Things were so crazy earlier today, at least one driver decided to quit. On a day when the rain and the traffic kept coming, rich decided he had had enough. Highway 17 driver pulled over to let the danger and the downpour pass. Highway 17, i think sometimes they should close it and make a log ride out of it. Reporter it wasnt just highway 17. There was flooding on highway 87 in downtown san jose which closed a lane and a solo spinout that closed the freeway until a chp car could push the wreck to the side. One truck driver said too many people drive like its still dry. When its been a while since it rained, theres more oil on the road and so forth. Its kind of like driving through salad dressing. Reporter trees that may have been sick or weakened by the drought fell throughout the Santa Cruz Mountains often blocking roads and knocking out power. On woodside road near canada a big oak tree took down power lines. It was a powerful blast but just the first taste of this weeks expected wild weather. Were getting saturated. And its a gullywasher, the leaves are just coming down and clogging the drains. Reporter what has people concerned is this next phase of the storm thats expected to come up tomorrow, ken, as you well know, when you get heavy winds up here, as paul said, we could have a lot of trouble. People are afraid of a lot more trees coming down and a lot more Power Outages and extended Power Outages, as well. Yup. Grab your batteries, get your flashlights ready. A 40foot oak tree fell across one familys driveway in san rafael. No one was hurt. But it trapped a family inside their home for the day. The whole bloody tre. We are so lucky it did take down electricity, it didnt take down the phones, it didnt take down the internet. Crews worked outside cutting up the tree and removing it off their property. [ chainsaw noise ] busy day today for those guys. Public works crews in San Francisco. This tree toppled over on waller street just off divisadero. And you can see, the root ball tore open the sidewalk and the rest of the tree crushed a toyota. And just a few minutes away from that mess, we found crews cleaning up on guerrero street. This tree split in half but didnt crush cars. It was so badly damage, the whole tree had to be cut down. The crews cleared a massive tree that fell on a street in newark. Drivers had to carefully navigate around this one on cedar boulevard. No major damage or injuries reported. Driving anywhere was a challenge in todays downpour. This was what i80 in berkeley looked like. Lots of red brake lights and slow going commute. Traffic had backed up well before peak commute time. Well, 6 00 right now, kpix 5s mark kelly is dodging raindrops as he drives that 101 commute in marin county. Mark. Reporter and veronica, if you are driving in marin county tonight, this is not a sight that you want to see. Lets go to the roads now. Take a look at the traffic were stuck in at this time. Were 101 northbound right now going, eh, about 20 Miles Per Hour. Just looks like a whole sea of red lights in front of us at this point. So traffic in the southbound lane if you are able to see this, that seems to be flowing just fine but were 101 northbound and were not going anywhere fast. Now, of course, its the north bay that tends to get the brunt of the rain when we get these big storms and a second round of rain started filling it up this morning. Combine that with the commute and this is the kind of traffic were seeing tonight. Now, just a few minutes ago we talked do drivers filling up their gas tanks about what its like getting around in this mess. Anyone acting reckless . Yes, in the mall parking lot at northgate. Reporter what did you see . People going, like, 30, 40 miles an hour in the parking lot to get out. I think people are stressed because of all the traffic. It is crazy. In the southbound lane in this neck of the woods of marin county things are flowing fine. Its just this northbound lane right now so if you could at all avoid this stretch best to do it. No flooding concerns here but its the most water thats been seen in these parts in months and this Sonoma County intersection where 121 meets 12 is notorious for flooding. The kids are crouching behind bushes, if a neighbor sees somebody in the dark with what looks like a gun they have to assume its a gun and im worried the kids are going to get hurt because of what they appear to be doing rather than what they may be really doing. Reporter last year, Livermore Police officers pulled over a car of seniors after reports of people with guns. Pulled them over did a felony car stop which means we point our real guns at them and order them out and we found out it was just a game of assassin im concerned kids will be caught in the crossfire of confusion. Reporter kids say theyre using nerf guns but Livermore Police showed us these guns that look fake and are real. Its not just a gun issue. This car ended up in a house last year as the student tried to evade her assassin. This video shows a driver trying to ditch his buddies with someone right in his way. Young drivers are in potentially dangerous situations. I made a traffic stop on a girl driving double the speed limit in a school zone and she said her assassin was following her. Other bay area headlines tonight, we will soon know if bikes will be banned from downtown san jose sidewalks. City council is taking up the issue at a meeting right now. The proposal being considered would ban cycling on sidewalks along downtown streets that already have bike lanes. Kids under 12 would be exempt. Contra costa countys board of supervisors has approved a 12 million reprieve for Doctors Medical center. That vote allows the countys healthcare district to move ahead with a plan to keep the struggling hospital operating. Doctors Medical Center in san pablo has been on life support since it filed for bankruptcy in 2010. Still ahead, police are calling it savage. A deadly beating. Police tell our john ramos that attack was savage, sustained and totally unprovoked. I think that all of house were investigating this case were personally affected by it. Reporter San Francisco police spoke out today about a murder sunday at midnight that has even seasoned homicide detectives shaken by its savagery. A disabled home last man was beaten to death by three men as he lay sleeping outside an Office Building on sutter street. This attack is extremely brutal in nature and the fact that they left came back and resumed the attack, i think it speaks volume about how bad it actually was. Reporter they released video of the attack taken by Surveillance Video across the street. The picture show one man kick the victim, pausing briefly as a taxi drives past. There is more but police say its too disturbing to release. They also have this video that they say captures the three suspects shortly after the attack calmly smoking cigarettes. Police say it. Y pham was well known in the area and never caused problems for anyone. I dont know how much provocation you can give someone in a sleeping back with your crutches a few feet away. Its a brutal savage assault. Reporter police are taking this one personally and are asking the public for help identifying these suspects. They say lack of any motive leads to the chilling conclusion that ty pham was murdered for fun. In San Francisco, john ramos, kpix 5. Police inspectors will be handing out flyers at the montgomery bart station on thursday afternoon hoping to find someone who may have noticed those killers last sunday night. Tonight the feds are asking one of the bay areas top cops to weigh in on the situation in ferguson, missouri. Chief chris magnus of richmond has been credited with sweeping reforms that have cut crime dramatically in that city. He will be joining a department of Justice Panel dedicated to investigating the breakdown in policecommunity relations in the wake of the Michael Brown shooting and the grand jurys decision not to indict officer darren wilson. Well, with the rain coming down water officials are bigging people not to forget the state is still dealing with an historic drought. Reporter tony lopez on a kind of water saving report card and some very mediocre grades. Reporter chances are its the last thing on your mind on a day like this, but state water officials remind us this is not enough to end our drought and not enough people are conserving water. Calling it conservation fatigue, the state Water Resources board says california residents arent exactly soaking in the spotlight when it comes to saving precious water. For the second straight month, fewer people in our state are making an effort to conserve. Year to year, october numbers showed just a 7 reduction in water use. Compare that to a 12 reduction in august. Water officials remind us reservoirs are still at historic lows and the snowpack is nowhere near what the state needs. But there are some areas of the state outperforming others when it comes to conserving water. So who is going above and beyond . Some of the top droughtbusting performers are in Northern California. Redwood city in the bay area saw a 38 drop in water use year to year. The city of davis a 23 drop. And the city of sacramento comes in with a 20 decline. The next move for the state water board is to go where people are conserving least,southern california. It had hold a Board Meeting later this month to talk about strategy as we possibly could be headed for another year of drought. A live look at sfo right now where todays storm is causing long delays. At least 136 flights have been canceled today. The worst delays are also running well over 2. 5 hours. The storm is sending fresh powder to the sierra. The winds will also increase and for some of you, even though it was very wet today, tomorrow has the possibility of being even wetter although i would be thrilled if we just had as much rain tomorrow as we had today. Lots of snow in the sierra. The snow level is rather high. Its 7,000 feet. Below that were talking one to two feet portfolio snowfall accumulating in the high country tomorrow afternoon. Widespread rainfall today. You would think perhaps that the storms already gone and now we are on the weaker or back side of the storm. Not the case. It is still on approach. As it gets closer to us tomorrow it the atmosphere if anything is going to be more unstable giving us a greater chance of thunderstorms and with that low closer the winds will also increase, as well. Some of you right along the coastline will likely have 30 to 40mileperhour winds tomorrow so a second straight day of widespread rainfall coming up tomorrow. Low moves out, we still get showers on thursday. Then that is gone. Theres something behind it. Another low pressure area. Not a direct hit but more scattered showers coming up on friday. This particular pattern is going to be with us through the end of the week and thats wonderful news. Tomorrow morning just like this morning the rain might wake you up. Well, for starters, police say the guy was drunk. As for how he ended up on the sidewalk, kpix 5s ryan takeo shows us it was no easy feat. This has never happened on the Golden Gate Bridge before. Reporter this mustang took a detour just before rush hour on to the pedestrian walkway beside the Golden Gate Bridge. The chp says the driver was heading down from the Marin Headlands but instead of going down and getting on 101 there, he made a right turn into this parking lot. Then police say the driver plowed over this pole and through this metal gate with barbed wire on to its very clearly a walkway. There is a barrier, this driver blew through the gate and got wedged in the sidewalk. Reporter the bridge district says it will look at the bridges security measures, put in place after 9 11. Well certainly be reviewing them since this has happened to make sure that were up to code and making sure that were up to the best standards of safety possible. Reporter chp arrested a driver 22yearold daniel soto for dui. His social media profile shows he has an affinity for his blue mustang and the Golden Gate Bridge. Today leaders from all four major sports leagues went to capitol hill to testify about Domestic Violence. Three months later, it is still nearly 50 higher than before. For the first time, the former captain of the Costa Concordia crews ship testified today about the deadly 2012 shipwreck in italy. But alfonso van marsh reports, things did not get off to a timely start. Reporter the excaptain of the Costa Concordia was almost an hour late for his own manslaughter trial this morning. His lawyer says Francesco Schettino was tense as he arrived. [ nonenglish language ] reporter the 52yearold defendant testified with his face hidden inside a local italian theater turned into a courtroom. He told the court he steered the cruise liner close to the tuscan coast in 2012 to treat passengers to a nice view. But the ship went too close, hit rocks and sank, killing 32 people including two americans. [ nonenglish language ] reporter schettinos lawyer said this is a trial against a good man who always behaved correctly. It was an accident at sea. Schettino faces charges of manslaughter, causing a shipwreck and abandoning the 4,000passenger ship. Authorities arrested the disgraced captain soon after the crash. Schettino told investigators he could not help with the rescue because he tripped and fell into a lifeboat. His defense team said no one was killed when the ship smashed into an island. They blame the death on a backup generator that failed and watertight ship compartments that flooded. If convicted he faces 20 years in prison. The cdc has named 35 u. S. Hospitals as designated Ebola Treatment Centers four in Northern California the they are ucsf Medical Center in San Francisco, the Kaiser Hospital in oakland, ucdavis Medical Center in sacramento, and kaiser also in south sacramento. Health Officials Say each facility is staffed and equipped to handle the complexities of treating an ebola patient if the need arises. Its a short medical procedure that has long been debated. Apparently flip phones are back in a world where everyone seems to be racing to keep up with the latest smartphone technology. The lower tech gadgets are enjoying a surprising renaissance. So what is with all the nostalgia . People are going back to the flip phone because it works. Its functional. You just flip it open, also you dont have to get internet on it. You can actually go out and enjoy whatever youre experiencing instead of taking pictures of it for instagram and looking at it later. Ah a trend that we hope continues. Celebrities meanwhile like the privacy because unless theyre internet enabled they are impossible to hack impossible to hack. Now whats possible . More rain around here. How did a promising stanford prospect wind up at crosstown rival cal . Its the story of a coach whose concern is more about the player than the rivalry. In terms of the recruiting, you know, its pretty rare. Reporter cal head coach Lindsey Gottlieb was a little stunned when stanfords tara vandaveer put new zealand basketball star panita davidson on a silver platter. I went to my phone and any coach that i knew i texted. And i get a text message from tara and she is still playing in the tournament so the fact that she took the time and she said, hey, lindsey, do you have any scholarships left . Im like i do. Now, whats up . Reporter davidson was a complete unknown until she came to one of stanfords camps. Tara wanted her but the schools Admissions Office said no. I definitely wasnt [ indiscernible ] what was the next option . We recruit a lot of kids that, um, stanford does not become an option but they understand the system better and they have a backup. She didnt understand maybe how it worked and we didnt want to have her get left in the lunch. Reporter davidson wasnt in the lurch for very long and she became a bear with little knowledge of the rivalry. The cowboys were playing the stanford boys and there was a huge rivalry. I didnt realize it was cal at the time. I seen that game. Wow, thats the rival school. Then thats when i figured out it was a really big deal. To help your rival, you know, and somebody that youre competing for a championship with again i think speaks to the fact that tara sees the big picture. As a young coach, you know, its a lesson that i wont soon forget just in terms of how you handle things and how you treat people.
