take a look at sun-up over vacaville. temperatures now in the 50s and low 60s. lots of sunshine away from the bay. that will be the case again today. but a little bit cooler due to the enhancement of the marine layer. and the air mass aloft. we are going with 62 in pacifica where had reports of drizzle recall this morning. 60s and low 70s common around the lip of the bay today. mid-70s and pleasant with a late day breeze around the peninsula. inland highs in the 80s, 90 discovery bay and brentwood. full forecast coming up. water rates for much of the bay area could be going up almost 20%. the east bay municipal utility district is talking about that today. jessica flores reports from oakland reporter: it's a controversial proposal that has complaints pouring in. east bay m.u.d. saying it has to raise these rates because revenue is down. they just didn't sell enough water during the drought. and that's because customers did exactly what they were told to do, conserve water. now, those very customers could be paying the price. east bay m.u.d. will vote on air proposal today to increase raids 19% over the next two years for its 1.4 million customers. east bay m.u.d. says the rate increases are critical to investing in infrastructure, everything from water treatment plants, aqueducts and 4200 miles of pipe. some customers feel they are being penalized for saving water. >> kind of a catch-22. it's like we either have our water go up or we use too much water. >> reporter: east bay m.u.d. nearly doubled rates over the past 10 years raising rates annually 7.1% over the past decade. the proposed rates are for 2018 to 2019. and that will be 19% increase. now, if these proposals go through today, they will raise rates about $5 for the average household. that's according to east bay m.u.d. officials. the board meets here in downtown oakland today for that vote at 1:15 p.m. reporting live, i'm jessica flores, kpix 5. right now, the alamo fire burning in northeastern santa barbara county is the largest wildfire burning in the state of california. it's burned through 29,000 acres so far enough to make the smoke visible from space. at least one home has been destroyed and dozens of homes, ranches and vineyards are in its path. air attack has been a key component in fighting the fire. >> the other thing that makes a difference is the newest fleet of air tankers that we have, large air tankers. much quicker longer range and duration. very more dependable. so very more efficient. and obviously they carry more retardant. so. >> the fire started late last week. terrifying moments for dozens of kids who had to be rescued from a wildfire during a camping trip in santa barbara county. the ceo of the boys and girls club of santa barbara county says that more than 80 people had to be rescued from a popular campground when the fire started on saturday. the landscape at the campground's entrance is completely burned. so far the fire has burned more than 10,000 acres and is 25% contained. no word on how it started. this morning, we are getting our first look at the two suspects accused shooting and killing a teenager in santa clara while he was driving. it happened last wednesday night on the corner of brookdale and bing drive. nearby officers found 17-year- old alex gutierrez, who had been shot. he was taken to the hospital, where he died. detectives tracked down these two suspects in modesto. giovanni ortiz and erik james carter were arrested at a motel and booked on murder charges. according to a "go fund me" page, the victim was going to school to be a mechanic and saving money to buy his own business. the oakland police department could soon be forced to seek approval before acquiring new surveillance technologies like cell phone trackers, drones and license plate readers if a proposed safety ordinance is passed by the city council. tonight oakland's public safety committee will discuss that proposal. and if it gets the committee's approval, the ordinance will next go to the full council to consider before a vote later this year. the same committee will also consider another proposal to have the police department cut ties with i.c.e. which would denounce the trump administration's illegal immigration law enforcement. rebecca kaplan is behind the proposal. new this morning, federal authorities are investigating an explosion at this u.s. air force recruiting office in oklahoma. bomb squads and the k-9s were at the scene overnight. investigators say the officer's glass doors were open before police arrived. you can see scattered debris on the ground. at this time the incident has not officially been called an act of terrorism. a hawaii-based u.s. army soldier is facing terror charges for allegedly trying to provide material support to isis. fbi agents arrested active duty army soldier ikaika kang over the weekend. an undercover agent says the soldier told him that he wanted to kill a bunch of people. authorities say the 34-year-old sergeant first class also expressed interest in fighting overseas for isis. >> the material support included providing military documents to persons he believed would pass them to isis, be involved in the purchase of a drone with the intent that it would be provided to isis. >> the fbi believes that kang acted alone and says none of those documents made it to the terrorist organization. the war-torn city of mosul has been liberated from isis. iraq's leader says that national security forces backed by a u.s.-led coalition retook the city after more than 3 years of isis rule. the victory marks an end to a nine-month operation. now iraqis are facing the task of what to do with the historic city. much of it reduced to rubble and still a threat of isis attacks. donald trump, jr. has hired a criminal defense attorney as part of the ongoing investigations into alleged russian interference in the 2016 election. this development came on the same day that he admitted to meeting last year with a russian lawyer, who claimed to have damaging information on hillary clinton. members of the senate intelligence committee now want to talk to him about that meeting. >> the committee intends to ask donald trump, jr. as well as if we can find other people who attended that meeting beyond jared kushner and paul manafort who we also intend to question some very serious questions about why they take this meeting, why they didn't disclose it on the front end. >> white house deputy press secretary sarah huckabee sanders has said that the president did not know about trump junior's meeting. back in california governor jerry brown just announced a proposal to extend through the next decade the state's landmark program to regulate climate warming greenhouse gases. kpix 5's sandra osborne is live in san jose with a look at this pro prosed extension. sandra. >> reporter: good morning. you can see the money from this program hard at work behind me. take a look at these apartments. they are partially paid for by the "cap and trade" agreement money. right now they are being used for low-income families and special needs family like the chronically homeless. the whole goal is to reduce carbon emissions by 40% of what it was back in 1990. total greenhouse gas emissions are limited and it requires businesses to buy or trade allowances in order to pollute. lawmakers voted down a proposal already this year that would have extended the program. some fear the cost, others want to "move forward." >> the cost of not doing something about climate change are significantly higher. >> this is about a threat that will kill tens of millions of people! >> reporter: the new program will extend the program until 2030 and give the air resources board the power to set a price ceiling on pollution permits. the governor hopes this version of the bill will pass. but we'll have to see. the earliest they vote will be thursday night. breaking news council members will today consider boosting mediation opportunities between landlords and tenants. at a meeting tonight, they will also debate increasing fines against lafound to have raised rents in retaliation. council members will also discuss just cause evictions. in just a few hours, the san mateo county board of supervisors will vote on allowing pot shops in north fair oaks. that's the unincorporated area between redwood city and atherton. recreational marijuana becomes legal on january 1. redwood city, palo alto, san mateo and belmont have already decided that they are not going to allow pot stores. that comes as contra costa county is considering adopting a slew of provisions that would restrict the sale of flavored tobacco products, electronics and menthol cigarettes. they will probably pass this morning. several cities in the bay area including san francisco have already adopted bans on flavored tobacco. one of the biggest transportation projects in san francisco is going nowhere fast. the central subway projects is 10 months behind schedule because of construction delays. it will connect chinatown to union square, bart and the muni metro. the opening is projected for november of 2019. >> the construction all over the city continues for that. oh. >> it will be so nice once it's done. >> it will be a really good way to get from point a to point b but yikes. >> in the meantime. >> you have to deal with the traffic. we may start to see some major traffic backups in san leandro. we are tracking a fire and live chopper 5 is over the scene. you can see fire crews are on scene here. this is a fire in san leandro. this is not too far from 580. the smoke is visible from the freedom. we have seen reports from chp saying drivers can see the smoke. chp providing traffic control for surface streets in the area. it looks like they will shut down hannah drive at 164th avenue is, so heads up if you live or typically drive through the area. this looks like a residential area. it looks like that street is completely blocked off and there may be some other local streets that will be closed. so keep that in mind if you are heading in that direction. a look at your ride on 238. you can see that -- if you can see any smoke, it's not slowing anyone down here. 580 remains in the green. you haven't seen any delays. 880 heading through oakland right near the coliseum. no problems to report making your way between 238 and the maze. slowdown at the bay bridge toll plaza, 25 minutes into downtown san francisco. eastshore freeway still showing speeds in tomorrow's day of action argue that all internet traffic should be treated equally and that internet service provides should not be allowed to block or slow down certain websites. a snapchat spokesman said this: notifications. th now be a "mute button." you can use the filter.. on certain accounts: like twitter is making changes. you can now filter your note notifications. there will be a mute button. you can use that on certain accounts like people that don't follow you, accounts that are new or accounts that aren't yet confirmed. the option is under the advanced filter section in your time now 6:32. let's take a live look outside right now. we have a live look at 880 in oakland. and on the left, it is foggy out there. >> the golden gate bridge is covered in fog this morning. you're monitoring a cooldown? >> treasure island at the golden gate bridge and the bay bridge, you can see the layers -- actually a shallow deck of clouds. we are seeing breaks in the deck of cloudiness but it's producing drizzle at the coast and into the bay this morning. so far no reports of any local airport delays. again, let's take another view of the deck of low clouds. this is more like a mid-july weather pattern that we are looking at. you want sunshine, let's head to san jose. very rarely do i count down to something. 10 days until [ indiscernible ] in "s.a.p. center." it's like christmas. 50 in santa rosa. 61 degrees in san jose. clouds are forming at the coast producing a little bit of drizzle. meanwhile, today, we have sunshine away from the beaches. 60s, 70s, 80s, a few low 90s towards the delta and to the north in cloverdale. full forecast featuring a hazard you need to know about. we'll talk about this coming up. we are starting to see those slowdowns build along the eastshore freeway. pretty difficult for this time of morning. do expect delays as you make your way through richmond and on down towards the bay bridge toll plaza. then we have the usual backups the crowds are forming over at the toll plaza. we have speeds in the yellow. 26 minutes from the carquinez bridge to the maze. and from the maze into san francisco, another 23, 25 minutes. san mateo bridge getting busy out of hayward making your way over to foster city. those taillights moving westbound 20-minute ride just jumped into the yellow. have a couple of problems to tell you about. we have had multiple reports of accidents coming in. this is along the pacheco pass. anyone who is traveling between 101 and i-5. we have some big travel plans today. do expect delays. we have some downed power lines. we have slowdowns on 101. that's from tennant to cochran. that's a check of your traffic. governor brown is pushing to extend california's "cap and trade" agreement set to expire in 2020. kpix 5's sandra osborne reports. >> reporter: the whole goal is to reduce carbon emissions by 40% of what it was in 1990. it's set to expire in 2020 unless the governor has his way. he wants to extend this now by another decade to 2030. the proposal on this extension has already failed once lawmakers voting against it because of concerns of higher gas prices. after major back and forth trying to please environmentalists and also republicans, governor brown and other legislative leaders reintroduced two bills with new language. in a statement to the "l.a. times," brown said this: >> cap and trade limits total greenhouse gas emissions requires business to buy or trade allowances. right now environmental justice groups believe the deal gives too many concessions to oil companies. the earliest that lawmakers will probably vote on this would be thursday evening. but if you are wondering where all the money goes, take a look behind me. partially these apartments paid for california "cap and capitol hill for president trump's oldest son to testify before a senate panel. donald trump, jr. admits that he met with a russian lawyer during last year's presidential election. his brother-in-law jared kushner and paul manafort attended that meeting june 9 at trump tower. the attorney told trump junior she had damaging information about hillary clinton. senate republicans are hoping to put out a revised healthcare bill by the end of the week. cbs news reporting that members of the senate republican congress are meeting today and could be briefed on the process. the congressional budget office would likely release a cost estimate of the new measure before a vote could take place. the number of senators say that the costs would be a key factor in that decisions to repeal and replace obamacare. >> there is tremendous concern about both the senate and the house versions for the bill particularly what they would mean for the most vulnerable citizens in my state and rural hospitals and nursing homes. >> if the bill comes out this week, a floor vote could happen as early as next week. president trump tweeting out: today a group that calls itself the healthy california campaign will conduct a hearing for that stalled single-payer healthcare bill. the group made up of hospital patients, registered nurses and others will be gathering at the state capital this afternoon. they are holding this event on the day that the single-payer healthcare bill would have gone through the health committee had it not stalled. two survivors will share their stories to raise awareness for several sex assault bills. lawmakers are debating measures to help survivors get justice. one of the bills would create a voluntary tax contribution fund to help reduce the rape kit backlog in the state. federal aviation administration officials are trying to figure out what caused a military transport plane to crash in mississippi. the refueling aircraft came down in a soybean field north of jackson killing at least 16. the kc-130 experienced some sort of mishap but no further details were provided. witnesses say that the plane because engulfed in flames as it spiraled down from the sky and burned for hours. >> crackling noise just something in it all over but it was loud. >> investigators at the scene are supposed to hold a press conference later this morning with an update on what they have found. big party for north korea leader kim jong-un. he attended a concert celebrating the launch of the country's first intercontinental ballistic missile. a female band led the concert bill. he saw special events since the 4th of july missile launch. here's the flight path for that missile. south korea reports that it flew nearly 600 miles before landing in waters between north korea and japan. meanwhile, the u.s.-built missile defense system successfully intercepted its target during a test run today. the terminal high altitude area defense missile system managed to shoot down a target over alaska. time now 6:40. dangers at the coast. next, the warning to beach- goers this morning as bigger waves are set to roll in. >> plus, why uber is threatening to shut down its ford is in just a few hours there will be a new way to get around in the east bay. ford is launching their bikeshare system. the gobikes will be available in oakland, berkeley and emeryville. the bikes are already installed in san jose and san francisco. this is a big launch along the embarcadero last week. the company hopes to have 7,000 bikes in the bay area by next year. today city council members in concord are deciding whether delivery robots should be allowed to roam on the sidewalks. the pilot program involves a company called starship technologies. the devices would transport packages, groceries and take- out orders to customers within half-hour windows. if approved, the initiative would span one year and focus on downtown concord. >> that's cool. investors are losing confidence in the companies behind snapchat as the rest of the tech sector awaits new earnings reports. kcbs financial reporter jason brooks reports. >> snapchat was one of the most heavily hyped ipos in the tech sector in some time but shares in its parent firm snap have fallen below the list price of $17. they are down this morning. a negative note from morgan stanley raises questions about the company's weak user growth and increasing pressure from rivals. facebook has adopted a lot of the same tactics used by snap chap and that's believed by wall street analysts to weigh on user growth for snapchat. snapchat shares down about 4% in the early going today. the tech sector has been beaten down over the past month. heavy selling has rippled through the nasdaq but some think it will change as 2nd quarter earnings start to come in, in particular from semiconductor companies. chip sales are on the rise. in 2017, semiconductor sales may top $400 billion for the first time. memory chip demand is leading that and could propel samsung above intel in chip sales for the first time. intel has led all chipmakers in global growth over the past 24 years. stock market coming off a mixed session fairly flat in the early going today. the numbers are pointing a little bit lower. the dow is even, nasdaq down 4, s&p down 3. back to you. >> thank you. pretty soon it might be harder to compare rates between uber and lyft. uber is threatening to shut down an app that lets passengers compare fares. the company is reportedly trying to remove it from the ride fare app. uber shut down a similar app called urban hail when it yanked its data from the company. time 6:47. and jaclyn has been keeping an eye on a new motorcycle accident. >> reporter: yes. we have one in the north bay. and we typically see this when we have really nice weather. we see a lot of motorcycle accidents. so please be careful out there. and be sure to look out for those guys riding on two wheels. right now this crash southbound 101 this is right near kastania and traffic backed up to washington at this time. your ride from petaluma boulevard down to kastania, this is just under 20 minutes. no problems over at the golden gate bridge. things looking a-okay. over at the richmond/san rafael bridge those headlights moving westbound. we are starting to see a big backup along richmond parkway if you use that between i-80 and heading over to 580 to connect with the bridge there. so do expect slowdowns right there. and making your way towards the eastshore freeway and the maze, we are continuing to track that backup. about 23 minutes from the maze to 101. hat's a check of your traffic; over to you. crews across the california are battling brush fires this morning in the south bay. flames have burned about 70 acres in the santa clara county hills. it is burning between san jose and morgan hill just south of mount hamilton. mostly a rural area. here's a live look at that area now. it's almost under control. it's 80% contained. it started at 4 p.m. yesterday. cal fire brought in helicopters and tankers to drop water and flame retardant. the cooler weather we saw last evening was a big help to that firefighting effort. investigators have not pinpointed the cause yet. but a burned-out car was found on the shoulder of san felipe road and that's right where it appears that fire started. there's a state of emergency in northern california due to several wildfires. in butte county thousands of homes are still threatened and evacuations are under way. reporter sean bennett is live at a local assistance center in oroville with the latest. sean, good morning. >> reporter: good morning, kenny. i'll tell you, residents waiting for this day. today at noon right here in this building, the municipal auditorium just off downtown here in historic oroville is where residents learned of fate of whether their home is still standing or destroyed. cal fire confirming 37 homes have been destroyed because of this wall fire here that's blowing all over the hillside here in butte county. as far as the firefight is concerned, we could tell you it has burned 5800 acres. it's at 40% contained. fire departments as far south as chula vista to the northern state line are assisting here in butte county. the california national guard joined the team yesterday using their aircraft prepared to drop water and transport firefighters straight to the fireline. >> we deployed 8 helicopters and two air tankers about half of those are in northern california. we are dealing with the wall fire. they just need all the help they can get. >> reporter: evacuations have been downgraded and some residents are home. but others have to wait until power lines are fixed in some neighborhoods. today starting at noon, homeowners can go to the orov mip auditorium to find out which properties were lost in the fire. we are learning from the city that they will stay open until 7:00 tonight and they will run this 12 to 7 p.m. daily on saturday. back to you. >> thank you. a live look at treasure island. you can see the waves moving calmly right now in the bay. but certainly a different picture in southern california. monster waves and rip currents creating a dangerous situation for swimmers and surfers along parts of the southern california coast. here's what it looked
