However, the builder was not kind to the neighbors in his discussions with us. Reporter what do you mean . He was arrogant, basically. You know reporter pushy . Just no. Just ignored us. Theres a lot of opinions about what people should or should not do. Reporter murphy hosted a fundraiser for mayor lees campaign and was appointed a port commissioner. But the mayor emphasized today, murphy will get no special favors as the city investigates what happens. In this case, i want dbi to complete a thorough investigation and make sure he is held to the highest standard of safety and get the building done properly. Reporter the inspector says despite the wreckage he cant say the next step is going to be demolition. He wants the contractors engineers to come up with a plan, the building inspectors still have to approve the plan before any more work is done. Live in San Francisco, linda yee, kpix 5. Now, according to sf weekly murphy originally planned to demolish the home but the Planning Department rejected that saying the home was structurally sound. Instead, he applied to remodel it and dramatically expand the size of the home. And that was approved. In just the last half hour, the lockdown has been lifted at the bay area jail where an explosion injured several inmates today. Inmates at the santa rita jail in dublin were on lockdown since noon when an oven exploded. Several inmates were baking in the kitchen at the time. Kpix 5s ryan takeo with just how powerful that blast was and what investigators say may have contributed to it. Ryan. Reporter ken, that blast threw that oven door across the kitchen. That door measures 7 feet tall, three feet wide, and weighs 300 pounds. The natural gas explosion happened just before lunchtime. There was some food trays scattered around and the door to the oven was off. Reporter one deputy and ten inmates were injured. One inmate was seriously hurt. He has a head injury probably from the door being blown off. Four ovens all next to one another. Reporter the industrial ovens are huge and their doors are heavy. Six inches thick, its a very heavy metal door. Reporter katrina green works for aero mark the company that helps oversee the inmates while they cook. From 7 a. M. To 12 30 p. M. They bake. They bake biscuits, cakes, cornbread back there. Reporter green says one of her coworkers narrowly avoided serious injury. The supervisor was lucky. She usually leans on the oven that blew up. Reporter we asked the Alameda CountySheriffs Department if there was anything suspicious about the explosion. No. Theres no indication of foul play. Reporter sergeant jd nelson added the ovens age could be a factor. Its been here since the santa rita jail opened in 89. Right now investigators arent saying what caused the explosion and what caused the oven door end to up 10 feet away. Had to be a lot of pressure for it to just blow up and be taken off of it the hinges like that. Reporter theres no shortage of food here. Most of the kitchenworks the inmates just cant use the baking often but most of the kitchen works. Ryan takeo, kpix 5. That kitchen is usually very busy. Santa rita jail is the Third Largest jail in the state and inmates also make food for other local jails. Well, with no rain in our forecast, and an already record dry year, the state braces for the threat of a water shortage. No official drought declared yet. But they are talking about it in sacramento. Brian webb on the drought preparations taking place. Brian. Reporter ken, the National Weather service looked into its crystal ball this week. They dont see any significant rain in our future. And that would make for a Third Straight year of Drought Conditions across much of california. Dont let this Big Blue Lake fool you. California is staring down a possible drought and just about anyone can see in coming. It appears from what i hear on tv its bad and from the newspaper real serious. Reporter San Francisco sucks some of its water from Crystal Springs reservoir, the citys total supply still sitting at 73 or about 7 years worth of water. But its never too early to conserve. I would ask everyone to just save as much water because the drop saved today is a drop for the future. Reporter but at the state capital, they are already drawing up battle plans of pointing a drought manager and pinpointing places to purchase water if and when necessary. Its a catch22 situation. Were in trouble if we dont irrigate and without irrigation, we cant operate. But every time we turn these pumps on we know exactly what were doing. Have been told to brace for a potential zero water allocation for 2014. Zero. You cant get any lower than that. Reporter farmers figure to be on the front lines of any water shortages. Some already attending drought preparation workshops where they learn how to do more with less. In a good year the water should be almost all the way up to the parking lot. Reporter thats me last month standing in what used to be part of lake mendocino much of it now bone dry and there hasnt been much rain since then either. And as dry conditions move from short term to long lasting, places like Crystal Springs reservoir could turn from blue to brown. Not much you can do about it. Its a power beyond us thats handling that. Reporter i talked to a lot of water experts today. They seem to point to the month of april. By then, they will know how much snow and rain we got during the winter and spring. If there is any water rationing, if there is any, look for it to happen around then. Live south of San Francisco, brian webb, kpix 5. Were following breaking news out of reno, nevada where a gunman opened fire at a Medical Center killing one person before then taking his own life. Two other people were injured and are being treated at the hospital. Police say the gunman opened fire after visiting the Neurology Office before 3 00. No word yet on the gunmans motive. The Medical Center is the largest hospital in northern nevada. Developing news out of big sur, where thick smoke from a wildfire is still lingering in the sky. Firefighters from Alameda County along with about 600 others are trying to get the so called pfeiffer fire under control and save nearby homes. Right now that fire is only about 5 contained. About 100 people were forced to evacuate. 15 homes have been destroyed including the fire chiefs. The fire started yesterday morning near Los Padres National forest. Today Monterey CountySheriffs Office issued an evacuation warning for People Living west of state highway 1 on top of the other evacuations. Ricardo novarro on how volunteers are stepping in to help. Reporter fire crews took us here where we could see the flames burning, the smoke still heavy right next to that a home, a woman is evacuating as we speak. Now, volunteers are working really hard to get all the dry wood all the dry leaves away from here so that the flames dont spread into the area. We are getting a closer look at some of the devastation. The still photos show what was caused by that fire as it went through. You can see the charred remains of some homes, gutted by the wildfire. New at 6 00 bart will offer passengers safety escorts at some stations to protect holiday shoppers. The escorts will walk people from the station to their cars at the west Oakland Fruitvale and bay fair stations. It will happen on friday between 5 p. M. And 8 p. M. Just look for officers in uniform. Bay area home sales slowing down. Researchers say a lack of inventory caused sales to slide 11 last month from the same period last year. Its the site where 2 new at 6 00 a look at the piles of material inside the sims Metal Recycling plant in redwood city. Its the sight where two smoky fires have erupted in just a matter of weeks. The latest happened this morning. The redwood city Fire District told us there has been discussion about fining sims to recoup some of the costs of fighting the recent fires. This is what this mornings fire looked like, thick white smoke carrying the stench of burning plastic as far south as Mountain View. The company says it started with a small explosion in a pile of light iron recyclables after midnight. It took about nine hours to put it out. Its very unusual to have this many fires in a few weeks and sims is very concerned about it. This is not our normal mode of operation and we are going to be doing what we can to make sure it doesnt happen again. A fire in november at the same place sent smoke into the south bay. It ignited a heap of crushed cars and burned for more than 7 hours. Just last week, the air quality district issued a public nuisance citation to sims for that fire. Len ramirez tells us that fire is one of several factors prompting a health alert in Santa Clara County. Len. Reporter elizabeth, it actually turned into a pretty night up here in the East Foothills above san jose. Thats because you cant see the smog anymore but you can smell it and you can sense the thickness in the air. From the East Foothills of the Santa Clara Valley downtown san jose seemed to vanish into thick air. Theres a little bit of a smell like smoke or something. Its hard running today. Reporter what do you feel . Just a little tightness. I know that i probably should have stayed in today but i still need to do the run. Reporter it was a record tenth straight spare the air day but to make matters worse, the san jose area was sandwiched by the drifting smoke of two major fires one to the south in big sur, the other at the sims Metal Recycling plant in redwood city. All smoke is hazardous. It doesnt matter whether its pay fire in your fireplace whether its a fire in your fireplace, barbecue, the by products of smoke is toxic. Reporter the dirty air was stagnant becoming something you could see and taste. The Santa Clara CountyHealth Director issued a Public Health warning about the air urging residents to stay indoors if they could. San jose unified did just that, restricting thousands of students to spend recess inside. Just not that nice to be out in the air today so i think thats a good choice from the School Districts and they err on the side of caution for the kids. Reporter this unprecedented string of air alert days will continue making this one of the worst periods of air pollution in recent years. So we have called the 11th spare the air alert here in the bay area and thats due to a very stubborn weather system thats been in place over the bay area for more than a week. It allows wood smoke pollution to build up to unhealthy levels and were seeing elevated levels of pollution today. Reporter so the bay area wide burning ban will be in effect again tomorrow. Oakland reached a level not seen since december of 2011 except for one other day. Lets talk about bad air and the dry quality of the air and no rain on the horizon yet. Kind of all goes together. It seems like somebody has put a deflector shield over the top of the bay area. We cant buy any rainfall. Then once that front moves out, here comes another big strong ridge of High Pressure that will sit off to our west knocking any storm away for at least a week.
