as we go through the weekend. chilly start, cool temperatures, but we are going to see the sunshine around most of the bay area today and there is a chance of showers for tomorrow. we'll give you more details on that coming up in a few minutes. farmers across california are looking for alternate ways to get water to their crops. water flowing to them from the state has stopped. the state department of water resources says the drought is so serious for the first time in 50 years, the state will not deliver any water from state reservoirs. with water levels dropping, the department says it needs to preserve what it can and all of us need to help. >> what this should moon to every homeowner is we are in a crisis here and everyone needs to pitch in to help save water. >> local water districts serve about 25 million people and a million acres of farmland statewide. the san francisco p.u.c. is asking its customers, almost 3 million of them to cut back on water usage. it wants 10% voluntary rationing. other water agencies, they are in the same boat. the marin municipal water district called for a 25% cut from its customers, santa clara approved a 10% voluntary water reduction and the alameda county water district as well as an agency in livermore requested a 20% voluntary reduction. [ sobbing ] the nfl to the rescue after super bowl dreams for two women were dashed in san francisco. someone stole a wallet with their tickets to the game inside. the women are from seattle. you may have noticed they're seahawks fans. the theft happened at sfo as they were headed to new york for the big game. betty yu with the surprise that was waiting for them in times square. >>reporter: let's get my gal back there with the sign. >>reporter: a simple cardboard sign turned into her ticket to the super bowl. >> her wallet was stolen in san francisco at the airport. >>reporter: along with the two super bowl tickets inside. seahawks fans nicole hill and her friend sarah passed through sfo enroute from seattle to new york. nicole says someone snatched her wallet out of her luggage. >> i had a wonderful new yorker who drove me from the airport to my hotel last night. >>reporter: we are great people. >> you guys are great people. >>reporter: it just so happened that nfl commissioner roger goodell was watching cbs 2 news in new york tonight. within an hour of appearing on air, nfl officials made a special phone call. >> do i think i'd like to go to the super bowl? yes. are you serious? >>reporter: betty yu, kpix5. >> it was a bittersweet moment for sarah. her father was a trainer for the seahawks in the early '90s and both her parents were killed by a drunk driver four years ago. you are looking at live pictures right now from super bowl boulevard in new jersey. tomorrow is the big day. game time 3:30. security is going to be tight in and around metlife stadium where the game will be played. hundreds of police officers are already sweeping the platforms. the number of flu deaths in the bay area and statewide is growing. 147 people in california have died from the flu this season, and health officials say that number is going to keep going up. santa clara county has the highest number of flu deaths in the bay area, hitting 10 just this week. now, those who have been able to recover from the flu say the symptoms last for a few weeks. >> i couldn't eat nothing at all. i had a fever and i was too weak and coughing a lot. >> doctors say the flu numbers won't be official for a few more weeks. they're urging everyone, though, to get a flu shot as soon as possible. we're getting a sense now of what it's really like to be a police officer in oakland. kpix5's kristin ayers got a look at a new internal survey. >> i think it's truly devastating. >>reporter: the survey is a 248-page peek into the minds of oakland police officers. >> the working conditions for an oakland police officer have to be the most difficult in the state of california. >>reporter: a high crime rate, a disproportionately low number of officers. [ sirens ] >>reporter: and as the internal poll obtained by kpix5 shows, low morale. 65% of opd's officers say they don't feel valued by the department, 55% said they don't feel valued by the citizens of oakland. one officer called the department a laughing stock. >> when you hear that morale is low for an oakland police officer, does it surprise you at all? >> no. >>reporter: the city has been on an aggressive campaign to recruit new officers, but as new cops come in, large numbers of officers are leaving for departments with lower crime and higher pay. and then there's the problem of leadership. >> there's no leadership, no direction, no indication of where we're going. >>reporter: the department has had four police chiefs in the last two years and still does not have a permanent chief and now the hiring process is on hold indefinitely. >> i think that oakland police department really has a strong team and that they work really hard to keep down the crime. >>reporter: all while struggling to keep up morale. in oakland, christin ayers, kpix5. >> the mayor and the city council were critical. 86% believe the city government does not value them. new this morning, justin beiber's private jet searched as he tried to get back into the u.s. federal agents say they smelled marijuana after the plane landed in new jersey yesterday. but drug-sniffing dogs found nothing. beiber was interviewed by agents for several hours before being cleared to enter the country. times are tough for the young superstar. he was arrested for a dui in miami and is facing charges for allegedly hitting a limo driver in canada. >> oh, bieb bieb, what is next? what a cal professor discovered in the sand. and just how much water are you wasting? coming up how every trickle is costing you in places you wouldn't expect. ,,,,,, taking a live look outside at ocean beach. it is a clear start to the day, albeit a little bit chilly. our neighborhood forecast this morning is in south alido. it is going to be a cool start there, 45 degrees at 9:00 this morning. a sunny finish, though, making it up to 57 degrees. well, in other headlines around the bay, nudists will hit jane warner plaza in san francisco around noon today. they're planning a protest to mark the one-year anniversary of the nudity ban in the city. now, the protest is organized by a couple that had to get a permit to get married in the nude last month at city hall. close call on the san francisco bay, but bart says there was no damage to the trans bay tube after this tanker lost power yesterday. it dropped anchor to keep from drifting. there was some concern that the anchor hit the tube so bart stopped all trains to do an inspection. bart says there are no leaks or any apparent damage. trains started rolling again 20 minutes later. officials in petaluma are telling residents to be on the lary for two prowlers. the two men who are posing as police officer from san jose went into a woman's home on thursday. they showed her identification which she suspected was fake and san jose says they had no officers in the area. the two suspects are between 30 and 40 years old, 5'7" with black hair and bloun eyes. that's creepy. chances are you've heard the dire warnings about fukushima radiation. they seem to be everywhere, three years after the devastator. >> this morning a look at the fear and the reality. >>reporter: nearly three years after the earthquake and tsunami, the plant is still emitting radiation and likely will be for years. >>reporter: from across the pacific to your facebook feed. >> fukushima radiation hits san francisco. >>reporter: fear spreading from fukushima has officially reached the west coast. >> it could go on for 40, 50 years. people are worried. people want to know what's going on. >>reporter: some people are taking this issue very seriously, and they are refusing to buy fish because of radiation fears. so what's the reality? we asked ky vetter, a nuclear physics professor at u.c. berkeley. he's the kind of guy who orders jam from europe so he can measure trace amounts of radiation from chernobyl. so what about that viral video of a man using a gieger counter detecting high levels of radiation on a beach near pacifica? >> here you go. >> a gieger counter is not good enough, not good enough at all. >>reporter: using an $80,000 gamma ray speck trom ter, they examined the same is beach. yes, they found radiation, but vetter points out that radiation is naturally occurring. >> they are natural and uranium in the sand on that beach. we have not seen any indication or anything which can be associated with the releases from fukushima. >>reporter: that's not to say fukushima radiation hasn't reached us. >> as expected, 60 hours after the major emission, we were able to see radioactive associated with fukushima in the rain water. >>reporter: but those levels declined almost as quickly as they arrived. >> the seals, the fish, the whole eco structure. >> well, i'm not eating sushi, it's good to be careful. >>reporter: in 2011 fukushima radiation was found in pacific tuna and alaska salmon but in levels lower than the natural radioactive than the fish. >> the levels of the sea we measure was proof in tuna or in salmon in alaska extremely small. >>reporter: and this is where the professor vents frustration with internet disaster claims. >> we are living in a world which is very active. [ indiscernable ] we still see the tests in the '40s and '50s. >>reporter: a natural background so rich and complex that tracking sesium from fukushima includes parsing it out from what's already there and that brings us to another question we've heard several times. what do you believe? you tell me. >> is he affiliated with the [ indiscernable ] >>reporter: which is funded by? >> that is a very good question and it's always something very precious, living in california, and i'm already concerned about my family and my neighbors and my friends. if you don't want to trust us, who is it you want to trust? >>reporter: paul deano, kpix5. >> right now radiation levels are shown to be too low to threaten health or marine life. a snowstorm slamming the midwest as we speak. this is a road cam looking out on chicago this morning. you can see the snow there on the roadway. travel pretty hazardous at this point because sleet and freezing rain are expected. snow accumulation could be anywhere between 6 and 10 inches, certainly a different picture around here. let's concentrate on our weather forecast this morning. our current temperatures chilly, clear around most of the bay area, and the temperatures we're seeing a little bit more seasonal than what we've been seeing for the past several weeks. only 29 degrees right now in santa rosa, 34 in concord, 38 down in san jose. it is not a spare the air day. these are a look at our highs today, 57 degrees in san francisco, 60 in livermore, 58 degrees in livermore, and our seven-day forecast does have that chance of rain coming tomorrow. now, it looks like it's going to be more at the coast than inland, but everybody has a chance for sprinkles tomorrow, so keep your eye on that if you have any outdoor plans. as far as the rest of the work week, dry weather returns. and there are calls across california for people to conserve water and maybe you think you're already complying. >> wait until you see what happened when kit dell invited a water auditor into his home to find out just how much water he was wasting. >>reporter: he is perhaps the only kind of auditor you'd ever welcome into your house. drew mathers with the santa clara water district inspects homes to prove what a horrible water waster you are, all for free. >> are you here to judge me? >> yes. we're here to see how much water you're using and hopefully find ways to save. >>reporter: he measures flow rates using a plastic bag. it turns out those shower heads and all three of my faucets were fine, but just to be safe, drew installed a regulator on one faucet, reducing it from 2 to 1.75 gallons a minute. honestly, you won't even notice the difference. >> so you can put these little dye tablets in the toilet. >>reporter: thanks to some blue dye dropped into the tank, we discovered one of the toilets had a slow leak. drew actually fixed that too, again, for free. but most home water waste is in the irrigation system. one of my sprinkler heads was clogged, causing it to spray a fine mist, up to 40% can be lost with evaporation alone. also there was not one or two or three, but four busted sprinkler heads, wasting hundreds of gallons a month. most people don't notice because sprinklers come on while they're still in bed. i followed drew's advice that he just shut the whole thing . i don't want special treatment. i just wanna feel normal. to help, sleep train is collecting pajamas for foster children, big and small. bring your gift to any sleep train, and help make a foster child's night a little cozier. not everyone can be a foster parent, but anyone can help a foster child. called...
