with them as well as the fbi. >> reporter: in the meantime, the stores are sweeping up and boarding up. in the case of the padagonia store, putting a bit of art in to the job. but there's only so much they can do. >> these are crimes of opportunity happening in the middle of the night. >> and most of them have been caught on security cameras like you're seeing above this store that was hit the other day. but the problem is they're just getting partial images. they're covering their faces and the cars that they're plowing in to here and trucks they're plowing in and driving away with are stolen. so getting the plate isn't all that much help. in san francisco phil matier, kpix. >> smash and grabs aren't just a san francisco problem. in the past year there have been similar robberies in palo alto, berkeley and hayward. two women accused of stealing more than two dozen cars are now behind bars. the duo was spotted twice by officers in the act. kpix 5 is live in hayward where police have recovered a few of the vehicles. >> pd calls these absolutely brazen because they kept doing the same thing over and over and again until they got caught. >> reporter: the suspicion started february 25th. an officer saw two women moving items between two different cars. both turned out to be stolen. before the officer could move in, the suspects took off. >> jumped in one of the vehicles and fled, leaving behind the other stolen vehicle. >> reporter: the next day the duo, jessica adkins and erin ellis were spotted again this time about a mile down mission boulevard in the jack in the box parking lot. >> unusual that we'd find them in the same place doing the same thing day after day. >> reporter: the pair took off before officers could get there but caught up with them at adkins' home in hayward. hayward officers recovered five stolen cars and believed the pair might be one of the most prolific car thieves in the bay area. >> there's some evidence that might link them to as much as 25 additional stolen vehicles. >> reporter: and in a not so surprising twist the cars they stole topped dmv lists year after year. >> the older civics are certainly easier to steal than some of the newer ones with the newer technology. >> at least two of the stolen cars were out of here and hayward. another one out of contra costa county. but as you can imagine they have pages and pages of paperwork to go through as they try to link all of these car thefts up to these two women. they've been charged and are being held here in alameda county. we'll know more as soon as the da releases more. it's happened again southbound cal train service suspended after someone was hit and killed by a train. the person was hit just south of the blossom hill station after 5:00. for now no service going south of that station. for the first time since the dot com bubble peaked 15 years ago the nasdaq closed above 5,000. some encouraging economic and merger news sent all the markets up. the dow gained more than 150 points. the nasdaq finished the day up almost 45. and the s&p gained about 13. k cbs radio financial reporter jason burke says getting back above 5,000 has been a long time coming for the nasdaq. >> a lot has happened to the nasdaq during that time as a makeup of the tech sector has changed. 15 years ago apple was just a meaningless stock in its pre-ipod days. today it's the most valuable company in history and has driven the nasdaq higher. >> this is only the third time the nasdaq has closed above 5,000 in its 44-year history. rain around the bay area again today pretty hit or miss but it came down hard in some parts like the south bay. we got these pictures of pea-sized hail in downtown san jose. right around lunchtime when the dark clouds moved in. they duchd pretty heavy rain too for a short time then moved right on out. about the same time, a downpour on drivers along interstate 280 in sunnyvale. one minute sunny skies. the next sheets of rain. paul deanno has the high def doppler cranked up and looking for more showers out there. >> showers and hail because the atmosphere was unstable enough but also cold enough today. if you get both of those at the same time like saturday you can get hail with some of these showers. notice the activity three or four hours ago in time lapse mode. notice the lack of activity now. just a few sprinkles are remaining. one is over the east bay hills and may impact you in richmond and berkeley and kensington. that's really about it. we're seeing a rapid decrease in the amount of showers. how much did we get? looks like it. a big hail storm hit huntington beach. looks like maybe the canadian coastline, not the california coastline. a beach blanket of hail in southern california. talk about additional rain chances coming up. two men shot and killed in livermore and the one person who survived the confrontation is now behind bars. police say it may have been a contraband deal gone wrong. authorities arrested 28-year-old james ware just hours after last night's shooting. we talked to a woman visiting a growing memorial at the scene. she says one of the victims is her ex-boyfriend and the father of her 4-year-old son. >> he's very loved. he's very missed. it's going to be one of the hardest things to have to tell his son. >> james ware is not charged with murder. he is charged with grand theft and weapons charges. oakland students wore blue in a stand of solidarity today for a fellow student who was shot and killed over the weekend. the teens at oakland technical high school are mourning the death of devon ellis. the 14-year-old boy was shot to death while walking with friends saturday night. neighbors say they heard gunshots and a car speeding off. police are offering a $20,000 reward for information. a san jose fire quickly spread from one garage to three leaving nothing but charred structures in its way. burnt framing, all that remains from the flames. the fire gutted this garage, damaged two others at a home on 9th street. at least two cars were also destroyed. firefighters said the victorian homes nearby were a concern and their primary goal was to save them. >> the flames did impact one of the buildings up in front but it does not appear that there's any living space intrusion. >> arson teams were looking in to whether this fire was intentionally set. nobody was injured. in other bay area headlines now, a san francisco bicyclist has died after getting hit by a car today. the cyclist collided with the car at 14th and folsom streets just after 12:30. police tell us when they got on scene a good samaritan was performing cpr on the man. the victim 50 to 60 years old later died at the hospital. the driver of the car remained on scene. no arrests have been made. another bicycle accident to tell you about in belmont. a man died today after losing control of his bike and crashing. it happened just after noon on ralston avenue. police say no cars were around at the time of the crash and the victim was wearing a helmet. san mateo county coroner has not released his identity. the pit bull that attacked one of its owners has been euthanized. the owner was bitten on the face, legs, and arms in the house. her injuries were serious enough that she had to be airlifted to john muir medical center. her name and condition have not been released. a new audit confirms what most san jose drivers already know. the roads in that city are a mess. the independent city auditor's six-month investigation concludes they're among the worst in the bay area. the reason, a decade of no money for routine street maintenance. as a result, 38% of local city roads that are now fined will fall in to poor condition and soon. by the end of the decade the audit predicts 61% of local streets will be in bad shape. the cost to actually improve all of the city streets in san jose, $504 million. it just keeps cost ing more and more to drive on those roads. bay area gas prices have gone up 50 cents a gallon in the bay area in just a week and looks like there's no end in sight. prices are up another 5 cents today. according to the website gasbuddy.com the most expensive gasoline is no surprise san francisco where it's averaging $3.45 a gallon. in san jose it's now $3.37. and the least expensive of the big cities is oakland where it's still $3.35 a gallon. both oakland and san jose are now below the statewide average of $3.39. they prove their loyalty is very much alive. the reunion concert that sold out in hours and left a small bay area post office buried in mail. >> a dramatic cliff side rescue along the coast. the lucky circumstances that helped a hiker survive. >> what was your reaction? >> i can't say on tv. >> reporter: he's not alone. we found hundreds of complaints about the reno-based company from people who say they too received high initial quotes that turned in to much lower payment offers. but the ftc's ken abbey says companies can and do protect themselves with fine print. and in cash for iphones terms and conditions, it does say initial quotes are qualified pending our evaluation. it also says customers will have three days to either accept or reject the new lower price. but tony says he couldn't reach anyone by e-mail or phone for the three days following his offer. >> put on hold dropped passed to another consumer rep. dropped. finally got through after about four, 5 days of calling. >> when he finally told them he wanted his phone back, cash for iphones told him it was too late. >> they have to provide a mechanism for people to cancel if they offer the opportunity to cancel. >> reporter: the nevada state attorney general agrees. it recently subpoenaed cash for iphones business records concerned about complaints that they couldn't get through. >> shop around. >> reporter: something tony admits he would have known if only he'd relied on reviews instead of a too good to be true offer. >> after we contacted cash for iphones san francisco attorney, they did send him the full amount he was initially quoted. he wouldn't comment on the other accusations against the company but our sister stations in sacramento and reno heard from viewers with similar complaints. if you have a consumer problem call 888-5-helps-you. >> couldn't he have gone back to apple or even his cell phone provider? >> he had no longer had his phone. he sent it in to get the quote. by the time he got ahold of someone they said it's past the three-day window. >> that's the kind of thing you need to do in person. >> there are many companies that will buy back your phone. you want to read reviews before you send anything away. i think that's the number one thing to take away here. no matter what you do, read the reviews and see what other experiences. >> i think that company had like one star or something. i may have been wrong. >> half a star. google will soon be selling data plans for smart phones and tablets. the idea is to merge cell and wi-fi network seamlessly and that means there will be an instant connection when a device moves from wi-fi to cellular coverage. google is also working on android pay a mobile payment system that will work on all android devices. you'll be able to charge your phones soon on your ikea furniture. the swedish giants at assemble it yourself furniture is adding wireless charging pads to tables, desks and lamps. the idea is designed to cut down on clutter. the new line goes on sale next month. a tricky cliff side rescue all caught on camera. a 24-year-old man from gilroy was hiking with a group when he fell 70 feet. he plunged in to the surf but was able to pull himself up on to a rock. two good samaritans swam out to help him before rescuers arrived. a chp helicopter lowered a crew to stabilize the man before hoisting him up to the helicopter. he's expected to recover from those injuries. they are celebrating in the sierra tonight. weekend storm brought lots of snow to the high country. nearly a foot and a half fell in some spots. skiers snowboarders braved through traffic conditions to get up there. it's been so rare lately it's just the infusion the region needed after a bleak season so far. tomorrow they'll be doing the latest snow pack measurement. a little bit earlier we showed you huntington beach covered in hail. paul had that first. check out this surfer. he finds a way to surf without getting in the water. grabbed his board found some hail stones slick enough to surf on. you don't even need a wet suit. great to see snow. >> the mountains were calling him. ken had to go. >> finally it looked like the season. because it's been like two months since we've had a good snowfall up there. finally yes, we can celebrate. we got snow in the sierra. i'll have ski resort snowfall totals coming up. today felt a bit like winter. with rain in san jose but boy has the atmosphere calmed down quickly. san jose the rain is finished for you. for everywhere else in the bay area, rain is done and done for another week. napa 66. gilroy today 65. oakland, you had a few showers dancing around you. san jose, you were the wet spot today. .8 of an inch of rainfall. san francisco, 61. san rafael, 60s. you can see the counter clockwise turn. that's an odd direction for us. that's because the low is passing by to our west. we did get snow on saturday in the mountains. we got additional snowfall today. squaw valley reported their highest elevation 32 inches of new snowfall. mount rose ski resort 16 inches. ski heavenly coming in at 14 inches. we had the snow in the mountains. we had the rain here. what happened next? a ridge of high pressure has been off to the west giving us those storms sliding down the california coastline. the one that got us today will be getting arizona and northern mexico coming up tomorrow. but another ridge of high pressure is building in and it's going to be hanging out for a while. kind of seems unfair. the stuff we want hangs out for a day or two. the stuff we don't need hangs out for a week or two. ridge of high pressure building in. another very long dry stretch. it begins tomorrow with mainly sunny skies. redwood city, 65. vallejo, 63. san jose, a day after your rainfall your high is 66 with sunshine. napa, 65 degrees. your extended forecast upper 60s wednesday. 70s are back on thursday. 70s are staying on friday. next weekend as we spring forward we are springing forward next weekend. it will feel like spring. low 70s on saturday and sunday. so just when it feels like the pattern might be changing and we might be getting rain every two or three days, mother nature says an affirmative no. but we'll be thankful for what we got and when we get the sunshine back we'll be thankful for that too. >> okay. >> trying to be positive, ken. >> i know. >> we need more rainfall, we know that. maybe it will come next week. >> once a week, i can handle that. california's construction boom created a flood of jobs. why that's especially good news for the bay area. life's the food that brings us together. and kitchens where every meal is the most important of the day. life's the food that brings us together. and kitchens where every meal is the most important of the day. a pay hike in oakland for minimum wage workers started today. the city raised the minimum wage today to $12 .25. that's the highest right now in the bay area. the wage hike also includes paid sick leave. many restaurants have raised their prices to make up the difference. berkeley and richmond are among the other local cities taking steps to raise the minimum wage. east coast ports appear to be the unintended winner of the labor dispute at the west coast ports while the 29 ports including the port of oakland here were shut done or partly -- partially shut down. some of the cargo will never come back, along with the east coast shippers, also sent cargo to canada and mexico during that dispute. you may have noticed it. a boom in the construction industry now that the economy is bouncing back. ron jones shows us one company doing so well, it's expanding and adding workers. >> the construction industry is alive and well again. >> reporter: dan longstreet of omega products says the construction material on these pallets are bringing in huge profits. >> we're sending material in to oregon washington, idaho. >> reporter: the small company sells commercial and residential stucco tile and stone products to contractors across the country. >> this is omega flex. this is one of our probably strongest selling products in the market. >> reporter: according to a recent report by the associated press, construction projects are increasing across the country. some of the hot markets include north dakota, utah, houston and miami. the report also says some of the contractors are now offering signing bonuses of $5,000 to $10,000 for skilled workers. omega representatives say things are great now but the 2008 economic crisis had them troubled. with fewer customers things looked bleak. >> very concerned yeah. but we got through it. we're seeing huge growth in the bay area. >> reporter: now omega is getting so much business, it's moving out of this 15,000-square-footwear house in rancho cordova in to a 50,000-square-foot facility in sacramento. the sales manager anticipates better days ahead. >> we're happy to be able to help bring more jobs from sacramento in to our location. we love sacramento. this is the place where we've made a lot of our growth happen. >> that was ron jones reporting there. omega products says the new facility will be open in about four months, adding 15 more jobs. if you played powerball in concord, check your tickets. somebody hit it for just over a million dollars. that ticket purchased at the monument wine and spirit store on monument boulevard. that ticket matched 5 out of 5 without the mega number. if that mega number had been picked, that ticket would have been worth $80 million. >> it wasn't me unfortunately. >> one number away. coming up in our next half hour san jose's homeless population on the move. the new venue where some have settled that has college students upset. >> and the home of the cruffin hit by criminals. the recipes ripped off. it's left a bay in our house, we do just about everything online. and our old internet just wasn't cutting it. so i switched us from u-verse to xfinity. they have the fastest, most reliable internet. which is perfect for me, because i think everything should just work. works? works. works! works? works. works. now at 6:30, a bay area campus becoming home to the homeless. students are fighting back. welcome, i'm veronica de la cruz. >> and i'm ken bastida. only on 5 reporter len ramirez with how the homeless are disrupting student life at san jose state university. >> ken to one degree or another there have been homeless at san jose state for the past few decades because of its urban setting. but now because of the closing of the jungle, students say the population of homeless is exploding. >> reporter: as a wide open downtown campus, san jose state university has never been immune from big city problems but students tell kpix the homeless problem on campus is out of control. >> i wouldn't call it an issue so much more of an epidemic. >> reporter: he's a four-year business student who said it never used to be this bad. >> you can't walk out of any individual building without seeing a couple homeless any time of the day. >> i was sitting on the bench and this woman approached me and said this is my territory. you need to get up from here. >> reporter: madonna said it's not just the bigger numbers that scare her. she said homeless people have become intimidating and aggressive over campus seating areas. >> i was so scared. i was like i'm so sorry. i had to apologize. then come to think about it, i'm like hey we're paying money to this school to come to this school. this is my school. >> reporter: inside the joint city university, dr. martin luther king, jr. library students clash with the homeless over desk space and open computers. one student thinks it's all because of the city's recent action to shut down the jungle the large homeless encampment. the problem has led to friction between tower hall and city hall. >> of course they come this way. it's really close. it's an ope n area with benches. a little bit of covering. >> we don't have any data on the number of homeless people who come to our campus. >> reporter: the university administration says it can't stop people from using the benches or even being on campus unless they try to camp overnight. >> we want people to feel safe and secure and if people have any concerns, we do want them to report them so that we can take action right away. >> and university officials are urging students to call 911 or the campus police department if they feel anyone is intimidating or threatening them. reporting live in san jose, len ramirez kpix 5. los angeles mayor eric garcetti is asking for calm in the wake of the shootings of a homeless man by police. the whole thing went down in front of witnesses yesterday on skid row. police were called to question a man about a robbery. it got ugly and police wrestled the man to the ground. the police chief said shots were fired when the man grabbed an officer's gun. civil rights leaders are calling on governor brown to appoint a special investigator. >> why? because we don't feel, we're not confident based on past performance that this is going to be thoroughly objective, thoroughly independent and most importantly thoroughly item partly sunny. -- impartial. >> the chief says two of the officers were wearing body cameras which will be crucial evidence. witnesses' cell phone videos will be examined. a rally to the community for support. the 10 -- the tenants were served eviction papers last week. the building is not for sale but the station 40 tenants are trying everything they can to stay there. >> we've talked to the landlord about potential solutions and we're willing and open to find any solutions that can sustain these low income tenants. a sticky fingers thief is on the loose tonight in san francisco. here's kpix 5's mike sugerman with details of the great croissant caper. >> reporter: the need for dough in this town is rising. people hunger for better things. could a half baked plan like this service the recipe? wright steven knows a lot of things, especially about baking. but about this? >> we have no idea. >> reporter: it was friday, february 27th. the day was warming in this tepder -- tenderloin neighborhood like the baked goods. >> in the wee hours someone came in to the bake house and helped themselves to the recipes up here. >> reporter: hundreds of them for his trademark cruffins, a muffin with croissant dough. california croissant seaweed and salmon wrapped the same way. they line up for this stuff. can't make enough. could it have been some tart on his staff who stole the recipes for his success?
