Lets go straight to the mugshot and the sketch of that suspect. You can see why. Those pictures looking very similar. Campbell police say that suspects name is roberto felipevelasco and it was actually a Police Officer who spotted the suspects vehicle at a Storage Facility yesterday afternoon. They were able to arrest him. They say his car actually matches the same car that was caught on Surveillance Video after police say velasco tried to kidnap a girl as she was walking her dog in her campbell neighborhood on saturday. Now, she was able to scream, get the attention of her parents and some neighbors. Velasco allegedly then let her go and took off. Now, police say it is because of her memory and that home Surveillance Video that they were able to arrest him yesterday. Heres what they had to say just a few minutes ago. Its really amazing for this young victim involved in such a traumatic event to remember such details and to be so close. Its really a testament to this young child and what a great job she did. Reporter and police also say that velasco was homeless, that he was living in his car but they were able to search a storage unit that he had and they say that they found some clothing that matched the same clothing that the victim says he was wearing. Dolphins were spotted swimming in the oily water near santa barbara. They seemed to be swimming in a circle avoiding the oil behind them. Governor brown declared a state of emergency for the oil spill. Workers in white protective suits and helmets are removing oily sand. Crews have cleaned up 7700 gallons of oily water. Thats a fraction of the estimated 105,000 gallons that leaked from a ruptured pipe. An oil company from houston, texas is taking full responsibility for the spill. We apologize for the damage that its done to the wildlife and to the environment. We are here to make it right. The Pipeline Leak was first detected on tuesday night and that company plains all american pipeline has been found to have many safety violations. The Los Angeles Times looked at federal records and found that the texasbased company has 175 safety and maintenance infractions since 2006. The rate of incidents per mile of pipe is more than three times the national average. And they include pump failures, other malfunctions, corrosion, and operator error. Reporter most people here at the meeting today seemed happy about the plan to freeze tuition but at the same time, they are waiting to see whats next. This is the time for the state to begin to reinvest in earnest in uc. Reporter as Janet Napolitano touted the agreement to freeze tuition for in state students for two years, students are relieved. It is has been a rocky road. Last year before the governor promised additional funding the regents voted to raise tuition 5 each year for the next five years. [ screaming ] reporter leaving thousands of protest students at their wits end. Im from a single mother household. I do not have the money to afford this. Reporter and today, even with the huge hike off the table, some students are jaded. We are basically in the middle of it. At the end of the day we lose. Reporter even with the approval the agreement between the uc and governor still needs to go through the state legislature. Im confident that we will gain will be successful in these efforts and ensure that our Bright Future comes to pass. The full board of regents is expected to vote on the plan to freeze tuition by the end of the meeting today or tomorrow. Also at the regents meeting an emotional plea from families of victims of campus gun violence. They are asking the uc system for divestment from the gun industry. Students across the country are getting murdered. And the university cant seem to find it within themselves to agree not to invest and be part of the gun industry. Bob weiss daughter was murdered in the isla vista shootings near Ucsanta Barbara last year. A spokesman admits some mutual fun investments have gun related businesses connected to them but says the university has no direct investments in the gun industry. Supporters of the warriors new arena in San Franciscos Mission bay have some demands for the uc regents today. The Group Believes people tied to the uc system are backing an anonymous effort to block that new arena. They want to know who is behind it and why. They say they may be associated with the university and we want to basically get them to disclose who they are. The mission bay arena supporters say they will continue to move forward against that opposition. The search is on for a man who broke into at least two homes in san jose. Polic say a black man driving a chevy silver regard silverado at huron. An injured suspect will soon be in jail. He hit a minivan injuring three people inside in a stolen cement truck. It started in colma when an officer saw the truck moving through a housing complex. The officer ran the plates and learned it was stolen. When he attempted to stop the truck, the suspect tried to ram the patrol car and then a chase ensued. There are a lot of diesel that spilled on the street. An Accident Investigation Team is conducting an investigation. And making sure that we properly clean up the scene and that theres no further fuel spilled on the street. The people who were in the minivan have minor to moderate injuries. The suspect will face charges including assault on a peace officer new at noon a second person has died from a house fire in oakland. Three people were inside a home on 89th and plymouth when it started to burn. One woman was dead when firefighters arrived. Two others taken to the hospital. Very nice treat. Reporter the couple cares for 21 wildcats on their 22 acre property including this mountain lion. They range from 6 pounds to 100 pounds and come from licensed breeding facilities. The wildcats are young enough for them to train by hand to go on a leash, get in a transport carrier and feel comfortable with large audiences. Only rob and barbara get close and touch them. People ask me how long it takes to train them. It takes a lifetime. Because every day is a new day. I just love the animals and the fact that were doing something worthwhile.
