Berkeley could be in for a radical makeover. We are getting a look tonight at some plans to renovate the bart station. Da lin says that is just the beginning. Da. Reporter ken, we standing on Center Street now the heart of berkeley. That growth will surround this bart station. Its the anchor for that growth. And thats why they are spending money to modernize this rotunda and this transportation hub. It looks very old. Not bad. I dont like the rotunda. I dont like it. Reporter this rotunda, like it or not, has served as the main entrance for the Downtown Berkeley bart station for almost half century. Now city leaders and bart are about to pump 10 million into the heart of berkeley transforming this hub into Something Like this. This is a city being reborn right here. Reporter matt nichols is the principal planner leading the revitalization of this transportation hub. He says more than 30,000 transit riders come through here every day. That number is going up. We have at least 1,000 new Housing Units in the pipeline right now. Reporter a few blocks away ucberkeley is expanding. A block away workers are building an art museum and across the street, Developers Plan to build a Highrise Hotel at the bank of america site. Developers tell me they pick these locations because of their proximity to bart. Because theres already so Much Development here, i think that Something Like this is paramount. Reporter this is just a preliminary design of the bart plaza. A glass structure instead of a rotunda. Transparency and coherence are the key goals. Reporter the open area to the left of the glass structure could be used for art performances and farmers markets. Most bart riders say they love the idea. I think opening it up spatially to the air would be beneficial to everyone. Im excited at what berkeley is doing. Its awesome. Berkeley city leaders want feedback from the public to finalize the design of that transit hub. Construction is supposed to start next year and finish in 2017. New tonight the outrage over 3yearold Kayleigh Slushers death includes the question, could something have been done to save the child . Were hoping to get more answers today from napa county child protective services. But as our Ann Notarangelo found out, those answers are difficult to come by. We have absolutely followed our protocol in all ways. We have made no errors in any of the work that we have done in the care. That being said, it does not negate the fact that a little girl died. We take that very seriously. Reporter napa countys Child Welfare director is defending her departments handling of the Kayleigh Slusher case. Child protective services went to court today to ask a judge for permission to release information about it. I think our community deserves to know exactly what we did or didnt do. Reporter the court refused the request until at least the autopsy is completed and its known if child abuse led to her death. Her mother Sarah Krueger and her boyfriend are charged with murder. Fingerpointing is directed at cps and Police Called to kayleighs house 14 times since 2012 most recently the day before she was believed to have died. Cps says cases involving marks and bruises are clearcut but it gets murky when there are allegations of Domestic Violence or drugs. It gets very complicated to be able to prove to the court that theres a compelling reason to remove that child. Reporter and she says unless theres an imminent threat to a child, the police are not obligated to report calls to cps. It would be a disservice to kayleigh if we didnt really delve as deeply as we possibly can and learn from this tragedy. Reporter perhaps in the end well discover it wasnt one agency or one person who failed kayleigh. That realization will make it all that more difficult to protect the next child. The drought is so bad now that fishing has now been banned on parts of two major Northern California rivers. The closures on the american and the Russian Rivers are through april. Here, you can drive across the river without a bridge. With water this low, the California Department of fish and wildlife is worried about migrating salmon and steelhead. They announced starting in about 10 days, no more fishing on the Russian River for a while. So its been nothing but trying to figure out whats going to happen. Reporter king sport and tackle specializes in Russian River steelhead fishing for more than 60 years. It remains a place for serious fishermen to hang out. The manager says the closure will be bad. The business that we have which is primarily, you know, steelhead fishermen is going to basically turn off just like we dont have any water in the river, were pretty soon not going to have any business. Reporter this person makes part of his living as a guide. He says, sure, he is going to lose money but i think the river needs to be closed, although i dont want it to be closed. A jury will look at this case with skepticism because the prosecutions theory shifted from one twin to the other. The victim was trying to play peacemaker and was stabbed to death. I have never heard of any case like this in the United States where two identical twins are charged with the same homicide. Reporter clark says murder investigations at party scenes are difficult when witness accounts are clouded by alcohol. But in this case, its even harder with the suspects being identical. You have problems with dna because they have the same dna. And you also have significant problems with identification because people are going to say point at each one of these people but they have no facial distinction. Reporter so it will come down to clothing the twins were wearing. Witness accounts and possibly video that may have been taken at the scene of the crime may also aid the investigation. That probably does not include marijuana farms. But it turns out at least one county is on the hunt for growers who illegally get their water for their illegal crops. To say Mendocino County has a pretty mellow tolerance when it comes to pot might seem like a huge understatement. But this year, there is no tolerance for pot growers who are stealing water. We are now becoming the water police. Reporter sheriff tom allman has a new mission. We know in the following year we are going to be seeing upwards of 5 million gallons of water per day being used for illegal marijuana, not medical illegal. Reporter and thats water Mendocino County simply doesnt have. Despite a slight drizzle at the end of january, the Mendocino County town of willits, which relies almost entirely on rainfall to fill its two reservoirs, is actually looking at running out of water in about 90 days. And while residents and businesses make sacrifice to conserve, the townsfolk know whats happening just outside city limits. People will just be taking water out of the shared out of a creek or other water source. So its having a really negative impact on our forest lands, on our streams. Reporter this is one of the concerns that the sheriff has, illegal marijuana growers tapping into these open irrigation canals like the ones here in potter valley. If you take your water tank at night and you fill it full of water by sucking it up, were going to arrest you for grand theft not petty theft. This is grand theft of natural resources. Reporter the sheriff says some growers actually drill illegal wells. Others tap into their neighbors water tanks and bury the pipe. And the most flagrant . They see it about 4 times a year. Somebody will take a pvc pipe and just in front of god and everyone just put it directly into one of the headwaters of our rivers here and pump water out of that and send it to a holding tank. Reporter i can hear people saying, oh, wait a minute, they are more concerned about water theft than they are about marijuana . Yes, i am. Yes, i am. This is a drought you know . We dont have a way to make the water come out of the sky. So what were doing is were focusing our energy and our resources towards the people who are misusing the water that we have. Reporter as far as getting a conviction, the sheriff says thats all part of the plan. Its very hard to find a jury thats going to convict somebody for growing marijuana. But if we go in front of the jury and say, well, they are growing marijuana but they were stealing water illegally diverting water causing environmental degradation and we know that thats going to have jury appeal, were going to get convictions. Reporter now, the sheriff says to be clear, this is about water. He says if someone were stealing the water to wash their clothes, they would go after them just as hard as someone stealing to to water their pot plants. He clearly is very passionate about the subject. Now, any indication of the public as passionate about it as he is . Reporter they have this online forum. Thats one thing. But the sheriff says up until a week ago they were just getting a couple calls a month about illegal water diversion. Since he made this a priority, that has shot up to 30 calls a day. Wow. Reporter in the next year these smart glasses will be used by businesses for work products or by normal people for entertainment. But as facial Recognition Technology advances, Law Enforcement will be able to put them on, scan a crowd, and possibly locate a suspect or lost child. Better technology could have helped Boston Police find the marathon bombers sooner. There are images of suspects but it took days to identify them. Low resolution images taken from surveillance cameras dont help with current facial Recognition Programs which have their limits. But yang says his company has built a better mousetrap and developed the software to identify someone even if 60 of the facial image is disguised or corrupted. When 60 of the pixels are corrupted, you cannot even identify where is the region of the eyes, the nose, the mouth. It can convert that image into this image. Reporter he predicts this program will be available within two or three years and could help Police Identify known suspects before they commit another crime. Now the former head of the federal Energy RegulatoryCommission Says the attack was something larger than vandalism. It was an organized coordinated attack in a way that was extremely well planned and hes skewed and thats confirmed for me by people from the dod. Really, thats up to the fbi to decide. Sources tell us that the no terrorist theory is based on the idea that no one has taken credit for the attack for much chatter about it on the nor has there been much chatter about it on the net, which usually happens with such attacks. Then if it was a practice run perhaps the group would just as soon stay silent. Its more significant in the fact that if there was an organized coordinated attack throughout the country on critical substations, it could black out the entire country. Reporter his comments are based on the sophistication of the attack. How vulnerable are the transformer substations here in california . They are very vulnerable. You could knock out a substation where you have a transformer in, you know, without very much difficulty. It just got a fence around it. The most simple ones would be to make the fences around these substations which are chain link fences opaque so you couldnt see through them and couldnt shoot from 1,000 yards. We cant discuss for security reasons the specific measures we are taking. Dont want to share detailed information but we are working aggressively with local agencies, federal agencies, to improve security overall. Reporter now, those pictures you just saw were taken today. Ill put it that way. Robert hoover today has a masters degree in education administration. And he is paying it forward with a program that inspires kids in his community. He knows his way around a golf course. Put your feet closer together. Reporter and how to teach the game. Make sure your hands stay still and just arms swing. Reporter but if you think robert hoovers lessons are just about bogeys and birdies, then youre missing why he started the Junior Golf Program in East Palo Alto 23 years ago. I decided i wanted to do to use golf as a vehicle to help kids with their personal development but most of all to really get them to understand the connection between education and their future. Reporter and its why youll find him here most every day after school at the Municipal Golf Course reinforcing life lessons through a sport he loves. You have to be honest because you have to keep your own score. You have to be patient. You have to be persistent. Golf is a game that requires a lot of the things that we would like our kids to have. Reporter robert has worked with youth in the area since the 1960s but got the idea to start a golf program when he took a few kids with him to hit balls after work. What started with 10 students has grown to 50. But whats remarkable is that in an area where half the teens drop out of high school, 90 of the students who go to bobs program graduate. Lorrena cuffy is one of roberts first students, Family Friends introducing them in 1993 after she had been expelled from 7th grade. He invested a lot of his energy into just being like a second father to me. And it really transformed my life. Reporter lorena is one of several Program Graduates who went on to play in college, something 14yearold german orozco would like to do. He taught us a lot of important things we need to know. Reporter the money raised pays for kids equipments, tournament fees, as well as field trips to colleges and the great outdoors. Through it all, robert has never taken a salary. And at 80 years old, still gives his all to the kids. I want more. I gave my last token. Just to watch kids grow and become good people reporter so for being a driving force for youth in his community, this weeks jefferson award in the bay area goes to robert hoover. The Junior Golf Program is open for kids 6 to 17 years old in south san mateo county. And the folks at the palo alto golf course have also helped out a lot. They offer discounts on the balls and they give tee times to the kids and, you know, robert says a lot of the community has pitched in. The Four Seasons Hotel is helping raise money and tapping into some of the Silicon Valley resources. Yeah. Mr. Hoover, i apologize. I didnt mean to call you kid. He is a kid at heart. Im wondering how good his game is, being out there every day hitting the ball. He is probably very sharp. He is very sharp. When im an octogenarian i want to be that way.
