investigation. surveillance video shows them in the lobby of the dunnigan motel six november 27 with no children two weeks before their arrest. amanda latham was working the desk that day and checked the pair in. she says nothing about them seemed unusual. >> they seemed like everyday people going about their lives like nothing. that was shocking that they seemed so mellow and calm and --like nothing was wrong. >> reporter: motel surveillance video also shows the pair driving the same suv that police say they later found 9- year-old frankie locked inside severely beaten. >> why do this now? why to these children? why did you do what you did? i mean, were you sick? were you going through something? did you need help? if so, why didn't you get the proper help? >> that was steve large reporting. huntsman was reported to child protective services four times in the last year for alleged neglect. each time workers visited her salinas home but never removed children from her care. every. later this morning funeral service will be held in san francisco for mario woods. the man who was shot this month by police. anne makovec is at police headquarters where the chief spoke about some changes following the shooting. anne. >> reporter: where there are three separate investigations going on right now into the officers' conduct that day. mario woods was shot and killed by police on december 2 in the bayview neighborhood. he was wielding a kitchen knife. he is accused of using it in a stabbing earlier this day. the confrontation was caught by several witness cell phones. the video raise questions of how much a threat woods actually was and the incident prompting changes within the sfpd including a new system that holds officers more accountable for use of force. anytime that an officer points their gun at somebody they have to document it and write a report as to why. >> reporter: the shooting has a lot of city leaders calling for police to be armed with tasers. some of the supporters of that plan, the police chief, the mayor and the president of the officers union. the city has considered this twice before and rejected it. many say that the outcome of the woods incident would have been much different if officers had that available to them as a possibility. woods' funeral set for 11 a.m. this morning. live in san francisco, anne makevoc, kpix 5. road rage reportedly led to a knife fight along a busy bay area highway. now an oakland man is in custody. the altercation happened on highway 24 in orinda near st. stevens drive on tuesday night. the chp says two drivers went at each other with knives, slashing each other's tires. and one man got stabbed. investigators say it all started in oakland when one driver threw something at the other man's car. public and media from the courtroom. they are accused of beating an inmate to death in august and assaulting another. the defense claims extensive publicity about the case already threatens the chances of a fair trial and that following the public into a preliminary hearing would negatively influence potential jurors. two daily fantasy sports giants fighting to stay alive in california. we have to have more than just the lethal weapon response to someone carrying a knife. >> actually have to look at the entire operation of san francisco police department. >> reporter: among the supporters of the taser proposition the police chief, the mayor and the president of the officers union. in the meantime woods' funeral is set for 11:00 this morning in the bayview. live in san francisco, anne makevoc, kpix 5. the head of monterey county's social services is talking about the case of two children whose bodies were found in a storage unit in redding. the children's mother was killed in a car accident so they were in the custody of their cousin tami joy huntsman. she and gonzalo curiel were arrested. she was reported four times in the last year for neglect. each time workers visited her salinas home, the children were allowed to stay. >> if we could see the future, clearly, we would have intervened. >> you can't predict crime. and that's an important principle for society. >> the kids' 9-year-old sister was found in plumas county with signs of severe abuse. she is getting treatment at the hospital. firefighters in vallejo made quick work of a house fire this morning. it broke out shortly before 2 a.m. at a home on raines court. it was under control within about a half-hour. but there was a wider impact. the fire caused a transformer to blow knocking out power to most of the block. the cause of the fire is under investigation. many muni buses and trolleys are turning 15 which is typically the year they get taken off the roads. as the aging fleet chugs along, there have been a couple of close calls. just last week, two of the buses caught fire. and now muni has decided to put hundreds of buses and trolleys through inspection. >> last week, we have a fire at the top of the pole that connections the pole to the overhead wire. >> of the 300 buses checked, 26 of them had problems. muni says they have ordered new buses but it will be a while before they come. it is 6:33. big getaway weekend for folks with the holiday around the corner. how are we looking? >> have you noticed it's been heavy on the roads going home? there's a lot of people out and about. you have to stay on top of the weather this time of the year because we have major changes happening, significant weather changes right here in the bay area and throughout the high sierra. it's live, it's our hi-def doppler radar. we are not picking up any raindrops as of yet but when we go to the northwestern section of the state plenty of precipitation. that's the scene looking out toward the bay waters where we have clouds floating around the. temperatures not as cold as 24 hours ago, 30s nonetheless away from the bay. so this is that first system that's going to impact our day today in the form of just some sprinkles in the north bay. otherwise, the main event associated with that cold front is moving in late friday afternoon into friday evening. so pretty quiet today with temperatures into the 50s. we will track that coming up. an accident southbound 101 approaching san antonio. no lanes are shut down. this big rig accident is on the right-hand shoulder so it's more of a looky-loo factor for the very busy petaluma commute. traffic is backed up almost to old redwood highway. so be prepared for those delays through south 101 as you try to get into marin county. the bay bridge commute the metering lights are on. traffic at the toll plaza is backed up from beyond the 880 overcrossing. eastshore freeway looking okay. the nimitz is steady no major issues for this stretch of 880, just a brief delay for that northbound drive approaching high street. i'll have another look at "kcbs traffic" coming up. a grand jury indicted a chicago police officer in the shooting death of a teenager. officer jason van dyke is charged with first-degree murder and official misconduct. the indictment alleges van dyke shot 17-year-old laquan mcdonald knowing it could cause, quote, death or great bodily harm. mcdonald's walking down the streetcar rig a knife last year when van dyke shot him 16 times. aside from a couple of scuffles, protests remained under control in baltimore overnight after a mistrial was declared in a police officer's manslaughter trial. william porter was the first of six baltimore officers to be tried in connection with the death of freddie gray. gray died in april after suffering a spinal cord injury while in police custody. after three days of deliberations, the jury emerged deadlocked on all counts. >> we are confident that there will be another trial with a different jury. we are calm. you should be calm, too. >> lawyers will meet today to discuss dates for a possible retrial. a consume ever group is urging state regulators to impose a $163 million fine on pg&e. it stems from the deadly 2010 explosion and fire in san bruno caused by pg&e gas pipeline. investigators say flawed recordkeeping contributed to that disaster. the consumer group says pg&e still doesn't have comprehensive records for pressure tests on about 1,000 miles of pipeline. self-driving cars have to follow new regulations before hitting california roads. first, a licensed driver must be in the car at all times. also, manufacturers can't sell the cars. they must lease them. the owners will have to go through special training. google is unwith of the big driving forces behind self- driving -- is one of the big driving forces behind self- driving vehicles and said they are disappointed saying the dmv is putting too many limits on the cars. the countdown wind down toward the nationwide opening of the new "star wars" movie. some theaters are screening the six previous movies before the big event. this is hacienda crossing at dublin. the "star wars" marathon started there at 4 a.m. kiet do is live at the tech museum in downtown san jose site of a special screening that's one of a kind in all of craft. got some company? where's the data? how --assure us that we're safe. that's all. that's all we're asking. >> reporter: tce is a carcinogen known to cause cancer. when found in soil under a home, tce vapors can creep through the foundation and seep into a house building up in dangerous concentrations. >> are we breathing in it?
