same chemical in a car seat from another green manufacture.certain models are also advertised to be free of flame retardant. in an e-mail they sent our positive test was the 1st and only reported case id theft is neil o'farrell of the identity theft council. inc. you so much for being here, neil. >> thanks for having me, julie. >> there was a story i interviewed neil for back in 2014. the process investigated why i could not freeze my newborns credit before she became of the them because the bureaus basically would not let me. after a series of blogs and stories into that -- legislation was introduced. a lot of folks are asking, why do i want to freeze my jobs credit? they don't have credit after all, right? how our kids vulnerable to id theft and how does a credit freeze and them? >> i think the first thing parents need to know as soon as a child is issued a social security number they begin to become vulnerable to identity theft that is when the clock starts ticking. if that number is exposed in the burglary or a purse snatching. it's amazing the number of carrots who still carry them in their purses. >> and insurance that abates -- database tax -- break-ins, break-ins, exposed social security numbers of one into adults in america. we're looking at 1000 every single year. you can bet your kid social security numbers are out there somewhere. the only reason they are not a victim yet it's either you don't know because they have not applied for credit and got that awful good check or the hackers are just getting around to them. >> so why won't the bureaus allow parents to freeze their kids credit.so if i call and say here's my social security number and they say there's a freeze. why won't the bureaus allow parents to freeze a child's credit before they become an id theft victim? >> money. are more specifically absence of it. they make no money off of it. the bureaus are focused on making money off of credit reports. there is no incentive. even if morley it is the right thing to do and even if by doing it they could say parents incredible heartache, they could save teenagers incredible heartache when they've acquired a quarter million of -- a quarter million dollars of debt. they refused to do it because there is no money in doing it. >> that's what parents find out. it takes years to undo what's been done. >> one credit bureau has voluntarily allowed to let parents everywhere freeze their credit. trans union and experience -- experience will not let you unless there is a law in your state. i attempted to freeze my daughters credit and i was shocked by the security risk that i discovered. the bureaus actually ask parents to mail in sensitive documents. birth certificates to a po box in an envelope labeled child credit freeze. they also forced me to give my social security number to an indian call center rep just to be transferred to the u.s. just to be transferred. these are obvious security concerns. explain why and what do you recommend? >> i think the why is partly because they just don't get it. their credit companies. i don't get security basics but they want to deter people from doing it. they want to make it as hard as possible. that's a lot of paperwork that you have to make photocopies then you have to get it notarized so they are trying to create as many obstacles as possible so that you don't do it . i think the only solution is a national law. it's been languishing in congress for a long time. >> it was introduced by democratic politician so this congress will probably not pass it. thank you so full forecast coming up in just a bit and maria back to you. police looking for the suspect who shot a woman outside a mall in antioch. it happened yesterday afternoon at the summersville town center police found the woman inside a car after she had been shot in the chest. she was rushed to the hospital and is expected to survive right now there's no word on any suspect descriptions or when lead up to the shooting. new surveillance video shows an attack at the university of san francisco. it happened back in july at university center building but police just released this video. investigators say three suspects walked up to two students, punch them in the face the thieves got away with their backpacks and cell phones. police hope this video will help them track the suspects down. a man and using of killing two nuns in mississippi is now under arrest. rodney sanders is facing two charges of capital murder. after questioning him for several hours last night they found enough evidence to arrest him. sister margaret hells and polymeric were falling -- found inside their home on thursday. it started when the suspect robbed them in their house the suspect stole their car but it was later recovered. and north bay community rallying tub a little girl paralyzed in a drunk driving accident they're holding a special stage production to raise money for her treatment. she suffered a spinal cord injury in the accident three years ago but insurance does not cover all treatment. friends and neighbors are planning a benefit at the mystic theater in petaluma. it will include music and
