bay florida locations. formally dressed staff with cheese buggers, saturday morning. good morning. i'm mark kelly. >> i'm anne makovec. it is a cloudy start to your saturday. >> it sure is. let's start things off with a live look at san jose. and here we have the airport there, and the brand new stadium. you can see, definitely a cloudy start. down in the south bay. let's take a look at the rest of the day, concord at 50. and livermore, 48 and san francisco at 53. and mostly upper 40s and low to mid-50s. later on today, here sur headline for saturday. when you're heading out the door. a mostly cloudy start. and rain clouds. increasing later today. and then we have wet weather on the way. but we are going to have to stay tuned to exactly when that is going to be rolling in. a recent shooting of a robbery suspect by a private security guard in oakland is getting mixed reaction. some of those who helped hire the groud applaud the action but others are concerned. and we have more on the guard who apparently should not have been armed. >> reporter: while many neighbors call the security guard who shot this suspected burglar a hero others believe the guard overstepped his authority. >> i have a problem with them having a gun and taking it to that level because i think it could be avoided. >> many neighbors were surprised the guard was armed. their contract says no guns. >> and i don't believe anybody needs to lose their life over a glare. >> neighbors plan to meet with the security firm to talk about that. in the meantime, this man runs a different security company. his guards patrol other parts of oakland. he says all guards in the state are trained to be good witnesses, no chasing, and no following the bad guys. >> we are not supposed to chase nobody. we are supposed to call the police department. >> reporter: law enforcement officials agree. but they say they can't arrest security guards for chasing and arresting burglary suspects. they sigh it as a citizen -- they see it as a citizen's arrest. in yesterday's case, oakland police say when the guard chased the suspect, the suspect turned around and threatened the guard with a screwdriver and it is self-defense and the guard had the right to shoot the suspect in the leg. many neighbors support the security guard. >> they need to know that they need to stay away from this neighborhood. because we are tired of this stuff. >> good job by the guard. because that's the only deterrent that criminals are going to understand. >> kpix 5. oakland police wouldn't say anything else about this case. the security company that patrols that oakmoore neighborhood did not return our calls. the san jose fire department is in shock. after one of its veteran firefighters was arrested. mario quests. is behind bars facing drug charges and accusations he had sex with underaged boys. well, over the last eight years, he had become a leader in the department and the community. since 2012, he lent time every week to the saint leo the great parish. but now the firefighter's union is looking at him in a different light. >> we are i think very hurt as an organization that anyone in our organization would participate in something like that. it is frankly shocking. very disappointing. >> well, qusmed uestes had been living with his parents in san lonzo and investigators yesterday searched his home and office for evidence. flu deaths are on the rise and health officials say don't let your guard down yet. 41 deaths since last week were reported. that total is up to 243 this season. compare that to just 26 at this time last year. and 41 additional deaths are under investigation. the good news, flu-related hospitalizations and doctor visits are down. which means the peak has likely passed. an entire neighborhood in northern california has been evacuated. that's more than 50 families, because a mobile home is packed with explosives. andrea borga reports from reading where the clock is ticking. >> reporter: the warning signs start a full two miles away. this is not a drill. this is the reality of 60 pounds of volatile explosives and the mobile home they're inside that authorities say must be incinerated. >> we are in an immediate and imminent danger that exists, with the contents of the home. >> reporter: here is the back story. on february 6, this man blew his hand off and nearly lost an eye, when what bomb tests are calling a poor manies a d-4, exploded in his chaparral drive home while making model rockets. when sheriff's deputies arrived they called the bomb squad who called the fbi and realized this was not just a little explosion. it was a potentially catastrophic problem for the area. >> the chemical, the explosives, known and unknown, are unstable. >> reporter: and now the waiting game. for the inversion layer to clear. so the home can be burned down. because those explosives are too sensitive to move, even for a bomb robot. for the next several day, this is the end of the road at chaparral drive. the home in question is a full half mile behind those barricades and everyone who lives here within a 2,000-foot radius of it has been told they must evacuate. >> reporter: 60 homes within the potential blast area. the folks who live there were told to take five days worth of clothes and medication and wait. >> clothe, blanket, pillows -- clothes, blanket, pillow, jewelry i can't replace, and toys for the kids, paperwork, birth certificates. >> they are suspicious of authority and some are standing their ground, defiant in the face of danger. >> i am not leaving. i don't agree with what they're doing. >> deputies tonight, engineers and firefighters briefed evacuees while two large map, potential blast zones, lurk behind them. as the clock ticks. in reading, andrea borega, kpix 5. the man who lost his hound is still in the hospital -- his hand is still in the hospital. it is unclear whether he will face any charges. new this morning, a 4.1 magnitude earthquake rattled the region near edgefield, south carolina. it was felt all over the southeastern u.s. the army corps of engineers checking on two dams in south carolina and georgia this morning for damage for the quake. they sit on the savannah river and don't appear to be damaged. no major injuries reported or damage. and the bartd board of directors has lost an investigation that will cost $225,000. they hope to find out why labor negotiations failed leading to two strikes and a contract dispute last year. the san francisco chronicle reports the board voted on thursday to hire a consultant. bart unions went on strike over the summer and then again in october. >> how could we forget? in other headlines around the bay, a bit of shock for neighbors in the height asbury district, where a large treetopled over by waller street and cove. and more than a ton of illegal shark fins were seized by state wildlife officials in san francisco. they were taken from a wearhouse on howard street. michael wong, the owner of the wearhouse, was cited. investigators say he was selling the fins to restaurants which violates california law. some of the shark fins were being sold for around $200 a pound. a school district in napa is offering money to try to find whomever burglarized a school. a laptop and other items stolen from a classroom at the river school on old sonoma road between the 7th and 9th of this month. now a reward of 500 bucks. for information leading to an arrest and conviction. anyone with information is asked to contact knapp police. you could say that true romance never dies no matter how old you are. >> i would like to believe that is true. two couples who believe fate brought brought them together have a good reason to celebrate valentine's day weekend and they tell don ford how they keep love alive. >> herman and dorothy have been married for 67 years. >> january 12 of 1947. we were married. >> wow. >> and it has been a fabulous marriage. we both just had our 90th birthdays. >> they met just after world war ii. within months they were married. >> dorothy was barely 20 years old. this summer, their families celebrated their anniversary with special t-shirts for the names of three suture pig's feet. the high schoolers are performing simulated surgery, not usually taught until medical school. thanks to lisa latonsa an orth pedic surgeon at the university of california san francisco. >> we want to build confidence and show them the careers. >> in a free one day workshop at usf they are introduced to orthopedic surgery where women are outnumbered nine to one. it is hosted by the perry initiative. the nonprofit is led by jenny buckley, a colleague in 2009 and the namesake, jacqueline perry, one of the first female orthopedic surgeons. in five years, the perry program has expanded from the ucsf roots to 1500 girls in 27 u.s. cities. >> we want them to see that you don't have to be some big jock football player to be an orthopedic surgeon. >> this 16-year-old gets the message. >> we have engineering classes and science classes and math classes and you won't find a lab that puts them together with this type of exposure. >> lisa says 83% of the girls who go to the program end up majoring in science, technology, engineering and mathematics in college. for lisa hengely's perry experience five years ago, it inspired her to go into orthopedic protect the river that runs through the heart of it. after thousands of comments from the public, the park decided to limit visitors to 8,000 a day and 21,000 during peak times. biking and rafting will still be allowed but the rental facilities will be moved farther away from the river. here is something you don't see every day. a camel on the loose in southern california. this is the camel. that escaped the pen. and caused quite a commotion in the neighborhood yesterday. the palmdale neighborhood. it even attacked a man who then ended up in the hospital. he was trying to corral the camel when it suddenly attacked. >> it hit him on the head and knocked him down. and storchled on him. and he -- stomped on him. and he crawled under something and the camel tried to pull him out from under it. he is still in the hospital still in shock. >> aggressive little guy. the man has several stitches on his head and is expected to be okay. the owner of the camel may face charges because he doesn't have the proper permit to keep the camel. a look at weather this saturday morning. here is what you can expect today. we have a cloudy start this morning. winds picking up. rain showers than that. here is mother one. a jewelry store break-in went wrong when the burglar forgot to plan out his escape. so surveillance cameras at this utah jewelry store show him becoming, you can see it, increasingly frustrated, when he gets locked in. he is slamming that door. and he tried to break through the doors with a fire extinguisher, failed, because the glass is bullet proof. it is a jewelry store and eventually gave up and decided to have a smoke before the police arrived. and relax a little bit. >> i bet it was scary for him. but yeah, busted. here is a wisconsin bus driver now out of a job. after a violent fight with a passenger. it turns out the bus driver and a teenager have had run-ins on the bus before. well, they got into a brawl. and the bus driver is annoyed with this guy and got up and started, obviously, a little bit of a beat-down. the problem is that the bus was still running. and then as you can see there, on your screen, the bus ended up running into several vehicles. and causing a lot of damage. no one was hurt, luckily. even after that went down. >> the other passengers are just shocked. >> yes. >> they don't know what to do. >> i don't blame them. the driver, you might not be surprised to find out is fired and the teen is facing charges. both of them should pay for something like that. that kind of situation. a little drama surrounding team usa and their uniforms. what athletes say is stopping them from winning the gold and their plan to fix it. >> good morning, everybody. you will never guess who the biggest fan is? i don't know if i can give
