Task force report estimates the city will need to spend 10 billion on roadways and transportation just to keep pace with the growth. On muni now, it has 2. 2 billion in unfunded deferred maintenance. Reporter the building goes on and on and on with the next big project being the planned Warriors Arena on the waterfront which is enjoying a growing support despite critic charges that its too big and will be a traffic nightmare. According to a new kpix 5 surveyusa poll, support for the arena is up 5 to 64 with the biggest concern being that the arena will take space away from the public and small businesses. But these days, the city overall seems to be thinking big. Very big. And thats a far cry from just a few years ago when the city turned around and said no to growth and imposed controls on it. But now after the recession, the economy is picking up, from the looks of things so is the attitude of the public. Elizabeth . Phil, you know, its obvious that traffic will and could be a major problem but what about the rent that skyrocketing rent . Is there a plan to add more Affordable Housing with this boom . Reporter you know, its really tough. San francisco has always had a tough time with that and so does the bay area. Most of the housing going in that you saw, those highrises and these behind me they are for highend people that cost a lot of money for those. To build those however you have to add in money for low cost Affordable Housing low cost but the middle people rarely qualify for the low cost and dont have the money for the big. So watch for mayor lee in the coming months to try to come up with some kind of plan because he is already feeling the political heat from people who are feeling they are getting squeezed out. Thank you. A number of bay area Oil Companies are making the case to the air quality board in hopes of expanding their operations. The most controversial project is including transporting crude oil by train not ship. Allen martin reports. Reporter the protestors were out on the sidewalk in San Francisco today as the air quality district heard from all sides. Supporters say the projects will bring jobs to the area. But opponents worry about the effect that those projects could have for years to come. Even before the air Quality Management district took public comment, a message was being delivered. Happen right now to make a difference to change the laws for the bay area. Reporter by those opposed to the four Energy Projects being considered. The District Board heard about plans by phillips 66, west pack, chevron and va rare row. Its valero proposing a facility that could take delivery of crude oil brought in by railcar. That project is to bring in crude, to bring in 70,000 barrels of crude by rail as opposed to bringing it in by ship. Reporter the oil that would be unloaded from railcars and refined in benicia is what many consider a lower quality dirtier crude oil high in sulphur called tar sand. Valero told the board it wouldnt increase emissions. Even though the four proposals come from four Oil Companies with four different goals, many people who have Environmental Concerns believe that added together, those projects could be an environmental disaster. Andres soto lives in richmond and remembers well chevrons explosion and refinery fire in august 2012. People here in the bay area are now waking up to the fact that the big oil has plans for our bay area and they are trying to sneak it in through the back door, the side door and any way they can without fully disclosing their intent. Reporter jason lives in pinole, was raised in richmond. He supports his Ironworkers Union and the possibility of more jobs. But he says he has to explain to his two daughters the Environmental Impact that the refineries have had. Our generation has to face it. We have to take steps and fix it. We got get that well rolling. Reporter valeros project to install that railcar unloading facility for crude oil is under Environmental Review and benicia is supposed to issue its draft Environmental Impact report this month. There are a number of these oil by rail projects going on right now. Where do they stand . One of the others is west pack the name of the oil company. It sits on the suisun bay. Pittsburg is reviewing comments on the Environmental Impact report right now. But west pack has not even submitted its permit requests to the air quality district yet so all four of these are in different stages of progress. Going from ship to rail. Mmhm. All right. Lets review the day first because we didnt really warm up much today, did we . In napa you had a high of 53. San jose 52. Livermore and concord barely above 50 degrees for no more than 30 or 45 minutes. Setting the stage for tonight, tonight will be a widespread freeze. The entire bay area with only the city of San Francisco the exception. We are talking lows in the mid 20s to the low 30s bringing the pets inside protect the plants if you can. These are some of the lows tonight. Napa down to 25. Redwood city 30. San jose youre going to hit 29. And livermore tonight 25 very cold degrees. Some of you are saying, i dont like the cold. Reporter it already feels like were in an icebox in gilroy and there are a lot of crops in the ground so its going to be a long night for growers in this part of the bay area. They spent the afternoon trying to make as many preparations as they could to save their sensitive plants. With just hours to go before the coming frost yeah. They can buy. Reporter helena vogel and her workers are giving the trees a potentially lifesaving white winter blanket. The big trees they dont get damaged as easy as the tiny ones but the small ones we really have to protect them. Reporter the vogels run an avocado and citrus farm outside of gilroy, six acres thousands of trees some worth as much as 10,000 apiece. Workers already moved avocado trees into greenhouses and then pulled the covers up over rows of small trees to provide a warm and sunny environment inside. This is the most economical way for us to protect our trees. Reporter another citrus grower in san jose with trees too big to cover will just have to sweat out tonights freeze warning which takes effect at 9 p. M. And runs through 9 a. M. Thursday. Some passengers got sick when their train got trapped in the Oakland Hills tunnel this morning and began filling with smoke. Da lin on the sudden stop that crippled yet another east bay commute. Da . Reporter yeah, ken. This is the latest Major Incident in what has been a very, very difficult year for bart and its passengers. This morning, about 700 passengers were stuck in a train stuck in a tunnel waiting for rescue so we asked bart, whats going on . A scary sight in a bart car passengers helping this woman, who appeared unconscious. A rider took the cell phone video this morning after the train they were in got stuck in the Berkeley Hills tunnel. It was confusing. We didnt hear anything for 40 minutes. I panicked a little bit but theres not too much you can do stuck in the tunnel. Reporter some riders were so scared they said they dont plan to take bart again. The Transit Agency has been dealing with major issues this year. Two strikes, two worker fatalities, a new lawsuit, and multiple delays caused by fires like this one. Its been a rough year for bart. Its been a rough year for bart riders. Its been a rough year for bart employees but the best thing we can do is to Work Together have a renewed focus on getting that safe reliable train service. Reporter bart says the problems were caused by the systems aging fleet. This mornings incident was certainly another black eye for bart. They say an electrical short in the train caused the Computer System to activate the emergency parking brake. The brakes smoke a little bit and because of where the ventilation is on the train the smoke enters the train. You smelled the burning Electrical First and then after that, you started to see the smoke. Reporter after abusing stuck in the tunnel after being stuck in the tunnel for an hour, they returned to the rockridge station. Passengers were relieved. Paramedics took nine people to the hospital and treated two at the scene. This is the woman you saw in the cell phone video. Firefighters say she and others will be okay. It is barts reputation that will take longer to recover. I think bart has a lot of work to do. Reporter bart Officials Say theyre very, very sorry for these recent problems. In the meantime, things are back to normal for the bart system. No reported delay for the evening commute. Live in oakland, im da lin, kpix 5. On the other side of the hills, hundreds more bart riders were stranded in orinda. They had to get off and wait in the parking lot while bart sorted everything out. Its really frustrating and our hands are tied and theres nothing to do. Theres helicopters and fire engines. We have absolutely no idea. But everybody is trying to find a ride. Many bart riders fled in their cars clogging traffic on 24. Others formed carpools or hopped on a bus. Many stranded riders who had come from elsewhere simply had to wait it out. December 23rd is when you need to sign up to have your coverage start january 1. We want everyone to be signed up january 1. If you miss that deadline something happens in the month of january, you have to pay the big bill. Reporter but no penalty if you dont sign up by december 23 . The other deadline is march 31. Thats the end of open enrollment. You need to sign up by march 31 to avoid a penalty. Thats why we want to make sure everyone pays by march 31. The big penalty is the penalty that happens if you go to the hospital and walk out with a 400,000 debt. Thats the penalty people should be worried about. Reporter now we have been pretty gooden rolling people in california. Good in enrolling people in california but one group is lacking spanish speakers. Last month only about 3 of the enrolled were spanish speakers but they make up 30 of californians. What are we doing to outreach to that community . Couple of things. First, we think most of the enrollment of spanish speakers and most people is going to be in their community. For example, this weekend coming up, in concord, in oakland, in San Francisco, burlingame, libraries are going to have trained certified counselors to help people enroll that speak spanish. Okay. The wind speed out here in Castro Valley is less than 1 mileperhour but that also means that the coldest air will be allowed to settle to the ground. The atmosphere wont be mixing much so basically we have the absolute perfect setup for a very cold night tonight. Thats why were under the freeze warning. Its entire bay area except for the city of San Francisco. Temperatures in the 20s to low 30s. Definitely bring the pets inside. Cant implore that enough. They have fur but they need to be inside. That is like a fan of arctic air working its way through canada through the northwest, right into the bay area. Thats not going away anytime soon so look at these high temperatures for you tomorrow. Prosecutors a suspect accused of killing a San Francisco man over a playstation is being held on 5 million bail tonight. Prosecutors call him a holiday predator. Kpix 5 reporter ryan takeo on how this case is prompting a warning about the dangers of online deals. Reporter 21yearold Ronnie Collins pictured in orange faced a judge for the first time today. Police say he shot and killed another man last sunday in San Franciscos bayview district. Prosecutors say collins was supposed to buy a playstation 4 console. And after that, he reached in his coat as if he was going to get money. And instead, he pulled out the gun and stuck it through the window. Reporter assistant d. A. Scott clark says the victim then offered to give collins the ps4. You know, he came in, you can have the playstation. This isnt worth it or something to that effect. And the defendant said, nah, and pointed the gun back down at him and shot him in each arm and twice in the lower abdomen. Reporter clark says the suspects found the ps4 on the social media site instagram. Police and the d. A. Expect there will be plenty of these types of online sales during the Holiday Season so they sent out these warnings. When people are approaching you and they want to buy it you should do a little bit of due diligence. Who are you . Where do you live . Get some basic information about them. Theres nothing wrong with even asking for some kind of identification even beforehand. Meet in a very public place whether a coffee shop or mall. Reporter in the city of richmond, its illegal to Smoke Cigarettes in any public place indoors or out or nearly anywhere elsewhere anyone else may take in the Secondhand Smoke but that didnt include the socalled new ecigarettes that deliver nicotine in a heated vapor form. The city every richmond has been a leader in trying to protect people in Secondhand Smoke and ecigarette smoke is still dangerous. Not as bad as Secondhand Smoke but still bad. Reporter so at tuesday nights meeting they voted unanimously to add ecigarettes to the smoking restrictions but those who like the product say hold on. At this smoke shop in concord the owners son says he used to Smoke Tobacco but was able to quit by using what they prefer to call a smoke pen. The device heats up a flavored liquid that contains nicotine in various concentrations. Nine months ago i started at a high nicotine level which is about 18 milligrams and now im down to zero. So all im doing really is just flavor. Reporter the people who actually manufacture the pens sold here say its not fair to associate their product with tobacco smoke. First of all, there is no smoke. Its just heating up Propylene Glycol a food grade and Vegetable Glycerin food grade and pharmaceutical grade nicotine and when those chemicals react to the heat it actually turns into water vapor once its exhaled. Reporter ecigarettes have exploded in popularity and he says he doesnt even sell much tobacco anymore. You would think that could be cause for celebration but the fda, which is not regulating the product, says it has not yet been fully studied. Despite the uncertainty, cal researchers at last nights meeting convinced the council to adopt the ban. The scientists from uc berkeley that testified last night said there are significant detectable amounts of substances which they know get inside people from having studied it. Theres not for me. Reporter those embracing this alternative to tobacco might need more convincing. In concord, john ramos, kpix 5. Theres another crackdown on ecigarettes going on in los angeles. Today the city council there voted unanimously to prohibit selling them to minors. Bay area headlines. The beach chalet soccer fields in Golden Gate Park got the green light for the makeover. A superior court judge ruled in favor of the renovation. Environmentalists sued over plans to install artificial turf. But their arguments were rejected. The 14 million project will take two years to complete. Firefighters in san jose looking for a person whose mobile home was destroyed in an overnight fire. The fire broke out in the casa alondra Mobile Home Park on monterey road. Neighbors say luckily the owner was not home at the time. And, you know, while the California Exchange hasnt been hasslefree, it has been running more smoothly than the rest of the country. In fact, lets compare enrollment numbers under covered california to other states. The latest numbers show almost 80,000 californians have selected health plans. Another 135,000 applicants are likely to be covered under medi cal here in. Yeah. Thats a total of more than 200,000 meaning california is way ahead of the other state exchanges and washington state, for instance, they have just over 93,000 enrolled. And that includes private health plans and medicaid. Oregon has signed up just 3,470. Nationally add up all the states using the federal healthcare. Gov and that number is just over 210,000. So enrollment is highest here in california. But again, it hasnt been hasslefree. So i am here with one of our covered california volunteers. And i had to ask, what is one of the most common questions youre getting today from people calling in . The most common question is what plan do i choose . My answer is to start at the silver plan because it is the one that has the best options based on your income, your zip code, to get potentially the tax subsidy as well as potential help with your out of pocket costs. And then you can take that plan you can compare it to all the other plans to see if anything is better or worse for you, reliant . You can look at that particular option which is the one that is where 70 of the costs are paid by the insurance company, 30 of the costs are paid for you and within that particular metal, there are plan options and then you go to other metals. I think people will support these things if they know the money is going to the right place not just going to some organization. Its going to where it can do some good.
