The city council will vote to move on that project to move it forward next month. Caltrans is moving along with an earthquake retrofit on northbound 280 in San Francisco tonight. But that might be the only thing going smoothly on the freeway. Traffic heading into San Francisco has been jammed up throughout the day. It is crawling at hospital curve on northbound 101 right now. We have seen traffic backed up to brisbane at times. Adding to the mess was this afternoons giants game and holiday traffic. You can see where the trouble is on our traffic computer. Anyplace where you see the red, that means that traffic unfortunately is at a standstill. Because of the Holiday Weekend construction has taken a toll on drivers. 3rd street is jammed up. Looking for a detour . Side streets are clogged up as drivers are trying to get everything to get out of the 101 gridlock. Crazy with 280 shut down. Its been terrible. Im trying to find a side street. Theyre clogged up. Holiday traffic will be lighter and giants will be out of town this weekend. Bad news, northbound re 280 opens on monday morning. John ramos spoke to frustrated hayward residents to say you have to drive in circles to get anywhere around town. Reporter last year, to prevent commuters from gridlocking its downtown area, the city of hayward created a circle of oneway streets called the loop. The loop is designed to ease Traffic Congestion and make downtown access easier. Reporter and after a year of operations, the city seems pleased with the way traffic is now zooming through downtown. The loop is actually functioning very well and, in fact, its succeeded in all its primary objectives. Reporter but unfortunately a lot of people who live here dont agree. I dont like the loop at all. It is terrible its horrible they thought it was going to be great. It hasnt turned out that way. Reporter the operators of this tanning salon say commuters are moving so fast through the area that its hard to even get into their tiny parking lot without being rear ended. Its funneling traffic so quickly through town, nobody sees us. Reporter they say there have been accidents here. They have lost much of their Street Parking and customers cant figure out how to get to the stores. But the city says downtown is showing signs of rebirth and people just need to get used to the changes. It is different, especially for people who have lived here for a long time and are used to the established pattern from before. Reporter Reggie Tomlin lived here a long time. Last year told us his 25year old business might fail because of the loop. Looks like reggie may have been right. It closed this spring. But at least the traffic is still flowing smoothly. In hayward, john ramos, kpix 5. The city has spent more than 100 million on measure b funds on that project and says traffic is moving 20 to 30 more efficiently as a result. Now the latest on the fire burning on the napa and lake county lines. At last check, 4300 acres have burned. Two homes have been destroyed and hundreds still under mandatory evacuation. It is still just 30 contained. Kpix 5s ryan takeo is live for us right now. Ryan, firefighters say that they are getting a handle on it but things keep flaring up. Reporter thats right, veronica. In the last 10 minutes we saw that plume of smoke really get a lot darker. We get the sense that the wind around here has been swirling in the area and that provides some issues for firefighters. Again, that just happening in the last 10 minutes. We will keep an eye on it. Helicopter crews are trying to douse it with water. There was a bit of good news today. We were there at the red cross shelter in middletown right after evacuees heard they were able to go home. They are so glad. They have been worries for two days, sleeping in cots, some sleeping outside so they could be with their pets. Now, we wondered how did firefighters get control of this fire . One way was through a controlled burn. And several controlled burns to make sure the fire did not have fuel. We fight fire with fire as well as hand tools as well as bulldozers as well as aircraft. We use every tool that there is in the toolbox. Reporter one of the other tools cal fire has, happened crews. Now, this is private property so we wont go on it but its a good illustration how the hand crews dug into the dirt and created a barrier stopping the fire right in its tracks not allowing it to Gain Momentum and on this property not only did it save the majority of the property, it also saved the mans house. So cal fire is confident they have a hold of this fire. They havent moved that 30 number but when we get another estimate, we expect that containment number to go up. We just dont know by how much. Now, the fire is not out. Again, its far from it. You can see thats a good example of itas well because it shows the unpredictability of this wind and the role that wind can play. Live in napa county, ryan takeo, kpix 5. Brian hackney now with a look at the weather conditions in the fire area and brian was just talking about the unpredictable of the wind. Yesterday it seemed weather conditions were more favorable. Things have changed . A little bit. Things are getting warmer just by degrees. Numbers come up a couple of degrees a day, they are going to be near 100 degrees by the end of the weekend inland around the bay area. The winds are not a huge factor still though. You can see ryan out there and, you know, the winds i always look at the hair and it didnt look that bad. The forecast is just for westerly winds to about 10 miles an hour gusting to 15. It could be a heck of a lot worse. They could be out of the east up to 30 or 40. Its not. The humidity is up. So they are going to have mostly clear conditions, the humidity 60 to 80 . All of that is good news for firefighters with the one exception being the fact that its going to get warmer as the weekend goes on but they will probably take the warm temperatures instead of increasing winds. They will get one but not the other. Mobile weather van is showing that the temperature out there is warmer than yesterday about 94 degrees. And you can see the humidity right on the spot is fairly low. But the forecast is good news and the winds out there are fairly light, as well. East of san diego they are dealing with a fast moving wildfire that is threatening hundreds of homes. The fire started this morning near the old mining town of julian and grew to 40 acres in half hour and has not stopped. Two homes are destroyed. At least 150 acres are charred. Firefighters are dealing with temperatures in the 90s there. But the winds are calm. New at 6 00 architects take a stand against capital punishment. By fall without significant rain the reservoirs will get so low, Los Gatos Creek could go dry. California drought is hurting crops but tony lopez says it is helping some winemakers develop an even tastier product. You know, grapes love to be stressed. Reporter while our ongoing drought has definitely done that, but that is not a bad thing for some wine maker. Winemakers grapes are thriving at auburns mount vernon winery. Why is it good that they are stressed out . It provides a more concentrated fruit flavored taste. It tastes like fresh cracked black pepper with raspberry. Reporter these grapes could get ugly in a hurry if they get rain. It would start rotting from the inside out. Reporter rain was welcomed during the planting season. When that didnt come, mount vernon adjusted focusing on quality instead of big batches of grapes. We dry farm everything here at mount vernon meaning we dont add any irrigation. We just let Mother Nature do what its going to do. The ridge is building in the Desert Southwest and a lobe of that ridge is going to swing over california. The result, a slow warming trend a few degrees a day but that will take us into the mid to upper 90s by the end of the weekend. Overnight lows okay. 55 degrees in napa, 56 at Travis Air Force base, 55 livermore of the here in the city tonight, 54 degrees. It will be patchy fog along the shoreline. Tomorrow in the mid to upper 80s inland, 80 napa, 81 santa rosa, 81 san rafael, san jose 81. Well really begin to apply some heat by saturday morning. As for the forecast, fireworks look good near the bay. Theres the potential for some patchy fog but the ceiling of the fog should be 900 feet allowing us to get away with fireworks. Inland is a cinch. Temperatures 65 degrees by the time we settle down to watch. So the fiveday forecast is calling for plenty of sunshine inland. Temperatures will be rising from the low 90s in the warmest spots on friday into the mid90s by the end of the wee
