antioch the eastbound lanes of highway 4 closed at hill crest avenue. use the on ramp to get back onto the freeway. the rest of the drive coming up. >> nice and early. >> on a tuesday. thank you. well, two east bay women are accused of stealing as many as 25 vehicles, jessica adkins and ellis of alameda are accused of vehicle theft. they were seen in the same jack in the box property transferring property from one car the another. >> doing the same thing. day after day. >> after spotting them a second time, police tracked the suspects to a hayward home and out front, were the same two stolen cars that had been seen in the fast food lot. a driver smashed through a pet clinic in campbell and ended up in the lobby. the driver was pulling into the parking lot last night and kept going right through the front entrance of the united veterinary on dale avenue. no one was hurt. state supreme court has everyoned a major ruling about sex offenders. the court ruled prop 83 violates the constitutional rights of parolees, california voters approved it back in 2006. it bans convicted sex offenders from living within 2,000 feet of schools and parks for now the court ruling only affects san diego county. but several laws could also be later be challenged. futures in doubt for thousands of students hoping to go to the university of california school this fall. it's because of the budget standoff with the governor and uc president janet napolitano. the governor is threatening to withhold $20 million in state funds if napolitano goes through with the 5% tuition hike. uc says it doesn't know how many new students it can actually accept. march has brought a lot of unusual weather to california. in orange county, there was so much hail yesterday, well, take a look it turned the beach white. this is huntington beach where the national weather service says an inch of hail fell yesterday. >> that is so cool. >> isn't that amazing? >> a town hall meeting was held last night to discuss the death of 21-year-old perez lopez, san francisco police say perez lopez was trying to steal a bike on thursday at 24th and folsom street then charged at two police officers with a knife. those who knew him say the guatemalan immigrant didn't speak english. >> kids weren't -- worked five days a week, he had money in the bank. he wasn't stealing bicycles. i wasn't there. but i think some things got turned around. >> an official from the guatemalan consulate also attended last night's meeting. isis issued a threat against san francisco based twitter. a photo popped up online of twitter founder jack dorsey caught in the crosshairs there. it urges jay hades to kill twitter employees. the reason appears to be that social media company bans hate speech, threats and posts that promote violence and as a result, twitter's constantly removing isis related accounts. isis has done this before. calling for attacks on twitter employees as far back as october. now twitter says in a statement -- its security team is quote investigating the veracity of the threats with relevant law enforcement officials. benjamin netanyahu will make a speech before congress this morning despite objections from the white house. he will make his case against a proposed nuclear deal with iran. he feels it would put israel's security at risk. he outlined his position yesterday in the nation's capital. >> this same iran vows to annihilate ill raze if it develops -- israel if it develops nuclear weapons it would have the means to achieve that goal. we must not let that happen. [ applause ] >> today's speech comes just two weeks before israeli elections. the u.s. and five other nations are working to finalize an agreement that would eliminate iran's ability to build a weapon for at least a decade in exchange for easing sanctions. some new questions about potential 2016 presidential contender hillary clinton now. clinton may have broken the law as secretary of state by using a personal e-mail account for messages. more now from cbs news' don champion. >> reporter: hillary clinton was always on the go as secretary of state but two years after leaving the post is what she did hind the scenes that's raising eyebrows, clinton didn't have a government e-mail account and conducted all official business using a personal e-mail address during her four years at the state department. according to a "new york times" report, clinton aides fell to re-- failed to routinely preserve and turn over her e- mails for collections. >> it was a very constructive session. >> reporter: clinton served as secretary of state from 2009 to 2013. the times quotes a former director at the national archives and records administration as calling her personal e-mail use unusual. saying it should only have been used in an emergency. clinton did recently turn over thousands of e-mails from her private account but only after aides reviewed them and picked which ones to turn over. >> what an amazing crowd. >> reporter: clinton is widely considered the front runner for next year's democratic presidential nomination. in a tweet jeb bush a likely 2016 republican contender called for her unclassified e- mails to be released. a clinton aide maintains the former secretary complied with the quote letter and spirit of the rules. the state department says current secretary john kerry is the first person in the position to rely primarily on a standard government e-mail account. don champion for cbs news, new york. >> and the state department also says the agency is updating records and policies right now to bring them in line with the national archives. the task includes regularly archiving rather all e-mails current secretary of state john kerry. a big milestone for the nasdaq inching closer to the complete bounceback from the dot com bust. it closed about 5,000 for the first time in 15 years. special lighting ceremony at san francisco's ferry building. the numbers 1915 will shine on the tower tonight and that's the year the city hosted the world's fair. 19million people came through the ferry building doors for the fair. and now a century later the city is honoring the historic event. the lighting ceremony will take place at 6:15 tonight. the lights will stay illuminated through december. oakland is trying to entice george lucas to build a museum in the bay area. you may have heard the legend that the giant snow walkers of "star wars" fame were inspired by the maritime container crane in the port of oakland. that's actually a myth. still the nonprofit bay area council sent lucas a letter with the blessing of the mayor schaaf urging him to put the museum in jack london square. >> waterfront locations. in proximity of the cranes might make a you know a very you know kind of poetic combining. >> we're always in the shadow of san francisco and i'd like to see us stand out a little bit more and this would help. >> lucas chose chicago over san francisco as the site for the museum. despite containing -- continuing obstacles including a lawsuit. he has not replied to the letter about oakland just yet. a strong winter storm continues to wreak havoc on much of the country. snow and freezing rain has led to hundreds of accidents and thousands of powe outages -- power outages in the northeast and southern plains. people in boston are struggling to dig out from all of that snow. and another storm is expected to hit the city tonight. and the amount of snow forecasted could bring back the 20-year-old snowfall record. >> i think about three inches away and that's certainly going to happen before the season is out but there's no place to put this stuff. >> ship it over to us. >> that would be nice. >> we did pretty good that last time up to 36 inches of snow fell in squaw valley and al pain meadows since last friday. so you know it's not enough still but every bit helps especially three feet of snow and i know frank has ski plans coming up this next weekend. >> i do. >> that forecast straight ahead but right now let's take a look another the clear skies looking out towards the bay bridge. notice the bay waters, very grassy at this hour. that's because the winds have calmed. santa rosa now in the upper 30s. it's 40 degrees with clear skies in livermore. it is now 50 degrees in oakland. so 30s, 40s 50s as you head on out the door, this is what we need to know on this tuesday, we have clear skies right now for the most part. as it continues to clear, sunny and mild conditions. this is our state radar and satellite imagery. and see right in? that's our fast moving area of low pressure that brought us the brief amounts of rain to the eastern portions of the bay area and the south bay yesterday. it's now pretty much located over baja, california and behind it, high pressure is quickly filling into the bay area. so as this low continues to move out, high pressure is moving in and each and every day it's going to continue to strengthen and as a result the temperatures will top off a good 10, 15 degrees above average by friday. so here we go. another long dry stretch. i don't see any rain chances until about march 11th. 63-degrees in sacramento today with all this precipitation now moving out of the bay area. our temperature-wise into the 60s across the board. about 66 to 67 degrees will be our outside number. average high in san francisco is 61. and instead 62 degrees today. the winds will blow out of the north and northwest about 5 to 10 miles an hour. here's the extended forecast and notice the bump up in numbers by thursday. into friday. you know somebody's backyard is going to top off at 80 degrees testing me. you know it's a pretty quiet start to at least the early part of the morning commute. out of tracy there are the usual delays off the 205 beginning right around grantline it looks like. and then hate -- the altamonte pass actually looks okay along 5080. all green and end to end as you head out by the dublin interchange. and it continues to move well southbound from pleasanton into the sunol grade. they picked up earlier overnight roadwork there. not the case here though. you may still hit the overnight roadwork, in fact we can even see it in the eastbound lanes of highway 92. blocked westbound and eastbound 92 between clawiter and foster city boulevard until at least 5:00 this morning. so yeah they may be running a traffic break on the eastbound side. not seeing any traffic coming through. again just a heads-up for that. most of that should be cleared here pretty shortly if you can hold off on the morning drive for a few minutes longer. otherwise the freeway closure still in effect. the eastbound lanes of highway 4 at hillcrest avenue coming so on the yak. -- into antioch. speeds are still about 60 miles per hour once you get past all that. you can get back onto the freeway using the on ramp. and the westbound commute direction actually looks okay. so far. here's a live look at the nimitz 880 in oakland. that roadwork is still there northbound 880 at marina. once you get past all that though, everything is fine. your oakland airport, the coliseum, 66, high street all that is right there in that camera. it's a little difficult to see the taillights but traffic is fine so far. all the way out to hayward. and if you're traveling across any other bridges maybe richmond, san rafael bridge, problem free in both directions along 580. in fact no cars, here's a few cars coming this way coming into marin county. it should be a pretty quick trip between richmond and san rafael. that's your latest kcbs traffic. frank michelle back to you in modesto is accused of putting toxic materials into its glass and now the state of california is suing. regulators claim the gallo glass company put recycled lead, arsenic, sill len yum can their bottles. -- in their bottles. all by-products of making glass but the department of toxic substance control says they were not recycling the dust properly. >> and we believe when the facts of the case are presented, that it will be very clear that the position we've taken and our use of material has been very appropriate. and compliance with state law. >> the department of toxic substance control says there's no evidence it poses a health risk. people facing eviction in san francisco's mission district rallied the community for support. the tenants of a building at that -- that includes housing and event space were served eviction papers last week. the building is not for sale but the station 40 tenants are trying everything they can to stay. >> we've talked to the landlord about potential solutions. and we're willing to -- and open to find any solution that you know can sustain you know these low income residents. >> several people dealing with their own eviction battles joined in support at yesterday's event. nothing but charred structures remain after a fire in san jose quickly spread from a one garage to three. the fire gutted a garage and damaged two others at a home on north 9th street on monday. firefighters say victorian homes nearby were a big concern and the primary goal was to save those. they are looking into whether the fire might have been arson. much where they should be. very seasonal. low 60s beaches and mid 60s bay. peninsula and into the inland areas. winds will be slight. by the end of this very first full week of march, we will have near or record warm temperatures. we're going to talk about that and your pollen count straight ahead. and 5:00 and that means the caltrans is wrapping up overnight roadwork. it should be cleared now from anchorage to the fremont street exit and still delays in the far left cash lanes but that's the only spot that could
