says the referendum is illegal. good afternoon everyone. russian president putin signed a decree today recognizing crimea as a sovreign and independent country as president obama announced new sanctions against russia. kpix5 reporter mark kelly is live in our news room with the presidents beefed up promises. mark? >> reporter: michelle president obama unveiled sanctions against seven russian officials including russia's deputy prime minister. the u.s. and it's european friends have stepped up sanctions on economic and trade sanctions against russia following a historic vote sunday to the brings crimea and russia even closer together. >> pro russian crimeans celebrated sunday. the government said a large majority of voting crimeans cast a ballot to join russia. many believing a split from ukraine today will mean more opportunity in the future. prime minister said dear friends, we are going home to russia. the government said 83% of voters went to the ballot box, from the white house this morning president obama came down hard on russia saying the vote in crimea harms ukrainians sovreignty. >> as a told president putin yesterday, the referendum in crimea was a clear violation of ukrainian constitutions and international law, and it will not be recognized by the international community. >> the presidents new sanctions claim ped down on russian officials, specifically those in the armed sector and people who provide military support to senior russian officials. >> continued russian military intervention in ukraine will only deep en russia's diplomatic isolation and exact a greater toll on the russian economy. >> but in moscow, earlier sanctions have fallen on deaf ears. many russians support annexing crimea returning the country to the soviet strength it experienced in the 20th century. this resident said a great and huge future is ahead of us together with russia. the u.s. and europe want russia pulling back its forces and sitting down at the table with the ukrainian government. if not, the threat of harder sanctions lose large. >> united states stands for the people of ukraine and their right to determine their own destiny. >> moscow considers crimea's vote legitimate. they will address both houses of parliament tuesday. russian lawmakers suggested formerly annexing crimea is almost certain with one saying it could happen within just days. >> mark, thank you. crimea asked the united nations to recognize its separation from ukraine. they began work onsetting up a central bank with $30 million in support from russia. a freight train struck and killed a man in berkeley this morning. it happened just after 9:00 a.m. near the border between berkeley and albany. these southbound trains sounded its horn but a man walking on the tracks did not respond. he was pronounced dead at the scene. the train stopped and blocked four streets for a couple of hours and amtrak had to run a bus bridge between the richmond and berkeley station. concord police are looking for a hit and run driver. kpix5 reporter tells us evidence at the scene is helping investigators. >> reporter: a broken business sign, beaten up bushes, and tire marks, the messy aftermath of a late night fatal hit and run. >> it could be a very disturbing event, very violent collision. >> police say the woman killed wasn't even on the road. she was walking on the sidewalk when witnesses say a pick up drove straight into her. >> pick up truck all we have for a description is possibly two tone, was driving eastbound and went off the roadway and struck the victim as she walked on the sidewalk. >> sargent cody harrison says it appeared to have dragged or thrown on to the street. she was dead when police got on scene. witnesses weren't able to give many details other than a description of the vehicle. >> it's pretty vague right now just based on lack of description by the witnesses but just a pick up truck, it's possibly two tone, all we have at this point. >> it happened just before midnight sunday in front of this gas station. the investigation shutdown the intersection of willow pass road and sixth street overnight. officers went door to door interviewing neighbors. investigators say there was a lot of evidence left at the scene. evidence they hope will point them in the direction of the driver. concord police say the pick up would have suffered a lot of front end damage and they are asking anybody if they have information to please come forward. in concord, kpix5. police say the area where the accident happened is a major corridor but generally a safe road. police are looking for a hit and run driver who struck an 80 year old man. it happened around 9:00 last night on south park victoria drive near kenton drive. the victim was rushed to a hospital with critical injuries. witnesses say the man was struck by a newer gold colored chevy silverado pick up truck. size mol o justs say the quake that hit los angeles this morning was the largest since after the north ridge earthquake in 1994. it left residents and news anchors shaken up. >> big earthquake right now. >> that's pretty strong. anchors from our sister station in los angeles rode out the 4.4 magnitude earthquake live on air shortly before 6:30. >> it was the first time they all woke up from an earthquake. >> everything was shaking. everything was shaking. >> a news anchor from la station ktla ducked under their studio desk when the quake hit, despite the square there were no reports of serious damage. the quake was centered in the santa monica mountains the search continues for a south san francisco arsonist that torched several vehicles. it happened late saturday night. all four cars were just blocks from each other on grand avenue. this car was so badly burned from bumper to bumper it's hard to tell what kind of car it was. joseph duran was able to save this pick up with a garden hose. >> the way those cars blew up over there, it would have started his house on fire and we're all sleeping, kids were up there and everything, so yeah, lot to think about here. >> investigators are looking at footage from security cameras in the area for possible clues. a suspect is in custody for the stabbing death of a 16 year old boy. campbell police say 24 year old transient todd tharp was arrested at valley medical center last night after he came to be treated for injuries. officers say there was a fight at a park and a 16 year old san jose teen was killed. his name has not been released. firefighters in san jose put out a fire and discovered a suspected marijuana grow operation. there's damage to much of the house on lanier lane especially the garage and attic. not certain the fire was linked to the marijuana plants but electrical wiring likely was a factor. the people who live there are cooperating with investigators. happening today, long time customers are stopping by for souvenirs nears from joes cable car burgers in san francisco. they are buying items that decorated the restaurant walls and counters for the last five decades. joe's doctor told him he should retire after 49 years so the restaurant on mission street closed for good last night . the owner and his daughter are reflecting on that moment. >> by 7:00 we are running out of fries, onion rings by 8:00 we run out of meat and we have to call everybody off. it was very emotional. we were overwhelmed basically. >> it's hard because we know this was his social life and this was his love and he just, we're going to have to keep him busy because he will miss who will take care of my mother. who will take care of me? >> that was the most scary part for brenda. she had heard about foster care. >> because if she wasn't able to care for me, maybe i would be taken away from her. >> you worried about that? >> yes. >> well, that did not happen. her mom got better and went back to work. >> poverty had always shaked brenda's dreams. she never expected to go to college. >> i knew my mom could never afford it so it wasn't a priority and it wasn't really one of my goals. >> even just in high school being able to pay for her bare necessities that was always a challenge. >> she got into a rigourous college prep program at berkeley high called the international program. she began to realize she could go to college. >> something that we went over yesterday. >> she goes to a tutoring program after school. her grades climbed and she learned about scholarships including students rising above. >> she had to learn to advocate for herself and to really ask questions and to learn that wow there are resources there and how do i get a hold of that. >> brenda has already been accepted to sonoma state college. >> it's just something you never thought would happen for you?
