South winds 20 that 35 Miles Per Hour. There will be downtown trees and downed power lines. Mostly cloudy skies and rain, temperatures currently in the 50s. Napa county is seeing a lot of rain, floods and mudslides. Kpix 5s jackie ward is live in American Canyon and jackie, you have some problems with getting to your story this morning. Reporter yeah. Just the third stop of the day for us. We had trouble getting from highway 29 at our original destination at the napa river. That diverted us with an accident there. Now on American Canyon road there is a mudslide. You can see a bunch of mud and dirt has slid into the road here. This is American Canyon. Its right by westbound 80. Not a lot of traffic delays, which is good. To be honest, our news van is kind of causing people to slow down a little bit but well be out of here in just a couple of minutes. A bunch of dirt and mud have been removed from here already. As you head westbound on American Canyon road, the only place you might snag up trafficwise is between broadway and highway 29. So that was the only area that we ran into trouble while traveling American Canyon road to get to this mudslide. Besides that you should be pretty good. This traffic is not a big deal. Just a couple of Police Officers here. See the Police Officer even getting his own shovel out trying to get this road cleared as soon as possible. Please, take it slow out there. The city is posting warnings and barricades to help residents prepare. A big moment earlier this morning along the sacramento river. Several gates were opened at the Sacramento Weir to direct water through the Sacramento Bypass and into the yolo bypass. The project is intended to prevent flooding in the Sacramento Metro area. Powerful winds and towering waves are expected to hit the peninsula and the wet conditions come just after crews in pacifica cleared up major storm damage along highway 1. So you add to that the high wind we have been seeing, the rain continues to fall. A lot of hillsides and cliffsides in the area are at risk this morning. So a lot of eyes on this Apartment Building on esplanade avenue. The cliff under it has been crumbling for years and the situation is so dire its slated to be torn down next week. The goal, to beat the forces of nature to the punch here because if this building falls into the ocean a lot of environmental concerns. Highway 1 here in pacifica finally reopened this morning after a mudslide shut down the northbound lanes yesterday. It took almost 24 hours to clean it up and shore up the hillside. This was very close to reina del mar and you can see the traffic jam it caused all day. Caltrans put up a concrete barrier overnight to protect the road from another deluge of debris. But a lot of concerns this morning focused specifically on the coast combining the weather conditions with that high tide which well see around 9 a. M. Were talking about 7 feet. Lets take a look at our roads right now. Things are crazy. Its still very wet out there. So first lets start in observations at the bay bridge toll plaza. Those metering lights are on so that traffic is backing up towards the maze here. Also a high wind advisory across the span there so make sure youre driving slowly because of the winds and because of the rain. Two hands on the wheel giving yourself extra space between drivers. The maze to downtown will take you about 16 to 20 minutes. Now lets move over to the Traffic Alert in oakland. Westbound 24 before broadway its a twocar crash thats also involving a car fire and its blocking the three left lanes out there. Its causing a five mile backup into orinda and youre only moving at 16 Miles Per Hour. So if you can avoid this area, please do. And if you cant, give yourself a lot of extra time. Moving over now to northbound 680 in san ramon before crow canyon road this is an overturned car out there blocking a lane but not causing many delays. And if you are traveling along the Altamont Pass this morning get ready for the usual slow traffic coming out of tracy moving at 57 Miles Per Hour. Then you crawl along at 28 Miles Per Hour. So north tracy boulevard to the Altamont Pass will take 30 minutes on 580 westbound. I suggest you just avoid the roads today. This is only going to get worse. So bart is on time. Ace is on time. Muni is on time. And an update on the San Francisco bay ferry. 8 30 a. M. And also the noon vallejoto San Francisco will be serviced by buses. 730 out every alameda to south San Francisco and 7 40 out of oakland to San Francisco are canceled. Thank you. Heres a look at the latest numbers of pg e customers affected by Power Outages in the bay area. Less than 700 are in the dark in the northern part of the bay area. 246 are affected in san mateo and San Francisco counties. A little more than 200 in Santa Clara County have no power and in alameda and contra costa counties, about 110 homes and businesses are affected. The Winter Weather has pummeled the tahoe truckee area. A long stretch of 80 is closed because of all the snow, wind and rain. I80 is currently shut down between colfax and the nevada state line. In the south bay damage from a mudslide has this part of highway 152 off limits for drivers. The debris between gilroy and Mount Madonna is forcing a closure at watsonville road that should last through friday. Meanwhile tributaries through the pajaro river jumped its banks and flooded two homes at 101 and 25. Crowds formed to catch the powerful flow of the storm runoff. Mudslides are also causing problems in the Santa Cruz Mountains. Chp officers shot this video along highway 17. This is near vine hill road. And a tv news van got caught under some rocks and mud. The driver is expected to be okay. And across Santa Cruz Mountains all this heavy rain isnt spelling more water from the tap. Thats because the newell creek pipeline ruptured during weekend storms. Operators say roughly 1500 gallons of water was gushing out every minute for hours before the pipeline was shut down. Residents have been asked to cut down their water use by 30 this week during repairs. Time now 6 10. All about timing is a good point because right now, if you are traveling on highway 17, you are going to be in some trouble. Highway 17 between vine hill road and sugarloaf road reduced to one lane in each direction and this is due to a mudslide from yesterday they are still trying to clean up. Northbound 17 to san jose youre at 27 Miles Per Hour. So i cant give you an alternate here because highway 9 is backed up, as well. So i would suggest you just avoid the area altogether if you can and if not give yourself a lot of extra time. To the rest of the south bay heading up from highway 17 into san jose, heres a look at 101 northbound, 280 680 split to highway 237 about 15 minutes. 280 northbound looking good. 87 northbound between highway 85 and 101 quick 12 minutes. Moving to the Altamont Pass 50 miles an hour. The sensors are wrong i think its worse there. If you get to north flynn road youre down to 27 Miles Per Hour. North tracy boulevard to the Altamont Pass will take you up to 34 to 35 minutes. And if you are heading on to the san mateo bridge look at this. Very slow commute 880 to 101 will now take you 20 minutes. Drive safely, everybody. Roberta, ill send it to you. We have a dire situation now with the napa river in saint helena and, in fact, at this particular time, we are monitoring it. It will overflow its banks by later tonight by a good 2 feet. We anticipate widespread crop damage. The napa river near napa is also going to overflow its banks by tomorrow morning. We anticipate secondary roads to be flooded. Agricultural areas to be flooded. And guerneville the Russian River has already overflowed its banks and we have some minor flooding to moderate flooding occurring around the parkers resort area. Same around brookside resort. Broadway street all the way into highway 13, heavy rain. There you have the south bay now san jose, light to moderate rainfall in throughout the rose Garden District including willow glen. We back into the Cambrian Park area moderate rain through los gatos into saratoga. Hey, do you see that San Lorenzo Park through Redwood Grove Boulder Creek . A little bit of a break there now but its been raining all morning. We are anticipating four inches of rain on top of the 5 inches that already fell with the last storm system. We do have rain up and down the peninsula. Sfo, now delays 3 hours and 18 minutes on some arriving flights. And check out this city. San francisco, light rain in the mission district. Heavier rainfall throughout the Richmond District backing through western addison. We have the rainfall all the way back through ocean avenue. Now, this system is the latest one on the heels of the Atmospheric River. It has a little Atmospheric River impulse associated with it tapping into a cold front. Bottom line Flash Flood Watches in effect for this huge yellow area which encompasses the entire bay area. The blue area is the Coastal Flood Advisory in effect. Well see some coastal flooding. Temperatures in the 50s. We have winds breezy 14 oakland, 15 San Francisco, but these winds are going to increase as the day wears on today. Thats why we have high wind warning in effect for the higher elevations, high wind watch for all of us, yes, another gusty day. There will be downed trees, showers for the morning commute rain and wind during the day today. We do have mudslides landslides a strong possibility. Storm after storm is taking a storm track into the bay area. Rain all day long throughout the evening commute. Lingering showers into our wednesday. Why are medical experts really concerned about this trend . Diabetes is a serious disease and it can lead to serious complications; blindness, amputation, kidney disease, heart attack and stroke. Lets break it down so people understand the basics. There are three major kinds of diabetes. Thats right. Type i diabetes, your body no longer makes insulin so you have to take insulin to survive. Cant prevent it. Type ii diabetes is your body is not using the insulin it makes properly. We manage that with diet and exercise and various medications. It can be prevented or delayed. There is gestational diabetes which occurs when you are pregnant. It should go away once you have delivered the baby. Good morning, its tuesday, january 10. Im michelle griego. Get ready for another wet commute this morning. Lets look outside at the embarcadero. You can see the wet streets. The roads are tricky because theres Still Standing water that accumulation from all the rain and your windshield wipers will be working overtime. There is some major flooding along the Russian River. The water hit its highest level yesterday afternoon at 35. 2 feet and the river could reach flood stage once again. Some homes along the Russian River were evacuated due to a major mudslide in guerneville. It happened along santa rosa avenue. And heres kpix 5 reporter joe vazquez jumping right into the muck to show us what residents there are dealing with. Here on the other side, this is old monte rio road. It is also impassable. The mud is very thick here, as well. Theres no doubt this road is going to be compromised for some time. The county was forced to red tag several homes after determining they are no longer safe to live in. It has weekend havoc all created havoc. This is what we anticipated. The soil is saturated and windy, more downed trees today. Lets get back to the rivers of dire concern at this particular time. The napa river in saint helena there will be widespread crop damage by later tonight. When we see the water overflows its banks by two feet. Meanwhile, in napa, the napa river is now at 61. 7. Flooding is in sunshine 16. 7. Flood stage 21 feet tomorrow morning. Low parts of town will be affecting with flooding and secondary roads and crops. The guerneville area Russian River has caused moderate flooding. There will be more flooding as we see the river begin to crest again about this time tomorrow morning. Its live, its hidef Doppler Radar. Green means light rain. Yellow means moderate rain. Red means we have to keep an eye for the potential of an isolated thunderstorm. We see that drifting in the calistoga area now. Rain in rio vista right now. This is a cluster of activity i have been watching very carefully for the potential of the thunderstorm. Discovery bay range to an hour. Light to moderate rainfall there with that yellow cell encompassing highway 82 in the south bay making tracks into the willow glen area all the way into the rose Garden District of san jose. There you have the Santa Cruz Mountains Boulder Creek seeing a little break but this is the area we saw five inches of rain from the last system. Another four inches of rain expected over the next 24 hours. San francisco, Marina District, youre waking up youre hearing the rain on the rooftops, all the way back to the sunset district, crossing the Golden Gate Bridge into tiburon. We have a Flash Flood Watch in the yellow area just about the entire bay area. The blue area is the Coastal Flood Advisory and thats because we have astronomical high tides just after 9 a. M. , 7 feet coinciding with wind and rains, there will be beach erosion. The other side of the story, here we go again. Gusty winds up to 65 Miles Per Hour. We have been watching the waves grow over the past hour or so significantly. Roberta has been talking about the Coastal Flood Advisory in effect through thursday and then we are going to have that combination of high tide and rain so several of the hills and cliffs in the area are in danger of coming down. We saw it yesterday with this mudslide on highway 1 near reina del mar. Mud, dirt and rocks tumbled on the northbound lanes. And between the cleanup and shoring up the hill, it took almost 24 hours to get those lanes reopened. And there are not a lot of options for getting around highway 1 so traffic is backed up all along the peninsula coast all day long. You got all these parents, you got all these people dropping off kids and youll never get out. Theres a billion cars in line. Reporter yeah. Caused a lot of frustration and crews put up a concrete barrier between the section of hillside and the highway overnight to try to prevent another roadblock. A lot of eyes this morning on this Apartment Building on someplaced in a avenue though. The cliff underneath it has been crumbling for years and the situation is so dire that this Apartment Building is scheduled to be demolished as soon as next week. And city officials here in pacifica are hoping that they are going to be able to beat Mother Nature to the punch here and that the cliffside wont crumble so much this week that it ends up falling before they are able to demolish it. So a lot of things to watch here in pacifica as the weather worsens. Live in pacifica, anne makevoc, kpix 5. Lets check traffic. Starting with mass transit, we do have an update for bart and 19th street oakland station delay of 10 minutes on trains into richmond. This is all due to police activity. Moving to the roads, this Traffic Alert earlier has been canceled in oakland. Westbound 24 before broadway this twocar crash that resulted in a car fire is out of the roads and that residual backup remains and youre driving in the area at just 20 Miles Per Hour and the backup extends all the way into orinda. Moving over now to the san mateo bridge commute, this is very slow from hayward to foster city. Cars are inching their way through from 880 to 101 and that will take you about 23 to 25 minutes so give yourself some extra time there. Moving over to the south bay, the Scotts Valley Santa Cruz Mountains area northbound 17, between vine hill road and sugarloaf road is closed all morning but the good news is its now open and traffic is recovering now up to 57 Miles Per Hour. However, you see the caution up there, thats in los gatos and a mudslide blocking a lane. Traffic not affected. If you are heading on highway 17 into the south bay, heres a look at the traffic conditions throughout the area. 101 northbound moving slowly at 14 minutes at a 14minute commute between the 280 680 split to highway 237. 280 northbound slow. 87 northbound between highway 85 and 101 will be about 15 minutes. Mayor ed lee is trying his best to steer them away from southern california. Thats because lee says Treasure Island would be a great fit for the future museum. The site would cost 23 million and since the filmmakers plan died in chicago many in the bay area are hopeful. Still l. A. Is offering the lucas team 7 acres of downtown land for less and some on the board are wary about an island location. If they want to be sure that the building will withstand the rise as will the entire island, they are looking at some of the seismic performance of the building, um, some of the, um, geographic and and atmospheric conditions of being here on the bay. Mayor lee adds that a simple ferry trip would get people right over to the space. The 49ers are suing santa clara. The organization filed a lawsuit on friday claiming city leaders falsely accuse them of violating their contract. Now the team wants the city to sign a certificate saying no breaches ever happened. The lawsuit states, the city falsely accused the team of having failed to perform its obligations under the Stadium Management agreement despite the absence of any goodfaith basis for such charges. The dispute started last year when mayor lisa gillmor issued an audit for levis stadium finances. Confirmation hearings for president elect Donald Trumps cabinet picks start today. Alabama senator Jeff Sessions is the attorney general nominee. The republican vows to work with state and local Law Enforcement to dismantle gangs and prosecute those who repeatedly violate our borders.
