Well, one of the most powerful political jobs in the bay area is up for grabs today as san jose voters choose a replacement for their termed out mayor chuck reed. Kiet do has more from city hall on whats at stake. Reporter good morning. A lot is at stake here in san jose as voters in northern californias largest city pick a new mayor. Santa clara county supervisor dave cortese seen here on the left came in first in the june primary. City Council Member sam liccardo was the runnerup and the most recent polls show cortese with a lead but a large group of voters is undecided. Yesterday cortese stopped at an unusual location, a homeless camp known as the jungle. Its my belief that we can start stabilizing people by getting them into microhousing and them getting them the services they need from social services, general assistance. Reporter liccardo plans to house the homeless using older motels like those on monterey highway. The campaigns Biggest Issue is public safety. Liccardo supports termed out mayor chuck reed in cutting costs by reducing pensions for city workers. And cortese says those cuts are the reason for a mass exodus of officers from the San Jose Police department. Also today, voters in three districts will elect new city Council Members. Assemblyman paul fong is the labor backed candidate for 1 up against retired tech worker charles jones. We keep mentioning the influence of labor down here in the south bay. They are such a big force. And depending how this election goes if a lot of the labor backed candidates win that could be big changes for pension reform here in san jose. I guess so. And kiet, lets go back to the jungle you spoke of earlier. Whats the citys longterm plan for that homeless encampment . Reporter they have been putting fences and boulders around it to keep people out and vehicles out. In december they will surround it, put a padlock and move people out. They hope to keep it from getting that bad again. Right now 200 people live there. They dont want a repeat of the jungle here in san jose. Kiet do, kpix 5. Proposition 45 would give the insurance commissioner the power to veto Health Insurance rates he thinks are too steep. The latest poll showed support for prop 45 had dropped to 30 . The no votes had jumped to 42 with 28 undecided. In the summer 69 supported, no votes were 16 and undecided 15 . Mitch mcconnell is in a heated battle to keep his seat in kentucky up against Alison Grimes who has been trying to distance herself from president obama. The construction site is on valley avenue just south of bernal avenue. The fire started around 2 00 this morning. 2 threestory singlefamily homes were destroyed. Pleasanton pd says its too to speculate on the cause of the fire. The site is secure and they are running utilities out there. So we cant say whether its arson or an accident. Firefighters responded quickly to contain the fire to just two structures. Polls across california open in about 2 hours and one of the bay areas most crowded contests is the oakland mayors race. Kpix 5s ryan takeo tells us that we wont have a final tally today and it might take longer than that right . Good morning. Reporter thats because of the rank Choice Voting system used in oakland and some other cities in the east bay. This is a crowded field. Were talking about 15 candidates running for oakland mayor. Five have separated from the pack. We are outside of the place where they will be counting votes tonight. Incumbent mayor jean quan, she looks to fend off current city Council Members libby schaaf and rebecca kaplan. Professor joe tuman and businessman bryan parker. A recent poll found any one of the five frontrunners could win thanks to the citys rank Choice Voting system. That system allows voters to select up to three candidates in order of preference when marking ballots. Its meant to eliminate the need for a separate runoff but it takes the registrar a lot of time to count the extra votes. For a final tally its going to take into the following week. Reporter the ballots in the election were already coming into the Registrars Office yesterday where they were being sorted and test run for what is likely going to be a very long complicated count. So ryan, is the mayors race motivating some of the voters in oakland to get out and vote . Reporter maybe not as many as you think. This is a contested race. Were talking about expecting between 40 to 45 of eligible voters to come out and vote today. Were live in oakland. Im tacoma kpix 5. One of the most high profile election battles in california this year is over proposition 46. It includes several elements aimed at protecting medical patients. It would increase compensation for people harmed by careless or reckless healthcare providers. The campaign for 46 has been funded by lawyers. Doctors and Insurance Companies say 46 would increase malpractice costs which consumers would ultimately pay. The entire election might be a surprise to a lot of voters. Todays turnout could be the lowest ever in state history for a general election. The Current Record was set in 2002 when just 50. 5 of voters voted. Just 25 turned out for this years june primary. San francisco is going after drivers that block busy intersections. The city just wrapped up a threemonth Pilot Program studying in the south of market area. During the Pilot Program clogged streets went down by 82 . Citations start at 103 bucks by the way. Some leaders in the city want to make the Program Permanent starting next month. Sometimes its so hard to gauge if you go through the intersection and you make it by the light . I got a ticket in the mail for blocking an intersection to get on the bay bridge. How much . It was 100 oh, boy. I dont think i did it but theres no cameras, there was a cop there. He sent it. I contested it and they just said, too bad. Oh, and so you had to write the check . I had to write the check anyway. So you have to be careful. If i dont think im making it across, i stay right there even if the guy behind me is blowing his horn. Thats what happens. So really from oakland through the macarthur maze heading to the bay bridge everything is clear. Heres some slow traffic the main lines of the freeway on highway 4. Westbound you can see red sensors popping up now from hillcrest to go. Street and then it loosens up into pittsburgbay point and concord. Westbound 580 we havent seen slowdowns of the drive time yet still hugging 17 minutes, 16 or 17 minutes between the Altamont Pass and the dublin interchange. But you can start to see some sluggish conditions growing out of tracy. Pretty usual stuff for this time of the morning heaviest traffic is on 205 and continuing out to about north flynn. And then maybe a little slow approaching the dublin interchange by hacienda. Looks like the lanes change crews are gone now. Four southbound lanes in the commute direction from sausalito into San Francisco on doyle drive from san rafael looks great. San mateo bridge other bridges still as you can see here this camera just past the toll plaza westbound and eastbound 92. We saw bigger delays 10 minutes ago in the far left cash lanes on the bay bridge toll plaza. Thats now gone. And with no metering lights, means no big problems for now right now heading into San Francisco from the east bay. That is your latest drive to work. Im kind of looking forward to this forecast. We have a nice looking seven day. Really the next couple of days going to be spectacular. Next seven days it is going to stay rainfree at least for now. And looks like maybe a chance of rain into next week. Right now though we have some patchy fog outside not quite as cold around the bay area although still dipping down to the low 40s in some of the valleys. By the afternoon, usually in the 60s and the 70s. Well be above average today between about 2 to 6 degrees. And High Pressure builds in and by tomorrow, i think some of these temperatures pushing near 80 degrees. So throughout the day we are going to see mostly sunny skies into the afternoon. Temperatures going to stay very mild for this time of year and then more sunshine and no rain in sight right through the weekend. That ridge will continue to build today and it will send the jet stream well to the north so thats going to carry plenty of rain to the Pacific Northwest while we stay dry maybe occasionally seeing high clouds across our skies. Temperatures in the Central Valley into the 70s maybe a shower or two into eureka heading in that direction. A lot of clouds into ukiah. Partly cloudy skies into monterey bay. We are starting out with some of the patchy fog this morning and maybe some of that is going to linger along the coastline into the afternoon. But by tomorrow, we are beginning to get a sense of a weak offshore flow. If that happens, temperatures going to be nice all the way to the coastline. Numbers around the bay area today, 71 degrees in san jose. 73 in morgan hill. 64 in pacifica. East bay temperatures in the mid60s in the warmest spots there. In the north bay well have plenty of sunshine this afternoon, about 74 in sonoma. 73 in napa. And 68 degrees in San Francisco. Next couple of days, we are going to heat things up and then cool down slightly on thursday and friday with a few more clouds coming our way. Then it looks like as we head in toward this next weekend sunny and bright some of the temperatures still near 80 degrees in the warmest spots inland. Wow. Thats good fall weather. A poll found only 42 of voters are aware governor jerry brown is running for reelection and only 20 could name browns republican opponent neel kashkari. California polls open in 90 minutes. Ryan takeo reports from oakland. Reporter michelle, this is a crowded race. It is a contentious race. And its also a complicated voting system. It all adds up to a lot of drama to see who is going to be oaklands next mayor. We have one city in oakland that has Incredible Opportunity and another city where we havent invested very much at all. I am tired of people asking me whether or not i feel safe living in my city. We need to go after violent crime. Reporter it was the final showdown between the top five contenders in todays oakland mayoral race. And they wasted no time taking each other on. Libby said would you hire a doctor who didnt know how to operate . My question to you is, would you continue to hire a doctor to do surgery when they failed in the past . I really am the only person up here who has worked in every neighborhood in this city. The gap between them dwindled to practically nothing in the last several months of campaigning. Nationally, control of the senate is up for grabs. Kentucky republican senator Mitch Mcconnell is in a heated battle to keep his seat. He is up against Alison Grimes, who, like many other democrats, has been trying to distance himself from the president. A car hit the back of a box truck, spun out, lost control and then now its facing the wrong way in the fast lanes. So its all happening in the eastbound lanes of interstate 80 on the eastshore freeway at university. We are actually seeing some slowdowns in the commute direction so mainly probably lookyloo slowdowns, the westbound lanes are not impacted. Heres a live look at westbound 580, obviously sluggish now, the drive too many up to more than 20 minutes between the Altamont Pass and 680. The bulk of traffic is westbound 580 just past the 205 split all the way to north flynn and then remains sluggish to vasco and even beyond that. You can see the yellow sensors popping up all the way to the dublin interchange. Bay bridge, looks like its filling in here as well mainly in the cash lanes. The fastrak users are still able to get by without much of a delay. But you know, usually right around 5 45 they activate those metering lights so if you want to beat the rush maybe you can leave the house now and beat some of the bigger backups but again, for right now its just the cash lanes and the Golden Gate Bridge still looking golden heading out of sausalito. The vta is considering eliminating the alum rock station in san jose and the santa clara station. As len ramirez reports, its mainly because theres so much competition for federal funding. Reporter just as bart to Silicon Valley is getting closer to reality there may be a big change in the number of stations in san jose and santa clara. Bart Silicon Valley partner vta says greater competition for federal transportation dollars and lowerthanexpected tax revenues may force them to cut two bart stations from the plan. Proposed stations in alum rock and santa clara are on the chopping block after years of planning and Community Input neighbors in the areas feel betrayed. Vta says nothing is definite but it needs to trim 1. 3 billion from the project. Future Community Meetings on the cuts are planned. In san jose, len ramirez, kpix 5. S p capital iq found that going back to 1944, the s p 500 has gained over 15 on average in the six months following a Midterm Election in the third year of a given term of a presidency. How about that for pinpoint accuracy . Now, given that many are predicting the Republican Party will take the senate, heres some more good news if you are a stock investor. Ned Davis Research found from 1961 to 2010, the combination of a democratic president and a Republican Congress has produced the best historical returns for the s p 500 an average of over 21 compared with a 12. 1 when the white house and congress are controlled by the same party. By the way, when either party is in the white house with a split congress, we get 7. 1 returns, the worst combo a republican president and a democratic congress, 4. 5 . Wow. What about legislation . Any big changes expected . Reporter well, obviously, political gridlock has put a stop on any major legislation but we should remember that over the past few years the periodic threat of a default or Government Shutdown has prompted congress to enact big changes to the tax code. So if the two houses remain split, obviously just more of the same. But if the republicans win the senate, then both house could unite and potentially come together to pass broader tax reform legislation. I think especially for that clunky Corporate Tax system, any big changes in the tax code for individuals or sweeping entitlement reform, that seems unlikely. Of course, president obama would need to sign any legislation into law and that president ial veto does remain a tool that could limit any big action. So should we make any moves in anticipation of today the election . Reporter absolutely not if we learned anything from that volatile october, its that longterm investors shouldnt be making guesses about market direction. Same holds true for elections. The most recent poll shows cortese in the lead but many voters are undecided. Yesterday cortese stopped at a homeless camp known as the jungle. Its my belief that we can start stabilizing people by getting them into housing and getting them the service they need from social services and jeb assistance. Sam liccardos plan includes using older motels in the city. The campaigns big issue is public safety. Sam liccardo supports cutting costs by reducing pensions for city workers. Cortese those are to blame for an exodus of san jose cops. Its been years since san jose voters decided to raise minimum wage for people who live in the city. Kiet do takes a look at how the measure has affect workers and businesses. Reporter its been two years since san jose voted to increase its minimum wage to 10 an hour. San jose state professor whose students came up with the idea is not one to rub it in. Minimum wage did not hurt the economy. In fact, it pumped we estimate over 100 million into the economy. Reporter two years ago, the Silicon Valley chamber of commerce held a press conference claiming if the minimum wage went up, san jose would lose 2800 jobs. But the numbers are in and they tell a much different story. Unemployment dropped from 7. 6 to 5. 2. The number of businesses grew from 75,000 to 84,000. An average employee hours remain constant hovering the just under 37 hours. Ken jacobs is the chair of Uc Berkeley Center for Labor Research and education.
