That should be cleared up at 5 a. M. San mateo bridge hayward to foster city a quick ride. Roads are wet. Drivers in San Francisco will want to avoid fourth and howard. Right now crews are working to clean up a water main break near the moscone center. Unknown what caused the break or how long it will get cleaned up. Well check if muni riders will be impacted. Well have a live report in the next halfhour. Now to the oakland warehouse fire this morning. A shocking revelation about the building that turned into a fire trap and killed 36 people. Christin ayers reports building inspectors hadnt been inside in 30 years. Reporter when the ghost ship warehouse burned down, killing 36 partygoers, its possible the city of oakland had never once inspected it for fire hazards. State law mandates yearly fire inspections of commercial buildings but so far, the city cannot find any record of any fire inspection ever. Kpix 5 insider phil matier found out the Fire Prevention bureau is woefully understaffed. The pay records we found showed nine fire inspectors working the streets of oakland. You have to consider there are 12,000 commercial buildings that need to be inspected every year under the state mandate. So thats quite a load. Reporter a 2014 Alameda County grand jury report found that 4,000 commercial occupancies go uninspected due to competing Oakland Fire Department priorities. When asked whether fire inspectors had ever entered the ghost ship warehouse, mayor libby schaaf said this. I do not know the answer to that question and i dont need to know the answer to that question to tell you that we can improve our fire inspection and prevention process. Reporter her staff admitted they are still searching for any evidence that the building was ever inspected. The question arises, if after five days you still havent found em, either youre having a problem with your records or theyre not there. The atf has confirmed that there were no sprinklers or fire alarms in the building. The fallout following the deadly fire is now expanding to neighboring communities. The Alameda County fire marshal says her office cant keep up with all the calls for safety checks. We are responding to systems and in time, hopefully, the volume will die down. And if it doesnt, we will continue and we constantly look at the need for additional resources. Right now, Alameda County fire is in reaction mode with 14 people responding to dozens of extra complaints. But Officials Say the big challenge is staff recruitment. We have learned that oakland isnt the only bay area city where warehouses like the ghost ship are serving as makeshift homes. Kpix 5s Susie Steimle shows us the crackdown thats under way in San Francisco. Reporter in the wake of the ghost ship warehouse fire, what many artists feared is coming to fruition. We learned San Francisco is investigating 11 warehouses that are allegedly being converted into illegal living spaces. One on their radar is the 1660 jerrold avenue in the bayview. A punk rock musician and artist group known as cycle side lists this space as its permanent address. But according to the city, this place has not been inspected since 1986. Theres no plumbing and neighbors started complaining about People Living here illegally back in april. Theres folks in there. They are oakland people. Reporter chris coste still low has worked across the street from the warehouse for 30 years. He says there are People Living inside. I dont know how many are in there. You see them every now and then. And they are respectful and nice. Reporter another neighbor who didnt want us to show her face says she went inside for an art open house and saw a space similar to ghost ship. A lot of stuff in it. A lot of we talk about, um, have a lot of clutters, like, what happen in, um, in oakland. Reporter San Franciscos department of building inspection received five new complaints this week about warehouses being illegally converted into living spaces. There are 11 that they will be investigating in the next couple of days including this one on 3rd street. Some complaints specifically mention fire hazards, others underground nightclubs. Many are shaken up after a powerful earthquake hit off the coast of humboldt county. The magnitude 6. 5 quake hit around 7 00 yesterday morning about 100 miles west of ferndale. It hit in a seismically active area where several smaller tremors were recorded in just the last few weeks. The quake was felt as far north as Southern Oregon as well as in sacramento and here in the bay area. It didnt cause any major damage but the quake did open large cracks in the pavement of one apartment complex. A seismologist says the quake will give scientists a lot to study because of where it hit, a region where three tectonic plates converge and the San Andreas Fault ends. The area is all under water. Its very difficult for scientists to really look at it firsthand and so much of the information thats known about this area geophysically speak something from seismic records. Since there was a large earthquake, there should be a lot of good data. The earthquake didnt trigger a tsunami because it was a strike slip, or sideto side motion quake. San jose city leaders are growing tired of all the trash lining local highways. Kpix 5s betty yu shows us why one councilman is now calling out the state instead of the litterbugs. Reporter san jose highways are literally getting really trashy and city leaders are fed up. We have five freeways that go through the city. The entire length of all these freeways, every entrance and exit is covered with litter. And were not seeing any resolution from the state of california. Reporter its why Council Member oliverio is taking a drastic step to hold caltrans responsible. I would propose that we declare the properties as a nuisance and fine them because if they cant keep up their minimum commitment of cleaning them, then they should pay a fine. Why should san jose residents suffer . Reporter he has already written a memo to discuss whether the city can fine or bill a state agency for not maintaining or cleaning property. Caltrans has says it does what it can to clean up but garbage pops up as soon as its picked up. The san jose mayor has also pushed the agency to make clean up of 10 freeway hot spots a priority. We have a development of fog. Remember, the warm air mass is now running over the cold air that was in place due to earlier this week we had cold temperatures in the 20s and 30s. So visibility an issue in Half Moon Bay down to one mile. A mile and a half in concord through clayton, into hercules, twomile visibility in petaluma and in santa rosa. So we have a very active weather pattern and the jet stream is now taking a curve, its now moving more across the bay area. Thats the flow of the jet stream. You can tell by our wind particle map, its a direct aim. This is the next area of low pressure spinning its wheels off the Pacific Northwest causing lots of heavy rain and snow in that particular region.
