richmond. in fact, richmond is the only city in contra costa county seeing a 15% drop in property taxes and that means city services will eventually be affected. it's a love -- >> they provide a lot toward the company. when you hear chevron what comes to mind? >> pollution. >> reporter: everyone also acknowledges its importance. chevron is the biggest tanks pair in richmond. >> oh, yeah. we need chevron. >> they are the biggest taxpayer in richmond. their budget shows how much they depend on the refinery. they are facing a $7 million budget shortfall. more than half of that amount is tax money chevron isn't paying in property taxes. because of the august 2012 fire at the refinery, its property value went down. >> just for the refinery fire it was an effect of about $4 million. >> reporter: the city manager says layoffs and service cuts are coming. >> departments are going to have to plan to try to do as much of the same work as they possibly can but with fewer people. >> reporter: city officials say they will know by june which department also face cuts and by the way a lot of folks are saying that resentment shows that chevron still has work to do when it comes to largest taxpayers in california, we have paid and are committed to paying our fair share of taxes. exclusive new video shows a southern california family back on dry land after being rescued at sea. a distress call for help triggered a massive rescue operation for their sick toddler. hours ago, the kaufman family left a solved doctor's office. dad eric says they are doing well. kpix 5's len ramirez caught up with some of the rescuers over at moffett field today. len. >> reporter: that's right. the 129th rescue wing based here at moffett field is all about saving lives. they often fly behind enemy lines to rescue downed pilots in combat situations but they also have performed about 1,000 civilian rescues. this was one of their most difficult. 12 members of that rescue team landed here at moffett field a couple of hours ago. they were on that mission to save the stranded family off the coast of mexico. the rescuers included a doctor who parachuted down to the family to give that sick 1-year- old antibiotics and over medicines. some of the rescue teams did not want to give their full names but they said the family was surprised to see their level of commitment to save a life. >> they were surprised that the united states was willing to put people, you know, 1200 miles out to sea to pick them up. demeanor was calm and collected. their names eric and charlotte. we were very impressed with the way they happened the whole situation. >> you brought home a family. everybody is alive. everybody is healthy. it's a huge save. don't underestimate how big of a deal this was. you're listening to superman behind me talk about. >> reporter: the rescue team didn't know about the uproar on social media until they arrived back about the family's decision to sail around the world with to babies. they say that's not any of their concern. they also said that the family will not be charged anything for that rescue. the rescue team said they look at this as a valuable was just taking on water. other bay area headlines vallejo police are at the scene of an officer-involved shooting near a taco bell this afternoon. this is chopper 5 video that shows what looks like a tarp on the ground next to an suv. but police are not confirming if this is a fatal shooting or if the incident followed a police chase. two fire trucks rushing to the scene of a fire ended up needing rescuing themselves after colliding in daly city. two firefighters were hospitalized after the crash on brunswick street near crocker avenue. it left debris all over the street and the front of this fire truck completely smashed in. authorities are still investigating how it happened. two injured firefighters are expected to be okay. san jose police blocked off the scene of a deadly hit-and- run accident early this morning. officers found the body of 26- year-old daniel campbell at east capitol expressway and seven trees boulevard. still no description of the driver or vehicle that hit him. new tonight the corruption scandal and federal arrest of leland yee has left some san francisco voters feeling a bit abandoned. mike sugerman is here to tell us that it comes when a lot of important issues are coming up in sacramento and they need representation. >> reporter: you would think so. i live in california's senate district 8 leland yee's district. he is an alleged felon but you know what? he is my alleged felon. no one asked me if he should be suspended and i'm one of a lot of californians without anyone looking out for my interests there. two guys work on the ground n a car. >> voice in the state senate. >> it's kind of amazing and unprecedented that we have three senators being suspended and all of their constituents have to sit there and wait. >> reporter: wait for the next election, says kpix 5 political analyst melissa griffin-caen. big issues before the senate, rent control, taxes, schools. no one has their interests at heart and it's all so arbitrary. look at the design of districts. the red is district 8 in san francisco and the gray is district 9 and look at the difference. sometimes it's block by block and sometimes it's in the middle of the block. here's hour goofy it gets. i'm on edna street in the sunny side district. right now, i'm standing in leland yee's district, district 8. if i'm over here, i'm in district 9. that's mark leno's as soon as possible, i will appreciate it very much. >> reporter: but there's no provision for that in the state constitution. >> there can't even be a special election to replace these guys until they are officially out of office. so while they're on suspension, no replacement, no hope on the horizon for getting a representative back. >> reporter: what's called district 8 goes away next november. a new map moves it to another part of california so i'll be in another new district. confusing? >> oh. >> reporter: yeah. but at least next time i'll have a say in my own interests. >> there they have a new way to take the salt out of saltwater. >> reporter: the delta is antioch's drinking water source. >> so we have more water than we can possibly use in terms of water rights. >> reporter: but there's an increasing problem. >> over the years it's getting saltier and saltier. >> reporter: too salty to drink. antioch city manager says the traditional desalinization method is too expensive because it uses too much energy. >> this material here. >> reporter: this could be the solution. at lawrence livermore national laboratory michael is working on a process called flow through desalinization. think of the idea like a sponge that has magnets inside to attract salt. the water flows through and sucks up the salt. >> this is the desalinization. >> reporter: this small piece is the sponge. it has microscopic holes inside. >> now you can push out the water that's in the electrode and that's your drinking water. >> reporter: the downside right now, the tests are small. this syringe will only public one ounce of freshwater a day. but michael says the process will scale larger. in fact, the plan is to use antioch's delta diablo sanitation district as a large laboratory to take the city's brackish water and turn it into drinking water. >> they will have a stable water supply through the year. >> reporter: but it could be months or years before that begins. as for the cost, michael says he expects the price to be about what it costs for cities to buy water from somewhere else which is what antioch is now forced to do. but the city hopes not for long. >> if they can personal information online may be in jeopardy because of a recently discovered security bug called "heartbleed." two-thirds of websites may be vulnerable including some of the most popular on the web. kara tsuboi with what you need to know before changing your passwords. >> reporter: a new online security bug dubbed "heartbleed" had top websites like yahoo, facebook and google scrambling to make their sites secure. >> the attacker can listen in on website traffic and stuff that's suppose to be encrypted can be decrypted as it's getting bounced back and forth between you communicating with the site and the site receiving your communication. >> reporter: that means user names, passwords, credit card numbers, home addresses, phone numbers and all kinds of information could be stolen. the problem stems from encryption software called open ssl. >> any site that you see in your browser with a little lock or you see https, that's employing what's known as ssl or tls type encryption and any site that's using that is a potential compromised victim. >> reporter: some of the make tech sites like youtube, wikipedia and others say they have addressed the vulnerability and fixed it. others like paypal, chase and linked in say they were not affected. >> lastpast.com/"heartbleed" is excellent which is good on whether sites are vulnerable. >> reporter: if you are tempted to change your password, you may hold off. >> if you choose a new password now and then the site fix the problem you just have to choose another new password in a couple of days when they implement the fix. >> reporter: if you have some critical banking do it in person or on the phone. >> i would stay away from your banking site. i would stay away from your bank's mobile app as well. >> reporter: but it's up to the websites to ensure security for its users. >> we'll make sure your password is good. we also have something called two step authentication where you have to have et would your password and go to kpix.com and search password. google is checking into the hotel business. check it out. when you search for hotels on google's homepage, a black bar appears at the top with a number of different hotels and prices. the company's basically cutting out the middleman at sites like priceline and expedia. the move is to encourage the consumer to plan more of their trips directly on google. the internet giant will be working directly with hotels to get them involved in the service. >> it may mean that they get access to some smaller hotels that something like a priceline wouldn't currently interpret the vehicle code. it reads a person shall not drive a motor vehicle while using a wireless telephone unless the telephone is specifically designed and configured to allow hands-free listening and talking and is used in that manner while driving. >> i don't really think that the law requires us to buy expensive headsets just not to break the law. it seemed very safe. >> reporter: she is putting the argument to the test and the judge could decide if headphones headbands or head scarves as cell phone holders are considered hands-free calling. >> the fire hydrant is a whole as a knife-wielding student goes on a stabbing spree. a teenaged student is in custody tonight after the stabbing rampage at that high school near pittsburgh. he is accused of slashing people in a crowded school hallway with kitchen knives. allen martin has a look at how it happened. >> reporter: it didn't take long. the student is 16-year-old alex hribal. he faces 4 counts of attempted homicide and 21 counts of aggravated assault. his attorney says he is not even sure that his client knows that he did it. police are trying to figure out why a student went on a stabbing rampage at a high school in murrysville, pennsylvania. >> the juvenile went down the hallway and was flashing two knives around and injured the people. >> reporter: it happened just as the day was getting started at franklin regional high school. 19 students and a school police officer were hurt. >> kid laying down and he was holding his side and there was a teacher on top of him screaming, help. >> reporter: the victims were taken to local hospitals where several underwent surgery. >> they each had multiple vital organs injured. >> reporter: the suspect, a 16- year-old sophomore, was taken into custody after the officer and assistant principal and a student helped subdue him. >> i saw him charge the police officer. we jumped on him and immobilized him. >> reporter: police say they are looking at reports of a threatening phone call between the suspect and another student the night before the attack. parents rushed to the school when they got word of the stabbing. >> it's just panic right away. your stomach just drops. >> reporter: students were taken to another school where they were slowly reunited with their parents. the school will be closed for the next several days while the investigation continues. one of the victims is in critical condition tonight. but police are giving credit to students who actually pulled the fire alarm during the attack. they say it actually helped speed up the evacuation and probably saved lives. >> and the teacher, the assistant principal and the student, people did something. that's good. >> reporter: and another student jumped in and apparently saved one student's life. >> thank you, allen. let's go to some breaking news out of san jose. chopper 5 is on the scene of a fire at a mobile home park as you can see. this is on old oakland road at a complex called casa de lago. you can see that firefighters are working to put it out. they are applying water to the roof of the mobile home. thick white smoke is filling the sky. typically a good sign when it comes to fighting fires. it means the fire is almost out. the appears to be a total logs. the fbi says a total taken at the sfo tram and published in the terrorist magazine does not pose a credible threat. this is from the spring edition of al qaeda's "inspire" magazine. it shows a man riding alone in the tram with a caption in arabic suggesting he prepare a explosive device. the fbi says nothing indicates this is a legitimate threat but it will take action if it appears otherwise. the number of cruise ship passengers believed to have gotten sick on a cruise ship that docked in san francisco this week has nearly doubled. 66 passengers and 17 crew members may have contracted norovirus. those passengers have been isolated to their cabins while staffers disinfect the entire ship. new pings from deep in the indian ocean have created new hope in the search for that missing malaysia airlines plane. a navy ship heard more today raising optimism they are getting closer. they must find the flight recorders before the batteries run out. when that happens it will be extremely difficult perhaps impossible to locate them in deep water. the water is almost three miles deep where crews are currently looking. the woman accused of trying to sneak on to a plane several times in february has been arrested at sfo for yet the sixth time. police arrested 62-year-old marilyn hartman on charges including trespassing. she has already been busted three times for trying to walk on to a plane. two 10-year-olds were awarred for their bravery in san francisco today. they both helped save their mothers during medical emergencies. people in a crowded room at san francisco's city hall applauded katrina and dante. both of them called 911 when their respective mothers were in severe trouble. it was an emotional moment for katrina and her mom when katrina received the 911 hero award. both children also met the two dispatchers who answered the 911 at san francisco general hospital. she founded the san francisco wraparound project at the hospital in 2002 to rehabilitate young offenders who end up violence victims over and over again. >> this has to be treated as is an epidemic. >> reporter: rochelle says she has her case managers try to reach the patients right before they leave the hospital. >> there is a time when individuals say i could have been killed. this could have been devastating. however, i'm open and vulnerable in this moment to make changes. >> reporter: rochelle started with a bedside talk to encourage him to get engaged in his community. >> i asked joe, are you going to register to vote? he said why would i vote? >> she just took my tubes out and was involved wanted to know how i'm voting. >> look at you. >> reporter: rochelle set joe up with a wraparound case manager and when joe was ready, he started counseling, education and health services to turn his life around. >> believe in yourself as much as we
