You cant sell or manufacture those magazines in california. But for some reason we have allowed people to possess them. Reporter the fivepart plan he hopes to put on the november 2016 ballot would ban possession of magazines with a capacity of more than ten rounds. There is no sport shooting or hunting purpose for these magazines. They are simply enabling people to car far too many people at one time to kill far too many people at one time. Reporter another would require ammo dealers to be licensed and background tests for those who want to buy ammunition. Retired judge cordell thinks that meets Second Amendment muster. He is not seeking a ban on the sale of ammo. Thats immediately unconstitutional. Reporter the proposed Initiative Also makes it easier to get guns out of the hands of felons and requires anyone who has a gun stolen or lost to report it immediately. Stolen guns were used in three recent bay area murders including the death of kate steinle on pier 14. We want to close that loophole. And we want to require lost and stolen guns to be reported to law enforcement. Reporter nra members are taking exception to the entire initiative. Their baloney measure, their politicians measures. And ill say this to the nra, you can intimidate politicians. We have seen that. Hell, youve been effective. But you cant intimidate the public. Thats why were bringing this directly to the public. You may influence the political process. But youre not going to influence the initiative process. Reporter andria borba, kpix 5. More flash flooding is possible in Southern California today.
