This weekend billions in the federal budget are kicking billions of cuts, i should say, here in california. Education is going to be slashed by more than 87 million, 1200 teacher jobs are at risk and some 8,200 children could lose access to preschool. This is all the worst case scenario, but, still, it could get rough. Reporter Tara Mergener reports from capitol hill. Reporter president obama signs the order setting in motion 85 billion in spending cuts. The president and congress had a year and a half to find a way to compromise, but it was clear friday when lawmakers left washington an agreement wasnt going to happen. President obama blamed republicans. And lets be clear, none of this is necessary. Its happening because a choice that republicans in congress have made. Reporter the cuts are split between defense and domestic spending with the pentagon trimming 8 or 46 billion. Government workers may be furloughed and the white house is warning of everything from fewer cops on the streets to longer lines at the airports. Its just dumb. And its going to hurt. Reporter but republicans say the automatic cuts were the president s idea and some suggest it might not be the worst thing for washington. We all agree its not the best way to reduce spending, but its time we did that. Reporter the impasse is over taxes. The president wants to close loopholes, but republicans say they already compromised on taxes when rates went up in january. Those differences could spill over into the next budget battle. And were going to go back in time when it actually used to rain in the bay area. Looks like it might get a little bit wet tomorrow. Today we start out mostly cloudy. Thats how youll find it as you head out the door today. And then more changes coming mid week. The forecast is coming after a break. Yet our tran , it is a paradox you might have noticed. We keep hearing about the need for more transit, yet our transit agencies are often strapped for cash. Well, in one Bay Area Community there is a pitch for a brand new rail system and as kpix5s Elizabeth Cook reports, to make the sell, theyre pointing to the past. Reporter before getting around the ross valley looked like this, it looked like this. This is the old rail route that was here in the past. Reporter and thats just one selling point from those pushing for a marin county trolley system. And the trolley will save you time and money. It will bring a pure sensation of joy to your family, it will build our community and will be a beacon of hope for so many towns and villages across our great state. Reporter the plan is to put street car tracks in an existing roadway from fairfeax to san rafael it comes out center and then itll come through the hub and go down 4th street to the smart station. These would be run with fuel cells. Reporter not everyone is on board. I love trains, thats the whole thing, i love them, but not unless they make sense. Reporter the first question from opponents is the train really necessary . We really have to start getting out of our cars. We spend over 2 billion a year just as consumers in marin county supporting our automobile habits. We dont have the population to serve it. If you look at the vta down in san jose, theyre not getting people to ride it. Are we in our little acquaint we in our quaint little towns going to . We already have a disaster in the making with the smart train thats going on right now. Theyre starting to use eminent domain, why dont we see if that actually works before we go on to the next one. Reporter and that brings us back to the lure of the railroad. Buses just are not popular, particularly here in marin, and these street cars are something that people are going to use. They have a lot of charm to them. Trains are sexy, and nostalgic and romantic, but are you going to ride two different trains and a ferry and a bus to go to work in the city . Reporter no one knows exactly how much the line would cost to build or operate, but 100,000 will be spent studying the possibility of taking the ross valley back to the future. I think it would be really fun even just to ride it. This is the burbs, do we want to urbanize the burbs because we love trains . That was Elizabeth Cook reporting. Elected officials in fairfax and sellmo and san rafael have endorsed the project and now theyre pushing for public and private funding to push ahead. Of course funding is always the problem with things like this. Ive got it in my back pocket. Well write a check. Youre getting paid more than me it sounds like. You would be surprised. Lets have a look at the conditions outside right now. High atop yurba buena and above the vehicular bore that connects San Francisco to oakland. Were looking toward the new part of the bay bridge, that anchored suspension tower out there and looking toward oakland and the high clouds. We got quite a few of those around in the early going and theyll be with us for the rest of the day. Thats how we begin the morning. Temperatures will recover into the mid50s for the most part, just low 50s inland, a little bit cooler out there around livermore, tri valley area and for those of us at the shoreline, itll be warm where those clouds provided somewhat of a blanket overnight. You can see the current readings right now, 47 degrees at concord, oakland 52, livermore has 46. At the airport its 53 degrees. And highway hazards posted along the shore, long wave swell means the waves can suddenly reach out of the ocean for the next 12 hours or so. Itll affect the entire bay area coast. Use caution when you get next to the shoreline. What it means is that suddenly some big waves can break, if youre on jettis or standing on outcroppings, not a good idea today because those waves can leap up suddenly. So have care out by the coast. Weather headlines, high clouds, will be cooler, some sprinkles on sunday. Today well get by with just some high clouds over the bay area, so not as much sun as we had yesterday, not quite as much warmth. We set a record up in santa rosa with their high of 74 degrees yesterday. Mountainview tied a record, not quite as warm today. Pinpoint forecast looks like this, 68 degrees in oakland. Were going to have 63 in San Francisco, 62 at pacifica, 69 in redwood city. Extended forecast is calling for numbers to begin to cool this week, a slight chance of showers tomorrow. In the extended forecast, tuesday and wednesday and thursday look like rain off and on, and not a huge amount of rain, but by the latter half of next week as we get into the weekend, well look at clearing skies again. Nevertheless, we just got a little bit and thats better than nothing. Right. And it will be refreshing, i have to say. I would say so too. Brangs, brian.
