tonight. the race to be oakland's mayor has 15 candidates but five have separated from the pack. we caught one candidate libby schaaf earlier today at the polls. >> thinks an exciting election for us here in oakland. this is an exciting election. there are a lot of local issues. >> reporter: yesterday was the final showdown between the top contenders and they wasted no time bringing it on. >> we have one city in oakland that has incredible opportunity and another city where we have not invested very much at all. >> i'm tired of people asking me whether or not i feel safe living in my city. >> libby said would you hire a doctor who didn't know how to operate? would you continue to hire a doctor to do surgery when they failed in the past? >> i really am the only person up here who has worked in every neighborhood in the city. >> reporter: but don't expect to find out the next oakland mayor tonight. oakland's rank choice system allows the voter to select up to three candidates in order of preference when marking ballots. it's meant to eliminate runoffs. but all those extra votes take extra time to count. >> for a final tally, probably next week. >> reporter: voters in voters in san jose will elected a new mayor, cortese and sam liccardo are contending. we caught up with liccardo this morning as he voted. >> i'm thrilled that we're at the end of this campaign. i think we have all done a great job getting out there and talking to voters. i'm confident we'll prevail. >> reporter: he supports cutting costs. his opponent cortese says budget cuts are to blame for an ex-bus of cops from the police department. -- an exodus of cops from the police department. in the race for governor a poll found 42% of voters are not even aware governor jerry brown is running for re- election. and only 20% could name brown's republican opponent neel kashkari. now to the congressional race in the silicon valley. it was tight heading into today's voting. incumbent mike honda made the rounds last night. challenger ro khanna made calls with volunteers. the final polls before election day show the race to be tied. the gap between them closed over the past months. today's turnout could be the lowest ever for a general election in the state of california. a new field poll predicts 46% of registered voters will cast ballots. the current record low was set back in 2002 when just 50.5% actually voted. just 25% turned out in this year's june primary. and making voting more difficult, some counties are having problems on the internet. this is a look at voting in walnut creek this morning. the website for the contra costa county registrar has been down all day making it harder for voters to get information on where to cast ballots. the registrar says people can still get it from their sample ballot or by calling the registrar's office. >> the third option is just to use a search engine and enter -- find my polling place. there are a number of options online other than our website to find your polling place. >> the contra costa site is run by a company from florida and it's not clear when it will be up and running again. just a reminder if you haven't headed to the polls already, although voters are not required to show identification at polling places in california, it's a good idea to bring identification anyway just in case there's a discrepancy. if you don't have a driver's license, a sample ballot or utility bill would work. the u.s. senate up for grabs. republicans are trying to edge out democrats in nine states. polls suggest gop will gain enough seats to take over the senate majority, mitch mcconnell becoming the majority leader. low turnout may change the outcome. >> if the number of moderates is low, then people got sick of it and said, i'm going to do something else other than vote. >> control of the senate may not be determined tonight. final results out of alaska, colorado and iowa may come in later and races in georgia and louisiana may end up in runoffs. scott pelley has you covered this evening with the "cbs evening news" election coverage starting at 7:00 and 10 p.m. and local results on the bay area nightbeat at k bcw and kpix 5 news at 11:00. today the state will release numbers on how much water individual californians are using. for the first time state water resources control board will go public with per capita data. it's being used to determine which communities are conserving the most. officials say water use varies widely from 50 to 500 gallons per day. for the second day in a row, a memorial service is being held for a slain police officer. >> detective michael davis out of placer county sheriff's department was killed during a six-hour shooting rampage last month. sean bennett reports from today's ceremony in roseville. >> reporter: a lot of heavy hearts showed up here at this church in roseville to pay their respects for the fallen placer county sheriff's detective michael davis, jr. a small procession did leave the chapel on vernon street in downtown roseville making it to the west side of town here where it was streets that had people lining them show their support. firefighters draping flags on their fire trucks over freeway passes. police officers lining the streets. all to pay their respects for this fallen detective who died in the line of duty a couple of weeks ago. here's reaction from the placer county sheriff's department. >> um, it's shocking to me, it's amazing because we have never had this happen in our career at the sheriff's office. we have never lost of our own. to see the outpouring, we had no idea people want to support us in the smallest ways, coffee, fundraisers, people in the united states -- one man $10,000 directly to the family. it's so heartening at the sheriff's office. we can't believe it. >> reporter: detective davis is survived by his wife and four children. on the day detective davis died, it was 26 years to the day that his father michael davis, sr., died in the line of duty. in roseville, sean bennett, kpix 5. >> and the suspect, 34-year-old luis bracomonte faces charges. san jose police are investigating a deadly car crash. the car was southbound on the almaden expressway when it hit the curb at the hillsdale off- ramp and flipped. the driver was ejected and died at the scene. no one else was in the car at the time. police are checking to see if speed, drugs or alcohol were factors in the crash. prop 45 could change the cost of health insurance. it's one of the most expensive fights on the ballot today. who has a stake in the final result? we'll tell you. >> and pop star taylor swift is known for her breakups and makeups. how her latest one could change the music industry. that's coming up at 12:20. >> the insurance commissioner power to veto health insurance rates that he thinks are too steep. the latest poll showed support had dropped to 30%, no votes 42%, 28 undecided. compare that to this summer when support was at 69%. no votes were 16% and 15% were undecided. con sometimer advocates trial -- consumer advocates and others support prop 45. it gives two of the largest health companies kaiser and nancy pelosi. >> as a consumer you have to look at this and think what are they so afraid of what is going to happen in their estimation that warrants this kind of extraordinary expense to defeat this measure? >> the no campaign has spent more than $50 million. 35 states give the insurance commissioner the power to deny insurance rate increases and prop 103 already gives california's commissioner power to reject auto and property insurance rates. well, two years ago a lot of people including the mayor of san jose predicted an economic doomsday. the minimum wage were to go up. affected workers and businesses. >> reporter: it's been two years since san jose voted to increase its minimum wage to $10 an hour. and san jose state professor scott meyers lipton who students came up with the idea is not one to rub it in. >> minimum wage did not hurt the economy. in fact, it pumped, we estimate, over $100 million into the economy. >> reporter: they held a press conference two years ago claim if the minimum wage went up, san jose would lose 2800 jobs. but the numbers are in and they tell a different story. unemployment dropped from 7.6% to 5.2%. the number of businesses grew from 75,000 to 84,000. average employee hours remained con stand around 37 -- constant around 37 hours. >> things in san jose have gone pretty much as expected. business growth is still robust. restaurant growth has been robust and we have seen a small increase in restaurant prices, a little less than 2%. >> reporter: the san jose downtown show, says the improving economy nullified those doomsday predictions. >> the great recession ending and the comeback of the economy, really made it much ado about nothing. >> reporter: speaking of doomsday scenarios, mayor chuck reed said back then enforcing the new minimum wage would cost $600,000. >> so i'll have to decide, shall i take it from the police department, shall i take it from the library? shall i take it from the community centers? >> reporter: in fact, education and enforcement of the new minimum wage has cost the city about $57,000. >> well, our opponent said the sky would fall. >> reporter: he said it's easy to see why the minimum wage movement is catching on. >> regular people without power a chance to be involved in the economic decisions of our society. >> reporter: with san francisco considering $15 an hour, can san jose be far behind? natasha makes $10.15 as a waitress and says a raise means she could afford to go back to college. >> that would be awesome. i could save more money or spend money on myself every once in a while. >> reporter: mayor reed said he was unavailable for an interview but issued a written statement saying the voters of san jose spoke on the measure and the role of the city now is to jose. in berkeley it would be one- cent an ounce. backers say medical costs for obesity have soared to $190 billion a year. he is one of the most liberal talk show hosts but some cal students are affected workers and businesses. >> reporter: it's been two years since san jose voted to increase its minimum wage to $10 an hour. and san jose state professor scott meyers lipton who students came up with the idea is not one to rub it in. >> minimum wage did not hurt the economy. in fact, it pumped, we estimate, over $100 million into the economy. >> reporter: they held a press conference two years ago claim if the minimum wage went up, san jose would lose 2800 jobs. but the numbers are in and they tell a different story. unemployment dropped from 7.6% to 5.2%. the number of businesses grew from 75,000 to 84,000. average employee hours remained con stand around 37 -- constant around 37 hours. >> things in san jose have gone pretty much as expected. business growth is still robust. restaurant growth has been robust and we have seen a small increase in restaurant prices, a little less than 2%. >> reporter: the san jose downtown show, says the improving economy nullified those doomsday predictions. >> the great recession ending and the comeback of the economy, really made it much ado about nothing. >> reporter: speaking of doomsday scenarios, mayor chuck reed said back then enforcing the new minimum wage would cost $600,000. >> so i'll have to decide, shall i take it from the police department, shall i take it from the library? shall i take it from the community centers? >> reporter: in fact, education and enforcement of the new minimum wage has cost the city about $57,000. >> well, our opponent said the sky would fall. >> reporter: he said it's easy to see why the once in a while. >> reporter: mayor reed said he was unavailable for an interview but issued a written statement saying the voters of san jose spoke on the measure and the role of the city now is to jose. in berkeley it would be one- cent an ounce. backers say medical costs for obesity have soared to $190 billion a year. he is one of the most liberal talk show hosts but some cal students are
