an earthquake jolted parts of the east bay this morning and woke people up. the quake struck shortly after midnight, magnitude 3.6 centered a mile northwest of san ramon. no reports of damage or injuries. warriors center andrew bogut sent out several messages on twitter after the earthquake. first he said, earthquake! then said, with as much trouble as i have had with this newly built house i'm in, i'm just happy it's still standing. passed the earthquake test. and he added, hopefully, the next earthquake takes out the oak tree in my backyard that the city won't let me touch. >> we felt it. 4:31. the funeral for a san jose police officer killed in the line of duty today will happen today. officer michael johnson responded to a call about a suicidal man when the suspect shot him. the procession goes from los gatos to campbell to san jose before the 11 a.m. funeral at the s.a.p. center. police from all across the country are in san jose to attend the event. and we'll have live coverage of the funeral procession and the services starting at 10 a.m. this morning. if you are away from your tv, you can watch it at our website, cbssf.com. for the first time in california history, the governor is ordering mandatory water reductions statewide. and that's because most of the state is now in an extreme or exceptional drought situation. governor brown made the announcement yesterday at echo summit near south lake tahoe where the state does its monthly snowpack measurement. for the first time in 75 years, there was no snow for the early april measurement. the melting snow is supposed to fill the state's rivers and reservoirs. >> we're in an historic drought and that demands unprecedented action. >> that unprecedented action calls for a 25% statewide reduction in urban water use compared with 2013 levels. it also includes a plan to replant lawns with landscapes that don't need much water. golf courses, cemeteries and campuses will have to reduce water use. and governor brown is asking water agencies to raise rates to discourage waste. we have a photo for you, a satellite-eye view of the sierra nevada with little snow. some scientists say it's the the driest for thousands of years. yesterday on my blog i wrote but don't have to get rid of your garden if you plant the proper vegetables that don't take as much water. i couldn't be happier about what the governor said because now southern california has to join in. i can't tell you how many people in southern california have no idea that we are in a drought situation. >> all the water that we have heading out the door this morning, that's the scene looking out towards the bay bridge where the winds are calm. san francisco sporting 51 degrees. it's 48 degrees in san jose and also in concord. a little bit a chill in the air. average high temperature this time of the year is 61 in san francisco. instead, 64 degrees. pretty similar conditions around the seashore today. 70s lining the peninsula into the south bay. 60s and 70s will be common east of the bay. the winds are dialing back northwest 10 to 15 miles per hour. late day 60s 70s to the north, lake county today with the abundance of sunshine topping off at 74 degrees in windsor. that seven-day forecast featuring rain is coming up in just 10 minutes. but first here's liz. >> thank you, roberta. and yeah, out the door, like i said, at 4:34 this morning we're still off to a nice start. your usual overnight roadwork and not much of it really will slow you down. here's a look at the bay bridge, the toll plaza. still clear coming into san francisco. and yeah, we're not really seeing much from the center anchorage into the city. here's a live at the san mateo bridge. westbound 92 shows some slowing on our sensors. the roadwork continues westbound until about 5:00 between clawiter and foster city boulevard. both directions of the span. fortunately we are not seeing any weather-related delays. we have had some wind advisories the past couple of days but those are dying down. so now it's quiet if you are crossing the golden gate. haven't seen the zipper crews yet. and more overnight roadwork not in oakland. this is near the oakland airport but it's farther south heading into san leandro. maybe a touch of slowing on the sensors between davis and marina southbound but that should be picked up in the next 25 minutes and turn around after take-off from the san francisco airport on the same day. both of yesterday's incidents involved united airlines flights. the first plane was headed for calgary until 30 minutes in when passengers smelled smoke. the second plane was on the way to boston when a flight attendant got so sick, she had to be taken to the hospital. san jose police have released a photo of a woman they say got on the tarmac at mineta international airport. 20-year-old deanna predohl was arrested tuesday. a u.p.s. driver spotted her walking inside the fence and called it in. >> reporter: do you feel like this is the new normal in terms of people jumping fences all the time? >> that this is detecting and deterring people that want to scale our fences is something that is always a primary concern. >> the airport is pushing for a taller fence. it's also testing the use of cameras, radar and motion sensors. a bay area teacher recovering from burns after a science experiment went wrong. the fire happened yesterday around 11:30 in a classroom at a palo alto high school. no students were injured but some books and papers were damaged. burns did cover 18% of the teacher's body, first- and second-degree. a standoff between gunmen and police in kenya right now after a mass shooting at a university dorm. at least 15 people were killed and dozens more treated at the hospital. police officers are quickly securing the area now that they have the gunman surrounded. investigators believe the attackers are a somali islamic extremists group. two homeless men won't be charged after a fight between them and a berkeley ambassador. a video popped up on youtube showing the ambassador hitting one of the guys in the face. and it only got worse. from there the two homeless men were going to face charges until the d.a. saw the video. and now that ambassador is out of a job and he could be facing charges. one of the chowchilla kidnappers is close to getting out of jail. the parole board has granted james schoenfeld parole after nearly 40 years behind bars. he and his brother and another man hijacked a school bus in 1976. they took the 26 children on board along with the bus driver hostage. they held them captive in an underground bunker near livermore but the hostages dug their way out to freedom and the men were caught and sent to prison. the ruling will now go through an internal review at the department of corrections before being sent to the governor. schoenfeld says if he is released he will go live with his mother and brother in mountain view. 4:38 now. friends of andrew getty said he had not been eating or sleeping well before his death. the 47-year-old grandson of j. paul getty grew up in san francisco and had a brain aneurysm. a former girlfriend found his body on tuesday in his l.a. home. he had a restraining order against that woman. but so far, police see no evidence of anything criminal. toxicology reports could take several weeks. state attorney general kamala harris has officially kicked off her campaign for the u.s. senate seat to be vacated by barbara boxer. harris held a kickoff event last night in san francisco where she once served as district attorney. the media were not allowed inside. and harris did not speak with reporters. some critics say the state democratic party has annointed harris. her supporters say otherwise. >> i don't think she has been annointed. she earned it. she earned it. and she earned it the hard way. potential presidential candidate jeb bush will be in san francisco today. last night the republican was in palo alto raising money for a political action committee. and his expected run for the white house where his father and brother previously served. 4:40. trading in snow skis for water skis. why the show. mcdonald's is givingist workers raise, thousands of workers will be paid at least $1 more than the minimum wage. employees with at least a year on the job will get up to 5 days of paid leave a year. the move is partly in response to raises given by other companies as the economy improves. lawmakers in arkansas and indiana are working on changeses to religious freedom bills that were designed to let people conduct business based on their religious beliefs. but protests have prompted changes to ensure businesses can't deny services to gays and lesbians. more now from mark albert. >> reporter: indiana lawmakers say they are close to an agreement on new legislation that would clarify the state's controversial religious freedom law. amid backlash of protests they worked into the night west. >> the question is removing the specter that's been raced of discrimination and denial of service facilities and some other things. that's what we're for exampling on. >> reporter: they are expected to vote today on adding new language that would amend the law to explicitly prevent businesses from using it to discriminate against gays and lesbians. the current version of the law has its share of supporters including republican presidential candidate ted cruz. >> the analog of what indiana just passed, that was passed in 1993, passed nearly unanimously through congress, democrat bill clinton signed it into law. >> reporter: a similar religious freedom bill is now on the desk of arkansas governor asa hutchinson. he refuses to sign it until it's more in line with federal law. in the state law, the language is often broader and there are different interpretations. >> my son seth signed the petition asking me, dad, the governor to veto this bill. and he gave me permission to make that reference. >> reporter: he faced an onslaught of criticism over the state law from businesses including walmart. he has just five days to take objection or the bill becomes law without -- he has just five days to takes action or the bill becomes law without his signature. south san francisco's vision for a new downtown taking shape. a developer is ready to build housing complexes at four spots just needs a city approval now. everything would go near the brand-new caltrain station. the project would add more than 250 unions. south city's master plan includes adding 1400 housing units over 20 years as well as some retail space. it is so warm that several recreation areas near lake tahoe have opened more than 1 month ahead of schedule. usually they don't open until the middle of may but the snow officials decided to make yesterday their opening day. however, the u.s. forest service says it won't have the sites fully staffed for a bit. this means the water might not be turned on and the restrooms might not be cleaned. >> the water may not be so warm, either. yesterday we had waves up to 3 feet in the lake tahoe area. >> no kidding. >> on the lake. >> i have body surfed there. it's great. >> did you wear a wet suit? >> i did not, no. it was like -- i remember it was labor day weekend. >> so it was warmer. >> moons ago. it was warm. >> so we have today no rain in the forecast. but we are hoping for an unsettled weather pattern beginning on easter. heading out the door this morning, good morning, everyone. we do have clear skies looking out towards the bay bridge. winds have been picking up especially inland. temperatures are in the 40s and 50s. wind speeds right now pretty much flat in fremont through san jose. up to about 8 miles per hour in san francisco. look at the delta in fairfield up to 21 miles per hour. these winds out of the northwest 10 to 15 later today dry cold front is out of here but that is a pool of cooler air mass. today with high pressure beginning to get closer to the coast temperatures come up by a few degrees but we'll keep breezy late day winds in the forecast not as windy as it has been. this is the first of a series of weak impulses that plan to scoot down the california coastline bringing us at least a chance of rain showers easter sunday beginning in the north bay. mid-70s across the central valley today. mid-60s in monterey bay low 50s in lake tahoe where currently it is in the low 20s in truckee. temperatures today up a couple of degrees in comparison to wednesday. 60s and 70s will be common and these numbers are still above average for this time of the year. yes, michelle, frank andly still be sneezing and wheezing, liz, not so much. as far as your extended forecast is concerned, it does look like we'll be warmer on friday. cooler on saturday. a chance of rain showers sunday through tuesday. how come liz you're the only person on the face of the earth without allergies? >> i hear they can come [ laughter ] >> so that's the good news if you have to get to work on time and you're off to a very early start like some of us who have a jump-start on the morning commute. here's a live look at the altamont pass livermore valley. now, the slowdowns are both directions this morning so there must be roadwork eastbound trying to get out of livermore valley. westbound just the usual congestion at this time of the morning slower out of tracy. but nothing too crazy at this time of the morning. 15 minutes between the altamont pass and 680. 880 that the roadwork in san leandro should still be there for the next 15 minutes and the eastshore freeway is still moving at the limit at 19 minutes from the carquinez bridge to the maze. so here's another live look at the bay bridge the toll plaza. you can see all those people trying to get through the cash lanes. they are waiting for a few minutes to try to get through those but the fastrak users are fine into san francisco. san mateo bridge we saw flashing lights in the last traffic report so both directions have that overnight roadwork westbound scheduled until 5:00. that's "kcbs traffic." back to you guys. >> all right. thank you, elizabeth. a driverless car developed in the silicon valley has completed a successful trip from the bay area all the way to new york. delphi automotive's suv finished its 3500-mile journey this week. for most of the trip, the car was driving itself. the vehicle uses gps sensors and cameras to steer through traffic and brake on its own. >> the car actually handled it extremely well when it saw other cars around it slowing down. it was following the lane lines, too. >> it will face a major roadblock. some states haven't passed legislation to make self- driving cars street legal and there are some questions about insurance coverage in accidents involving these kind of cars. an attack on a san francisco taxi driver was captured on video. [ screaming ] >> it happened just after midnight on tuesday at 7th and market streets as the driver was dropping him off. the passenger hit the driver repeatedly. the attacker also tried to take electronics from the dashboard. >> no, no! >> master lock hitting him in the back of the head. >> oh, my god! >> there have been other recent assaults on cabbies, as well. a woman stabbed a driver in san mateo last year and this past valentine's day a passenger who did not want to pay a fare threw punches. still, many in the industry think there are fewer acts of violence because of cameras. also caught on camera, a new york city police detective tirade against an uber driver. the detective pulled over the driver monday after he honked while trying to park. he berated the driver for three minutes even mocking his accent! that detective is transferred out of an elite unit. was it harmless bonding or a horrific hazing ritual? check out the video from southern california now circulating on social media. [ indiscernible ] >> it shows members of a high school softball team eating dirt from the field. you can hear someone possibly a coach egging them on making them swallow it. >> there are other ways to bond besides licking the ground and the dirt, have them eat dirt. a lot of other nicer ways to bond than that. >> i don't think the incident amounts to hazing. i think it's just a team building exercise. it's a lot of teams do little things like that. >> the district confirms the woman at the beginning of the video is an employee and they are investigating. time now 4:51. some bay area residents fed up with drug dealing in their neighborhood. the unique plan they temperatures above average today in the bay area. 70s across the south bay, less wind northwest 10 to 15 in san ramon at 69 degrees. 63 stinson beach with sunshine, low 70s in novato and sonoma and in napa. and good morning cloverdale. your high temperature today will be 73 degrees. bart systemwide no delays. ferries on time. caltrain and vta around the south bay are on time. "kcbs traffic" is coming up. at least four workers are dead and two others have life- threatening injuries after an explosion and fire on an oil platform in the gulf of mexico. 300 other workers managed to evacuate yesterday. the cause is under investigation. but the pmex oil company says it's related to a mechanical problem. the company said it managed to avert any significant oil spill. billboards on freeways mark the 100th anniversary. armenian genocide -- of the armenian genocide. it's one of a dozen. the ottoman turks slaughtered or starved more than a million armenians. armenian genocide centennial funded the billboards which also promoted the genocide monument being unveiled at fresno state later this month. drugs and crime could put a stop to parking in one san francisco neighborhood. residents say a stretch of eddy street in the tenderloin is a hotbed for drug dealing. there is a petition aiming to eliminate all parking between taylor and mason streets. the city removed parking on a stretch of turk street after a survey said it was one of the most violent parks of san francisco. big fight over a prime piece of real estate in the city of oakland. the empty lot on east 12th street sits right across the street from beautiful lake merritt. a developer wants to build a luxury apartment tower there. taxpayers paid for the land but the city wants to bridge its budget deficit by selling it to a developer now for $4.6 million. developer's plan call for hundreds of units with average rent $3,100 a month. dozens of neighbors are trying to stop the sale saying the high-priced units will deepen the affordable housing crisis. >> this is housing but it's housing not for oaklanders. it's housing in the wrong direction. >> i'm very focused on moving this project forward because we cannot wait to build more housing in oakland. we have a shortage problem. >> critics claim the city has not been transparent about selling that piece of land. the deal was worked out in 2012. many say they just found out three months ago. one of san jose's busiest emergency rooms just got bigger. regional medical center is expanding its emergency department and finally is old. the three-year project added trauma, treatment rooms and specialized cardiac rooms. the $350 million expansion is supposed to make it more efficient and help it keep up with an increase in patients. >> so now we have the facilities that really allow our clinicians to -- to -- to do their work in a better setting, um, more advanced equipment in the emergency department and so it really just supports our -- our programs. >> the expansion may not be done. they are already talking about adding at least two more floors to the hospital. it is 4:56. california running dry. the new mandatory water restrictions ordered by governor brown. >> reporter: today is the day san jose police lay to rest one of their own. i'm kiet do. we have good morning, i'm michelle griego. >> hi, everyone. i'm frank mallicoat. it's nearly 5:00 now. and police from all over the country are in the bay area today to honor a san jose police officer killed in the line of duty. 38-year-old michael johnson was shot and killed last week. now, liz will have more on today's funeral procession and where you need to avoid traffic-wise but first let's go down to kiet do at san jose police headquarters with the latest. kiet. >> reporter: good morning. in about an hour here we'll see the true meaning of the brotherhood of police. that is when deputies and officers from all over the region begin arriving here at san jose police headquarters to take over and patrol this city while san jose police officers attend the funeral of michael johnson. we are told that these law enforcement officers will be riding two-man, one of them will be driving, the other one will be navigating these unfamiliar streets. when these officers arrive, this is what they will see, a memorial that grows larger by the day now stretching more than 40 feet long flooded with children's letters, flowers and candles and officers have been returning to this memorial while off duty often bringing with them their families. they told me that they are shocked by all this. deeply touched by the public outpouring of support. now, this was the scene yesterday at s.a.p. center where crews sent the day setting up for the funeral. they are expecting anywhere from 4,000 to 7,000 people to attend today. throughout this entire week,
